congress, signing four executive orders, providing some relief for millions of americans struggling during the coronavirus pandemic. >> i'm taking action to provide an additional or an extra $400 per week in expanded benefits. $400. okay. >> talks between the trump administration and the democratic leadership on a new covid-19 relief bill collapsed friday. >> it was a disappointing meeting. we did not make any progress today. >> reporter: democrats say they offered to meet republicans halfway on a $2 trillion stimulus package. >> i offered to them, we'll take down a trillion if you add a trillion in. they said, absolutely not. >> reporter: there was some positive news from the labor department. friday's job reports beat expectations. nearly 1.8 million jobs added last month. the unemployment rate dropped to

10.2%. the data showed erthat l their at the beginning of the pandemic are still unemployed. the $600 unemployment benefit expired july 31st. >> that extra $600 has been a lifeline to us to keep the roof over our heads, keep food on the table. >> reporter: the paycheck protection program or ppp, which has helped small businesses meet their payroll expires today. >> it's really small businesses that need the support and that really contribute to much to the places where they're located. when we lose small businesses, we really lose a lot more than j you that one business. >> some economists predict if those businesses do not receive another round of support, more americans will lose their jobs in the coming months. david wright, abc news, new york. >> we should tell you, some legal experts believe the

executive order extending unemployment benefits may not be constitutional. here are the latest coronavirus numbers for california now. we are anticipating a backlog of tests to be processed over the next few days. more than 7300 new cases were reported today. that is above the seven-day average of more than 6500 as well as the 14-they average of 7100. another 178 deaths were reported. the state topped 10,000 yesterday. and the positivity rate is still falling with the seven day now at 5.6%. san francisco hotels are gearing up to welcome back tourists, but only when it's safe and whenever the city allows it. hotel guests will have a new set of guidelines for their health and safety. ac 7 news reporter kornell bernard joins us live in san francisco with more on what this entails. hey, kornell. >> dionne. half the hotels here in san

francisco are anxious to reopen. and they've got a plan to welcome tourists back, safely. >> we just came out to enjoy the day and check out the city and see what's going on now. >> reporter: denise boone from salt lake city into you to san francisco just for the day. she says union square was kind of disappointing. >> well, it's very empty. it is not what we're used to. but it's beautiful. the weather is great. >> reporter: she won't need a hotel tonight. good thing. most hotels in the city remain closed to tourists due to the pandemic, except those hotels housing essential work, and some homeless. >> i think it's extraordinarily challenging right now and many of our partners feel it. >> reporter: kelly powers from the hotel council of san francisco says the pandemic has been devastating of the hotel industry. she says the council has developed new clean and safe protocols for guests and employees when doors reopen, including requiring the use of hand sanitizer and wearing

masks. employees should avoid touching cars and taxi doors, valet service suspended. one person or party aloud on elevators. use the stairs when possible. room cleaning should follow cal osha and cdc guidelines. >> we want to open our hotels safely. we know that's the quickest path to economic recovery. >> my great grandfather founded the home and we have been handing it down to generations since. >> reporter: she is the only employee inside the hotel these days. it remains closed. 90 staff members have been furloughed. >> it breaks my heart. some of the house keepers used to babysit me and my siblings. to not be able to see them every day, i miss them. i want everyone back. not just guests. >> reporter: she says her family's hotel wil e. e biggest question, when can hotels reopen? for now, that's still unknown. >> yes, it's a little eerie. we will get through it. positivity is key.

>> the hotel council says about 10,000 hotel employees currently are unemployed. it is unclear when hotels across san francisco will be back to normal operations. >> covid-19, self testing program, relaunched in berkeley today. people lined up on pablo avenue. the tested kiosk will open from 10:00 to 6:00 and 9:00 to 6:00 on weekdayles. the self tests follow a two-day pilot program that served more than 500 people. if you get tested at the kiosk, you can expect to get your results within two days. oakland's public schools are set to open for distance learning on monday. right now the school district and teacher's union are still working out several issues. the two sides differed on how much time teachers will have to get ready for their classes. you know union leaders want two full weeks. the district is proposing one

week plus four wednesdays for a total of nine days. both sides also disagree on the length of time teachers will work each day. in the east bay, three teenagers are now accused of opening fire on people during an argument in alameda. the shooting happened at about noon time yesterday in the area of santa clara avenue and oak street. officers announced that arrest today. now sky 7 flew above while police examined about a dozen shell casings. one person was wounded in the leg. a woman who was in the area was injured by flying glass. a bullet also hit a car with a 10-year-old child inside. san mateo police need your help tonight to find a man who beat and sexually assaulted a woman at a bus stop. you are looking at surveillance video of a man they say was in his 20s near the scene of attack wednesday night. this is at 9th avenue and el camino real. police believe another piece of evidence might help you recognize him.

a san rafael photographer known for his work covering the civil rights movement has died in a plane crash. the late county sheriffs office says the 89-year-old died last night when a mini glider crashed in lake port. he was a political activist and

captured the 1965 voting rights march from selma to montgomery. he remained an active photographer and ran his own photographer agency. in san francisco today a protest calling for i.c.e. to release detained immigrants, especially those most vulnerable to covid-19. it began on market street and ended at the u.s. immigration and customs enforcement agency. organizers want to close the camps and free the children. the conditions are too unsafe to remain in custody. they accuse governor newsom of sleeping on the job and held up a large puppet of the governor's likeness. the event is a day of nationwide protests of people protesting i.c.e.. people lined up for the fortune cookie factory celebrating its 58th year in business. abc 7 news was in china town where crowds came out to support the golden gate cookie factory. performers danced to mark the
