whether to put food on their table or pay rent. >> reporter: and they asked states to pay the cost, urging them to get the federal funds from the cares act. >> in california, we've had a $54 billion budget deficit and the government literally can't print money, and so, they can support americans during this time period. >> reporter: the $400 check seems promising because she hasn't received any financial aid since filing for unemployment in march. >> i've been waiting for so long and i'm literally down, to, like, less than $100 now. >> reporter: along with her are over 1 million unemployed californians, waiting to fix its broken system to receive the first wave of financial aid, as many gear up to receive the second.

in the east bay a man is dead after being shot in a shopping district near oakland's lake merit. you can see where the man was killed add lake shore avenue and just before 6:00 tonight. witnesses saw a person running from the scene, who police say could be a suspect. they have not released the victim's name. >> in alameda, three teenagers are accused of opening fire in the area of santa clara and oak street. officers announced the arrest today. sky saechb flew above while police examined about a dozen shell casesings. one person was wounded in the leg. a woman in the area was injured by flying glass. and hit a bullet with -- and a bullet went through a car with a 10-year-old inside. in a tweet, wiener said he

in san fricancisco a huge crowd soaked up the sun. after receiving several calls from concerned viewers. you can see large groups of people, some in what appear to be togas, most without masks and very few social distancing. the area does not fall under san francisco city services. san francisco hotels are getting ready to welcome tourists back but only when it's safe and when they allow it. abc 7 news reporter has the details from san francisco. >> we just came out to enjoy the city and see what's going on now.

>> reporter: she flew to san francisco just for the day. she says union square is kind of disappointing. >> it's empty, not what we're used to but it's beautiful and the weather is great. >> reporter: they won't need a hotel tonight. good thing. most are closed to tourists due to the pandemic, except those housing essential workers and homeless. >> i think it's extraordinarily challenging right now. and many of our partners feel it. >> reporter: she says the pandemic has been devastating on the hotel industry. she says the counsel has developed new clean and safe protocols when doors reopen, including requiring the use of hand sanitizer and wearing masks. employees should avoid touching cars and one person or party allowed on elevators, used the stairs when possible and room cleaning should follow california osha and cdc guidelines.

bets are back on at a card room in california. casino managers say they received permission from san joaquin county and the state to open on a casino's patio. they say business is steady, while the indoor casino holds nearly 300 people, outdoor capacity is limited to 60. they perform a thermal scan of everyone before they enter and masks required at all times. >> reporter: we have hand sanitizing stations throughout the property and stringent hand washing. >> reporter: when it shut down, the casino laid off 70% of the staff, and sars says the room brought in 750 million in state taxes lasts year.

and still a little bit of warmth out there at this late night hour. 66, that current temperature in san jose. live doppler 7, along with satellite pop up along the sierra earlier this evening. and some of the cloud cover has blown into the bay area, with that fog regrouping along the coast right now. so, overnight, numbers slowly falling into the 50s earlier tonight. even lake fort will settle in the low 60s. so, mild air overhead in cities tonight. they'll track that marine layer, 7:30. and there you can see the fog along the coastline. it will be dense in spots. the fog doesn't linger too long. we expect sunshine in the afternoon and a warmer day on tap. so, highs tomorrow in our microclimates. starting in the south bay for

the san francisco zoo held their annual march of the penguins today. you can see six magellan penguins about to waddle their way home to penguin island, with the help of their care takers, of course. guests were limited because of the pandemic. the chicks were born in may and sent to fish school to learn how to swim, eat whole fish and socialize with their human hosts. during the past two weeks, a gaming contest was held for two of the male chicks. the talented mr. slippery, and

could be a suspect. police in san mateo are looking for a man accused of beating and sexually assaulting a woman. possibly near a bus stop at about 10:45 wednesday night. police are asking residents and business owners to check security camera footage for the suspect. >> president trump signed an executive order calling for new unemployment benefits. the $600 weekly unemployment benefit was july 21st. president trump signed the plan after talks between his administration and congress fell apart. the constitution gives congress, not control over federal spending. and staggering new numbers as coronavirus cases grow to 20 million worldwide. 25% of those in america. the latest numbers put the u.s. at nearly 5 million cases and nearly 652 million lives lost.

reporting. we are learning more about a troubling similarity in many of the children who contracted covid-19. the flamatory syndrome or nise. the condition was found in 203 of the 570 children under 18, who were also confirmed to have covid-19 from march to july. it can cause severe abdominal pain, heart trouble, fevers and more. a 10-year-old boy in south lake tahoe is fighting what some suspect is inflammatory syndrome. nathan howard is currently hospitalized in sacramento. he has tested negative for coronavirus. but doctors say his symptoms match that of mis-c. they were careful to social distance and now his dad is on a
