tuition loss if the student needs to leave school. kenneth, mona? >> megan, thank you. now to the confusion over president trump's executive orders signed over the weekend extending unemployment benefits. his orders also cover evictions, student loans and payroll taxes. he spoke about them last night. reena roy has more. >> reporter: new questions about president trump's executive order. >> it would be kind to call it swiss cheese. there are more holes than things that help new york. >> reporter: the president bypassing congress over the weekend signing an executive order that restores unemployment benefits to millions, but slashes the weekly checks to $400 while requesting states share the cost. >> the states will be able to provide the extra $100. >> we have a system where we can do 100% or we can do 75%. they pay 25%. >> reporter: that announcement

republicans said delaying payroll tax won't help american workers. no word on when the parties will get back to negotiations. kenneth, mona? >> reena, thank you. more violent clashes reported in beirut, lebanon after last week's chemical explosion that killed 160 people and injured 6,000. police responded with tear gas after protesters threw rocks and stormed government buildings demanding leaders resign. the u.s. is among more than a a dozen countries offering lebanon $3 million in aid. they want to see political and economic reforms first. at least one person is dead after violent protests on the streets of belarus in eastern europe. the long-time president is claiming he won re-election with 80% of the vote. protesters say the election was rigged. police used water canons and tear gas to control the crowds. hundreds have been injured. people in north carolina bracing for after shocks after

a rare earthquake. sunday's 5.1 magnitude earthquake was the strongest in that region in more than a century. it was centered about 100 miles from charlotte and hit >> we heard this big tremble and were like what in the world was that? >> it was quite rare. we don't get earthquakes in the eastern u.s. we don't get earthquakes of this size more than every decade or so. >> that quake was felt in four states. some building damage was reported. no serious injuries. 1,800 miles to the west hikers in central idaho had this view of a rockfall during an earthquake on friday. scientists think it was an after shock from a quake in march. seattle could take the first step towards defunding the police department. groups supporting both sides faced off at city hall sunday. they're expected to vote today on the police budget. some are calling for the budget to be slashed by 50%.

back now with this incredible roll-over crash caught on camera in long island, new york. a family with a baby survived after the suv flew off the highway, plowed through a barrier and slammed into a truck and parked car. emergency crews had to cut open the roof to free the infant from the backseat. now to cleveland. this man is recovering after his parachute got stuck on the side of a parking garage. he was apparently base jumping off the roof of a nearby apartment building and was left dangling 40 feet in the air. police were called to the scene around 2:00 a.m. a witness says he could tell the man was in pain. >> 20 to 30 feet up from a parachute. he is stuck on the building. >> say that again.

door. she had to duck for cover. it hit a tree sending wood and debris flying through the air. breaking over night a fire has destroyed rachael ray's home in upstate new york. her husband and her dog are all reported to be safe and unharmed. she grew up in the area and tapes episodes of the show there during the coronavirus shut down in new york city. no word yet on the cause of the fire. amazon may be coming to a mall near you. according to the "wall street journal" spaces used by sears and jcpenney could become fulfillment centers for amazon. they are talking with the simon property group, which has seen more stores close in recent months. sears and jcpenney have also filed for bankruptcy. returning to the coronavirus. there's been a sharp increase in the number of children testing positive in recent weeks. also this morning, nursing home deaths are on the rise again. earlier i spoke with dr. ravi about each of the headlines. we began discussing the new milestone we reached over the weekend. let's begin with the new milestone. we have 5 million cases

of coronavirus in the u.s. the last 1 million cases reported in 17 days. that's a million cases in two and a half weeks. what does that tell us? >> it tells us the virus is pervasive throughout our communities. we're working hard to wear masks and socially distance. every day i see family members whether it's cousins and aunts and uncles who are spreading the virus to other family members when we're not so careful around those we know. >> we have new data on the inflammatory syndrome that affects children linked to covid-19. 97,000 children tested positive over a two-week period in late july. that's a 40% increase. what's your take on why we're seeing these increases? >> the virus is among children and we must be careful and continue to protect the children around us. children overall are hospitalized at a lower rate than adults. those children that are hospitalized go to the icu at a

higher rate which means that children who do get hospitalized are sicker. >> dr. ravi, a new report in the "wall street journal" found nursing home deaths are rising again. the report raises concern about the lack of sufficient personal protective equipment and testing procedures at nursing homes. what are your thoughts on that? >> the reports show that the ones we need to focus on are the workers of the nursing home. ppe isn't just about protecting the wearer from other individuals. it's also protecting the nursing home residents from the workers as well. >> our thanks to dr. ravi. in baseball there's no crying and no social distancing for houston and oakland. the team started brawling after the astros hit the fifth batter of the weekend. the former astro who blew the whisoakld n 7-2. a younger golfer made history. 23-year-old collin morikawa won

there is a full investigation into the glitch and that led to a data backlog of up to 300,000 unprocessed health records. many are covid-19 test results. you can watch the governor's update live at noon here on abc 7, at the abc 7 news app and abc7news.com. a self testing site is back open in berkeley. abc 7 news first reported the testing kiosk last month and you just swab your own mouth. city officials say it was so popular they brought it back for an extended pilot program. the kiosk at the berkeley adult school parking lot will be open from 9:00 to 6:00 today through friday. you need an appointment. the results are expected within two days. today oakland public schools opened for distance learning but
