>> there are 38 counties on the watchlist, including all the bay area counties. that impacts businesses closing many indoor businesses like hair and nail salons and restaurants. those companies are allowed to do business outdoors with some restrictions. the requirement county officials say is so tough to meet is the one that says the county can't report more than 100 cases per 100,000 residents over a 14-day period. many believe social gatherings are to blame for case increases and say businesses are paying the price for people's behavior. reporting live in walnut creek, amy hollyfield, abc7 news. californians in need of a new round of unemployment benefits may not get the money they're hoping for. governor newsom says the state will not be able to contribute. this comes after president trump signed an executive order that would give $400 a week to those that are unemployed. states would have to contribute $100 a week. governor newsom says the state

does not have the matching funds required to participate. he estimates it would cost california $700 million a week. >> there is no money sitting in the piggy bank of the previous cares act to be reprioritized or reconstituted for this purpose. simply does not exist. we need the federal government to front those dollars. >> the governor didn't say how or when californians who need that money will get it. education is a major part of building a better bay area, especially right now as students are returning to school. many school districts are starting off the year with distance learning because of the covid-19 pandemic. and today san francisco's board of education is expected to ratify a deal that the school district made with the teacher's union. the teachers signed off on it yesterday and guarantees at least two hours of live online instruction every day. teachers will get additional training and planning stipen to

cost of working from home. contra costa county classes start thursday. in oakland what distance learning looks like there is the result of extensive input from parents and students themselves. here's abc7 news reporter laura anthony. >> reporter: back to school in districts throughout contra costa county will look a lot different this year. but in contrast to the abrupt shift to online in the spring, administrators believe this fall's distance learning will be much improved. >> we will be offering a more robust and interactive experience for our students. >> reporter: much of what parents and students will see this fall will grow from lessons learned this past spring. >> the feedback we got from our surveys last spring. the kids needed to have more scheduled time that was similar to a typical school experience. >> reporter: in many contra

costa county student a school will be in school virtually 8:00 a.m. to 2:00 p.m. >> we expect 50% to 60% of that time is the teacher directly talking to the kids and instructing them and working with the kids. the rest of that time, while kids are in class may be independent learning, group learning, one-to-one time. >> reporter: in lafayette time to be offline. >> but we also are really going to be watching and making sure we have a balance so kids aren't on a computer screen all day long. the igbiggest thing is looking what is appropriate developmentally for a student. >> reporter: school administrators here in contra costa county know their distance learning plans are no substitute for in-person teaching. they also realize it's a work in progress. >> we're all expie normal and it's frustrating. and it's hard to predict at times because sometimes when we think we get a handle on it, then the ground shifts from

under us. >> reporter: in contra costa county, laura anthony, abc7 news. on the peninsula, schools in south san francisco are pushing back the start of the academic year. they'll now start monday instead of tomorrow as originally planned. schools will use distance learning for at least the first three weeks and then bring students back to schools in phases if conditions allow. well, pandemic is not only impacted academics, but also college sports. two major football conferences are expected to postpone their seasons today. jobina fortson is at the live desk with details on that. jobina? >> thank you, kumasi. top officials from the pac12 and big 10 will meet today to disded is the fate of the college football season for the fall. experts with ourespn says it is season will be postponed. whether that is for a few weeks or the spring is up in the air. the mountain west has already

cooler day today as clouds will expand across more neighborhoods and the heat when it reaches triple digits, it becomes dangerous especially inland this weekend. i'll get to that in a second. first, let's look at today. upper 70s to low 80s through the south bay. 77 to 82 from sunnyvale to san jose. usual warm spots los gatos and gilroy and 71 in millbrae to 76 and low 60s along the coast and mid to upper 60s for downtown and south san francisco and sausalito. north bay coast 60s. low 60s. you'll start to see more sunshine especially thursday. in the valleys, look at that, upper 70s all the way up into santa rosa and then upper 80s to mid 90s when you head farther north. breezy conditions keep richmond at 68 and little cloud cover there and same thing in berkeley at 70. 72 in oakland and everybody e t.

thank you. well, san jose has broken ground on a major homeless housing project. the developments on evans lane right off the express way near the willow glen neighborhood. it is a partnership with habitat for humanity. the site is one of three areas under construction that will offer shelter to the city's homeless population. fair housing advocates are using a mural to bring attention to housing and homelessness issues in san francisco. this is on golden gate avenue in the tenderloin and it reads housing black in bright bode, yellow letters. which span almost the entire block between st. anthonnd rkstreetnirsays blniakes upus5% of the city's but represents 40% of the city's homeless people. well, the outlook for holiday spending is growing more

widespread than yesterday and late arriving into the south bay but it is making it there. it won't last very long. here's a look from the exploratorium camera at pier 15 looking back to the west and you can see the clouds out there. little drizzle so far and 300 in the east bay hills and if you're driving through there, don't be surprised if you need the windshield wipers. temperatures mid 50s to near 60 and pretty much the same we've been for the last several weeks. temperatures at noon 60s and 70s and the 90s are gone for today. 90s and 100s coming up in the accuweather seven-day forecast. >> thanks, mike, in the south bay the santa clara county board of supervisors may consider expanding the eviction moratorium through september. if they don't, thousands of families could be at risk of homelessness. the economies just one of the areas we're focusing on right now as we try to build a better bay area. laura martinez joins us live
