sfpd decided to go bigger and more permanent with a new black lives matter sign. >> uber and lyft threatening shutdowns due to a labor dispute. >> public lots and plazas, outdoor spaces now open to businesses in san jose struggling during the up.abc 7 news at 11:00 starts rt now. and breaking news out of southern california. the los angeles angeles forest has exploded. these are live pictures of the lake fire threatening homes and forcing evacuations. >> l.a. county firefighters are being assisted by several

agencies. a dc-10 tanker just arrived from arizona. the fire is at 0% containment. crews expect that number to change overnight. because of covid-19, an overnight shelter hasn't been established and evacuees are being told to stay in their cars. >> the fire started around 3:30 north of santa clarita. the l.a. county sheriff's department said heat and southwesterly winds are just not helping. abc7 news meteorlogist sandhya patel has more on the conditions they're facing. low humidity is a problem, too. >> it has been indeed. let's look at the current conditions. it is 78 degrees, still warm. relative humidity is 12%. it is still very dry. winds have eased a bit. hopefully that will help the firefighters but it won't be the case the rest of the week. as we take a look at the satellite picture, you will notice the large plume of smoke just emanating from that fire as you will see here from earlier

today. and it has been hot and dry. that has contribute to the explosive growth. breezy to gusty and you have dry vegetation that has gone up in flames. it is going to be hot. temperatures in that area. i'll be back with our excessive heat coming up with the humidity in a few minutes. >> all right. thank you. developing news in berkeley and emeryville. several water main breaks are causing problems. there are reports of businesses being flooded with the water setting off fire alarms in several buildings. streets are buckling. some are closed because the damage has made them unsafe. east bay has crews at several locations and is calling in additional staff. in berkeley, sacramento street and edward street at dwight way is closed because of road damage. in emeryville, several blocks of hollis street are shut down.

now to the coronavirus. words of reassurance i know what a warning from governor newsom as the state shows some progress in the battle against covid-19. >> we are turning the corner on this pandemic. >> governor newsom says more than half of tuesday's 11,645 cases are back logged cases. the result of a reason data glitch. the governor says a continued decrease in state hospitalizations is an encouraging sign. but california is still not doing enough to avoid mixing with people outside their homes. >> we're not minimizing mixing. that raises shivers in my spine. here we are making thought progress and it can be done away. >> the governor emphasizing the state is pushing the federal government to pay for the unemployment funding president trump supports and is still working to get financial aid for businesses. >> the most urgent economic recovery tool for businesses, the one we need the most is to stabilize this virus. to bend the curve of this

pandemic. >> the governor also mentioned several economic recovery proposals during the briefing. he suggests helping small businesses through hiring credits and making several paycheck protection loans except from taxes. in a south bay, san jose is making it easier for business owners to get back to work. the city is opening public parks, plazas and parking lots to expand the al fresco approach. >> reporter: san jose al fresco has been keeping business alive. the city recently shut down traffic along san pedro street allowing restaurants to expand outdoor seating. now they are waiving outdoor fees for businesses to use other outdoor spaces during the pandemic. >> to go in and change those regulations, even on a temporary basis, is a heavy lift. >> but elizabeth explains it is also necessary, depending on the type of business, public parks, plazas and city-owned public parking lots will soon see

the doctors of san francisco department of public health. >> the bay area has been chosen to participate in one of five national vaccine trials coordinated through co-vpn. the prevention network. >> this is a real pivotal moment for us here in san francisco and the bay area. >> san francisco's director of public health, dr. grant colfax says phase three trials developed by oxford university will begin this month. >> really excited that we're taking part in this trial. >> san francisco's participation in the trial would not be possible without dr. susan buckbinder who is on the executive committee. >> i did bring it here. it is such a need and so of the solution. >> she has spent her entire 32-year career at san francisco's department of public health, working on hiv vaccines

and prevention. she's one of the nation's leading experts. it is really work on the work we've done on hiv and understanding the immunology of the disease. many of the leading scientists working on covid vaccines and treatment come from the hiv field. >> which is why so many of the trials are taking part in hiv clinics. >> things that they said can't be done, are being done. >> out of the 30,000 taking part, 1,000 will be from the bay area. 500 will be in oakland. 250 at zuckerberg hospital and another 250 through bridge hiv san francisco where dr. buckbinder is the trial's principal investigator. >> it is a very promising vaccine. what we know is it has been given to over 5,000 people and appears to be safe. it has been tested in animals

and nonhuman primates, it seems to protect against covid disease. >> it will test efficacy and safety. it is a weak yepped form of a cold virus. >> this is a carrier to get into the cells, teach them to make just the smallest part of the protein and train the immune system so it says if you ever see anything that looks like this, mark this as foreign and fight it off and kill it. we give 20,000 people the vaccine and 10,000 people the placebo. and we try to lower everybody's risk as much as we can through counseling, thr about masks and distancing and hand washing. and then what we look to do, we look to see, does the vaccine further lower the risk of getting covid-19? >> if you volunteer and are
