can see that speeds are down to 7 and 14 miles per hour. thumbs up though because everybody has been moved out of the way. as we bring in a live look, you can see the backup there. metering lights came on earlier than usual, 5:23 this morning. so it will be a while before you can getting across the bridge. developing news in berkeley and emeryville, roads are still closed this morning because of several major water main breaks. possible overpleasure ri pleasid 11 lines to break. and some streets are still closed because of damage that makes them unsafe. there are crews working over nit overnight. and happening today, a court hearing that could lead to uber and lyft shutting down in california. a bay area judge says the san francisco based companies have to consider their drivers full-time employees. and both companies are fighting

backing. lauren martinez is live for us at uber headquarters. >> reporter: uber and lyft are appealing judge's order. but if that appeal fails, uber's ceo says they may hit down temporarily. this is after a lawsuit in may, city attorneys sued uber and lyft accusing both companies of violating california's gig worker law. >> the people that are doing the work, the majority of them decide that they would rather not have, you know, full time , they should be the ones to make. >> reporter: if uber doesn't win its appeal, the ceo says the service shutdown could last until november when california

voters are expected to decide on proposition 22, an initiative aiming to keep rideshare companies and delivery drivers as independent contractors while adopting new labor and wage benefits. a hearing is scheduled for 11:00 this morning. lauren martinez, abc 7 news. and developing news overnight, the quick moving lake fire in southern california is continuing to grow. it has reached over 10,000 with no containment. scott rife is overhead tracking the spread. >> reporter: and we're getting an early morning look at the lake fire. it laid down nicely overnight. we have cooler temperatures and a bit of moisture that moved in, a tropical influence. and even a forecast that we could get a tiny witnebit of ra that would help.

but this fire has burned 10,000 acres and 0% containment. this is in northern los angeles county up in the angeles national forest, to the north and east of the 5 freeway and west of lancaster. it is rugged terrain. yet within three hours yesterday afternoon, it was 7,000 plus acres and now more than 10,000 acres. we know we've lost maybe half a dozen homes or more sadly. and we know at least 100 people have evacuated. it will be a big battle, but once the airplanes get in here, i think that we'll get a better update of what their strategy will be. they may be able to make some progress especially if the moisture moves in as forecast.

let's head down to our neighborhoods in the south bay. 58 to about 62 degrees, relatively comfortable. we have 60s, upper 50s to near 60 along the bay. we have some mid-60s inland and look at those 40s up in the north bay. the lack of marine layer clouds is the reason why it is so cool except in the east bay. the peninsula, 79 at noon, mid to upper 80s this afternoon. and along the east bay, almost the same. low to mid-80s this afternoon with increasing high clouds. and san francisco will make a run into the low to mid-70s with increasing high clouds.

good morning, everyone. checking in on traffic here, we'll start off with a live look in emeryville so you can see all the cars making their way westbound. look at that, those headlights are traveling west. this backup is a result of the chain reaction from what happened on the bay bridge this morning. we had a crash right before treasure island. so the crash itself is cleared and most of the backup has as well. you can see as you make it out of the toll plaza it will be around 10 mifrn. metering lights came on early because of this at 5:23 this morning. so hopefully everything will recover shortly. the bay bridge, westbound from the toll plaza is 16 minutes. and it was 30 minutes.

a net positive favor ability rating, she has a rating of 35%. her favorability soars to 71% among democrats and just over one third of americans have a favorable opinion of donald trump while a clear majority 58% have aniee president. the san francisco police department has taken a pretty unique step in order to demonstrate its support of the "black lives matter" movement. new signs with statements as to why black lives matter will be displayed at every station in the city. this is an idea that was inspired by the community. the san francisco police commission voted unanimously last month to require sfpd to display "black lives matter" posters. but some say the signs are a distraction from the real conversation. >> it shouldn't be just about posters. what we need is a budget this eputies and ll defund the

and keeping our kids safe is taking on a bigger role. and amy hollyfield is live in la fayette with more. >> reporter: >> reporter: look at this sign behind me, it is one that teachers really need to see right now after all the hard work they put into distance learning. they won't see it of course, they would be teaching from their homes. so a different first day for everyone. la fayette, orinda and san ramon valley district all starting today, all sending out messages about how this will be different but they will get through it together. school officials say they have worked hard this summer on preparing distance learning and that it will be an improvement from what parents and students experienced in the spring kids will mostly be in computers from to >> we also will be watching and making sure that we have a balance so that kids aren't on a computer screen all day long.

and biggest thing is that it is looking at what developmentally is appropriate for a student. so less time for the younger kids than maybe with a fifth grader. >> reporter: getting ready for distance learning has been such a challenge, la fayette is starting two days later than originally planned. they took two teach aworkdays s that the teachers could have more time to prepare for distance learning. administrators are telling students that they will not be penalized for computer issues. they are to be expected. s stay stay calm. >> i'm sure people will try. and returning to in-person learning can be scary for some, but there is a report that might give you a little more confidence about how the virus is presented or not sprespread .

researchers say children get sick less frequently because they have fewer ace 2 receptors than an adult. elementary students also have smaller lungs, so their sneeze and coughs of don't spread viral particles as far as adults. and because kids are closer to the ground, researchlers say their viral particles tend to drop to the floor. and researchers say masks, physical distancing and ventilation are still the keys to curbing the spread. >> it is not that you can't get it, it is that the severity of the illness is lower which means that anybody including teachers will be less likely to have a bad illness with it. >> and she is talking specifically about how masks protect the wearer and other people.

new york stock exchange right now, you can see that we are down right now roughly 70 points. the u.s. labor department just released the latest jobless claims and 963,000 unemployment claims were filed last week. slightly lower than what economists forecasted. 56 million claims have now been filed since march 20. and more than 15.4 million people are still continuing their claims. governor newsom says the state is pushing the federal government to pay for the unemployment funding that president trump supports. he says the state is also still working to get financial aid for businesse business. >> the most urgent economic tool for the business community, the one that we need the most, is to stabilize this virus, to bend the curve of this pandemic. >> the governor mentioned several economic recovery proposals during his briefing

yes, i have a lot to talk about and little time, so let's jump right in. showing you the lack of 345 reason layer this morning and the lack of winds, the haze already developing. we don't have our free air conditioning. and we'll have heat, we'll have high clouds, they will increase today. we're watching the humidity. we will have actual heat index values that are warmer than the temperature outside. and we have record highs possible tomorrow with a chance of thunderstorms today and tomorrow thanks to that humidity. right now, the threat of thunderstorms remaining best over the ocean as you can see right here. and look at that moisture coming up from the hurricane's remnants, that will bring us a chance of showers and thunderstorms. right now with the greatest chance over the ocean, the fire threat is minimal and that is why we don't have a fire weather watch or red flag warning. that could change though. let's talk numbers. 87 to 94 in the south bay today.

again, tomorrow even hotter. 77 to 87 on the peninsula. and look at these near 70 degree temperatures along the coast. and mits 70s around downtown, south san francisco and sausalito. could be some upper 70s there. and 89 to 93 up along the north bay. and along the east bay shore, we have mid-70s to upper 70s in richmond and berkeley, will he to mid 80s elsewhere. and the 95 to 100 with high clouds coming in tonight and humidity 60s will be the rule. some of us will not cool off the next couple nights especially in our higher elevations where 70s and 80s are possible for lows. that will spring board us to record highs tomorrow and dangerous heat with the humidity, chance of thunderstorms and still it will be hot the next seven days away from the coast. and in the south bay, touch free crosswalk signals have been installed at multiple

there is some turkey trouble in oakland. a long time resident gerald the turkey has been kind of fussy lately and now there is a battle now brewing between residents and state and local officials about what to do with gerald next. this park was recently closed for a time because gerald got aggressive. the city of oakland now is trying to catch gerald. the department of fish and wildlife has permission from an east bay property owner to relocate gerald there if ou l of his t that is not g suorrs >> he has been part of lg time over 13,000 people signed our petition to safe save his live allow for relocation if needed. >> so far catchers have yet to find gerald. this is intentional because look at all these pictures of gerald just hanging out on the streets.
