at the she have ronachevron in spewing black smoke into the afrlt you could see it for miles and miles. live with more on the story, eric? >> reporter: larry, most of us know around here, the hot weather and spare the air days go together like salt and pepper. it is very unfortunate, when bay area air quality folks don't want us pumping smoke into the air that something huge like this at the chevron refinery, happens. >> reporter: this is the last thing anyone wants to see on a spare the air day. just before noon, thick plumes of smoke began pumping into the air from the stacks at the chevron refinery. the industry calls it burning overessurized gas preventping hydro carbons into the atmosphere. chevron said it was due to an upset in a process unit. it went on to say, flares are a safety device used in refineries

to relieve pressure during the refining process. firefighters and county health officials quickly took air quality readings. >> fortunately, it was in the parts per billion. >> there were no injuries at the plan and no reports of health issues in the surrounding areas but chevron warns there could be intermittent flaring throughout the day. they are usually harmless but they go pose a threat to those with exist go respiratory problems. an ominous worry in the age of coronavirus. that's why they'll be watching and investigating. >> we expect the highest standards from all our refineries.ot done for safety purposes, or it was done in a way that does not go by the district violations.

so folks can keep one eye on the refinery stacks and another digits. and most public pools are shut down because of covid-19. these two women tried to get up early today for a morning walk at walnut creek's heather farm park and quickly found it a little too warm for comfort. >> we got stuck in what feels like maybe 88, maybe 90 degrees already. >> reporter: it was 99:00 and 10:00 this morning so it was already hot. you can call around to see where the cooling centers are. call the county health department or your local officials in yourtown. keep in mind with covid-19, they are limiting the number of people who can go in there and making they will maintain social distance. eric thomas, abc7 news.

>> thank you. you were mentioning the cooling centers that are open around the bay area. three in contra costa county, located at 4545 delta 400 ellen hill way and 1305 mcdonald avenue in richmond. the hours are 1:00 to 5:00 p.m. as for the south bay, cooling centers are open there. they are covid-19 ready as the heat wave could affect many of the people who are already struggling. here's chris reyes where you can get relief. >> reporter: running a cooling central in the time of pandemic means more resoce everyones masks must be worn at all times. disaster workers are on staff and inside, plenty of social distancing. >> we need to make sure there is enough hand sanitizer, bottled water. so there is a lot of consideration that goes into our cooling center. >> reporter: in the past, cooling centers in san jose have not been used anywhere near capacity. with the pandemic, it is a different situation with so many

other options closed. this fountain in down san jose shut down. any other summer, it would have been a place families could gather to cool down. same with mlk library. closed. it was a place for top get support from bill wilson central and that's why they've prepared their drop-in space to help with the heat. >> we have tables with umbrellas. we do offer water. we have support groups and we offer popsicles or ice cream during that time, a little cooling period. >> reporter: the central open to youth 18 to 24 offers wi-fi. the same with san jose's three cooling centers, open from 1:00 p.m. to 9:00 p.m. wednesday. >> we have tables set up. family style tables. we're not sure what to expect. we could have a higher turnout. especially with families doing distance learning. we're here to help and serve our community. >> reporter: downtown san jose, we spotted some with their masks off.

deaths. governor newsom provided an update today on the data glitch which led to thousands of under reported covid cases. melanie woodrow has the very latest. >> reporter: ahead of the weekend, governor newsom said the state had finished organizing thousands of back logged covid-19 cases which resulted if a reason data glitch. >> this will be the last day. we'll have to report back logged cases. >> reporter: the governor reported 7934 covid-19 cases as of thursday. but said 4429 of those cases had been back logged. putting the new number at 3,505 covid cases. >> on monday we'll break down by county a detailed so people will have with clarity and precision every single number. again on the county by county basis. >> reporter: the county watch list has been frozen since the data glitch was first noticed

today on what distance learning will look like for the fall semester which starts on monday. the virtual meeting hosted by supervisors and the district officials among others, outlined a long list of goals and expectations. most notably, each student will receive a minimum of two hours of teacher instruction and interaction each day. >> we want every one of our students should have daily live interaction. every day. there is a phone call, a zoom call, some way that the educator is connectioning with that student. just about wellness and checking in but also about teaching and learning and instruction. >> classes in most schools will begin at 9:00 in the morning. unlike last spring, students will receive devices and materials at their school sites, not a hub. and there they'll get to meet their educators face to face. >> staffing shortages. the state digging into nursing homes' staffing shortages. a race for a vaccine.

them, we do this in cooperation with the state of california department of public health. and the ucla public health school. it is going great guns. we've trained 8,000 people about how to be contact tracers. a lot of these people are repurposed state employees and local employees and based on a very successful model we've had here in san francisco. we're probably, there are other people training contact tracers as well. l.a. and orange counties both have large programs. we're trying to fill the need. and the need isvast. we probably need, i would guess maybe twice as many as we have now. the question is what do you do when they go back to their day jo? san frais we've

libraryians doing it. it is real structural issues. if you're telling a guy who is feeling totally fine and he lives day to day, basically the cash he can put in his pocket from day labor, that he has to go into isolation for ten days, by the way, you won't get paid. by the way, you're doing this for society. but you're going to have to give up a week and a half's words of wages, that's a problem. in san francisco, we've gotten around that by wage enhancements and being able to do income support for people in those categories. plus, finding they will places to stay, plus provide food for their families. so the whole idea between contact tracing is to find people who are infected and infectious and get them into

hydrate. try to stay in the shade. the best advice i can give. wear your masked. >> what do you think about what president putin announced this week, they've done limited testing, bypassed a lot of steps, recognized it's necessary in the medical community in the west. if mr. putin gave you a syringe right now and said, hey, do you want this? what would you do? >> i would see if he would get it first, frankly. no, no. it's not tested enough. i think the only thing, the chinese have a vaccine they're giving to the people's liberation army now as well. so there are some vaccine that's are being used. but they haven't had phase three trials and we don't know what the safety profiles are. >> what do you think about the trials going on in the united states? are we on the right track in general? there are so many questions

i'm trying to create that kind of atmosphere. i don't want you to, oh, i have to watch this screen. it's so boring. we are not going to do that every day anyway. i will see you all tomorrow at 9:00 a.m. i think that if we try not to stick to so much rigidity of what school was, that we can make something beautiful. i have two students, 11th grade and fifth e table, doing a zoom. i'm literally going from one end of the table to the other. making sure i can assist them when they have questions, when they're not live with their instructors. so it is hard right now. very hard.

is a big help to feed her family and she likes theonvenicefeacc foods, some of it organic and recommends it to her family and friendt they need. she stocks the fridge and a nonprofit group maintains it and provides access around the clock, similar to the network of little free libraries you can see where people take a donated book or leave one. but public food donations are far there is one fridge in san jose and one in oakland. she is looking for additional organizations to host fridges. >> this is another solution we can bring to the community to the people they can serve by themselves. >> self serve affords privacy for those that may be shy or embarrassed about taking food. >> this is a bit more of a controlled environment and make sure nobody is around, get what they want from the fridge and get on with their day.
