who lost power after that record breaking day of heat. state power grid operators declared a stage three electrical emergency last night due to increased electricity demand. it's the fist time since 2011 this has happened. the utility says because of it emergency it was unable to identify customers in advance of the power outages and rolling black outs. san mateo county had 30,000 customers witoutherow p a point. and in san rafael nearly 50,000 customers braved the heat with no power. luce pena spoke to some there. >> thousands left in the dark all across if there's no notifi and all of a sudden we don't have power and it's 105 degrees. >> one of nearly 50,000 san rafael pg&e customers who were without power for hours. >> what about the people who

. all right, welcome back. a high school teacher in san jose is under fire after hosting a remote learning class shirtless. yeah, a 13-year-old student at silver creek high school took these photos yesterday afternoon. her mother was told the teacher has been suspended but she's calling on district leaders to monitor its staff better. abc reporter amanda del castillo spoke with the family. >> reporter: a san jose family sharing this shocking remote learning scene. a teacher at silver creek high school logging on shirtalize. the photos were taken by 13-year-old makaylah herrera friday after a start to her math class. >> i noticed he wasn't wearing a shirt and that made be feel comfortable. >> reporter: she called her mother who told her to take a picture and then log off. >> they're special needs so they probably don't realize that's wrong.

>> reporter: avila went straight to silver creek and then to the district. she showed them the pictures asking whether the virtual class was recorded. >> they said no it's a violation of privacy tre'snd b aig old thing and i said what about the kids and their safety? >> reporter: now she's demanding district leaders find a better way to monitor staff. >> he should not be exposing himself like that to all these minors. at the end of the day they're still kids and it's wrong. >> reporter: avila identifies the teacher as richard cabral. a twitter account under his name and matching profile picture uncovers some questionable and pornographic interests leaving the avila's even more concerned. we reached out to the cabral's but have not heard back. in a statement saying the behavior is unacceptable, unprofessional and violates several district policies adding

meanwhile with california students learning from home the state will spend more than $5 billion to make sure everyone has a speedy internet connection. and hundreds of demonstrators are showing their support for food service employees who are currently out of work because of the pandemic. that's members of the unite here union gathered outside oracle park before yesterday's giants game. the chronicle declined an invitation from the union to join ongoing negotiations between the union and bon appetite which employs the workers. happening today a pop up covid-19 testing site is opening up in the south bay. it'll be at overfell high school in san jose. it's open from 9:00 to 5:00. testing is free. you do not need to have symptoms, health insurance or a

a good starting point is look at distribution patterns from other vaccines. he's a senior scientific liaison for the covid-19 network. >> there's a long way to go before the distribution and access issues, and that plan is >> reporter: the cdc's advisory committee on iminization practices suggests a five tier plan. we have critical health care, law enforcement and public health professionals. tier two, groups in homeland and national security category. tier three, essential workers. tier 4, high risk adults, those 65 and older. and lastly tier five, the general population. another plan comes from the world health organization which laid out a global allocation framework given priority to number one, 50 million health care system workers.

76 in danville. so as we look at our 24-hour temperature change, yeah, it's a little bit cooler along the coast and up in napa, but that's going to translate quickly into 90s and triple digits with although the changes come with some high clouds and breezy westerly winds today, so not w reeitqu going to break all the records we saw yesterday, but we have more of that to come into next week. so the heat wave continues through next wednesday. record temps again over the weekend are possible and we're looking at that heat risk and fire danger remaining elevated. the only good news about this is we're not looking at a strong offshore flow. but, boy, this dominant ridge of high pressure keeping us in the territory where we could see some records. livermore forecast today at 104. the record is a degree warmer at 105. oakland uppertoday, and redwood city shy of that record

of 100. san francisco going about 80 today. that's cooler than yesterday's 92 obviously. we're expecting those westerly winds to pick up. 96 in san jose, the record would be 99. the record is 71. so even at the coast we will be warming up. so we talked about those high clouds coming up and they'll be there in the afternoon up in the north bay. here we are 7:00 and notice as we look at the afternoon 4:00 you'll see we've got a little bit of cloud cover here that will help to mitigate some of that solar radiation as we get at 4:00 in the afternoon looking at more cloud cover through the overnight hours into sunday. and both d atsay the sea breeze along the coast. so that's going to bring minimal relief for you right along the shoreline. but then look what happens as we get into monday. can you believe this? 104 to 110. that's the pinks. and the reds if that's not bad

enough 105 in concord and plenty of 80s in oakland. check out tuesday, even hotter. we're looking at temperatures well over 110 for antioch and fairfield. near 100 in petaluma, 107 santa rosa. and then by wednesday we'll see relief. not here. it looks like we'll have to wait into thursday. that's why we have this advisory through the middle of next week as this huge dome of high pressure from the south influences us. but the next couple of days we have a little bit of a trough to the north that's going the inea tt onshore flow aen out a o that cloud cover, helping some of you today to maybe not sweat quite as much as yesterday. 80 in san francisco, look for 92 in palo alto, 96 in san jose, 92 in san rafael, 97 in santa rosa. the accuweather seven day forecast inland is just torture.
