building a better bay area for a safe and secure future, this is abc 7 news. >> overnight, lightning strikes off the coast, as a severe thunderstorm warning moves across the bay area. we are bracing for another day of intense record-breaking heat after more rolling power outages affect hundreds of thousands of people. good morning, everyone. it's sunday, august 16th. i am eight liz kreutz. the lightning strikes we're seeing off the coast of santa cruz on the peninsula, san francisco, and all across the bay area overnight, and from the lightning to the winds to the heat, we are tracking it all. so let's get right to meteorologist lisa argen with a look at what's happening out ther pull myself away from the window this morning to drive to work, because it was such a show. 3:00 this morning, unbelievable.

as we go to live doppler 7 right now, check out this view of all the lightning strikes over the entire bay area. so we're not talking only the north bay, but they all started yesterday from san luis obispo moving up overnight you may have seen a few high clouds. look at the surge of moisture. there is moisture associated with this, not just dry lightning but as we go into the coast there, you can see inverness, san rafael, penngrove and santa rosa and haelealdsbur it's raining. more thunder and lightning over towards livermore, and as we take you further to the south bay, not to be outdone in the south bay, currently looking at a thunderstorm with lightning in campbell, up through san jose. so as we go through the next several hours, not only have we our heat warnings and excessive heat watch but we're looking at a red flag warning extended

through monday. look at the temperatures, 5:00, it's 84 degrees in concord, 82 no novato. we haven't cooled off overnight. this adds to the heat stress. we'll get hotter today and ke vy ch, because the rms, w excessive heat is at the surface, and we're going to continue to see this dome of high pressure overhead. wind gusts to 31 miles an hour here in the city, and that red flag warning through monday, you can see the dangerous heat wave takes us through wednesday. starting out with the clouds, the rain, the lightning, clouds will thin out and look at that, 100 degrees there in the east bay and some sunshine, another steamy afternoon. liz? >> all right, lisa, thank you. cal fire says it is at the scene, we got this tweet in from them, seven vegetation fires in san mateo and skroouzz ti. psib stard by the widespread lightning.

that is a concern we'll be tracki tracking. for the second night in the row pg&e was ordered by the agency to rotate power outages. it's unclear there until be any more planned outages today. the outages affected up to 220,000 customers in the central valley and central coast, including monterey, santa cruz and san joaquin counties. pg&e says power was restored about 9:30 last night. and the state agency cal iso said there wouldn't be outages, but said the change of plans was made due to increased electricity demand and unexpected loss of both a power plant and some wind power. here is a look the at the current outages here in the bay area. a pg&e spokesperson tells us there were several heat-related outages. we're hearing there are some outages related to this morning's thunder and lightning, but it's unclear how many people are impacted by that right now. the outages labeled with yellow on this map are affecting more than 50 people. the orange labeled outages are more than 500 people, and the

red labels are affecting more than 5,000 customers. we're seeing that in just one or two places around the bay area. some people experiencing outages had been without electricity since friday night and abc 7 news reporter luz pena talked to some families who have simply had enough of this heat wave. >> reporter: it's the second day in a row that thousands across the bay area are in the dark. >> thinking, like regular people, well, you know what? it will be on in a little while, and we'll be good, right? well, this morning, still no powed okay, now you really star to worry, because then i start worrying about all of the food that i have in the fridge. >> reporter: in san jose, teacher mariana garcia is one of over 4,000 pg&e customers affected by rotating power outages. unlike many who got their power back, it's been over 24 hours for her without electricity and her bigges having a lesson plan ready for her students.

>> usually what happens is over the weekends, you plan your lessons, you make sure that everything works, start posting your things to google classroom and all of those good things that technology allows us to do. well, i'm not able to do that, and so i am crossing my fingers that monday morning i'm going to be able to actually go into my school site, but to at least obviously prepa lessons. >> reporter: the outages were expected to affect approximately 220,000 pg&e customers. in the east bay, thousands were in the dark, with temperatures reaching over 105 degrees, driving was a saving grace for many. >> the only air conditioning we got is my car, so luckily, my tank is full and we've been cruising all over. >> just having the air conditioner because with my health issues, i fire protection district is gearing up to respond to potential fires. >> they're expecting thunderstorms with lightning strikes, so if we have lightning

during this very hot weather, we are concerned about the number of vegetation fires that we'll have. >> reporter: a red flag warning went into effect at 11:00 p.m. in contra costa county. >> we called back additional staffing, we have our crew 12 which is our hand crew that assists with vegetation fires. we have an additional chief officer working tonight and we also have our dozer on standby. >> reporter: in livermore, luz pena, abc 7 news. there are ways to help conserve energy and maybe avoid outages trying to beat the heat. set your thermometer at 78 degrees fahrenheit or higher and keep the house cooler with fans instead of the ac and draw your curtains to block the sun. turn off up necessary lights and appliances and use major appliances in the morning or late evening. higher rates are usually charged between noon and 8:00 p.m. in the summer. and a warning for swimmers

andew stay close to shore while trying to beat the heat. abc 7 was out at ocean beach in san francisco yesterday where three teenaged surfers were rescued. one had to be given cpr and is in critical condition. the others were able to walk to the ambulance. san francisco fire tweeted they made eight surf-related rescues in and one cliff rescue yesterday. they responded to around 700-safety-related calls. a fire damaged a building deyed drirs along a stretch of freeway in san francisco. people saw smoke rising miles away from the scene after the fire started along the southbound lanes highway 101 near paul avenue. here is how it looked for drivers headed in the opposite the fire appeared to start behind a building that houses a construction company and fire swigt fighters believe someone

may have set it. >> part of our suspicion our companies have been here several times in the past couple months for similar outside fires. >> lanes were closed for about 90 minutes because of this. and 50,000 gallons of raw sewage spilled into the oakland alameda estuary friday night because of a power outage, according to the east bay municipal utility district. the outage caused a failure at its main plant near the been been and people are being told to avoid the water now for several days. >> it's a dilution issue and we'll be sampling water along the estuary and when the water is safe we'll let the public know that they can go back in. >> east bay mud had no warning from pg&e that the power was being cut. pg&e has not commented. east bay mud says it has to pay a fine for that spill.

dozens of people relied on a cooling center to avoid the heat in san jose yesterday. visitors had to get their temperature checked before entering the community center. city workers set up seating and tables, as you can see, in a way that visitors could still socially distance from one another, but one woman says she's not worried about being indoors with strangers during a pandemic. >> to be completely honest, we're both over 70. if we die, we die. you know, nobody lives forever. >> one family turned to the cooling center when their power went out at home and work had to get done. >> ac wise, we can live without it, but power, you can't, right? batteries were draining it was down to nothing. you can't use your phone as a hot spot or anything. >> san jose will open cooling centers every day until wednesday. and remember, you can always check for where you live on your abc 7 news app and we'll send note fay indications on power outages or other breaking news.

here is a live look from our east bay hills camera. keep your eyes on it. it won't take long before you see some lightning out there, quite a show. it's 73 degrees in oakland right now, and we are tracking the weather overnight this morning. developing news though, crews are battling the lake fire north of los angeles. the crews battling it say lightning strikes have caused serious setbacks. los angeles county fire tweeted more than 100 lightning strikes caused spotting and larger fires compromised the containment lines. look at that image there. the wildfire remains at 12% contained, 23 square miles have burned, that's around the size of palo alto. triple-digit temperatures fueled the fire which destroyed at least 21 buildings and is threatening 4,500 others. and you got to look at this, what's believed tbey the national weather service.

the loyalton fire burning outside of reno sparked a rare fire tornado and a fire tornado warning. the national weather service tweeted extreme fire behavior would continue this evening with new fire tornadoes possible. pretty incredible to see that there, firenados are an extreme weather phenomenon that have burning fire columns. the royalton fire is only 5% contained. we'll get back to the weather but let's talk about the turmoil in the u.s. postal service. president trump's newly appointed postmatzer general louis da joy imposed strict cost-cutting measures in lieu of the mail-in voting. noisy protesters oppression. rachael scott has more. >> reporter: millions of mail-in ballots at risk of not being counted, protesters lining up

to a data glitch. the state reported 151 deaths, down 37 from the previous day. los angeles and riverside counties have the highest case counts in the state. and the abc 7 news i-team learned about aemy san mateo county jail inmates. sources tell the i-team 11 inmates used county-owned computers to apply for benefits, some of the inmates now face murder charges or some of them already had faced murder charges. the scam netted about $250,000. san mateo county sheriffs deputies and officers from other agencies arrested 21 people in three counties stretching from san francisco to the san joaquin valley. those suspects you see here include girl friends and friends of the suspected inmates. sometimes the best way to beat the heat is to enjoy a cold drink or snack like ice cream.

yesterday, took its time, but you can see this is interacting with some moisture. we have very gusty outflow winds, in fact 35 to 60-mile-an-hour winds is what we were witnessing this morning. take you around the area and you notice from highway 1 it's wet. we've got heavier rain along the coast, and tons of lightning, through santa rosa, as we go to the south and east, sears point, highway 37 really no one immune to this. the rain is a little bit lighter to the east. a dry slot here in san francisco, but you can see the lightning down through 680, san ramon, and pleasanton, and further to the east in livermore, dublin, looking at sunoy and fr further south we have a thunderstorm last hour in san jose, also cupertino, sunnyvale and check this out. this is just incredible, the red flag warning continues through monday, our excessive heat warning through wednesday. we'll continue to interact with the possibilities of some

104 antioch and notice, the veil of clouds around, but still at air overhead, as we go through the next several hours, you'll notice that we have the cloud cover to start out, maybe some showers, thunderstorms. here we are at 10:00 in the morning and the clouds do thin out, so we're looking at more sun, but also the high clouds during the day and temperatures really aren't going to change too much. we're looking at once again triple-digit heat inland. fast forward to tuesday, look at pink, still very much involved in our east bay valley, temperatures, and as we get towards oakland and san francisco, a little more temperate, 70 to 80. wednesday still into the triple digit region but by thursday, we're hot, not as hot. take you back to sunday, 90 today in san mateo. oakland 92 and fremont look for 95 in san jose, and with the partly cloudy skies, we're looking at the high base clouds and the chance of thunderstorms are just going to keep them with

meteorologist lisa argen with another check of the forecast. hi, lisa. >> hey, liz. st. louis weather, right, with the thunderstorms here, unbelievable. really had a tough time coming to work, because i wanted to watch the show and i did on the way to work, as the lightning was just so prolific all throughout the bay area and as we go in closer, you'll notice that not only do we have lightning, i zoomed out as i said that. it's coming up from the south and a red flag warning extends into monday, and as we look at the moisture along the marin county line of highway 101, but there is rain all throughout the bay area, light rain, but the lightning extends up to the north, cloverdale, middletown and st. helena. light rain through concord and san ramon. with that rain over livermore, check out the lightning strikes there. into fremont some heavier cells there, back westward on the peninsula, redwood city, stamford and central coast ther from pescadero further south,

we are seeing some moisture, which is some good news. there's not a lot of it. usually we have the dry lightning during the summer. this is associated with a trough, and there's another system that's going to be moving up from the south tonight into monday, so a red flag warning continues into early monday. so we have the excessive heat, the red flag warning and the lightning strikes. as we go to the north bay from lakeport to clover deal, healdsburg down highway the impressive rain from to santa rosa. further south sonoma getting rain and lightning. to the east bay some lighter rain and you heard liz talk about that fire in livermore. you can see all the lightning strikes down here over into the east bay. look at the reds though as we go further to the west around hayward here, into the peninsula, the south bay there. hayward to castro valley and this is what i wanted to show you from menlo park to east palo alto, the heavy rain and
