we are bracing for another day of intense record-breaking heat after more rolling power outages affect hundreds of thousands of people. good morning, everyone. it's sunday, august 16th. i'm liz kreutz. an active morning for all of us. those thunderstorms off the coast of santa cruz and on the peninsula near pacifica and all across the bay area overnight. and this morning, from the lightning to the winds to the somef these vegetation fires now, we are tracking it all. so let's get right to meteorologist lisa argen with a look at what's happening out there right now. lisa. >> liz, it's just been incredible, the peninsula right now and also milpitas getting hit pretty hard and some of these thunderstorms bringing down 0.1 to 0.5 of an inch of rain. it is wet weather te' looking at as well as windy and the fire starts due to all of this incredible lightning. check it out. hayward, union city, 880, sunol, back through 680 and 82. let's go in closer here through

castro valley, dublin, just incredible. this area of low pressure interacting with all of this heat allowing for the lightning strikes, the rain here, the wind, redwood city, atherton, east palo alto, moving from the south, right coast, we'll get in closer to milpitas here not so be outdone and further out into the ocean there, more lightning strikes headed to the north. here is where we have the lull from marin county, but look at santa rosa, still pretty active in healdsburg and the lightning strikes in danville, antioch, but we will be looking at this lightning to wind down phase one, looking at another area of low pressure, heading up from the south through the monday morning, that could bring more lightning. 80 in san ramon, as well as vallejo. 60 in san francisco. thunderstorms haven't done much to cool us off. we'll have extra cloud cover today. we're starting out warmer. it is breezy out there, and our

fire danger continues until 11:00 monday. our dangerous heat until wednesday night, 9:00, and then we'll talk about the actual temperatures in your neighborhood in just a few minutes. liz? >> all right, lisa, thank you. and this morning, cal fire is fighting a vegetation fire near arroyo road in the south livermore area. right now it's only ten acres but crews say it has potential to grow to 100 acres. firefighters are battling several other fires in san mateo and santa cruz counties. it's possible the fires were started by the widespread lightning. that is a concern we'll be following. really we need to stay safe out there even as we want to get a peek of this lightning. for the second night in a row pg&e was ordered by the agency to rotate power outages. it's unclear if there will be any planned outages today. the outages affected up to 220,000 customers in the central valley and central coast,

including monterey, santa cruz and san joaquin counties. pg&e says power was restored about 9:30 last night. and the state agency cal iso said there wouldn't be outages, but said the change of plans was made due to increased electricity demand and unexpected loss of both a power plant and some wind power. here is a look the at the current outages here in the bay area. a pg&e spokesperson tells us there were several heat-related outages. we're hearing there are some outages related to this morning's thunder and lightning, but it's unclear how many people are impacted by that right now. the outages labeled with yellow on this map are affecting more than 50 people. the orange labeled outages are more than 500 people, and the red labels are affecting more than 5,000 customers. even since we showed this in the past hour, we've seen a few more red dots on here. we're seeing more power outages

this morning. some people experiencing outages had been without electricity since friday night d 7 wseporter taedo filies o veh of tat wave. >> reporter: it's the second day in a row that thousands across the bay area are in the dark. >> thinking, like regular people, well, you know what? it will be on in a little while, and we'll be good, right? well, this morning, still no power. and okay, now you really start to worry, because then i start worrying about all of the food that i have in the fridge. >> reporter: in san jose, teacher mariana garcia is one of over 4,000 pg&e customers outages. unlike many who got their power back, it's been over 24 hours for her without electricity and her biggest concern now is not having a lesson plan ready for her students. >> usually what happens is over the weekends, you plan your lessons, you make sure that everything works, start posting your things to google classroom and all of those good things th monday morning i'm going to

school site, but to at least obviously prepare my lessons. >> reporter: the outages were expected to affect approximately 220,000 pg&e customers. in the east bay, thousands were in the dark, with temperatures reaching over 105 degrees, driving was a saving grace for many. >> the only air conditioning we got is my car, so luckily, my tank is full and we've been cruising all over. >> just having the air conditioner because with my >> reporter: the heat is also ho emergency calls. in contra costa county, the fire protection district is gearing up to respond to potential fires. >> they're expecting thunderstorms with lightning strikes, so if we have lightning during this very hot weather, we are concerned abt thnu of vegetation fires that wnto ei

we have an additional chief officer working tonight and we also have our dozer on standby. >> reporter: in livermore, luz pena, abc 7 news. there are ways to help conserve energy and maybe avoid outages trying to beat the heat. set your thermometer at 78 degrees fahrenheit or higher and keep the house cooler with fans instead of the ac and draw your curtains to block the sun. turn off up necessary lights and appliances and use major appliances in the morning or late evening. higher rates are usually charged between noon and 8:00 p.m. in the summer. and a warning for swimmers and surfers from fire crews, stay close to shore while trying to beat the heat. abc 7 was out at ocean beach in san francisco yesterday where three teenaged surfers were rescued.e d to be given cpr and

in critical condition. the others were able to walk to the ambulance. san francisco fire tweeted they made eight surf-related rescues in and one cliff rescue yesterday. they responded to around 700-safety-related calls. a fire damaged a building and delayed drivers along a stretch of freeway in san francisco. people saw smoke rising miles away from the scene after the fire started along the southbound lanes of highway 101 near paul avenue. here is how it looked for drivers headed in the opposite direction. chp officers closed three right lanes while firefighters atackled the flames. the fire appeared to start behind a building thatous ? part of what makes it suspicious is that our companies have been here several times in the past couple months for similar outside fires. >> lanes were closed for about

90 minutes because of this. and 50,000 gallons of raw sewage spilled into the oakland alameda estuary friday night because of a power outage, according to the east bay municipal utility district. the outage caused a failure at its main plant near the been been and people are being told to avoid the water now for several days. >> it's a dilution issue and we have to wait for a couple of days, most likely and we will be testing the water and we'll be sampling water along the estuary and when the water is safe we'll let the public know that they can go back in. >> east bay mud had no warning from pg&e that the power was being cut. pg&e has not commented. east bay mud says it has to pay a fine for that spill. dozens of people relied on a cooling center to avoid the heat in san jose yesterday. visitors had to get their temperature checked before entering the community center. city workers set up seating and

tables, as you can see, in a way that visitors could still socially distance from one another, but one woman says she's not worried about being indoors with strangers during a pandemic. >> to be completely honest, we're both over 70. if we die, we die. you know, nobody lives forever. >> one family turned to the cooling center when their power went out at home and work had to get done. >> ac wise, we can live without it, but power, you can't, right? batteries were draining on this. it was down to nothing. you can't use your phone as a hot spot or anything. >> san jose will open cooling centers every day until wednesday. and remember, you can always check for where you live on your abc 7 news app and we'll send notifications on power all right, lisa, what's ws. going on out there? what is the latest? >> it's just a wild morning out there, liz. we've got rain. we have lightning. we have gusty winds.

we're looking at, you can see some of the shafts of rain there. look at right there, got it, lightning. it has been a dynamic start to your sunday, incredible show out there. the rain is going to last through the morning hours with the lightning and then we'll get into partly cloudy skies, too hot. another round of lightning is possible tonight. we'll talk about it next. also ahead the i-team learned about a number of arrests in connection with a scheme from california inmates received unemployment benefits. plus the crisis involving the postal service, protesters show up to the home of the postmaster general, accusing him of voter suppression, ahead of the election. those stories coming up.

lightning. it is 72 degrees in oakland right now so a warm night for all of us across the bay area. it's only going to get warmer the next few days. we'll talk to lisa in a minute. developing, news crews are battling the lake fire north of los angeles. they say lightning strikes have caused serious setbacks. los angeles county fire tweeted more than 100 lightning strikes caused spotting and larger fires compromised the containment lines. the wildfire remains at 12% contained. 23 square miles have burned, that's around the size of palo alto. triple-digit temperatures fueled the fire which destroyed at least 21 buildings and is threatening 4,500 others. and what's believed to be a first of its kind warning was issued by the national weather service. the loyalton fire burning outside of reno sparked a rare fire tornado and a fire tornado warning. the warning being the first of its kind. the national weather service

tweeted extreme fire behavior would continue, with new fire tornadoes possible. firenados are an extreme weather phenomenon that can occur with rotating fire columns. pretty wild to see that as well. the loyalton fire has burned 20,000 acres and it is only 5% contained. we'll get back to the weather but let's talk about the turmoil in the u.s. postal service. president trump's newly appointed postmaster general louis dajoy has imposed strict cost-cutting measures in head of a surge of mail-in voting expected because of the pandemic. noisy protesters went to his home accusing him of oppression correspondent rachael scott has more. >> reporter: millions of mail-i trump ally and gop donor of dismantling the postal service after putting place cost-cutting measures that critics say will

slow mail delivery. >> louis dejoy is working very hard. >> reporter: the president tweeting the democrats know the 2020 election will be a fraudulent mess, threatening to block funding for the post office unless democrats meet his demands on coronavirus relief. >> universal mail-in voting is going to be catastrophic. it's going to make our country a laughing stock all over the world. >> reporter: but the postal service is in crisis, already faced with limited resources and longstanding financial issues, now warning 46 states and washington, d.c., that their deadlines are incompatible with delivery standards and ballots might not be delivered in time to be counted. and while the president continues to push unfounded claims that mail-in vote something linked to voter fraud -- >> mail-in ballots will lead to the greatest fraud. they're going to be rigged. everyone knows mail-in ballots

are a disaster. >> reporter: joe biden pointing out the president just requested his mail-in ballot for the florida primary on tuesday. democratic leaders nancy pelosi and chuck schumer accusing the president of trying to suppress the vote, writing in a statement "he needs to cheat to win." >> so i would say definitely don't risk your health, vote by mail, but if you do, vote plenty early, buzz within this administration is an attempt to make sure your vote doesn't count and doesn't count as cast. >> reporter: rachael scott, abc news, washington. as part of abc 7's commitment to cover five major areas to help build a better bay area, we focus on health and the latest on the coronavirus pandemic. california health officials say there are more than 12,000 newly recorded confirmed cases friday, that total may include delayed test results here in california. the governor said california is caught up now its reporting of cases that were backlogged due to a data glitch. the state reported 151 deaths, down 37 from the previous day. los angeles and riverside

counties have the highest case counts in the state. and the abc 7 news i-team learned about arrests linked to a scheme by san mateo county jail inmates to obtain unemployment benefit intended for people affected by covid-19. sources tell the i-team 11 computers to apply for benefits, some of the inmates now face murder charges and the scam netted about $250,000. san mateo county sheriffs deputies and officers from other agencies arrested 21 people in three counties stretching from san francisco to the san joaquin valley. those suspects you see here include girlfriends and friends of the suspected inmates. tomorrow public schools in san francisco will start the school year with distance learning. each student will receive a minimum of two hours of teacher instruction and interaction each

day. classes at most schools will begin at 9:00 in the morning, and unlike last spring, devices and materials at their school sites, where they will meet their teacher face to face. but lisa, we're talking about this, school starting, distance learning and people are losing power, that really can't be easy, you know, as we head into -- >> you think what else can happen? it's just been unbelievable, and this morning, we're looking at not only the lightning, the rain, the heat, we've got a red flag warning extended through monday 11:00. our excessive heat warnings 9:00 wednesday night and check out the lightning strikes. i'm sure they woke you up. we even have some thunder now and the good news is, a little moisture coming out of these storms. usually we get the dry lightning, the heat lightning in the summertime. we usually don't see this here at all. it's like a midwestern event, right? as we go in closer, what a radar tour we have for you, as we go into the east bay here from san ramon to dublin.

you can see those current lightning strikes, unbelievable, from 680 down through dublin, and schaeffer ranch roads, san ramon, dublin boulevard and further to the south, milpitas, you're picking up a quarter to a third of an inch of rain. fremont boulevard down through 880, and as we go across the bay, it's raining. it's a summer rain out there. here is san jose, where you can see the of rain there on tully road and westward, look at the action from half moon bay, highway 1, pescadero. as we go back to the ocean and loop this, how much moisture there is or how much lightning moving up from the south to the north. this will continue to be the trajectory for the next two hours, bringing the rain, the lightning. now we haven't forgotten about you in the north bay. things quieted down around marin and sonoma. up through clear lake and active through vacaville as well.

highway 34 some rain. you can see the rain coming down here at sutro, the camera shaking. 73 in redwood city. 64 in mahalf moon bay. mt. tam temperatures upper 90s there and you can see the rain coming down here. 66 santa rosa. 73 in napa. it is 90, wow, catch that lightning strike? 77 in livermore, with 79 in concord. so the gusty winds up t miles an hour this morning, with some of these storms. 20-mile-an-hour winds out of the west in oakland. hayward it's breezy. fairfield you see that 45-mile-an-hour wind gust, looking at a quiet view of the golden gate bridge, so looking at the red flag warning, the excessive heat, thunderstorms and gusty winds this morning, and partly cloudy and hot throughout the day today. here's a look of our 24-hour or so loop that shows the cloud cover thinning out, not doing much to show the rain, is it, but as we go through sunday into monday, another wave way to the south could bring more

thunderstorm activity into your monday morning. as for your sunday afternoon, it's going to be partly cloudy, it's going to be just as hot out there, muggy as well. 90 in oakland. low 80s san francisco, 92 in fremont with 95 in san jose, triple digits once again from 104 and antioch, 106 in fairfield. livermore 102. here is the accuweather seven-day forecast. we thin out the clouds. it's going to be hot and the thunderstorms are a morning event so probably about 8:00 they'll be over with, looking at the heat, the hazy conditions through monday, could see more of this thunderstorm lightning activity tonight into monday, and the extreme heat continues for tuesday, wednesday, slight cooling thursday into friday, and then closer to average and boy, this is just august. this is the hottest w 've seen and october weather with the heat, but we still have that ahead of us, so be careful out there. >> absolutely. i know a lot of people are having fun looking at it, but it

overnight through this morning, thunder and lightning strikes heard and seen across the bay area. now a red flag warning is in effect until at least 11:00 this morning with multiple vegetation fires happening around the bay area as well. good morning, again. we are going to have much more on the upcoming conventions in a few minutes. first we are expecting another hot day today. we are tracking all of that thunder and lightning and those fires, so let's get right to lisa argen. >> hey liz. the window?l yourselfwam it is a dyn cin up, the lightngm the south, and it has been unbelievable in the east bay. here we are around sunol, mission road, harrison canyon road with not only the rain, the lightning, the wind. further to the north in tub lin, 680, san ramon, danville, it's been a wild morning for you with

this rain moving up from the south. a little bit less in the way of lightning here with the steadier rain back westward, we're getting rainy again in san francisco, daly city, off the coast, you can see more showers, more moisture, and more lightning as we go down swanton and pescadero, the santa cruz mountains. in marin it's quieted down but santa rosa has rain and lakeport and clearlake a light show is continuing. 95 at 6:00 in the morning in fairfield. 79 in san ramon. 68 in santa rosa. so we're building on this heat, and we're looking at the numbers obviously warmer, so the thunderstorms and clouds haven't done much to cool us off. we've got gusty winds from light winds to 45-mile-an-hour winds where the thunderstorms are, so we're going to talk about how hot it's going to get. you see that the heat continues through wednesday. another round of thunderstorms perhaps coming through the bay area tonight. liz? >> thank you.

let's get back to the coronavirus, the death toll in the u.s. has now surpassed 169,000. college students are returning to campus as parents and school administrators face tough decisions over sending them back. abc news reporter christine sloan has more. >> reporter: president trump optimistic saying coronavirus cases are on the decline. >> nearly 85% of jurisdictions across our country are reporting a very steep decline in cases, and that's despite the fact we have the number one testing program anywhere in the world. we're up to almost 70 million tests, far beyond any other country. >> reporter: this as the cdc says more than 200,000 american lives could be lost by labor day. >> you can't run away from the numbers of people who have died, the number of people who are getting hospitalized, the surges we're seeing. >> reporter: and many students returned to the classroom. more than a dozen students potentially exposed at this oklahoma high school, after one of their classmates tested

positive, but misunderstood quarantine rules and went to school anyway. at villanova university police breaking up a large party. the school's president telling students they'll be sent home if they don't follow campus health guidelines, while a spokesperson for the u.s. naval academy confirming a number of midshipmen tested positive and the university of arizona testing students before they move in. those who are positive will be sent to an isolation dorm for ten days. christine sloan, abc news, new york. d ademocrational nv the republican national convention follows the week after, but both events are going to look pretty different than previous years. this morning, we have a preview of what we can expect as they go virtual, and how one bay a trump delegate believes the changes could ultimately help the biden ticket.

>> once again, the strength of democratic processes was demonstrated in the united states. >> reporter: it's a staple of our election process. every four years, thousands of the country's most politically active gather at the republican and democratic national conventions to formally nominate their party's presidential candidate. accept your nomination for the presidency of the united states. >> reporter: but this image of this many people crammed into one convention hall space is clearly not 2020 safe. like so much else this year, the pan demme lick give a whole new look to this political tradition. >> this will be an interesting test case to see what a virtual convention looks like. >> reporter: at the dnc, speaker also no longer travel to milwaukee, instead joining rely. former vice president joe biden will accept his party's nomination from his home state delaware. all delegates are asked to stay home for safety reasons. the rnc also dramatically downsized, plans to have some plans take place in jacksonville, florida, have been scrapped and president trump will not accept his party's nomination at the main spot in

north carolina. >> we're looking to gettysburg and the white house and we have other sites but i think these would be two beautiful sites. >> reporter: the rnc is asking six delegates from every state or territory to travel to charlotte as proxies. they say any attendees will be required to take a covid-19 test, wear a mask and have daily temperature checks. john dennis is a trump delegate from san francisco who is happy to be staying home. >> personally, a little relieved that we didn't go. >> reporter: some things will remain the same, like seeing the who's who of politics. dnc speaker also include former president barack obama and esen senarsnian and c the focus from both parties will likely also hit a similar note. >> the entire shape of the campaign has shifted dramatically, because of the situation we're in.

so the focus is really going to be on economy, how are we going to recover, how are we going to support people right now in the short term. >> reporter: going into these conventions, the latest abc news/"washington post" poll shows biden ahead of trump by ten points among likely voters. dennis worries the scaled down plans will give more advantage to the biden ticket. >> one of the opportunities the present incumbent has is to put on a big show, burst out of the coen momentum into the fall. now that's all gone, that opportunity is missed, so i think if biden is in fact the leader, if the polls are exactly right, then it's a big advantage for the challenger. >> reporter: whatever happens t will be unconventional. >> it certainly will be and the conventions are also where each party votes on their official party platform and this year at the dnc, there may be a showdown over medicare for all. roughly 800 delegates from across the country pledged to vote no on the party platform out of protest. jane kim, a bernie sanders delegate from san francisco who served as political director for california for his 2020 campaign say they plan to vote no. >> bay area congressman cahna

tweeting us and letting us know you were woken up by the thunder and you are staying up to watch the lightning. that is just something else, lisa, and really rare this kind of activity. >> yes, remember, we're in san francisco, not st. louis, right? jtra and n i've t somen o there let's do our little radar tour, live doppler 7, over 300 lightning strikes in the last 30 minutes, about one lightning strike every five or six seconds, and the most activity so far has been in the east bay, we're looking at livermore and dublin, look at all this activity. not only the lightning but you've got the rain, the downpours, gusty winds, those outflow winds from the thunderstorms up to 45, 50, even 60 miles an hour. walnut creek in concord, and we've got the steady rain back through san francisco, montera, san francisco. nice to see some rain. we could do without the

lightning but there is plenty more of it, up through southern marin, tiburon valley, wet weather. richmond 580 through 80 it's a wet sta out, yes, a lot more lightning there, that will continue to push up to the north, as we go up towards vacaville and fairfield it's rain, it's lightning, a few thunder strikes and then looking at a bit of a lull here as we get towards sonoma. you can see the healdsburg, santa rosa, up towards clearlake and hoplin. this loop shows all the activity along the central coast that continues to move up from the south to the north. this is going to be with us through 8:00. our severe thunderstorm warning, and then we could see some activity throughout the afternoon. beautiful view from mt. tam, where it is 69 in the city, so it has dropped the temperatures a little bit, but not really. how about 75 in oakland. 77 in san jose, with 60s on the coast. this is walnut creek and you can see the cloud cover here, and

the sun. do you see that 100 degrees in fairfield? we're looking at numbers in the 80s and 90s already, so we've got that hot dome of air at the surface. the lightning and the thunder about a thousand feet above, and looking at, yes, 26-degree increase there, so it is just a crazy start toy, with high pressure overhead, a little trough impacting us to the west, that is bringing the thunderstorms, the gusty winds. you can see up to 25 miles an hour, the surface winds by the delta, it's breezy in the city, and here is our roof camera. we will get into the hazy conditions today, the hot weather well above average, looking at that red flag warning through wednesday night, excessive heat wednesday night and the red flag warning through monday, 11:00. we can see the thunderstorms throughout the morning hours. this afternoon partly cloudy and another wave could bring up more activity later on today. so there a look at the cloud cover, doesn't show much of the impact with the wet weather that

we could be expecting later on today. we are looking at the heat, the above-average temperatures, and numbers anywhere from the upper 70s half moon bay, 90 in oakland, looking at the high clouds, the possibility of more lightning and thunderstorms, 104 in concord, as well as antioch, with 103 in morgan hill. how about 09 in richmond. 9in santa rosa. 92 in san rafael. so the accuweather seven-day forecast a severe thunderstorm warning through the next couple of hours, looking at our heat wave through the snext several days and we could see some wetting rains, the lightning and the thunder as we get into early monday, when our red flag warning expired. dangerous conditions out there. we've already seen a lot of fires started with that lightning before the rain even came down. that's exactly what we fear this time of year, and those erratic winds as well. not boding well for this forecast for the next several days. >> absolutely. we are tracking several
