distancing rules and attend jam packed parties and more grade schools are being forced to switch to remote learning with a growing number of children testing positive. abc's megan tevrizian starts us off. >> reporter: this morning a new warning for parents as students head back to class. the cdc now reporting coronavirus cases among children are steadily rising. >> it feels like they're waiting for people to get hurt, people who seem to think that covid is just a cold. >> reporter: just weeks after re-opening, a third high school in georgia's cherokee county school district is closing after 500 of its 1800 students are in quarantine. arizona is now logging the highest rate in pediatric cases in the country. teachers outside phoenix staging a sick-out forcing their school to cancel the first day of class. >> teachers are in a good position to give their voice and they just weren't being heard. >> reporter: an entire district in nebraska is closing after three teachers tested positive and 24 more are in quarantine. >> we knew this would happen at

some point. we just didn't think it would happen one day into the school year. >> reporter: and dozens of students are in isolation at this oklahoma school district after two teens knowingly went to class after testing positive. covid-19 hitting hard across the country too, an internal document linking 151 cases to outbreaks at four louisiana colleges. the university of notre dame recording 44 cases in its first week back. an entire sorority house at oklahoma state university quarantining after 23 members tested positive, and the university of north carolina now announcing a fourth cluster of at least five cases in just three days. >> the level of anxiety i felt through that was nothing i've felt before. >> reporter: social distancing measures at east carolina university being tested during its opening weekend. police breaking up 20 parties including 1 with 400 people.

>> just like shut it down, we'll shut it down and go back home and someone else is going to have another party down the street. it's going to keep on going. >> reporter: despite troubles college athletes are pushing back on decisions could cancel seasons and conferences. >> we enter into the sports season without any planning like i think a lot of people hoped the pandemic would be over by now and it's not. >> reporter: 82 penn state football players' parents demanding answers wanting to know specifics about why the 2020 season was postponed. starting a petition to have football reink stated getting over 200,000 signatures so far. it comes as nine football players at the university of oklahoma test positive after returning from a week off. the team saying the season will go on as planned. >> how does it feel to be a free man? >> reporter: but one survivor in michigan has spent months fighting to get back hold. zahid raza got sick in march

and is finally leaving the hospital after 137 days. >> it's a miracle that i came back. i appreciate every minute of my life now. >> reporter: when it comes to online learning school officials are taking virtual learning just as seriously as in-person classes. in massachusetts school officials say they've reported dozens of families to state social workers whose kids are not logging in regularly. will, mona. >> all right, megan, thank you. the other big headline, this morning, house speaker nancy pelosi ending summer break early for lawmakers to address . the house is expected to vote as soon as saturday on a bill blocking a plan to overhaul the agency. >> critics say cost-cutting measures have already led to massive mail delays. they could be devastating for the november election. this morning, house speaker nancy pelosi taking the dramatic step of calling the chamber back to washington for a rare session this weekend to deal with the unfolding crisis at the u.s. postal service.

more americans are expected to vote by mail than ever before in the november election because of the pandemic. the head of the agency, louis dejoy, is now accused of trying to silence millions of voters by putting in cost-cutting measures that criticses say is slowing delivery. they're calling for him to testify by the end of the month. >> men and women have died for them. and the right to vote. to do this is disgraceful. >> reporter: the post office warning 46 states that ballots might not be delivered in time to be counted. with the white house and democrats at odds over a coronavirus relief package, funding for the agency is on hold for now. over the weekend the trump administration echoed unfounded claims that mail-in voting leads to voter fraud. >> do you realize how inaccurate the voter rules are with just people moving around, let alone the people that die off? >> it takes a long time for states to be able

to put it together safely and shcurehilys .through is a disaster waiting to happen. >> reporter: after reports surfaced in recent weeks of postal workers remov g llco corners in multiple states, the agency says it will halt further removals for 90 days citing recent customer concerns. dejoy, a major republican donor and ally of the president took control of the agency in june and pledged to modernize the agency to make it more efficient. the president defended him. >> he is a fantastic than. he wants to make the post office great again. >> reporter: but this morning critics say the president realizes a lower voter turnout improves his chances of winning a second term. >> what return you are witnessing is a president of the united states who is doing everything he can to suppress the vote, make it harder for people to engage in mail-in balloting. >> reporter: now concerns are growing over whether the slowdown at the post office will affect other deliveries like

medications and paychecks. >> when he needs insulin he cannot just hope and pray that the mail gets delivered on time. my dad's life is being put at risk because of dirty politics. >> sources say attorneys general from at least six states are considering legal action to protect the postal service as soon as this week. as that uproar at the post office unfolds, the democratic national convention opens today. much of the convention is virtual because of the coronavirus. former first lady michelle obama hits the stage tonight for a keynote address. vermont senator bernie sanders, new york governor andrew cuomo slated to speak. senator kamala harris will accept the nomination for vice president on wednesday night from delaware. that's where former vice president joe biden will make his remarks on thursday night. and abc news coverage of the convention begins each night at 7:00 eastern on abc newslive, that's our streaming service, then george stephanopoulos and our powerhouse political team will pick things up at 10:00 p.m. here on abc. now to the unrest in belarus where the opposition is calling

on workers to stage a strike as they demand a fair election. sunday marked the biggest anti-government protest yet with as many as 200,000 processing protesters rallying against alexander lukashenko. they want the longtime president to step down after he claimed to have won 80% of the vote as abc's patrick reeval reports they're now out of sight. >> reporter: this is a place that even just a few days ago people were afraid to gather in just small groups, and now there's just this river of people behind me. >> russian president vladimir putin pledged to support belarus in case of an outside military threat but nato has denied claims of a buildup by allied forces along the belarus border. high heat and wildfires have combined to force california's first rolling blackouts in a decade. those blackouts could last through wednesday. power use spiking amid record-breaking temperatures.

fell for no reason. now to that breaking news overnight in texas where three police officers are recovering rengo a use outsstin. elf inthamily . say >> talking with him and other family members that there are some mental health issues. that heightens the level of the call, and so what we want to do is end this peacefully and get this person the help they need. >> those officers are in stable condition and are expected to make a complete recovery. german authorities have launched an investigation into amazon's relationship with third party sellers. germany is amazon's second biggest market after the u.s. complaints that amazon had blocked some traders during the early months of the pandemic for setting prices too high. they told a german newspaper that amazon must not be a controller of prices.

now to a dramatic rescue from down under. an australian man punched a great white shark repeatedly to save his wife from an attack. >> that will score you points. abc's maggie rulli has new reaction on their terrifying ordeal. >> reporter: the terrifying moment a husband rushing to save his wife as she's attacked by a great white shark. >> the patient has numerous deep lacerations to just above the knee to the calf. >> reporter: mark rapley and his wife chantelle doyle were surfing off the coast of australia when he says the shark knocked her into the water. >> i just new instantaneously so i just started paddling. >> reporter: fighting for her life. the 35-year-old scrambled back on the board in the roughly ten-foot-long shark already had a hold of her leg. >> you just react. you just get off. >> reporter: leaping on top of his wife's body he began

punching the shark until the animal finally let go. >> you see the mother of your child and support everything, that's who you are, and so you just react. >> reporter: a makeshift tournament tuourniquet potentially saving her life. >> immediate support assisting the patient from the water was quite amazing. >> reporter: she was later air lifted to undergo surgery for serious injuries. while her husband saved her life, his wife still has a long road to recovery. maggie rulli, abc news, london. >> just an incredible story. thank you. and the first mediterranean cruise since the pandemic lockdown has set sail from italy. passengers were tested for covid-19 before embarking on the seven-night cruise last night. the company said anyone testing positive would not be allowed to board. the guests all europeans are required to wear masks when social distancing is not possible. the pandemic delayed nba playoffs finally getting under way today. the defending champion toronto raptors opening a series against brooklyn this afternoon.

game one of the day is the opener between utah and denver. and in baseball, the chicago white sox making some history sunday hitting four consecutive home runs against the st. louis cardinals. that marks just the tenth time a team has accomplished that feat. the homers came off a rookie pitcher making his major league debut. how is that for a welcome to the show? >> just incredible. well, nascar's rocketman has made an emotional return to the track that nearly took his life. ryan newman was back at daytona speedway sunday nearly six months to the day after a terrifying crash. his car went airborne on the final lap of the daytona 500. newman had to be put into a medically induced coma and said his return felt surreal. >> i don't remember leaving the last time, so when i drove back in the tunnel today, that was the special moment i shared with myself, the last time i left here, it never registered, so i felt like i never left and that's why i'm back.
