happening right now in napa county where a wildfire continues to grow, and evacuations are now under way. good afternoon. thanks for joining us. i'm larry beil. >> and i'm kristen sze. this is video from sky 7 just a few hours ago, shortly after the fire was first it's now grown to more than a thousand acres. the fire started in the 60th block of hensee ring drive. wayne freedman will join us shortly from the scene to tell us more about what's happening now. it's happening at highway 128 at silverado trail, and the roadblocks are in place there. the chp has set that up, so only if you'rennn n uetzone. there. us live. right wayne? >> reporter: good afternoon. communications here are tough right now. we've been in the valley all afternoon, there's little cell

coverage. we are on highway 128. the fire is behind us, about 20 minutes behind us. we had to come out just to file this report for you. this has been an unusual report. let's begin with more video from sky 7. it's not off that firefighters know how and when a blaze starts, but there's not much doubt about this one. about 6:30 this morning, 20 different lightning strikes. one person told me the big one shook the ground. he said it sounded like an explosion and saw flames almost immediately. it's burning in steep terrain. by 10:00 a.m., they begun evacuating residents. cal fire reports by 2:30, 70 acres had been burned. now over a thousand acres have been burned. the lucky part right now at least, is the wind is down. that said, we still don't know how many structures have burned,

if any. we do know that some are threatened. there was one house we looked at high up a steep road. flames on the hillside moving in. cal fire had moved in. we left at that point, but cal fire was going to try to defend that house. we hope that they succeeded. suffice it to say, this is a fast-evolving situation. there are evacuees, they've gone to the cross walk church. this fire continues to burn, and we should add that cal fire reports zero containment as of now. come back at 5:00. we hope to show you some extremely good video of a jet dropping fire repellant on the mountain at close range, one of the best shots we have ever seen. that's coming up at 5:00. >> wa looking forward to seeing that. in the meantime, let's give you another sky 7 shot. you can see the smoke rising

from that fire, which has now charred a thousand acres. this is, of course, in napa county, and we'll continue to follow this wildfire for you. once again, this is happening in the area of hennesee ridge road. you can't get to it unless you are essential personnel due to a roadblock. also, check out these lightning strikes caught on camera at the napa county airport. they tell us the fire started around the same time as these lightning strikes. so perhaps there is a link. that is something they are investigating. residents -- go ahead, you take this one, larry. >> residents in far eastern contra costa county are still out of their homes. lightning strikes early yesterday started multiple blazes on the northeast side of mt. diablo, burning nearly 1200 acres by noon today as those fires are zero percent

containment. no homes have been destroyed or damaged to this point. four fires are burning near alameda and santa claire acounties. they make up the marsh fire. mandatory evacuation orders are in effect for about ten homes located on welch road. and the river fire. mandatory evacuations there because of that fire which, like many of these we have been telling you about, sparked by lightning. around 30 homes are threatened there. >> all right. lightning strikes left people without power in mill valley, as well. bolts hit power lines knocking out service. you can see pg&e responding to the scene. a building in the area was evacuated. pg&e reports power has been restored. what we need is a break from the heat, a break from these dry conditions. let's check things out with

spencer christian today. >> i wish i could tell you there's a break in sight, but not for a couple of days. we have dozens of lightning strikes occurring. you know the danger, the fire hazard posed by the lightning strikes. here's a closer look what's going on. throughout the day, dozens of lightning strikes across parts of napa county. you can see the path of strikes moving further north, and even points east of that. and of course, the red flag warning for high fire danger is in effect in that area until 5:00 this afternoon. under these conditions, there's a threat or dry lightning strikes, isolated gusty wind. wind is a huge factor in fighting and containing fires. and a risk of new fires, starsing as long as these strikes are with us. right now, here the hennesee fire, 94 degrees, probably even hotter closer to where the blaze is occurring. relative humidity, dangerously low at 30%.

wind out of the north at 5 miles per hour. of course, there are occasional gusts that are even higher. and those gusts make firefighting effort more challenging and more difficult. over the next several days, the high temperature trend is not encouraging. even though the temperature may drop off wednesday, thursday into the upper niblt90s. 105 tomorrow and by the weekend temperatures in that area again. so hot and dry and likely to be occasional wind gusts. looking area wide right now, we still have a dangerous heat wave and excessive heat warning in effect for vir xhtually all of bay area until 9:00 p.m. wednesday. there's a high risk of heat related illness, as well as fire and all the other hazards posed by the heat wave. a complete forecast i'll have later. larry? >> thank you, spencer. up to 3.3 million homes could lose power this evening. this is part of the rolling

blackouts that we're seeing across the state. the california independent system operator says it could turn off the power any time now as electricity soars. in san jose, thousands of customers without power because of the power outages. kris reyes went to the neighborhoods feeling the impact. >> we've been without power since friday night. >> reporter: inside carl whitley's home, at least half a dozen medical devices that need power to keep his son alive. during other power outages he would getted a va ed advanced n not this time. >> we got no >>or feline, neighbor's generators. >> i'm prepared more than most. i have generators and stuff like that. but some people don't. >> our neighbor came down and he

said stay with me, i've got a generator. >> reporter: thousands in san jose lost power over the weekend as early as friday night. this map shows thousands more are still affected. >> i got sick and threw up. i knew i was overexhausted. >> there was so much, we filled up the entire trash can. >> reporter: lisa lockwood lost all her food in the fridge. >> the worst part is the frustration of not getting any warning and no answers. we've had the same message online from pg&e since friday. >> reporter: this wasn't even part of blackouts from over the weekend. san jose's neighborhoods lost power because of heat related outages, including blown transformers. so residents know it's not of yet. >> are we exempt from a rolling blackout? he said no, we're in the cue like everybody else. >> reporter: kris reyes for "abc7 news." the prospect of a rolling blackout has residents and business owners on edge in

immediately. and we will lay out in detailed terms what we're going to do to again. >> today, he signed an emergency proclamation allowing some utilities to use backup energy sources to releave pressure on the grid during peak times. drive through service is back at city hall. after 30 plus year absence, residents can pay utility bills, renew business licenses and pay other things all without leaving their car. city officials say it's part of their effort to develop ways to safely serve the community. the drive-through window is open from 9:00 to 4:00 monday through friday. caught on camera, a dog walker caught up in a racist attack. we'll show you what happened there. and the democratic convention

the united states is nearing 5.5 million coronavirus cases. the california has the most in the nation, picking up 6,400 today, pushing the count to more than 628,000 cases total. more than 73,000 confirmed cases have been reported in the bay area. all backlog covid-19 cases following that recent data glitch have been accounted for, and as a result, there are watch list changes, including santa

cruz county coming o the here's manieoodr.epter: after d leed the numbers with certainty today. a seven-day average of 9,446, with a backlogged cases added in. for yesterday, 6,469 covid-19 cases. >> those case numbers are high, but they are trending in the right direction. >> reporter: the governor also noted a 6.5% positivity rate. after the governor became aware of the data glitch and underreported cases, state officials froze the watch lists. with all the backlogged cases accounted for, the government revealed what that meant. august 3rd, there had been 38 counties on the list, now there are 42. mendocino county is among those counties added. and santa cruz county has been taken off. factors driven mendocino's

elevated covid-19 transmissions include family and community gatherings, as well as outbreaks in skilled nursing and assisted living facilities. in order for a county to come off the watch list, it must meet all its thresholds for three days. during the question and answer period, the governor was asked why he didn't initially know about the underreporting issue. >> i certainly have a responsibility when things do come to my attention, and i'm being very transparent about when they did, which is important to take responsibility to fix them. >> reporter: melanie woodrow, "abc7 news." a san francisco restaurant that put up dining bubbles on the sidewalk to accommodate outdoor meals has been told to take them down according to the chronicle. they put up the domes near 5th and mission streets because it says the area is frequented by the homeless. a meal inside one of the domes cost $200 per person. the chronicle says health officials ordered they be removed because they lacked

ventilation. rock.sitors are being welcomed the national park service and golden gate national recreation reopened alcatraz today. but visitors won't be allowed to tour. this will be an outdoor only experience. trails, gardens, and a revised audio tour with commentary from former prisoners and guard also be available. it's been scorching here in the bay area, but nothing like death valley, which seems appropriately named right now. the high yesterday skyrocketed to 130 degrees. once it's verified, that may become the highest mercury reading on earth in more than a century since 1913. 1913. spencer christian, what do you remember from 1913? how hot was it, spencer?

[ laughter ] it's like thoughing spitballs at a battleship. let's take a look at what's happening around the bay area rightnow. we have lightning strikes up in the north bay persistent throughout the day. you probably heard some of the crashing thunder overnight, and right now we have a long path of lightning strikes up in parts of northern sonoma county and parts of mendocino. dozens of lightning strikes, including thunderstorms and those strikes bring with them the risk of fires from the dry lightning strikes. temperature change over the last 24 hours shows, and you thought it couldn't get any hotter, it's hotter. 11 degrees warmer than it was this time yesterday. eight degrees warmer in san francisco.

and it's breezy, but noter the my gusty. strongest wind here in san francisco, 23 miles per hour. looking out over ng u conditions, as we have the from the south contributing to the risk of thunthunthunthun nice view looking westward from emeryville. not much of a marine layer right now. value shallow one, and what is there is mainly at the coast. 88 degrees in santa rosa. 95 in and the view from mt. tam, excessive heat for a couple more days. red flag warning remains in effect for parts of the bay area until the end of this hour. and heat eases later this rema

with us for a couple of days, an excessive heat warning is in effect for all of the bay area until 9:00 wednesday night. once again under these conditions, there is a higher risk of heat related illness. red flag warning for high fire danger expires at 5:00 p.m. today. showing some high clouds passing over. tropical moisture moving through. 5:00 tomorrow morning, not much of a marine layer. what is there will be at the coast, not surging inland, not bringing us any cooling relief overnight. so let's take a look a overnight condio w mperatures will be generally in the upper 60s to mid 70s overnight. and only 82 degrees as a low in antioch during the early morning hours. at the coast, lows there in the low to mid 60s. highs tomorrow, low to mid 70s at the coast. and right around the bay shoreline, mid to upper 80s to low 90s. and inland, numerous triple

digit readings. 104 in cloverdale. napa 99. 105 in fairfield. antioch 106. concord 106. down in the south bay, san jose 96 and 103 at morgan hill. it is going to be another scorcher tomorrow. as we move ahead wednesday, we may not see triple digits on wednesday. thursday, the cooling continues. so there will be some relief at the end of the week except in the partest inland east bay locations. might bounce back up to a hundred degrees. here's the seven-day forecast. we'll put triple digits in for the next two days. upper 90s for the remainder of the week generally and by next monday perhaps a little more cooling, but it doesn't look like a lot. temperatures in the low to mid 80s for the remainder of the week. on the coast, upper 60s. more later. larry? wow, thank you, spencer. coming up, another racist incident caught on camera.

time now for the "four at 4:00" doing it a little bit early. new numbers out today confirmed that there's a massive exodous out of san francisco, as in people leaving. a report from online real estate company zillo s s s has risen 96%, and it's not even close. they blame tech companies and other businesses letting employees work remotely for the foreseeable future, and maybe forever. drew, you are in the city. are you seeing that exodus? >> you know, i feel like more people are looking for space obviously. so i've heard from a couple of friends that they live in condos or apartments specifically, and they're trying to get out of there, because they feel like they're constricted in terms of where they can go, what they can do, the space they have. the one thing i'm wondering is

if people start leaving the area and go to cheaper areas, does that mean their income is going %-p? that's what i want to know. say people flock to sacramento and it's cheaper to live there, will your income reflect your cheaper cost of living? that's what i want to know. >> i think that depends. but i have a few friends who work for the big tech companies that moved to sacramento or cheaper places that had to take a pay cut that reflects the cost of living. spencer? >> there is truly an exodus. i don't know if people are coming back in to replace those leaving or not, but i talked to lots of people who say they're leaving the city because it's just too costly to live here. and some of these people earned significant income, but they find the cost of living too much here. >> it's going to be fascinating to watch, especially because it looks like we're going to be in a work from home scenario, at

they're also crowding streets and bars and not wearing masks. four arrests were made and 12 citations given out in tuscaloosa, alabama over the weekend. this drew criticism on social media. the opener says he's following guidelines on the inside but can't control what happens on the sidewalks. they have urged people to wear mask because they want college football this year. the hope, the slim chance of college football this year. but yeah, when you look at that, spencer, what do you think? >> i want to say well, it's alabama, but that would be mean. what is wrong with these people? i mean, gee, i don't know what to think any more. why are people exposing themselves and others to the danger of transmit thing disease? have they read a paper or watched the news? learned anything about viruses in school? i don't get it. >> yeah.

it tougher to energize the fan base? >> i think that we have a great, exciting ticket with california's own kamala harris on it as vice president. and i think that's going to be very exciting. we have been zooming for a while now, so we're getting better at producing the content. so i think that we're going to see some very, very compelling video. and i do think that the lack of a visual crowd reaction. on the downside, we don't get our balloon drop, we don't see everybody cheering. but on the plus side, you don't see the 99% of the people happy and zooming on the one heckler who is unhappy. so i'm just as glad to leave that in the past and have a more focused 2020. >> it's always interesting when you look at the list of speakers. and tonight, you have john kasich, a republican, he's going oh speak tonight. obviously a democratic event. he'll pledge his support for joe

biden. how much of the democratic strategy is going to be this pitch to republicans saying look, obviously we have differences on a lot of issues here, but a change at the top supersedes all of those other issues? >> i think that's well said, larry. the vice president is telling us a specific message, we, the people. that's the theme tonight, the first night of the democratic national convention. and all the people, everybody from john kasich to bernie sanders, to michelle obama. it is everybody across the country, because joe biden has always said that it takes two wings to fly, that it takes everybody being at the table in order to make a decision. and his politics has always been premised on the idea that you can't add by subtraction. and you shouldn't demonize your opponent but focus on what binds us together as americans. so i have a lot of policy disagreements with some of the republicans that come on board. for joe biden, joe biden understands that.

he's not asking me to endorse john kasich, he's asking me to endorse joe biden, which i'm doing. >> okay. michelle obama is also speaking tonight. i'm expecting that we'll see a lot of the obamas the next few months, until election day. what do you foresee in terms of their role in this campaign? >> so much of what we know about joe biden we know because of how he served with barack obama. he always had the back of the country's first and only african-american president at this point. and for eight years, they were intertwined. they were very, very close partners. their wives were very close. just as joe biden was looking for his own joe biden in his vice presidential running mate, it would be important for the country to see how it was that michelle obama and dr. jill biden worked oma and joe biden worked together. and how bringing people together, understanding each other, is so critical to the

obama brand. and really, to have the most admired man and woman in america, both stumping for you, joe biden couldn't have better surrogates than barack and michelle obama. >> well, also, i think if you looked at the trump administration, the president has not made it a secret that he's wanted to undo a lot of the policies of mr. obama. so on one sense, i have to believe that it's personal for michelle. >> well, i think that, i think that michelle obama really bonded with dr. jill biden. i co-founded the dnc veterans and military council i'll be speaking at tomorrow. jill biden was such a force for blue star family members, as stepmom of the late beau biden. and michelle obama and her book really talks about the entree to

military families and her experience that she gained through jill biden. i think what we're going to see, it's not only personal, because president trump is trying to tear down everything barack obama did, and by the way, he keeps lying about it. barack obama signed into law the bernie sanders/john mccain veterans choice act in 2014. president trump says i got veterans choice. no, you didn't. and so he's not only trying to undo the things that barack obama did but take credit for the things that barack obama did that he still likes. >> all right. final question here, we're seeing the hobbling of the u.s. postal service and the president said he wants to stop mail-in ballots. what do democrats plan to do about that? in the midst of a pandemic, a lot of people don't want to have to stand in line to vote but they want their vote to be counted. >> three things going on. the first is, i've been working with these whistleblowers. i can talk about it now that cnn reported friday that the

inspector general is investigating the grievances filed by postal workers. a lot of these people are working in very small offices, so it's obvious who might have told. also, if you look at the department of labor statistics, the post office has very high numbers for retaliation against whistle blowers. so that's why this weekend, one of the things we're doing, we're say protect usps whistleblowers. because that's very important. number two, our postal letter carriers are risking covid every day to bring us mail, to bring us our ballots. so we have to make sure they're being taken care of when you say we're going to take away a mail sorting case for the sake of efficiency. you're making somebody's mail sorting job all the more hard in addition to delaying the consumer receiving the piece of mail. and finally, we're going to make sure that we save the post office. now, today, the president
