reopening, the university of north carolina is back pedaling. switching to remote learning after 130 students contracted the virus. elementary schools in the state are also seeing an uptick in cases. this school temporarily shutting down after a cluster was linked to a faculty member. >> also new trouble at one of the nation's largest fire department. chicago fire academy had to close down after an outbreak. officials saying they've had nearly 300 cases and two chicago firefighters have died from the virus. megan tevrizian. coming up next, the seven things to know this morning. also a special education teacher in the south bay logged into class without wearing a shirt and it's not just that action that has parents really upset this morning. also ahead, michelle's message. what the former first lady was wearing during her

this morning. no thunderstorms today and if you live along the coast into san francisco, no excessive heat but for the rest of us, yep, it's going to continue through at least 9:00 wednesday. we get a little bit of a break before it returns this weekend in the accuweather seven-day forecast. another flex alert has been issued for today and we're all asked to conserve power from 3:00 to 10:00 p.m. to avoid rotating blackouts like we saw over the weekend. number three, mandatory evacuations in effect right now because of the hennessey fire. at least 2,400 acres have burned and opened at crosswalk church in napa. number four, changes to the state's coronavirus watchlist. santa cruz county came off the list. five others have been added. counties on the watchlist have to roll back reopenings and have to stay at home for schooling. number five, uber and lyft are considering a model similar

to a franchise. both companying licensing their brand to operators of car fleets. we'll have much more on this proposed change in our next half hour. number six. we are going to check on the live look showing you san jose. 101 there in the south bay looking nice and clear this morning. the only hot spot i'm seeing is on northbound 680 in fremont just before 238. and number seven. former first lady michelle obama helped kick off this year's democratic convention urging people to vote for joe biden. today the theme is leadership matters and democrats will hear from former president bill clinton. in the north bay, an 18-year-old man shot and killed in american canyon is being remembered as a kind-hearted baseball player who wanted to go pro. people shared memories last night during a vigil for nathan garza. he was shot and killed in the parking lot of a safeway where he worked. earlier his mother spoke with

abc7 news. >> he was the youngest. six older sisters and he was our only boy. and he filled the room. he filled our life. >> the napa county sheriff's office arrested 23-year-old christopher roly young from martinez. it's not clear what exactly led up to the shooting or even if the two knew each other. new developments about a san jose special education teacher who taught a virtual class shirtless. parents say over the weekend the teacher contacted their kids to say good-bye. and as abc7 news reporter amanda del castillo reports, those parents are furious. >> reporter: she was surprised this e-mail made it to her daughter's inbox saturday evening. a message from the silver creek high school identified in these shirtless photos taken during dg math class. >> it doesn't state why he's

leaving or sorry for his actions. >> reporter: it looks like i will not be teaching you for an indefinite period. i hope to resume my teaching as soon as possible. she didn't read to much more before reaching out to officials. >> shouldn't his access to these kids be terminated, as well. >> reporter: we tried the e-mail on monday and delivery failed. a prompt reading that the address could not be found or unable to receive mail. we heard from another parent. rachel garcia called over her 13-year-old daughter. >> is this your tuceacher? and she said, yes. he didn't have a shirt on yesterday in your class. and she stopped and she said no. and i'm like, why didn't you tell me? you have to tell me these things. that's important. >> reporter: she searched for a note from the district explaining the incident. >> instead we opened my daughter e-mail and got an e-mail from him. >> reporter: we reached out to the district. superintendent chris funk wrote

back, he is not to be in contact with any of thiz students. there was a timing issue on friday issuing his notice. i will not be commenting any further during this investigation. both mothers wanting answers into action. >> parents realizing their children were involved and affected by something like this. >> reporter: in san jose, i'm amanda del castillo. michelle obama's speech during the democratic national convention is getting attention around the world but not only for what she said but people were looking at what she was wearing. specifically her necklace. they spell the word vote and it sent twitter into a search frenzy. an l.a.-based jeweler. and the designer tweeted out a statement saying she was beyond honored and humbled that the former first lady wore her design. the necklace is selling for $300. we'll talk to the designers about the inspiration for this

actress lori loughlin. the couple is scheduled to be sentenced on friday. in may, both pleaded guilty to pay $500,000 to get their two daughters into usc as fake rowing recruits. for the first time in five years a case of plague has been confirmed in california. the south lake tahoe resident is under medical care recovering at home. plague bacteria are most often transmitted by flees. the person may have been bitten in the tahoe keys area on tahoe's south shore. the symptoms include a fever, weakness and a headache. the plague can be treated with antibiotics. not the plague. >> not the plague. >> out of all the stuff 2020 was digging around in the purse. let me see what i got in here. plague. little sprinkle of that. >> look, god bless antibiotics.

mike who is tracking this heat and how it might impact us today. >> yeah, guys. i can't wait to hear your interview during "midday live" with her. since we last talked, let me show you what is going on with our excessive heat warning. look at all those areas that have been added. the areas not included, san francisco and the coast. this goes through 9:00. wednesday, here's a look at our high temperatures today. 80 in san francisco and 85 in oakland and not bad but when considering the morning hours have been kind of warm, that's going to not feel so good. then we have 90s to 100s else where. we'll talk about the hennessey fire and what the firefighters can expect up there. coming up in just a few minutes, i'll turn it over to kumasi and she has more on what is going on right now. while you were asleep, hundreds of firefighters worked through the night to get control of the wildfire that is burning in napa county. burning east of st. helena and rutherford and burned 2,400 acres with zero containment. it's possible that lightning

caused this fire. firefighters say the hot weather combined with theindake i flames. mandatory evacuations are in effect in the area because the flames are threatening several homes. there is an evacuation center at crosswalk church in napa. in the east bay, four fires burning near alameda and santa clara county make up the marsh fire. airdrops helped them beat back the flames yesterday afternoon. nearly 1,800 acres have burned with zero containment. mandatory evacuations in the kilkare canyon area have been advised to a warning. mike says it will get really hot again today. a flex alert because energy use is expected to be so high. this is in effect from 3:00 this afternoon to 10:00 tonight both today and tomorrow. state operators are pleading with us to lower our energy usage. >> highly disruptive to people and i truly, truly wish that there were other options.

in our case, supply and demand always have to be equal. when there's more demand than supply, then you can eventually crash the steps if you don't take the steps, which is what our operators are doing. >> setting your air conditioning to 78 degrees turning off your lights if you don't need them and not using your major appliances. the rotating power outages never happened here yesterday because people conserved power, but there were still a lot of o outages for other reasons. abc7 news reporter julian glover has more on this. goodern moi morning, julian. >> good morning, kumasi. we were spared yesterday and last night. but that may not be the case today, as you mention, the flex alert still in place for today and tomorrow and the california independent system operator asking us to conserve that energy. but there are some other power outages this morning. we expect to find one here in milpitas about 139 people were said to be affected on the pg&e

website. we got here and it appears the lights and the power has been restored. it had been out since about 6:00 last night. but there are sporadic outages across the bay area this morning. but again the rolling power outages and the major concern called off last night by pg&e shortly after 8:00 p.m. because the energy supply would, in fact, meet demand. we're learning two big reasons for that, the temperatures stayed cooler and people did conserve energy. governor newsom did take blame for the outages during the does not ee like this mom in t alameda. word if the power doesut and h son sleep apnea machine. >> it is hot and then the air conditioning goes off and we're all stuck here with five kids not having anything to do. >> the governor did sign an emergency proclamation monday that allows energy reserves to be used. but again that flex alert still

it can be as simple as putting a bag of water in the freezer. for the first time in two weeks, we're seeing movement on the state's coronavirus watch list. santa cruz is actually off the list. but five other counties have been added, including mendocino county. those counties on the watch list, as you know, have to roll back reopenings and have to keep schools at home. they won't pbe able to reopen until they're off the list for 14 days. california still has the most coronavirus cases in the nation with more than 629,000. we are keeping a running tally of the counties that are on the state's watch list. we even made this interactive map so you'll see individual counties and how long they've been on that list. you'll find it at abc7news.com. america's top infectious disease expert dr. anthony fauci will take part in an online conversation. audience members can ask dr. fauci questions about the nation's response to covid-19. today's online event begins at

lyft and uber could come up with a plan so they can continue operating in california. plus, no more dining bubbles. remember we told you about this last week. why the city is now saying they have to come down. but, first, we check in with meteorologist mike nicco. hey, mike. >> hi, reggie. hi, everybody. i want to start with the hennessey fire and show you the current conditions. still very warm up there on the mountain and in st. helena it's 80 and into the mid 80s. it changed, dpagain. calm and now goes north at 217. that is not the wind. i did check this time. 5 miles per hour the gusts. that's more like it. the heat mid to upper 90s through sunday and see the 100s return monday and tuesday. it is going to get worse and the m humidity is going to rise at that time which is good for fighting the fire at night. winds will pick up around 15

miles per hour and that will pump a lot of smoke into the central valley. up in the middle parts of the atmosphere, blow from southwest to northeast. that will put a lot of the smoke away from us but we still have that smoke advisory because it's still, there's other fires out there and bringing us the smoke as you saw in the forecast there. 62 in richmond. the cool spot along the east bay shre. most of us in the mid to upper 60s. orinda at 71 and 61 pretty comfortable in san francisco and novato and mid to upper 60s else where. checking the dew points. yeah, feels pretty nice bay and in the mid 50s and everybody else hovering around 60 where it starts to feel a little sticky outside. 80 from the east bay hills and if you're taking mass transit today warm in san francisco and hot else where. dry on the roads no thundetouch of haze if you're go be out on the bay. we'll talk more about the brief break in the heat wave and the chance of thunderstorms coming up in the seven-day forecast. let's turn it over to jobina and

talk more about the commute. hi, jobina. >>hi, mike. thank you very much. good morning, everyone. we'll start with an overall look showing you the bay bridge this morning. so far no metering lights on at the toll plaza and definitely getting busy as you make your way into san francisco and not as light as we've been seeing the past few days, at least. i want to bring in here our maps. i am following a crash at the moment in sunol that is causing a backup. a single car crash. the chp is not giving us any information as to any lanes being blocked. southbound 680 before andrade road. speeds are down to 19 miles per hour and injuries have been reported. i'll continue to watch this for you and not too far away in fremont, also looking at a crash, excuse me, road construction that is causing a backup. this is northbound 680 and you can see there i have the little icon for you and speeds down to 14 and 18 miles per hour in the area. this road construction won't last to 6:00 a.m. our drive times here, traveling

need to conserve energy today. >> all right, thank you, mike. today begins the first of three days of victim impact statements of confessed golden state killer joseph deangelo. nearly three dozen victims and family members of those murdered will be confronting deangelo. on friday, he'll be sentenced to life in prison. deangelo pleaded guilty in june to 13 counts of murder and admitted to dozens of rapes that were just too old to prosecute. in all, the 74-year-old former police officered admitted to 14 crimes. happening today, san jose mayor sam liccardo plans to urge city council members to adopt more police reforms and that includes making it easier to fire officers found guilty of misconduct. another part of mayor liccardo calls to investigate complaints from the police department to san jose's independent police auditor. the ipa will also provide a report on complaints stemming

from a protest following george floyd's death in may. now to the caught on camera moment that many of you are watching on abc7news.com this morning. a san francisco man speaking out about a woman's racist rant towards him and mexicans. >> nasty mexican dog. >> god bless you. god bless you, lady. >> stanley gonzalez recorded this video on sunday along the san francisco/daly city border. this whole exchange noticed when he noticed this woman making abrasive remarks to a latino man walking his dog. >> she turned around and started screaming racial slurs. your dog looks like you, a mexican dog. i felt like it was my duty. something just snapped. i had to defend this man. >> the vice mayor of daly city condemned the incident. she issued a statement which reads in part, we stand united against hate and our communities will not tolerate this type of behavior. this is unacceptable.

now, an abc7 news live desk update. >> uber and lyft are considering a business model silre anchise hen califora according a"n yorktimes" bomnies discussing licensing their brands to operators of car fleets. it would be similar to the way luxury car services work and would allow the companies to skirt a new california law requiring them to classify drivers as employees. last week, a judge denied the company's request to extend this thursday's deadline. the companies say they cannot meet the deadline and have appeal the decision, but they may suspend service as soon as friday if the order is not reversed. reggie? >> okay. we'll watch that one closely. thank you, jobina. a san francisco restaurant that put up those dining bubbles we told you about last week to accommodate outdoor dining has been told they need to take them down. health officials ordered the domes removed because they lack
