announcement just hours before the republican convention kicks off. plus, new danger as california braces for a second round of lightning storms. what it means for firefighters on the ground. laptop shortage. the new struggle for students and teachers preparing for more online school this fall. and landline speed record. the incredibly fast internet that could let you download all of netflix in one second. good monday morning, everyone. we begin with that historic threat on the gulf coast. a possible hurricane doubleheader. >> two storms taking aim at the region could hit within 48 hours of each other. hurricane marco was downgraded to a tropical storm overnight but the storm is expected to make landfall in louisiana this evening with a storm surge of up to six feet. >> tropical storm laura isn't far behind. it's already left a trail of destruction across parts of the caribbean and could hit the

texas/louisiana coastline wednesday as a powerful hurricane. >> this new video shows a waterspout forming near the louisiana coastline sunday ahead of marco. states of emergency have been declared, and authorities are warning residents that they may not have enough time between the storms to conduct search and rescues. this morning, a state of emergency on the gulf coast. >> there's never been anything we've seen like this before. >> the region is bracing for the potential of two storms making landfall in two days. louisiana in the bull's-eye. >> we're going to get basically a right hook from marco then a left hook from laura. >> reporter: marco is just hours away from expected landfall creeping toward the coast bringing gale force winds and up to ten inches of rain. >> the water, the two storms not going to let the water go out so it's like pushing against this levee and then more coming in.

>> reporter: sandbags are already in place ahead of the expected storm in parts of the texas coast to new orleans. residents urged to prepare for the worst. >> be prepared to self-sustain yourself for about five days in case we do get a worst case scenario. >> essentials are paper towels, diapers. >> batteries, probably flashlights, stocking up on food. >> reporter: but the real concern comes as laura seen here from above comes barreling in behind marco expected to slam into the louisiana coast as at least a category 2 hurricane bringing more than a foot of rain and a devastating storm surge along with it. >> we haven't had a category 3 hurricane in louisiana since hurricane rita. >> reporter: some areas already feeling laura's deadly wrath. in haiti at least five dead after floodwaters swallowed neighborhoods cautioning this home to collapse. a similar scene in the dominican republic. at least three people killed. the devastation obvious from above. bringing victims out by hand and on boats. back on the gulf coast officials are now warning residents that

twin storms bring a higher danger saying the storms are hitting so close together, there may not be time for search and rescue efforts between landfalls. thinking about the gulf coast this morning, and we will take a closer look at the forecast in just a few moments. now to the other story breaking overnight, unrest in another american city after the police involved shooting of a black man. now, we want to warn you, some viewers may find this disturbing. police in kenosha, wisconsin, responded to a domestic incident. jacob blake is seen getting in an suv. one officer is seen holding his shirt then seven gunshots can be heard. police have not said what led to the gunfire. after the shooting there was a face-off at the scene between protesters and more than a dozen officers. witnesses reported someone throwing a brick. protesters also gathered at police headquarters where video shows tear gas being used on protesters. nearby multiple garbage trucks were damaged. one of them set on fire. blake is listed in serious

condition. his fiancee says their two kids were in the backseat of the car at the time of the shooting. >> they didn't even know the kids was in the car and i'm telling the woman cop. i'm like, can you please get -- get back before i shoot you. get back like these officers is handling -- like shoot she? my kids is in the car. you just shooting him in the back with the kids screaming. >> reporter: the officers involved in the shooting have been placed on administrative leave. the wisconsin department of justice is now investigating the shooting. now to the breaking news from washington overnight, one of president trump's closest allies and fiercest defenders, kellyanne conway is leaving the white house at the end of the month citing the need to focus on her family. conway is scheduled to be one of the speakers at the republican national convention, which kicks off tonight. in the meantime, president trump is dealing with his own family drama after secret recordings of his sister were released. here's abc's andrea fujii. >> reporter: this morning, a major shake-up in the trump

administration hours before the republican national convention. kicks off. kellyanne conway, one of the longest lasting advisers to the president, is leaving the white house at the end of the month. the announcement coming hours after conway's 15-year-oldnway'1 daughter posted on social media she's quote pushing for emancipation from her family. in a statement conway saying she's deeply grateful to the president saying for now and for my beloved children it will be less drama, more momma. her husband george, an outspoken critic of the president, saying he is withdrawing from the anti-trump group the lincoln project. it comes while president trump is promising less drama at the rnc in a new interview. >> we're going to see something that is going to be very uplifting and positive. >> reporter: after blistering attacks from democrats at their convention last week -- >> i know a predator when i see one. >> reporter: -- president trump says americans can expect a positive vision this week. >> i think the overall is going to be a very positive as opposed

to a dark, a very, very positive message and positive on the economy. >> reporter: and as the president prepares to make his pitch for four more years, he's also making a push for a potential coronavirus treatment announcing the fda is giving emergency use authorization to use convalescent plasma. >> this is a powerful therapy that transfuses very, very strong antibodies from the blood of recovered patients to help treat patients battling a current infection. >> reporter: the president has been pushing for its approval. many covid patients credit convalescent plasma with their recoveries, but some experts warn that definitive randomized controlled studies on blood plasma haven't been completed. the president's announcement came one day after he accused what he called the deep state or whoever over at the fda of trying to delay vaccines and therapeutics until after the election. the fda commissioner was at sunday's announcement. the president denying there was political pressure on the agency.

make an appearance each night of the convention. mona, kenneth. >> andrea, thank you. and we turn now to that abc news exclusive, joe biden and kamala harris sitting down for their first joint interview since becoming the democratic nominees for president and vice president. they got specific about their plans including what will happen to your taxes if they're elected. abc's ines de la cuetara joins us this morning with more on that. good morning, ines. >> reporter: good morning, mona. biden is pledging no new taxes for some americans if he's elected. this comes as tax policy is taking on added significance in this election with the economic crisis tied to the pandemic and more than 30 million americans on unemployment. although biden has been leading in the polls, some polls show some have more confidence in president trump when it comes to handling the economy, but biden says he will not raise taxes on americans making less than $400,000 a year. >> it's about time they start paying a fair share of the economic responsibility we have. the very wealthy should pay a

as conditions take a turn for the worse and today hundreds of national guard soldiers will begin training so they can help on the front lines. this morning, new fire dangers in california with a second round of lightning storms moving through the state. of thunderstorms, where they're going to hit, exactly where and how much lightning they're going to produce, we kind of have to wait and see. >> with more than a million acres already on fire and dangerously limited resources, some firefighters are bracing for catastrophic consequences. >> each and every county is now on high alert due to the storm that's coming in. we have low personnel because they're all committed on other incidents. >> it comes after a weekend of intense conditions with two of the biggest fires in the state now burning more than 300,000 acres each. this was the scene from inside one of those incredible fires. trees exploding in flames as flurries of embers and smoke make it impossible to see what's ahead. >> when we pulled up and there

a storm system coming in that is erratic with wind and lig lightening and it is unclear what that might do to the fires. and moving in, a new threat of thunderstorms and lightning that set off the disastrous fires in the first place. officials on high alert. and of course we are closely tracking this incoming storm from live doppler 7. and these three major lightning complex fires have combined to scorch more than 760,000 acres this morning. the czu complex up to 74,000 acres burning in san mateo and santa cruz counties. and if you combine all
