has burned at least 81,000 acres. and that number could go up because we're about to get an update. and the other top story, the protest over the shooting of jacob blake in wisconsin. nba teams refusing to play to stand in solidarity with protesters. the reaction from the golden state warriors. good morning, everybody. it is thursday, august 27. a lot to get to this friday evening. we'll start with mike. >> thanks for saying that. yeah, that puts it in perspective. we'll take a look at that weekend forecast will it will get a little warmer. let's start with your air quality. pretty clean until you get to san rafael and that is where the poorest air quality is. in the north bay, we have an earthquake this morning, about a 3.5. but no i a look at the seabreez which contains a little bit

administer moisture, so look for the drizzle this morning. i had to use them when i drove in this morning. you may have to also. here is a look at your temperatures. mid to upper 60s from half moon bay to san francisco. 70 to 77 around the bay and 80s inland. 90s are coming up in the forecast. happening today, the california national guard will be joining in the firefight against the lnu lightning complex. they have scorched more than 360,000 acres. and containment is 33%. 300 soldiers haveraining at the fair grounds so that they can help out. >> having these additional boots on the ground to get in there and physically did tto do the w that we need, it is perfect

timing. >> firefighters are hoping that they can take advantage of the humidity to get more containment. they say winds have already played to their favor. half moon bay will be closing its beaches this weekend again. the city says it is dealing with an in-234ruks of advantage's from the czu complex fires. they need to concentrate resource for displaced evacuees and not the flukts influx of to. the city has one evacuation center set up at half moon bay high school. fire officials have an update on the czu lightning complex fires burning. let's listen in. >> we can confirm 21% containment, there are however

still over 23,000 structures threatened by the fire. unfortunately, we can confirm that there have been 646 structures that have been destroyed. a lot are in san mateo inan cruz county. with that, our personnurces arr. and we now have 1982 firefighting personnel on the line. and i'll transition over to an operations briefing from cal fire imt 3. >> good morning. so the past few days as mentioned, we've had a lot of good success about establishing more control lines around the fire, being able to get deeper into the fire, continuing to extinguish fire around homes and start creating a more safe environment as we are entering more towards repopulation potential down the road.

so just again in the north zone of our fire, we're starting to see a lot of great progress in that north zone. again, the line has held in the patrol and mopup status and that has protected any movement of the fire toward santiago sclar are a county. we're confident that that will hold. we can best take advantage of suppression activities. again, the weather has really mitigated the progression of the fire which is good. but as far as the operation getting down to fully extinguish it, it is a slow process, but we're getting there. and as we move down toward the coast, we're going in and putting a control line around it so that we are confident that that part of it is fully controlled. getting a lot of progress along that way and folks are

patrolling that. down towards davenport, a lot of great progress there. the utility companies are in there working so that we can restore that community. the highway 1 corridor, caltrans has worked to make sure that that is open and ready to receive people on that roadway. south end of the fire, you will see some black line here an we'll continue to put black line on the map as the next coming days, our line is holding very well in that area and secondary line of course. so for the protection of the camp campus they are this good shape. especially with the weather that we'll be seeing the next couple days where it will start to get pa warmer, drier and a bit of a north wind pushing on that line. that will validate for us that line and it being able to hold

with lot of confidence. we have good line around three quarters of felton. and yesterday the big story was burning operation that was going on the north he said and tying into the bottom end of ben lomond on a line that has been established. that had to be delayed due to the weather in particular. just wasn't conducive for the burning conditions so we wanted to get the right conditions to get the most effective burn possible. the burn operation ended up starting later in the day around 3:00 to 4:00 in the afternoon and we had to take it slow, it was a slow painstaking process. so that delayed that. but what i personally witnessed, it was going very well. we had adequate resources, we had highly qualified resources in there so that we had a very safe effective burn and they were able to get probably about just over half, almost three quarters done. they will continue that process

today. it is just the weather is what we're doing, so we're making sure that we don't continue on and have not an effective burn. so we want to make sure that it is efficient and that will continue today. so it will produce smoke. yesterday afternoon in the daylight hours, people saw a lot more smoke production. that is what it was. that is normal. it shows that we are having an effective burn. so even from a distance i could tell that they were doing great work. moving up highway 9 corridor, ben will he mond, boulder creek, looking really good. we have gotten an influx of a lot of resources throughout yesterday, all day long i saw messages coming in from my operation section chiefs that divi out the resources.

and we were giving them out according to our needs and strategies. we were seeing everything from engines, crew which is we desperately need, the type one crews. so everything was showing up that we needed. and we are putting them directly to work. we were also saving a few of them so we follow out our shift. we didn't want to overload one shift and not have a shift that is not fully staffed. so it is a balancing act. and today we have a very robust shift to be able to tackle this challenge. the rest of it is looking really good. caltrans is in there working so they can get deeper into the park. boone any do you kn bonny doon, same thing. we have the road crews going in, getting that opened up so the inspection crews can get in

there. getting the you act utility cret they can do their work. so we're getting to that point where they are getting their work done, we're getting our work done and it is a very symbiotic in the challenge. air support, yesterday the weather was not helpful to that. we could not get any recognizance flights in. so we didn't have as much success from the air. but we feel going forward we'll have a lot more success, timing out the aircraft, dropping a lot of water. and another day closer to accomplishing our mission and getting this done and people back at home. >> speaking next from the santa cruz sheriff office is chief deputy chris clark.

>> good morning. fairly quiet night for us. no arrests, noits we continue kind of that trend which is a good thing. last night we had 60 officers and deputies that were patrolling. today we'll have 42, 21 from the sheriff's office, 14 from our county partners and seven mutual aid. in terms of calls for service, we responded to ten welfare checks and three suspicious people. on a positive note, that we located one of the three missing people that we had still outstanding. so thank you for those that clled in and helped us with that. so we still have two missing. so again, we just encourage you if you have heard from them, their information is on our facebook page, take a look at that. and if you recognize them or you know them, either have them call us or you call us.

we'd appreciate it. and another thing that we wered have been inundated with animal requests to feed animals and to check on animals. we're assisting them with that. last night our folks hit over 100 different homes in assisting animal services with taking care of pets that were unfortunately left behind. so animal services is doing everything that they can to get out there. and as i spoke about last night, repopulation. that is where our focus is now in addition to security. and welfare checks. but with repopulation, i just want to reiterate to f w have been displaced to know your zone. going to cal fire's bse, ta a lookt for this fire, understanding kind of where and what zone you reside and then again watching to see and

following our social media, making sure that it is a trusted source and checking that map. so there is more information to come. there will be more information as we go along. but check those resources and taking a look again at that map to know what zone you are in. so definitely know your zone. and then waiting at checkpoints. i mentioned last night that i can understand people's rush to get back. i would want to get back home. but what we don't want to see, we want to do it as systemic as possible to get people in as efficiently as possible. so didn't feel like you have to wait at a checkpoint for more information. we will absolutely keep you the best informed so that we can get you home as fast as possible. and i think i mentioned this last night, someone said will it be a foot race between myself and some thief to my house. that is not the ain a present

>> one week ago we started a large evacuation process and moved several thousand residents out of the area both for their safety and the safety of our firefighters. over the course of the next 48 hours, we'll be looking at repopulating different areas in and around this fire, making the recommendations with our law enforcement partners. obviously you heard it needs to be a coordinated and methodical process. we need to ensure that we have electricity, we need to ensure the roadways are safe to travel. we need to make sure that we have corridors for our firefighters to travel in and out of the fire area. we need to make sure that the water is in place. that is a coordinated effort. it takes a lot of different agencies to ensure this occurs. obviously the community of

davenport, you hear that we're working wi working with pg&e to get that secure and make it safe. fire perimeter, each day we're gaining confident as we increase our resources. today we'll have ovehave 1,000 firefighters out there working diligently. each day we increase our containment efforts on this incident and we'll continue to do that until we have 100% contained. we've been able to lift the evacuation orders in this area. thank you. >> final speaker this morning, cal fire unit chief ian larkin. >> good morning. the team is doing an outstanding job. they are working with our

cooperators, getting our infrastructure back. this fire burned through a lot of areas, tack out so took out . so on it is important that you don't drive off into a ravine. so it will take time. so we're asking for your patience. the incident is working diligently. we have every available resource that we can out there working in a safe manner to try to mitigate this incident as quickly as possible. i want to reemphasize what chief deputy clark said. for damage inspection as that continues, the numbers continue to go up, one day your house may not be on there and the next day as we continue damage in-extensiinspectio inspection, more structures will be added to that. and that link to that map can be found at that santa cruz

map for their resources available. and so we're just asking for additional patience as we work through this to make this environment as safe as possible for you to return to the areas where you reside. thank you. >> with that, we're happy to answer any questions. you've been watching this update on the czu lightning complex. and they told us that the fire basically just grew a little bit last night. so in the scheme of things, hardly anything. just an increase of 196 acres since about 8:00 last night. so that is excellent news. right now the fire stands at 81,333 acres and it is 21% contained. there are resources available to show exactly how many structures have been destroyed. and there are resources available to let you know when

you can return to various areas that have been evacuated. they are urging people totiunl online or when they call because they don't want people just to physically wait around to get the signal that it is time to go back in. of course they understand that people want to get the updates on their property as soon as they can. so overall a very optimistic outlook on how the firefighters are doing. about 1,000 of them c

in oakland a protest continued violence. they attempted to set fire to businesses and cars, and windows

and businesses were vandalized. the superior courthouse was also set on fire and vandalized. police arrested several people. the nba board of directors will meet today to decide what is next as players are boycotting the postseason to protest the shooting of jacob blake. bucks announce that had they would not play their playoff game and that promgtpted the cancellation of two others. they say the shooting is another example of an unacceptable pattern across america. and doc rivers says that we have to demand better. >> we keep loving and loved back. it is really so sad. >> other major sports are following the lead.

the wnba, major league baseball and soccer have postponed their games in solidarity. the san jose earthquakes released a statement saying that their organization stands with the black community. and being a big sports fan and doc rivers fan, his father is a retired policeman. so you can imagine the turmoil that he is feeling seeing this continue to happen across our country. 48 in the santa cruz mountains, 100% relative humidity, those are great weather conditions and a reason that we're seeing such positive information coming out of these press conferences every morning. but a drier marine layer and faster breezes and warmer afternoon moving ahead. and san rafael, you have the poorest air quality around our neighborhoods. a little drizzle this morning. look at the heat developing tomorrow away from the coast and lingering through wednesday.

responded. around the downtown, windows were broken, buildings were marked with graffiti. some fires were set. and objects were thrown at police officers. around 11:00 last night, activists walked on to interstate 580 and shut down the freeway. hundreds showed up to protest the shooting of jacob blake in wisconsin in the back by a police officer. they listened to speakers in front of city hall and marched peacefully through the streets and called for justice for jacob blake. oakland officials were active on twitter expressing their support for the right to protest but asking the crowds to keep it safe and peaceful. police later tweeted that some agitators in the crowd were to blame for setting off fireworks and other destructive be may have. they say they did make several arrests and that no police officers were amy hollyfield, abc 7 news.

and overnight protests in wisconsin following the shooting have been largely peaceful. hundreds of marchers participated in a nonviolence rally through the streets of kenosha. no tear gas or rubber bum will hes were fired by police. officers took a subdued approach staging blocks away. along with police, 500 national guard troops were on the ground. the officer captured on video shooting blake seven times is identified as 31-year-old officer rusten sheskey. he has been on the police force there for more than seven years and was a campus police officer for three years before that. what you are seeing in that video is 17-year-old kyle rittenhouse who is now facing after he killed two and wounded a third tuesday night in the rotes. he was arrested in antioch, illinois. rittenhouse is due back in court friday for an extradition

hearing. xwl now to the wildfire emergency. we if the an update on the santa cruz county fire. it is now over 81,000 acres, it is 21% contained. firefighters say that they are continuing to make progress. the fire burned less than 200 acres overnight. julian glover is live for us in scotts valley this morning. >> reporter: good morning. perhaps a sign that we are beginning to turn a page on this, for the first time we heard cal fire and also santa cruz sheriff deputies talking about repopulation. we know that uc santa cruz is already repopulated, the evacuation orders being lifted there and in the next 48 hour, we could see more areas. they are saying that the least affected areas will be the first to be able to go back to their homes and the most affected, those are the people who will have to wait the longest.

the weather giveth and the weather taketh. monday and tuesday they had great favorable weather conditions that allowed for great progress, but they also told us that the weather yesterday hampered their plans. they weren't able to get the air support into late in the day. the dense marine layer did help, but it also made it difficult to work the control burn operations. that was greatly stalled. >> highly qualified resources in there so that we had a very safe effective burn and thebl away t robably jusver lf almost threequaurs they will continue the process today. it is one that we're very confident abo comfortable with and it is just the weather.

we want to make sure it is effective and efficient and that will continue today and so it will produce smoke. >> reporter: we know that the sheriff deputies have been busy with welfare checks. they had ten calls last night for those. and the reported missing is now down to two. they found one of the missing people last night. two people still missing on your screen here. again, repopulation is what so many people have been concerned about. and more of that could be happening. >> thank you, julian. and now more on the wildfires. the national guard troops will be o lines today against the lnu lightning complex. evacuation orders have been reduced to evacuation warnings in some parts of napa county. more than 361,000 acres have been burned, but containment has grown to 33%. 250 members of the national

guard have been training to join the firefight. also a second website is now up and running that shows the homes that have been damaged or destroyed in the lnu fires in the north bay. similar to the damage assessment map for the czu complex, red means that the house has been destroyed, orange means the damage is major, yellow minor. if it is green, that means the home has very little damage. the black building means there is no damage. you can find a link to both maps on our web say tsite abc7news.c. today officials will hold a community briefing to give fire updates and information about recovery programs and resources for sonoma county residents. officials from the california office of emergency services, fema, and the sonoma county department of emergency management agency will all be on hand for people and business owners impacted by the walbridge and mye fires. the briefing will be available on sonoma county's facebook page at 6:30 p.m.

cal fire officials say they made good progress on the scu complex. it has burned more than 367,000 acres, it is 30% contained. evacuation orders and warnings are still in effect for some areas. officials are reassuring residents they won't be kept from their homes any longer than necessary. the weather is giving firefighters a bit of a reprieve. they are also getting help from several aircraft like the 747 global super tanker and helicopter helicopters. and you can get our wildfire tracker updated with the latest information. you can see where the fires are spreading and get containment information. and we also have all the evacuation info you need and also air quality data. the fire tracker is available at abc7news.com and our abc 7 news app. building a better bay area means looking out for our health. the coronavirus pandemic appears

to be subsiding in california. there are about 6,000 new occasions reported yesterday which is below average. the number of hospitalized continues to drop. and it is done to down to 4300. and coronavirus claimed 150 lives and that number is above average. the test positivity rate, that is the percentage of the coronavirus tests coming back with a positive result. that is on the decline. over 14 days, it is at 6.1%, but in the last seven days, it is 5.8%. cal students living at university village in albanyevi out because they can't meet the rent. the neighborhood designated for upper class grad students for families. students complained to the tenants union that they were not able to register for classes because they were behind on rent. cal says they will work with

village residents to help with housing assistance. there are big plans to expand the covid testing capacity. it is part of a new plan the state is launching to prepare ahead of 234r50u season. in an effort to get ready, the state signed a contract with a major diagnostics company that will process an additional 150,000 covid tests per day. so that will more than double the state's current testing capacity. >> people that develop flu-like symptoms will understandably a chbd likely request that they get tested not only for threw b flu but also for covid-19. >> and the governor says that he is demanding these test results come back fast. the goal is also to drive down the price of a test to arou30 b. still aheaca laura tears through louisiana, a look

lightning complex. 92 and 84% relative humidity. pretty light winds and the winds will remain below 10 miles per hour the next 24 hours and temperatures will warm up a little bit as we head deeper into the weekend. 80s and 90s. and if you are in san rafael and novato or anywhere to the east of our woodward fire, you know that you have the worst air quality. winds will pick up along the coast coming out of the northwest and the temperatures will remain in the 60s there. so they have pretty good conditions other than the winds. ad right now mid-50s to about 60 and there is a little bit of drizzle around your morning commute. let's talk more about what is going on with that commute. hi, jobina. hi mike. i do have an update the bay bridge toll plaza. i was showing it not long ago and the metering lights came on

at 6:09. but according to the crash tre blocking at least one lane. so a head's up that it will be slow as you try to make your way into san francisco this morning. also this morning, union city has been our slow spot due to a crash that happened around 4:30 this morning. it is still there on southbound 880 before the north fremont boulevard off-ramp there. speeds have improved though. it is around 23 miles an hour. and mike mentioned the favorable conditions for the firefighters which we love to hear. and we have not had any additional major road closures due to the fires. all of the information on the close sures is available on abc7news

you can see from sfo, there is low clouds and fog, actually it is smog and a little bit of drizzle. temperatures are a little cooler this morning. 67 to 75 around the bay, 78 to 88 inland. and let's take you back to yesterday evening and watch this, this is the eye of laura has it hit cameron, louisiana. it is rapidly moving north. it is a big storm still over 475 miles wide. it is a category 2 with 100-mile-per-hour winds. tornadoes a big issue from new orleans to little rock and look at all the flood watches. seeing a lot of damage out of of

lake charles. let's go over to jobina. >> yes, i'm tracking hurricane laura here. it hit parts of texas and louisiana with destructive winds and torrential rain. overnight it made landfall as a category 4 storm. this is a live look at the storm zone now, it has dropped to a category 2. and this is along the coast in louisiana. there is extensive damage and we spoke with reporter jeff ealing and he showed us some of that damage. >> reporter: the storm made landfall about 45 or 50 miles away from where i'm standing right now. we got a lot of wind and rain and this is the aftermath in port arthur. a lot of roofs blown off of homes and plenty of trees and tree limbs down just about everywhere you look around town. the good news is we did not get any storm surge that we thought that we would get on the texas p th, eye concerned that

the water might come over the seawall and flood downtown. that did not happen. we did get a lot of rain, but not any major flooding on this side of the state line. but the wind was the real story here. again, roofs off of houses, awnings down and trees and limbs down in just about every yard in town. it was a powerful wind storm, we saw gusts of around 70 to 75 miles per hour in downtown port arthur. now your voice your vote, president trump will take center stage tonight to close out the republican national convention. last night it was vice president mike pence's turn trying to put a positive spin on coronavirus. >> to bring america all the way back, we need are four more years of president donald trump in the white house. joe doesn't seem to understand that america is a nation of

i'm step outside above the mist and drizzle that is hanging around. this is mt. tam. notice the air is a little cleaner up above the marine layer, but we still have the possibility of pockets of unhealthy air in the south bay at least through tomorrow. so morning drizzle will give way to a little bit of sunshine this afternoon. temperatures always cooler than yesterday, but that will quickly change tomorrow. the trough of lop is inducing the juicier seabreeze for today. once it passes, that is when it gets hotter. and so we have had some drizzle in the east bay hills. by noon, drizzle back to the coast, and the clouds still hanging around the bay. but unlike yesterday, i think ne exc drizzle will dry up in the afternoon hours. so south bay, upper 70s. the spread from 73 in millbrae to about 81 in redwood city on
