businesses have told us it is challenging, they have to deal with the weather. the customers wearing that smock and now dealing with the smoke, so air quality has not been good. they have been sitting outdoors cutting hair. and they have to move their equipment in and out every day, so it is not ideal, but at least a way to make some money. something that they have not been able to do since march. the health order says if it is a service that you have to take your mask off for, including like eyebrow treatments or eyelash, anything up here, that is not allowed. and they are also not allowing tattoos or piercings at this time. but the health officials saying what they are allowing they feel like is low risk and they have been able to stabilize their number of virus cases here, so they feel like this is a safe move at this time. amy hollyfield, abc 7 news. happening today, governor newsom will hold another update

on the state's response to the devastating wildfires and the covid-19 pandemic. on wednesday newsom announced big plans to expand covid-19 testing capacity while also cutting costs and shortening the turnaround times. all of this is part of a new plan that the state is launching to rep ahead of flu season. you can watch it live at noon on abc 7, on our news app and also on abc7news.com. a widespread covid-19 outbreak is forcing a poultry farm to shut down. eight workers at the foster farms plant have died from the virus. 358 workers tested positive. and the health department says that this is the largest and most severe coronavirus outbreak in the county. the county says that it is giving the plant 48 hours to implement this closure. in california, there are more than 44 new covid-19 cases from wednesday to thursday. the number of hospitalizations

week. let's start with the scu lightning complex. cal fire says that with 35% containment now, they are focusing their efforts to the south and west sides of this massive fire. it has burned nearly 370,000 acres. in the north bay, the lnu lightning complex fire is nearly the same size as the scu fire, just under 370,000 acres. cal fire says that their highest priority is that rough terrain near middletown and lake county and the walbridge fire in sonoma county. national guard crews are now out on the front lines and it is also 35% contained. now the czu complex, it has burned more than 81,000 acres, it is 24% contained. a cal fire chief says the fire left a lot of destruction along the coast. >> the structure loss as far as the vegetation was basically here on the coastal area.

it is noticeable once you drive up highway 1 and look up and from the air you can see quite a bit of destruction to that area. >> evacuations are still in place. at the live desk, the suspect accused of shooting a group of protesters in kenosha, wisconsin is set to appear in court this morning for an extradition hearing. 17-year-old kyle rittenhouse is accused of opening fire on three people at a protest in support of jacob blake who died, he also faces felony charges of being in possession of a dangerous weapon under the age of 18. rittenhouse was arrested the following day in his home state of illinois. investigators declined to speak about what might have led up to the deadly shooting. >> i have no additional information to share regarding the shooting deaths of those persons from the night before.

yesterday on our way to 80 to 92 at 4:00. and still 82 -- or 81 to 72 for the inland neighborhoods during the evening hours. so probably very nice for a walk especially with the light touch of hazeute. here is a look at the south bay where it is a lot drier. i didn't have any drizzle rolling in. and so just mainly smoggy inland, foggy over the bay. but a lot of that will be gone this evening. the b.a.r.t. board of directors is saying that its budget problems are getting worse as the shelter-in-placed orders from the coronavirus pandemic head into its sixth month. wow. the examiner oig is reporting the agency is facing a $51 million budget deficit for the current fiscal year and they project a $78 million drop in estimated revenues and a $177

million shortfall for the year after. 59 silicon valley leaders are helping to build a better bay area with a new action plan that is called building a better normal after the pandemic. among other things, that plan calls for uniform covid-19 testing to allow companies to reopen, help for laid off worker, addressing housing needs and help for small businesses. and that includes capital for restaurants and startups so that they can get back on their feet and create jobs. and also it includes job training for low income workers. >> the consensus is that work has now changed. and some jobs will not be coming back. so we actually have to be thinking about rescaling for the next six months, 12 months, up to the long term. >> so who is going to cover the cost for all of this? apparently that subject is still to be discussed. a man accused of stealing a wallet belonging to a firefighter battling the czu
