wildfires, the upgrades under way now in sonoma county to get a jump-start on the rest of fire season. >> good morning, everybody. i know we've been through a lot this week, but i'll say it, happy friday! >> yay! seemed like it would never come and yet here we are. mike nicco will give us a look at the day ahead. >> and we're in store for warmer temperatures today. a little bit of a dip tomorrow, even warmer weather as we round out august. first let's talk about the air quality and it is yellow and green if mofor most of us. but will lets oig and ukiah, it is unhealthy for everybody. and as you dip into the santa cruz mountains, unhealthy there also. so most of us stepping outside into fog. not as much shocmuch smog, but y fog out there. the air mass is compressed so visibilities are lower.

and lack look at this shot, thi, can see how low the clouds are. 60s will dominate the coast today. 73 # to 80 around the bay. 83 # to 92, yep, it will be significantly warmer this afternoon. spare the air will linger through the weekend. impact of the coronavirus pandemic on education is a major focus of abc 7's effort to build a better bay area. and now a south bay school has reopened its campus for in-person learning, that is the first time we're seeing that in the bay area. and julian glover is live at sunnyvale christian school with that. >> reporter: good morning. yes, we expect in-person learning classes to start here at 7:00 a.m. for a second straight day at the sunnyvale christian academy. we expect about 57 elementary students to show back up here.

and like you said, this is something that we've not seen so far in the bay area. the private school here started the school year with online learning but they quickly transitioned to in-person larning in the classroom when the state 6 california of califd the waiver request. and this again is the first school here in the bay area to receive a waiver to reopen. and moreland school district in san jose will be starting in-person instruction on september 2, making them the second school here in the bay area it reopen for in-person instruction and we're learning within santa clara counties, 62 schools have already applied for those waivers. but in other counties in the bay area like alameda, they are not even are considering the waiver requests right now. one concern for the school however is enrollment, it has already been cut by half.

and tuition starts at about $1,000 a month, but you can imagine that this is a big relief for parents concerned good how they would manage the online learning while still trying to work from home. julian glover, abc 7 news. and there is much needed good news for contra costa county small businesses. nail salons, massage studios and gyms can reopen outdoors. this is because. declining coronavirus infectious rates. although contra costa still remains on the state's watch list. hotels and short term rentals are also allowed to reopen to recreational travelers, but thonot for those staying for essential businesses. a bill that would stepped the eviction moratorium is expected to be unveiled this morning. the bill is sponsored by david

chiu and is the subject of nonstop negotiations. under the compromise bill, it will stop evictions for tenants unable to pay their represent because of the pandemic through january 31. tenants will be required to pay at least 25% of rent in the coming months. for the bill to take affect immediately, two-thirds of both chambers of the legislature need to pass it. and the latest on the wildfires, favorable weather conditions are helping firefighters on the front lines of the czu complex. it is now 24% contained. the fire has burned more than 81,000 acres on the southern end of the peninsula and santa cruz county. the massive scu complex has scorched more than 36 9,000 acrs and is 35% contained. and the lnu complex is roughly the same size burning nearly

370,000 acres and is 35% contained. cal fire says that it is making good progress thanks to the extra help from the california national guard. >> we have 12 crews and roughly 16 personnel per crew that we have on the walbridge fire. so that is good relief for us and we'll be utilizing those national guards crews the best we can. >> the fire is still threatening 30,000 structures. it has destroyed more than 1,000. sf there is a huge sense of relief for people affected by the czu complex. tens of thousands are now able to go back to their homes. cal fire looked at the evacuation order for about 2 20,000 residents. one couple has been using their where i think door webell cam t see if their house was still standing. >> we've been able to see that it was fine. >> santa cruz county office says

that it anticipates lifting more evacuation orders in the coming days. they have to lift the orders as crews gee from t go from the le to those with the most damage. and there is a map for residents to find out whether they can go home. red indicates areas still under evacuation orders and the green indicates rebomb lags zones. we have a link to this map on abc7news.com. bay area wildfires have put local emergency alert systems to the test. and in some cases they failed. and kate larsen has the story on what sonoma county leaders are doing to improve the essential systems. >> reporter: after so much loss of life and property during the north bay fire, sonoma county is working to improve their emergency communication system. but last week when the lnu complex erupted, new issues

emerged. >> i was at home and received an alert, it was an evacuation order. >> reporter: but sonoma county communications manager lives in santa rosa and the alert was for lake county, 40 miles away. >> there are many things that can go into the failings such as power lines going down, power going out, cell towers being burned down. >> reporter: and chris gottlieb said they sent out 40 alerts in a two day period. >> how do you think communications went? >> better but not perfect by a long shot. >> reporter: part of the problem is that the alert system is maintained by wireless broadband companies. >> there is no pro improve the technologies. >> reporter: and so there was an error and they sent out an alert for an opt-in system.

number one, starting today some businesses in alameda county will reopen for outdoor services. they include barber shops, air and nail salons, waxing and nonmedical massages. and also nail salons and gyms can reopen in contra costa county outdoors. but the county still remains on the state's watch list. and number three, cal fire lifted the evacuation order for about 20,000 residents in scotts valley. the santa cruz county sheriff's office says it anticipates being able to lift more swrakatievacu orders in the coming days. and number four, spare the air still in the north bay and south bay through the weekend. number five, we have a pretty clear ride outside as we take a live look just showing you the conditions out there. the biggest problem that we have on ur roads is going to be in

the north bay with low visibility due to the fog. number six, the 17-year-old suspect accused of shooting bloaters in kenosha, wisconsin will appear in court for an extradition hearing. kyle rittenhouse was arrested at his home in illinois in connection with the deaths of two people. and mayor schaaf will be on abc 7 mornings at 6:45. we'll be talking with her about the recent bloatprotests, the pandemic and much more. at the live desk, we have major developments overseas. japan's prime minister shinzo abe has resigned citing health reason. he made the announcement in a news conference a few hours ago. he said that he was stepping down to fight a chronic noncurable inflammatory bowel disease that he's had since he was a teen. this month he made consecutive visits to a tokyo hospital for

unspecified checkups that raised concerns about his health. in 2007, abe resigned as prime minister after a year into his term attributing to the same disease in his decision. abe was reelected in 2012 and has been an indomitable force in japanese politics. he says that he will stay in power until a successor is chosen. >> and we're seeing the damage and destruction from hurricane laura. at least six people have died in louisiana and nearly 800,000 people are without power. will reeve has the latest. >> reporter: this morning laura pushing north, triggering flash floods and heavy wind all the way to illinois. but in the south, the path of destruction left in her wake now becoming clear. >> this place is completely gone. >> reporter: cameron parish ground zero, the first images of

2020, we just want to get back to normal and these people are even further from normal and it will be years before they get their lives back together. it is over batesville arkansas right now, and you can see the rain is going to be flooding potential for the next 24 hours. and then it just kind of calls down, gets caught in the cold front and brings rain to the mid-atlantic later into the weekend. back here at home, we have a west wind at the golden gate bridge and look at that, thankfully there is all fog. it will be brighter today with warmth returning with the spare the air. seasonably cold tonight and mild to warm conditions this weekend as the spare the air lingers. the clouds will retreat back to the coast. and that is because high pressure is sitting on top of us and that sinking air will warm considerably today. you can see some 90s around

morgan hill and gilroy, low to upper 80s for most of the south bay. no seabreeze along the coast. you will get into the mird 60s farther north, the more likely the air quality will deteriorate and it gets significantly warmer. look at these 90s to 100 80s around freemont. and air conditioning weather is back. check your if i recall ter. filter. you may need it change it after all that smoke. even i think fewer clouds than this morning tonight. and now tomorrow afternoon, the seabreeze does temporarily take over. look at that drop in temperatures, mildest day moving forward, the summer sizzle through monday which is the end of august. and we're looking at temperatures in the upper 90s

inland, even 70 at the coast. summer not letting up. happening today, it is the 57th anniversary of the march on washington. and that is where dr. martin luther king jr. delivered his "i have a dream" speech. the historic march for jobs and freedom drew about a quarter million people in 1963. today thousands of people are expected to attend the get your knee off our necks commitment march while honoring the anniversary. the naacp says thousands will virtually march to restore and recommit to the dream. the board of supervisors has approved a plan to give raises to city workers. nearly. million will be taken out of city coffers. work ersz wiers will get 3% rai. and they also voted to fund it with part of the business tax stabilization reserves. the plan goes to a final vote next month. mayor breed has voiced concerns

the rest of us good to moderamoa santia boulder creek, the air is unhealthy there. look at all the fog there is out there. advisability, it is most dangerous along the coast and across the golden gate bridge this morning. but because the marine layer has compress compressed, it will go away quicker today and the winds will let up and that means that it will be warmer from the mid to upper 60s coast and san francisco, low 70s to low 80s around the bay. and even warmer temperatures come as september unfolds. the impact of the coronavirus pandemic on our local economy is a major focus of abc 7's effort to build a better bay area and today a little more normalcy will be returning to parts of the east bay with an amendment to alameda county's health order. amy hollyfield is live in

pleasanton with the details. >> reporter: yeah, it will be like one of those makeover shows here in pleasanton. they have not been allowed to get haircuts here since march. that changes today. starting today, they will be allowed to offer haircuts, but outdoors only. that is only where they can offer their services. and this is a glimpse of what that looks like. contra costa county has been allowing this since july. it is not easy. salon owners say the heat makes it uncomfort bld akfrtcomfortab had to deal with the smoke from the fires. and so alameda county salons have been asked to open several have bloated several have protested so that they can stay open. and so today they can open, but

live at noon. a wide spread covid-19 outbreak is forcing health officials to order a poultry farm to shut down. eight workers at the fosters plant have died from the virus. 5 3 358 workers have tested positive. so it is giving the plant 48 hours to implement this closure. and california is reporting horn 4400 new covid-19 moss resu positive results. the number of hospitalizations stands at about 4300. coronavirus claimed 143 lives in the most recent 24 hour period and that is above average. health officials at the cdc are trying to clarify new testing guidelines. officials now say that if you have been exposed but don't have symptoms, you don't need to be tested. the cdc says that everyone who wants a test does not necessarily need a test.

stay safe. a man accused of stealing a wallet belonging to a firefighter is set to make his first court appearance today. brian johnson was arrested on wednesday. detectives say a tip led them to him. they say johnson had already used the victim's credit card. >> he admitted that he had used the credit cards and made the charges. he also sat down and wrote a letter of apology to the fireman. and he was then arrested for multiple felony charges. >> the firefighter's wallet was stolen out of his vehicle last friday night, it was parked not too far from the fire lines in bonny doon. at the live desk, the suspect accused of shooting a group of protesters

wisconsin will be in court this morning. ki kyle rittenhouse is accused of opening fire on protestors and two died. he also faces felony counts of being in possession of a dangerous weapon while under the age of 18. and rits tenhouse was arrested his home state of illinois. >> i have no additional information to share regarding the shooting deaths of those persons from the night before. but rest assured those investigations continue and we will build a strong case based upon the facts. >> reporter: wisconsin's governor and liuiteieutenant gor have met with the family of jacob blake and called for a special session of police reform to ban chokeholds, no-knock warrants and make it harder for police officers with miscon duct histories to move from job to

job. and we're getting the scope of vandalism in oakland. oakland police say that about 600 people were getting together peacefully downtown wednesday night, but then a few agitators started smashing store windows and setting fires and by the end of the night, there were 21 smashed windows and up to 30 fires 1e9 fires set. officers arrested several people and they were not from oakland. and we're working for racial and social justice. a community meeting over a police confrontation in tiburon quickly turned heated. a black business owner says that he was racially profiled by officers. j.r. stone has more. >> this is not regular business hours. no customers in there. is it your store in all we want to know. >> reporter: these tense moments sparked outrage where

african-american business owner yema khalif was questioned by police officers as he and two others filled inventory at 1:00 a.m. >> when i feel targeted, i say it. i say it as i see it and that's what this was. >> reporter: thursday the city of tiburon and belvedere held a joint virtual community meeting. >> i am ensensed. >> i didn't see any racist that the police man said to those fine people. >> reporter: the meeting comes after the city released body cam video showing the back and forth. >> i don't have to move my existence to you. >> you are in a location that you we have never seen you at before. >> you said your peace. it does not matter whether i'm here before. >> reporter: he didn't answer the questions saying what people didn't see in the body camera video are the officers that circled the business multiple times beforehand and had been

look at the winds, they will stay pretty slow the farther you are away from the coast and temperature in the mid to upper 60s. and here is a look at the santa cruz mountains where winds are fairly light and they will continue to be fairly light today. temperatures between 76 and 82 the next seven days. so nothing extreme for our firefighters. here is a look at south beach. we do have unhealthy air quality areas and that would be in the north bay and south bay. a little bit of fog this morning, but a lot of sunshine and calm conditions for your evening commute. let's talk more about the commute with jobina. hi, everyone. you heard mike mentioning the fog and i'll show you a live look at the golden gate bridge because we do have low visibility in this area. and also marin city.

the chp has issued a fog advisory specifically though for the bridge all the way from the toll plaza to marin city. and looking at the maps here, i want to let you know that this goes well beyond that portion. so we're seeing it along 101, highway 1 as well. heads up for anyone that will be on the richmond/san rafael bridge and ending up in san rafael. but that is our main issue. no major
