this comes as protesters take to the streets demanding justice for police shootings. thank you for joining us and we're going to have much more on those bay area protests in a moment, but as always let's start with a quick look at the weather. >> starting out with a pretty robust marine layer and today featuring the coolest day we're going to see out of the next

several, in fact beyond seven days. it is 60 in oakland, 60 in fremont, a little bit of mist and drizzle. visibility 4 miles at the airport, half moon bay. and 7 miles in livermore. air quality right here it says it's good, but i still smell smoke in the air. so overall a little bit better right now. we still have a spare the air alert, and this will change to have some hazy and smoky conditions throughout the day. and our inland east bay not only today but tomorrow the east bay is looking unhealthy. we're going to get into a warming trend beginning on sunday taking us through the week ahead, and in fact we're talking an offshore flow. today we've got the 60s and then we have some 70s as we get to about 1:00 and notice the 80s inland, well we're going to stay in the upper 80s to near 90s

inland and we're going to talk about a wind shift as soon as tomorrow in those warming temperatures. >> all right, liz, i smell that smoke too. thank you. hundreds of people took to the streets of oakland and san jose to protest police brutality on the 57th anniversary of martin luther king's march on washington. race and social justice is one of things we're focused here on abc 7 and starting in the south bay the jacob blake demonstration there took protesters through downtown. it did lead to some vandalism at mayor sanlocardo's home and this is video of neighbors helping to scrub the walls and driveway. protests were peaceful last night. hundreds started at city hall at 7:00 p.m. marching through the heart of downtown toward san pedro square and some even jumped into the cupid shuffle as

you saw holding signs demanding an end to police brutality. mayorlocardo who has a black lives matter sign-in the window of his house was asked about the vandalism immediately after it happened. >> it doesn't have anything to do with the message and doesn't have anything to do with the movement. it has to do with the decisions of a few very irresponsible individuals. >> the president of the san jose silicon valley naacp pastor moore attended the demonstration as well. he said the association was mainly there to observe and make sure san jose police, quote, behave themselves. he said the continued demand for change hurts in a different way each time. >> it's eerie. 57 years after the march on washington what was a peaceful march and we're marching again claiming peace, but yet we're

still getting no peace from those that are supposed to protect us. >> abc 7 news spoke directly with one protester who also took part in the george floyd protest back in early june. she said the video of jacob blake reignites the fire and why these protests are so necessary. and a similar demonstration against police injustice took hundreds of protesters through oakland. police say they made dozens of arrests overnight including one person believed to have pointed a laser at an officer and a news crew. protesters gathered outside oakland city hall. they marched through downtown. oakland police in riot gear. all the group formed a line on broadway. demonstrators say they do hope their frustrations can send a message for change. >> i'm sick and i'm tired. at the age of 15 i lost my friend due to police violence

and that's not stopped, it's not going to stop until we stop it. >> it was the second night of demonstrations there this week. wednesday night in oakland we saw fires, graffiti and broken windows. so far abc 7 news has not heard of any reports of fires or broken glass. this morning questions about what might have happened before those jacob blake protesters. six oakland mailboxes removed by the u.s. postal service. according to the chronicle the usps said they were taken out yesterday morning to prevent vandalism ahead of last night's demonstrations. u.s. congress woman barbara lee of oakland and mayor lee shaft don't buy that claim. they're demanding the mailboxes be put back so they can mail their ballots. and new this morning we're hearing president trump's first direct comments on the jacob blake shooting.

>> i'm looking into it very strongly. i'll be getting reports and i'll certainly let you know pretty soon. but it was not a good sight. i didn't like the sight of it certainly. but we'll be getting reports in very soon and we'll report back. >> those comments came in front of air force one last night in new hampshire after being asked to respond -- thursday senator harris called for a thorough investigation into the shooting and says she believes the officer should be charged. and thousands of americans also marched on washington to highlight racial injustice. the crowds in d.c. put on masks, they braved the sheltering heat to stand up against racism and police brutality. this year's march was sparked by the killing of george floyd and fueled by countless others. speakers including the family of george floyd as well as breonna

taylor and jacob blake. the demonstration began at the lincoln memorial where king delivered his iconic "i have a dream" speech 57 years ago. one of the most powerful moments the 12-year-old granddaughter of the civil rights icon, one of many to the vowed to take on the fight. >> we're going to be the generation that dismantles systemic racism once and for all and we will fulfill my grandfather's dream. >> some of the marchers traveled from thousands of miles away to be there yesterday. members of the group are no strangers to loss. a teammate who went by jay mack frasier was killed last november. the 17-year-old richmond high student was shot while picking up something from the store for his mother. his older sister went with the

teen for this trip. she said her 19-year-old cousin was shot and killed at a party within a month of her brother. she told us marches like these keep their memories alive. >> just to know they're still being thought about, talked about that's what's keeping me together. because i swear just to have to go to a cemetery and see them buried next to each other, that hurts so bad. >> today the group plans to connect with people that they met during the march. and new developments. jacob blake is no longer handcuffed to his hospital bed in wisconsin. the kenosha county sheriff's department said blake was restrained because of an old warrant that hephasies. blake's lawyer says that has been dropped. blake is currently paralyzed from the waist down after being shot in the back seven times on sunday by police in kenosha. his family plans to hold a justice for jacob rally this afternoon there. and the nba and players have

agreed to resume the playoffs starting today. the league will be forming a justice coalition, and they also agreed to convert team arenas to polling locations for the upcoming election. the oakland a's and houston astros held 42 seconds of silence yesterday before walk off the field in protest last night as you can see. some major league players including second baseman tony kemp donated a percentage of their salary to charities. all right, lisa, a heavy week for people but a lot different weather we're seeing than in the past few weeks. >> we're going to squeeze out another day, maybe a day and a

let's talk about the coronavirus pandemic now. california is finally ready to reopen some more businesses. the governor laid out a color coded tier system yesterday but ultimately count can still decide to impose stricter requirements. leanne melendez has the details. >> reporter: the state took in several factors to determine if and when a business can reopen in a county such as the hospitalization rates, the number of available beds, the

number of people in the icu, etet cetera. but now the number of cases and test positivity will serve as more crucial metrics. >> here's what we're looking at. we're looking at these four tiers color coded making it a little simpler for folks. purple, red, orange and yellow. >> reporter: so if your county is in the purple tier it means most nonessential businesses can operate outdoors but some like hair salons and malls can operate indoors at limited capacity. red means more indoor businesses like museums and movie theaters can reopen with restricts. orange means places like indoor wineries and bowling alleys can open. and at the yellow level all indoor businesses can reopen with modifications. by modifications the state means physical distancing is still required, so are masks and health screenings. right now every county in the

bay area is purple except san francisco and napa, which are red. this new framework is up to the discretion of each county meaning they have to be more rigid but not less. here's where the governor says the stringent part comes into play at the state level. >> we also have a criteria not just 21 days moves between tiers but also two weeks of some stability and steadiness before you move into those tiers. >> reporter: with that the state seems to acknowledge that covid and its effects on the population will be around for some time. in san francisco leanne melendez, abc 7 news. >> and as leanne just mentioned san francisco and napa counties are in that red tier, and that gives them more leeway for reopening, but both are taking very different approaches. and despite the state's new guidelines mayor breed says nothing has changed in san francisco, and that has left teachers, salon and restaurant owners confused and frankly

governor newsom's new color coding system san francisco could reopen school for in person learning two weeks from now. >> i don't think it'll be two weeks. >> reporter: stephanie lee is a third grade teacher. she'd like to return to the classroom but doesn't see how it's possible. >> realistic it's january. the district doesn't have the man power to have the adult bodies to maintain that. >> reporter: mayor breed did say that returning children to learning environments is a top priority. kate larson, abc >> hair salons and barbershops can continue to operate outdoors. contra costa, marin, san mateo and santa clara counties will also allow malls to reopen at 25% capacity, and they will all let salons and barbershops serve clients indoors again. solano and sonoma counties have

not released details on the latest phase of reopening. and we know that changes to california's reopening plans can be confusing. they are confusing. you can find more information and a complete break down of the color coding system on our website. our team has done a great job putting it all there. just go to abc7news.com. okay, let's get now to the major fires burning in northern california. the scu rightening complex is the second largest fire in state history at more than 374,000 acres. it is 40% contained. the lnu lightening complex in the north bay is roughly the same size. it is now 35% contained. and the czu complex in santa cruz and san mateo counties has scorched 83,000 acres and is 27% contained. and major help is coming today for people impacted by the czu lightening complex fire.

it'll be open daily from 11:00 a.m. to 7:00 p.m. staff will be there to provide help and resources to start the rebuilding process. anything from debris removal, utilities, insurance plans or what to do if important documents burned in the fire. some services will also be on the santa cruz county website. and two other resource centers we want to let you know about are also opening in the north bay today for anyone affected by the walbridge and myers fires of the lnu lightening complex. the west sonoma county fire is at the bank of america in guerneville, and the second at the healdsburg high school gym. hours are 1:00 to 7 paem today and then 10:00 a.m. to 7:00 p.m. daily starting tomorrow. help is available regardless of immigration status, and language interpreters will be available. for all these resource centers masks are required. a wildfire as we know can start at any moment without warning so we have an extensive

at the airport, 3 miles half moon bay and about 4 miles up in novato. otherwise in the 50s here on the peninsula, otherwise a bit of drizzle for you in san mateo. 61 in redwood city, 56 for you in san ramon, 66 in napa. some areas of dense fog this morning. otherwise the smoke impacts us with poor air quality today and tomorrow. i'm looking at summer heat building as soon as tomorrow's high pressure builds in. that's going to shift our winds to a northerly component and allow temperatures to warm up once again. here's a look at the fog. it burns back to the shoreline just to come back again throughout the peninsula and north bay. once again the current index for our air quality is good from san francisco to san rafael and moderate out towards our east bay. it should be getting a little bit worse as times as we go through the afternoon. here's a look at the fires where

it should be around 75 today with the winds going up to about 15 miles an hour, northwesterly winds. but your sunday numbers, upper 70s and you notice the trend for slightly warmer weather, and up in the north looking at 50s and 60s with relative humidity, 80% to 90% light winds so really ideal conditions here. also 59 degrees, 99% relative humidity and wind about 90 miles an hour. out towards vackaville that delta breeze will be subsiding today. some pretty good conditions here as well. wish it could stay that way, right? highs today in the east bay in the low 70s. we'll call it hazy sunshine, 88 in concord. that's a comfortable day in our east bay valleys that will have the smoke and haze from time to time. 79 in san rafael, 65 in the city, upper 70s on the peninsula, and so the spare the air alert today and tomorrow you

in black panther and also portrayed jackie robinson in the film "42." >> the news stunned the world. word late friday chadwick boseman died of late stage colon cancer. it was the first anyone had heard boseman was battling the disease and had been for four years. and the statement posted on twitter and instagram revealed he was going through chemotherapy and surgeries while filming. we're told he died at his home surrounded by his wife and family. boseman got his start with a small role on the soap opera all my children in 2003, hit parts on law and order and er soon followed. and he would go onto shine in other biopicks in playing jackie robinson and james brown. his leading role established he put on the costume for black panther. the biggest budget comic book

>> we have more comfortable air today. starting out with a look at our exploratorium camera we can see all the low clouds and fog. another spare the air alert today. central bay and inland east bay, but right now we're looking pretty good out there. in terms of temperatures we're in the 50s. 53 half moon bay, 60s in free empty and palo alto. visibility anywhere from 3 to 4 miles from the coast to the north bay. 7 miles with clear sky in livermore, and that's due to some of that haze, and another look at the better air quality from santa rosa to san rafael, and moderate elsewhere from concord to oakland and for sensitive groups from redwood city less comfortable there. as we go through the morning hours you'll notice numbers are in a range from the 60s at the coast to the low 80s by early afternoon the fog pulls back to

the coast and looking at numbers just touching about 90 inland, so a little bit cooler than what we should be so we'll take it it for this time of year. this morning doctors in nevada are sounding the alarm confirming what's believed to be the first coronavirus reinfection here in the u.s. this as officials crack down on young people partying across the country who they fear could be driving the pandemic. christine sloan has the latest. >> reporter: this morning a new warning from doctors in nevada. >> the important message is that you had this virus and you even had a response to it, that it doesn't many you can't get it again. >> reporter: researchers confirming the first known person here in the u.s. to be reinfected with covid-19. the 25-year-old man first got sick in march but recovered even testing negative twice. but 48 days after that initial infection doctors say his

symptoms came back and he was hospitalized. but with a different variation of the virus. it comes as authorities crack down on young people partying across the nation. officials in los angeles filing criminal charges against two tiktok stars for allegedly hosting these house parties ignoring local health orders. video circulating on social media like this one showing college parties with no social distancing. arizona state university threatening to suspend students who party without proper safety protocols. it college now reporting more than 150 confirmed cases. >> i've personally been invited to a couple different events. i haven't gone to any. >> reporter: meantime confusion over new testing guidelines from the cdc which now say if you've been exposed but don't have symptoms you don't necessarily need a test for covid-19 in most cases. directly contradicting previous recommendations. >> there is no scientific basis

for this change in policy. as the report said about half of all spread happens from people who don't have symptoms. >> reporter: many experts and local health officials are pushing back on the new guidance and several states like california and new york say they won't be following it. but the head of the cdc robert redfield is defending the decision saying everyone who needs a test can get one. christine sloan, abc news, new york. >> all right, in the north bay napa county officials say they're still digesting governor newsom's new guidelines and they plan to discuss reopening this weekend. but many business owners we spoke with are already gearing up to welcome back customers. here's abc 7 news reporter luz pena. >> reporter: its economy decimated by the pandemic followed by the fires. they caught a break. starting monday napa county will be allowed to open indoor nar salons, retail, churches, gyms.

>> it has been hard. >> reporter: the owner of a restaurant went from having seven tables outside before the pan deppic to taking over the sidewalk to help his business survive. fear was creeping in. >> honestly we were worried about winter. >> reporter: but there are restrictions. >> gyms are going to be allowed to open with 10% capacity. restaurants are going to be allowed to open up with 25% capacity. retail is going to be allowed to open up with 50% capacity. >> reporter: napa county is part of tier 2 which means it has between 4 to 7 covid-19 cases per 100,000 people per day. the county supervisor says this is all thanks to its residents. >> we have an infection rate positivity rate that's one of the lowest in the states. >> reporter: a step in the right direction that the 2019 napa small business of the year says it was necessary. >> we were getting texts left and right from clients. are you open, can we get an appointment? >> reporter: the next step the

county is considering is to reopen schools. in napa, luz pena, abc 7 news. >> and governor newsom announced a new moratorium eviction bill. the bill must get a two thirds vote in the assembly and senate to pass and it needs to happen by monday night when this legislative session ends. the california department confirms they've received $4.5 billion from fema for its lost wage said assistance program. the program will provide an additional $300 in weekly payments for three weeks. those payments will start within two week said. and this weekend san jose animal care is sponsoring an online adopt athon. abc 7 reporter david louie look at efforts to meet the needs for our furry friends. >> reporter: feeding a caring

for a pet is no different for caring for a child. pet owners who lost their jobs or got sick had to turn for help. animal shelters and welfare groups stepped up. >> we've delivered or given out over 7,500 pounds of wet and dry cat and dog food. 6,000 cans of food to go with that and almost a thousand pounds of kitty litter. >> reporter: support came from donors, corporations and pet owners. san jose animal services sees demand growing. >> these pets are hungry and, you know, people are trying the best they can, but if they have no jobs and they have no money, they have no resources to go to the store. >> reporter: the pandemic has created another problem as shelters anticipating their distressed pet owners surendering their beloved dogs and cats at the same time shelters face capacity issues. >> there's a potential for 40 million people to potentially

both the giants and a's are on the road this weekend. oakland will play a doubleheader against the astros at minute maid park in houston. the second game is slated to begin at 4:10. the giants will face the diamondbacks at chase field, first pitch at 5:10 p.m. sports director larry beil splaps why the a's will play a doubleheader today in this morning's sports. >> reporter: good morning, everybody. we thought the postpone wants in sports were over. not so fast. the a's-astros game was not played in houston. they weren't a part of any of the boycotts over the past few days. instead the a's and astros will play a doubleheader today. now, yesterday was jackie robinson day honoring the man who broke the color barrier in baseball. but instead of actually playing a game both teams held a 42-second moment of silence.

good to moderate out there, but the haze and smoke still impacting the east bay, the central coast with the spare the alert with unhealthy air quality there. but that spare the air alert extends into your saturday. as we look at the visibility half moon bay with the fog, 2 1/2 miles, 4 1/2 miles at the airport and the haze extends into livermore although sky cover is reported to be clear there. it is 59 in ensan francisco. here's a look at our roof camera and the sea breeze picking up today. right now we have a southwesterly wind. and that's what happens when we have that stronger onshore push. with some areas of dense fog, the smoke and poor air quality today, then we're going to warm up tomorrow. high pressure nudging into the west coast allowing for a warming trend slightly on sunday but then it gets more robust as

we go through the next several days. here's a look at the fog burping back to the coast, 2:00 this afternoon. but you can see point rayes probably won't clear and as a result gets breezier as we get into your late afternoon hours. good conditions in san rafael, san francisco and moderate elsewhere. as that sea breeze gets going to should mix-up the atmosphere somewhat. but where it doesn't clear we'll see the hazier conditions because that lid is on the marine layer, and that is allowing for more stagnant conditions. but we should get into little bit better air quality as we get towards our later afternoon hours. but the czu lightening complex featuring the coolest day of the week at 75 today and winds up to 13, 15 miles an hour. as we go up to the north bay temperatures are comfortable and cool with relative humidity way up there.

calm winds so some very good news with temperatures very cool right around point rays, 51 degrees, even mist and drizzle. but looking at the delta that's where we have those breezy winds this morning, and looking at 58 degrees. as we go through the afternoon those winds will back off somewhat but still up to about 15 to 17 miles an hour through 8:00 or 9:00. but as for tomorrow we're going to see less wind and warmer temperatures, so today if you like it cool enjoy it. we'll have those 60s at the coast, 72 in oakland with some poor air quality, hazy afternoon and sun concord, 88 there with 83 up ipsanta rosa. the accuweather seven day forecast a bit of a warming trend. and inland mid to upper 90s there. 80 around the bay, we've got an offshore flow coming into play in the first couple days of september right on cue looking pretty warm. when in person instruction

at schools resumes experts at stanford medicine are offering to help bay area districts screen their staff for covid-19. parents in the district and peninsula are thrilled about the approach. >> reporter: with distance learning now the norm parents across the state are dreaming of when they'll be able to send their kids back to school. but for that to happen the state says teachers and staff will need to be tested for covid-19. how it's done will ultimately be decided at the local level. in the case of the burlingame school district a partnership is already in the works. >> our district is being proactive finding ways to do that. thinking outside the box it's fantastic. >> reporter: district officials are working on a plan for employees to be tested on a monthly basis starting in november when in-person learning is expected to resume. >> if the district takes on the responsibility of test, have employees opt in, have us pay for the testing and then the results on any positivities

would be sent to the district which would then help us to reach the reporting requirement and the monitoring requirement that the governor has put out. >> reporter: the district says it could cost up to $24,000 a month if all it's nearly 300 employees opt into the program. stanford would then conduct the testing at school sites for staff. >> we could garner their expertise about testing and they could garner our expertise about how that could better integrate with the public school district so we could sort of put together a plan. >> reporter: researchers would also get valuable insight into data that could help them formulate recommendations in the future. >> we're helping them. as we're doing here we're helping them to try to interpret what those testing results will mean in terms of bringing teachers back, bringing students back and how do you scale the way schools reopen. >> parents here glad to know these two organizations are now working together for the health and safety of all.
