>> reporter: on the issue of election security congressional democrats say there were already in-person briefings planned for the month of september. those have been called off. they are threatening to use every tool in their power to bring those briefings back. >> rachel scott, thank you. former acting dhs under secretary for intelligence john cohen joins us this morning. john, we heard the reasoning behind this move is the concern over leaks. we're hearing a major backlash on this move. paper briefings are still happening. how often do they happen and why are the in-person briefings so important? >> good morning. so the rationale for ending briefings to the intelligent committees is rather suspect. these committees have a long history of protecting sensitive information. the breefrings

regular occurrence. it allows the members of congress to assess the ability of the reporting, to understand how the information was collected. this announcement is coming at a time when concerns are being raised and there's been public writing that products have been altered by those outside the intelligence community to water down russia's interference in the election process. this is a disturbing announcement made by the administration. it should cause concern among the american people. >> this is about election security, the major concern being the information is being blocked for political reasons. is there any security concern that warrants ending these in-person briefings? >> no. i think the argument could be made that we're at a point in time where we should be

expanding the release of information, not just to congress, but to state and local authorities, to political parties, to those running for office and the public so that more can be done to address the threat to our 2020 elections. >> to get right to it, how real is the concern about current possible election interference and what importance does that put on these specific briefings? >> this is a very serious threat. the election is just around the corner. we've been warned by the trump intelligence community that russia and other hostile nations want to influence the outcome, just like russia did in the 2016 election. there are concerns not enough has been done to protect the 2020 election particularly from russia's use of conspiracy theories and disinformation to influence public opinion and incite violence.

it's a very real threat. this is not the time to diminish or considurtail briefings for congress. it's the time to expand the briefings, provide more information to the public so we can all take steps from being influenced by these activities from those who want to influence the outcome of the election. >> we'll be seeing them fighting this move on the mill. john zo john cohen, thank you for your time. dan? >> a new abc news/ipsos poll said the president did not get much of a bounce out of the convention. biden had a favorability of 40%, trump 32%. after the conventions biden jumped to 45% while the

president dropped to 31%. let's bring in jon karl on this. jon, what do you make of these new numbers? >> it's very worrying for the trump campaign. frankly donald trump needs a boost. when you look at the favorability rating 31% saying they see the president favorably, 31%. it's really a pathetic number. he needs to get that up going into the general election. it was virtually unchanged after the convention. another significant number is that neither convention was followed by most of the country. half of the country tells the pollsters they didn't pay attention to either convention. >> very interesting. let me ask you about another issue swirling in the political world this morning. we're hearing the president is going to visit kenosha this weekend. we're seeing a lot of

handwritthand wringing by moderate democrats. are these valid concerns. >> they are, dan. the central theme to the trump campaign is to tie the protests to the violence. erase the distinction between the violence and the peaceful protests like we saw friday at the lincoln memorial. the other thing they're trying to do is portray every act of violence tied to the biden campaign. saying those images you see in portland, the images you saw of trump supporters coming out of the white house after his acceptance speech, those are images of biden's america. i think that biden needs to get out there and make the point that that's not what he's about. >> we're hearing biden will be doing more in-person

utility crews are rolling in, but are faced with a cripple electrical grid to be repaired or rebuilt. tens of thousands without running water in extreme summer heat. five out of six water plants in lake charles severely damaged. >> water and electricity is out and you should expect it out for weeks. >> reporter: forcing the shutdown of one hospital. newborn babies needed to be evacuated. >> they lost water pressure and they lost their air conditioning system. everything -- the walls were wet. the floor was wet from the humidity. >> reporter: while the other hospital in lake charles water trucks in hourly to stay open. storm victims lining up for water. there's the call vary. one of many signs of hope getting supplies to the storm

from october 30th through election day november 3rd. the downtown l.a. area will also act as a vote by mail drop box location. higher education is getting hit hard as the fall semester begins and according to "the examiner" enrollment at city college of san francisco dropped 18% from last fall. a spokesperson says it's because of the "uncertainty" surrounding the pandemic and challenges with distance learning. san francisco state saw a decrease of 8% this fall. the pandemic is also affecting housing at sf state. only 364 students are living on campus out of 4,500 available beds. let's get a check of the weekend forecast with meteorologist lisa argen. hey, lisa. >> liz, good morning to you. lots of gray out there, but as we take you into the east bay, clear skies here. 54 in the city, 58 in san jose and looking at san rafael, lots of fog, low 50s up in the north bay and air quality is actually okay, except for napa, which is not ideal. it's pretty good in concord and
