this is what the map, for the entire state, looks like. you can see yellow is about as good as you can ask for. meaning, coronavirus spread is minimal. orange is moderate. red is substantial. and purple is widespread. now, we've zoomed to the bay area, and everyone is purple, except napa and san francisco. but, under the new system, hair salons and malls will be allowed to have indoor operations, in certain counties. if you're confused, abc 7 news reporter lauren martinez sorts it all out for us in the south bay. >> client. they call me and i googled it. and that how i heard from his own clients that, on monday, i'll be able to welcome his customers indoors. but there's some confusion. >> partially, indoor. but i still get confusing. they say 25% of what? that i don't know. >> reporter: on friday, santa clara county said hair salons, barbershops, and indoor malls

sanitize everything ready. and then, all my customers start calling, book appointment. >> reporter: and when it comes time for shopping, indoor malls will open on monday, at 25% capacity. the mall will continue to offer curbside pickup. in san jose, lauren martinez, abc 7 news. all right. then, there's this, starting tuesday. san francisco will allow some businesses, like hair and nail salons, to begin operating outdoors. gyms can, also, reopen, outdoors. but they'll have to wait until september 9th. the city will require all ate guidelines does t sks. bunesses indoors, inan francisc. but local officials have the final say on when, exactly, that happens. we do have an update at our website so you can see which tier your county is in, and the businesses that will be allowed to open. some of them will have restrictions. you can find the new guidelines

all at our website, abc7news.com. california representers who are facing financial trouble because of the pandemic could be protected from eviction until january. that proposal, however, must pass in each house of the state legislature by tomorrow night and it needs a two-thirds majority. abc 7 news report luz pena has details. >> reporter: tonight, behind closed doors, millions of californians share the same worry. come september 1st, many will lose their protection against evictions for lack of payment during this pandemic. >> any renter who has not paid some portion of rent in recent months, could be immediately evicted. and that would be catastrophic. >> reporter: the covid-19 tenant reli a of 2020 is hoping to extend evictfive more months. it needs to get two-thirds of majority votes in each house. and the clock is ticking. >> we are trying to prevent millions of renters being,

potentially, evicted if we don't pass a law by midnight, on monday. >> if approved, tenants would need to pay 25% of the rent during that period. tenants together says this is a start but not a complete protection. >> where money owed doesn't disappear. it just becomes consumer debt. so this is really about turning -- making that -- that rental, that not a cause for evictions. >> now, this is basically an extension. so, by the end of january, that's going to end. come february 1st, many people could, still, get evicted. >> correct. so, this is a temporary fix. what we're saying is for the next five months. >> reporter: the california apartment association sees this bill as a compromise. >> many rental housing providers have had to forego mortgage pyments, on their rental units. they've had to defer paying taxes. and they're, also, concerned that it's -- the lodgnger the pandemic and the financial impacts continue on, then, they might not be able to stay current on those obligations.

and they may lose their units to the bank. >> reporter: if approved, this bill will allow landlords who evict tenants who cause problems at their property. in san francisco, luz pena, abc 7 news. the oakland a's remain in houston tonight after someone inside the organization tested positive for the coronavirus. against the astros being postponed. the team is scheduled to play in seattle, starting on tuesday. but that is, now, in question because the team is self-isolating, awaiting the results of more testing. contract -- contact tracing is being done but it's not clear if a player tested positive or a member of the traveling staff. the a's are the fifth team that's had a positive test this season. we are getting a clearer idea of the economic effect covid-19 is having in downtown san francisco. in today's chronicle, chronicle insider, and abc 7 news contributor, phil matir, details the impact in the financial district. he writes that only one of eight ladle and leaf restaurants in

downtown is now open. the estimated daily high-rise occupancy rate dropped by 90%, since march. credit card transactions are down 80%, compared with this time, last year. and bart is seeing a decline of 92,000 passengers, each weekday. that number is now 6,000 people, daily. you can read phil's articles in the chronicle, every sunday and wednesday. well, turning now to the bay-area wildfires where firefighters are gaining ground. and evacuation orders are being lifted. the lnu lightning complex fire in sonoma, napa, and lake counties, has been one of the most destructive. burning more than 375,000 acres. containment, though, now at 58%. abc 7 news reporter, cornell bernard, was in sonoma county where an assistance center opened up and residents returned home. >> our house survived,

that's just -- was a miracle. >> reporter: pamela wonderla came to this new, local assistance center at healdsburg high school looking for some help. >> i applied for fema assistance. >> reporter: pamela's home was saved but four outbuildings burned. >> all my costumes from the last 1987 are gone. so, yeah. >> reporter: this center, a one-stop shop for recovery assistance. >> a lot of people are still processing what's happening. and we're still -- we still have ongoing evacuation orders. and so, folks haven't even been able to find out if their homes are, necessarily, intact. >> there's hugo. and next to hugo is molly. >> reporter: hillary price and her two cats have not been allowed to return home near lake sonoma. her still unsure if the notnghere i gand at i'm it's been very confusing. >> reporter: this assistance center is now set up for

residents at the bank of america. this town it coming back to life, now that most evacuation orders have been lifted. and fire danger has passed. >> lot of people are excited about they're back and that we're open. >> restaurants and shops are reopening. and customers are back. >> we kind of heard there was some closures going on, so we wasn't sure. but we saw, you know, cars so we figured that, okay, let's -- let's take a drive down this way. >> gernville residents are resilient and thankful to those who protected this community. >> we're very grateful. you know, all the firefighters. all the first responders. this is awesome. i mean, they saved our town. ey sav>> folks, happy to be back here. local assistance centers in sonoma county will be open through next friday, 10:00 a.m. to 7:00 p.m. in gernville, cornell bernard, abc 7 news. firefighters say favorable weather has helped them increase the containment of a series of theczu lightning complex, burning in the santa cruz mountains. clear skies allowed helicopter

crews to reach hard-to-reach areas for a few hours today. you are looking at video tweeted by cal fire. the fires have burned more than 84,000 acres since breaking out, two weeks ago. they are now 37% contained. crews also expanded containment of the scu lightning complex, today. it has burned more than 378,000 acres, across five counties. that series of fires is now 55% contained. firefighters expect it'll take a few weeks to fully contain and bring the fires under control. and officials believe a lot of the smoke you have seen and smelled should begin clearing up over the next few days. you can follow fires, statewide, with our exclusive, wildfire tracker updated with the latest containment information from cal fire. you can also find air-quality data for where you live. the abc 7 fire tracker is available, now, at abc7news.com and the abc 7 news app. the golden gate bridge serves as the backdrop for

that facility is located on a parking lot, behind fremont city hall, designed to house 45 people. however, occupancy will be limited to 25, for the time being, because of covid-19. local officials hope it can offer an array of services, in one location, aimed at helping people find permanent homes. conservatives and liberals faced off during a heated protest at the golden gate bridge. the conservative activist group, walk away, organized a flow till la and rally in support of president trump's re-election campaign at the bridge. counter-protestors also showed up to deliver their viewpoint. the chp and bridge patrol kept both sides apart, as both delivered their messages. >> we have sat back and watched an unprecedented summer of violence in this country, as we've seen neighborhoods burn, stores beinge killed. >> trump and his supporters are responsible for the covid deaths. he is doing nothing about that and it's dangerous. >> some trump supporters at the

rally say they were attacked by counter-protestors. we saw officers detain a few people. hundreds of people took part in a march in support of the san francisco police department. the group walked through golden gate park, this morning. many, carrying signs in support of the sfpd. and against proposition e on the ballot, in november. the proposition would limit police staffing. participants included current and retired officers, community members, family, and friends. organizers say the event was organized to support hard-working officers, who are risking their lives to protect the city, despite the new risks and challenges they face. oakland police say six people were arrested saturday, after the third night of protests, in response to the police shooting of jacob blake in kenosha, wisconsin. approximately 100 marchers took to the streets in oakland's grand lake neighborhood last night. police say some pelted officers with rocks and bottles. even, pointed lasers at them. one officer was injured.

saturday saw the third night of protec protests in the city in response to the shooting of blake. >> take a look at this. a mountain lion spotted on a home surveillance camera in pacifica about 3:00 saturday morning. mike woke up to an alert on his phone, thinking it was his son leaving for work. later that day, he scrolled through and noticed the long tail. and saw the big cat. watkins said he, his wife had just instaled the camera a week ago. he notified police and animal control. >> good timing on getting that camera installed. a little bit different than his son, you know, lurking about. >> yeah. i'll go for that. drew, how about a look at the weather forecast? >> hey, guys. what we're going to find, over the next couple days, is that we'll continue to have some issues with our air quality. so the spare the air days have been extended until tuesday. tonight, what we are finding is our marine layer's bumped up right along the immediate coastline right now. and we are seeing some issues

with visibility. live doppler 7. we switched it over to visibility mode and you can see half moon bay. tomorrow morning, we'll likely have some patchy fog. i want to show you where the smoke was coming from earlier today. this is a satellite image from nasa over northern california and we're tracking several fires in not only mendocino county. and that smoke was getting pushed into the bay area. thanks to some light but westerly and southwesterly winds. and that was why our air quality declined, especially for parts of the north bay, for much of the day. good news. we are seeing a recovery to more moderate levels of our air quality across the region. current pm 2.5 levels. most of the bay area, right now, is in that yellow range, which is odd mate moderate in terms o quality. san francisco, some good air

quality. but again over our next two days, right around that poor or orange category both tomorrow and tuesday. hour by hour, your air quality, it may fluctuate. but day, we are still going to have issue with smoke in our skies. so that's why the spare the air days have been extended the next two days. temperatures out there right now. 60 in oakland. 56 in the city. 61 in san jose. 59 that current temperature in napa. so overnight, tonight, what we'll find the biggest difference compared to last night is that our marine layer is becoming compressed. so fog is really limited to the coastline overnight, tonight. little, if any, patchy fog along the bay shoreline first thing. in fact, future weather shows you by 8:30 tomorrow morning, we'll have that fog right along the coastline. but that quicker clearing of fog tomorrow morning will lead to a warmer afternoon tomorrow. so expect temperatures a few degrees warmer tomorrow, than we were today. so closer look at highs on our monday. about 68 in the city.

newsom on friday. malls will have to limit their capacity to 25% ous california vote, tomorrow, on a bill aimed at extending eviction protections for millions of tenants. the bill needs to pass both the assembly and the senate by two-thirds majority. if a proved, it would freeze evictions until january for people who failed to pay their rent due to covid-19 economic hardships. >> and evacuated sonoma county rsidents have begun returning to their homes in areas affected by the wall bridge fire. an sassistance center in healdsburg opened to help them recover from the fire. >> protests and counterprotests take center stage, one week after jacob blake was shot in the back by police. president trump is planning a visit to kenosha, this week, and abc news reporter has more on this story.

death of breonna taylor. that information is a ballistics report from the fbi. daniel cameron explained why charges have not, yet, been filed against the louisville officers who shot and killed taylor. >> we are looking under every stone. leaving no stone unturned, as it relates to this investigation. again, a thorough and fair investigation is what is deserved, by all those involved. >> the republican prosecutor faces pressure from activists to file charges in taylor's death. taylor died when officers served a no-knock search warrant at her home in march. disney had its tribute tonight for actor chadwick boseman. showing black panther. it's one of several we've seen, since learning of his death from colon cancer. flags are flying at half staff at the state capitol in south carolina, in his honor. boseman was born in anderson, which is in the western part of the state. both, united states and south carolina flags, from the capitol, will be presented to his family. and black panther director and co-writer ryan kugler, has

made a lengthy, emotional statement on boseman's passing. he says he wasn't privy to the details of boseman's illness because boseman deeply valued his privacy. another portion of the statement reads he lived a beautiful life. and he made great art, day after day, year after year. that was who he was. he was an epic firework display. i will tell stories about being there for some of the brilliant sparks, till the end of my days. what an incredible mark he has left for us. zbls >> a trib yacht to boseman was displayed last night at oakland's grand lake theater and displayed during a blm march. fans across the world are mourning boseman. the tweet announcing his death is now the most-liked tweet of all time. more than 7 million people have liked it. >> chadwick was a visionary. a true hero. and someone that is the definition of a role model. >> wakanda forever. like, this guy gave the world a

permanently drop flight-change fees for u.s. domestic flights. now, this new change goes into effect, immediately, for flyers who have booked standard, economy, or first-class tickets. customers had to pay $200 to change flights, under the old policy. airline industry observers say dropping the fee may woo people back onto united, which is suffering financially because of the coronavirus pandemic. we are hearing stories of homes burning to the ground in the bay area wildfires. some people are taking it in stride and looking to find a little solace in the ashes. abc 7 news reporter, chris reyes, found a man who wrote a love letter to everything his family lost. >> reporter: that's wallace j. nichols walking through the wreckage that was the home he built with his family, from the ground up. but if you can believe it, there was one other thing harder than seeing the ruins, in person. and that is, putting these words to paper. >> my dearest wallace grace.
