milestones. dr. birx says it is not just about waiting for a vaccine. some bay area schools pushing to resume in-person learning, the process some are going through to get kids back in the classroom. >> good morning, it is monday, august 31. happy monday, reblg gggie. >> happy monday to you. i did notice when i came into the home studio, it is pretty smoky in here. so i wonder if that will continue. hi, mike. >> i think that it will. the smoke is blowing into the marine layer and that is trying to push it into other neighborhoods as we head through the morning hours. and that is why the spare the air was extended yesterday. the bay area air quality management district there, team of meteorologists there saw that this would happn and that is why we have it. and it will continue through tomorrow at least. so let's take a look at what is going on as far as you can see

the haze, the smoke, the smog in you will around sfo where it is 61 degrees. and advi visibility very low. we'll be near 60 at the coast this afternoon, 72 to 79 for the bay, 82 to 90 inland. so you could see warmer temperatures than over the weekend. back into the 50s, 60s and 70s by 7:00. hot holiday weekend coming up in the accuweather 7 day forecast. california just reached a troubling miami stone, we are the first day in the country to get to 700,000 covid-19 cases. according to johns hopkins, california has nearly 706,000 cases and there are more than 84,000 cases in the bay area. the u.s. has the most confirmed infections of any nation in the world. and we are approaching 6 million cases nationwide according to johns hopkins data. so as these numbers come in, many bay area businesses are actually getting ready to reopen again and a lot of that will

start today. it is all thanks to the new tiered system the governor introduced on friday. that means that counties are now color coded. so you can see the key on the left. yellow is about as good as you will get. meaning that coronavirus spread is minimal. orange is moderate, red is substantial, and purple is widespread. now, nearly every bay area county is purple with the exception of san francisco and napa. they are in the red. so the new system means that hair salons and malls can do indoor operations in some counties. and i have to stress the individual counties can make that decision even if the state has said that they are allowed to have this. so some bay area schools are taking steps to get elementary students back in the classroom and they are applying for waivers. amy hollyfield is live for us in san ramon this morning. >> reporter: good morning. yeah, all of the schools in

contra costa county that applied for the waiver are private schools like this one, san ramon valley christian academy. this is one of 21 schools in this county have applied for a waiver. one requirement that is tough for public schools to meet is the ability to test covid-19 virus and have results available in 72 hours. only two approvals have been granted so far in the bay area, both in santa clara county. sunnyvale christian academy and the moreland school district. but about 100 schools across california have been approved, most in southern california. governor newsom says elementary schools can apply for waivers because younger students are less likely to get the virus and more likely to have a hard time with distance learning. finding out if waivers are approved, that will depend on the county. san mateo is estimated that it will take about two weeks to get approval decided upon.

in contra comsta county, they ae hoping to let schools know within three days of applying. amy hollyfield, abc 7 news. dr. deborah birx is urging the public to do the right thing to stop the spread of covid-19. jobina fortson has more at the live desk. >> good morning. yes, for dr. birx doing the right thing means wearing a mask in public. the coronavirus task force coordinator says that wearing a mask can help us keep our freedom by keeping the economy and schools open. >> don't wait for the vaccine to do the right thing. do the right thing today because if we do the right thing today we go into the fall with much fewer cases. yes, i'm hopeful for a vaccine, but i'm also very convinced that we can stop community spread by wearing masks, social distancing

and avoiding crowds. >> close to 6 million people in the u.s. have tested positive for coronavirus since the start of the pandemic. and california renters facing eviction could be protected until january. the proposal has to pass each house of the legislature by tonight and it needs a two-thirds majority. luz pena has the details. >> reporter: millions of california share the same worry. come accepseptember 1, many wile their protection from evictions for lack of payment during ther some portion of rent in recent months could be immediately evicted and that would be catastrophic. >> reporter: and the relief act of 2020 is hoping to extend protections for five more months. it needs to get two-thirds of majority votes in each house and the clock is ticking. >> we're trying to prevent

millions of renters being potentially eviktd >> reporter: if approved, renters would have to pay 25% of the rent through that period. and tenants say this is a start, but not a complete protection. >> money owe the doesn't disappear. it just becomes consumer debt. so this is about turning -- making the bad rental that not a cause for eviction. >> reporter: now, this is basically an extension. so by the end of january, that will end. come february 1, many people could still get evicted. >> correct. this is a temporary fix. >> reporter: the california department of association sees the bill as a compromise. >> many rental housing providers have had to forego mortgage payments on their rental units. they have had to defer paying taxes. and they are also concerned that the longer the pandemic and financial impacts continue on, then they might not be able to

stay current on those obligations and they may lose their units to the bank. >> reporter: if approved, this bill would allow landlords to evict tenants who cause problems at their property. in san francisco, luz pena, abc lo at the wildfires. the three combined have burned more than 800,000 acres. in if you look, the red area is basically where the fires are. the satellite detected burn scars by looking for charcoal or ash and the sudden loss of trees and greenery. nasa's satellites are frequently used to detect wildfires especially those in remote areas. sparehe air alert is in effect right now through at least tomorrow because of the smoke from those fires and that means that youpacted

and mike is tracking it. >> and it doesn't look good. sorry to be the bearer of bad news. let me show you the current conditions and we'll start by showing you what it looks like in downtown san francisco. you can see it hanging in the air right there. that is a mixture of smoke and fog, so that is the technical definition of smog. it is a smoggy start this morning. and you can see whi w are have r in the east bay and the most dangerous from about oakland and san francisco northward. so unhealthy for everybody outside right now. so let's take a look at what we expect with the smoke forecast as we head throughout the next couple days. you can see that it is very concentrated this morning.

the smoke forecast has a pretty good handle on what is going on. and throughout the day, we have the light offshore breeze at the upper level, but a little bit of and onshore breeze at the lower levels. so it is still pretty thick out there. overnight, i think that we'll have a little less smoke than we had this morning you can see the same thing for tuesday afternoon and wednesday, we're hoping to be one of our cleaner days. fingers crossed that that will happen before the possibility of the smoke getting obnoxious again this weekend. it all depends on how much the firefighters can get out and how much less is burning as we head toward the holiday weekend. more on that coming up. good morning, everyone. so we will start off with a live look in oakland showing you our 880 at the coliseum camera there. you can certainly see the brake lights and quite a slowdown just as people begin to pass the coliseum. so we have road work going on

organizers say the event was put together to support hard working officers who are risking their lives to protect the city despite the new risks and challenges they face. and this morning tributes continue to poor in for late actor chadwick boseman. there is a memorial set up at his alma mater, howard university. >> we truly lost a super hero. i don't think that it was coincidence that chadwick boseman became the "black panther." but he left his legacy for us to see and learn from. >> boseman died last week after a private four year battle with cancer. he spoke at the university's graduation in 2018. ho howard's president said the school was planning a project with boseman that would have brought him back to campus. and the tweet announcing his death is now the most liked tweet of all-time. this is according to twitter.

district. i added my own little flare to it. it is already unhealthy up in the north bay and you can see the red in places like vacaville and napa earlier. right now we have yellow just about everywhere or green. so we're doing a little bit better this morning than we had been. in fact here is a look at more of the smog that is out there. so a mixture of fog and smoke. temperatures today will be in the mid to upper 60s along the coast and san francisco, 70s around the bay, 80s inland until the east bay where we have some 90s. the struggle of small businesses to survive affects all of us so helping them meet this challenge is a major part of our efforts to build a better bay area. a new color coding system goes into effect today giving some businesses the go ahead to reopen. counties in yellow means that the spread is minimal there.

orange means moderate, red is substantialing and purple means that it is wide spread. every county in the bay area is pir spell except napa and san francisco. and julian glover is live for us. >> reporter: and still businesses will be opening today. for many business objectors, it will owner, it will feel like deja vu. they willing ramping to reopen once again and they will now be able to operate indoors with some exceptions. now, under the state's new guidelines, businesses like hair salons, barber shops, retail stores and shopping malls can now operate indoors at 25% capacity. but counties have the authority to be more restrictive than the state guidelines. everyone must still wear a face mask and customers are excited to finally get that cut indoors.

>> we've had hot weather, smoky weather, and i think that there is a lot of pent up excitement for us to -- honestly, to feel a little bit normal again. >> reporter: so indoor shopping also opens today at 25% capacity. in the south bay, the mega mall, west field valley reopening, but they will also be bringing 25 brand new stores and restaurants on tap too. curbside pickup is still available for now. and this does differ by county. every county will reopening with the exception being san francisco and alameda, they won't be doing the haircutting indoors, they will review the new guidelines and then decide how to move forward. but very good news for many business owners across the bay area today. julian glover, abc 7 news.

and here is more of what julian was just talking about. starting tomorrow, san francisco will allow some businesses like hair and nail salons to operate outdoors. gyms can also reopen outdoors, but they will have to wait until september 9. the city will require all employees and patrons to wear masks. state guidelines do allow more businesses to open indoors in places like san francisco, but as julian mentioned, local officials have the final say on when that will happen. we know a lot of you are looking for information about reopenings where you live and so we've updated our website so you can see which tier your county is in and the businesses that are allowed to reopen. you can find them on abc7news.com. and we're getting a sobering idea of the economic impact that the pandemic is having thin downtown san francisco. phil matier writes that only one of eight ladle and leaf stwraupstwraup

restaurants is still open with only two workers behind the county. high rise occupancy rate is down 90%. and credit card transactions is down 80%. and before the pandemic, about 98,000 b.a.r.t. riders got off at the embarcadero and 3407bran montgomery stations on weekdays and that number is now down to 6,000. and now to the wildfire, firefighters are gaining ground and evacuation orders are being lifted. the lnu lightning complex has been one of the most destructive. more than 375,000 acres have burned and containment now at 58%. and some residents are returning home as two assistance centers have oped up, one at healdsburg high school, and the

other at a bank of america branch. >> we're very grateful to all the firefighters, all the first responders. this is awesome, they saved our town. >> and a lot of people are still processing what is happening and we still have ongoing evacuation orders. so folks haven't been able to find out if their homes are intact. >> the assistance centers are open from 10:00 to 7:00 every day through friday. and favorable weather is also helping the firefighters expand containment of the czu lightning complex. clear skies let helicopter crews do water drops in hard to reach areas. this video shows the air yalg assault against the flames. they are now 37% contained. and crews also expanded containment of the scu at 55%, they burned more than 378,000

smoggy and there will be smoke this afternoon. air quality will be unhealthy for just about the entire day. in the north bay, a little drier air mass as you move inland, 94% along the coast. temperature 54 and 68. and next 24 hours, winds around 10 to 15 miles per hour. not too bad. and the temperatures will actually drop during the afternoon hour, but look how hot they get this weekend, nibtsz and 100s. and for the woodward fire, 51 and 100%. and we have a south/southwest wind at about 7 to 12 mifrles p hour. north of there, you could be a little smoky this morning. in the czu lightning complex, you can tell the drier air, 69 and 40% relative humidity. winds will ramp up and temperatures will hit the
