six months later. i'm tired of it, too. we all have to sacrifice. we all are going to have to sacrifice to get through this. >> there is welcome news today as san francisco's marianne noungss some reopenings and lays out a plan to get others back in business. good afternoon. i'm kristen sze. >> i'm dan ashley. united states added about 40,000 coronavirus cases today after hitting 6 million yesterday. >> california reported a little more than 3,700 diagnosed covid-19 cases, its lowest total in a while. >> but the state also saw 85 deaths, pushing its total to more than 13,000. the bay area has had nearly 88,000 confirmed cases of coronavirus. >> in san francisco, a new timeline has been established for reopening businesses and schools. this as some barber shops and nail salons were allowed to reopen for outdoor services to

list. but late september indoor personal services like hair and nail salons and tattoo studios will reopen for business. the phased plan for a reopening comes with a stern warning for mayor london breed. >> all plans are subject to change just like they were before. the last thing i want to do is tell you that we're going to be opening and then need to make changes and to start closing businesses once again. it's the last thing i want to do. >> reporter: the health department is concerned about the upcoming labor day weekend when people typically tend to gather. >> the rate of new cases of covid-19 remains high. we are seeing about 75 new cases every day right now and are still in the red zone. >> reporter: for schools, the plan is that those applying for a waiver grade k through six can go back through mid september. those without a waiver may reopen by mid october.

that final decision will be made by the san francisco unified school district. lyanne melendez, abc 7 news. grocery stores have been limiting capacity since the start of the pandemic, and now it's a mandate for most counties in california. according to the state's color-coded tiers, counties in murm and red are only a maximum of 50% capacity. the california grosser's association says it's a protocol they've already been following. >> schools in the bay area may be closer to reopening than you think. today on getting answers at 3:00 p.m., the superintendent explained how the governor's new guidelines affect education. >> for many schools, even with the guidance that the governor released on friday, that means you can set a date within days and weeks from when a school can open again for in-person instruction. others are where the case rate is so high, they may not have an

immediate date. in most cases, many cases, we can track when it's safe to reopen. >> that conversation at 3:00 today with kristen. the state is allowing for small group learning for students with high needs where there is a couple of adults and no more than 13 children. that's key. schools are allowed to apply for a waiver from the state. millions of californians on the brink of eviction are protected for five more months. the bill was signed last night by governor newsom. landlords say it puts the financial pressure on them. >> reporter: right before the deadline governor newsom signed the bill granting tenants five more months of eviction protection. >> passing ab-3088 is the least that we can do. >> reporter: tenants are required to pay 25% of their rent until january. >> but it doesn't have to be paid every month. it can be paid in one lump sum at the end of the time period. >> a decision affecting property

owners with their bills. >> what it's going to do is put a lot of small mom and pops into foreclosure. >> reporter: he owns two housing properties in san jose. at least 20% of his tenants have been unable to pay. he says many like him are holding on by a thread and afraid of losing everything. >> they should have figured out where to get more funds to help support the tenants with their payments so we can continue to pay our bills, mortgages, property, taxes, handymen, utilities everything else. instead they say, sorry, 25% is the best we can do. >> reporter: assembly member to this bill is i78 perfect by necessary. housing advocates are calling for federal intervention. >> right now what the federal government should be doing is stepping in with economic help, either directly to landlords or directly to the tenants. >> reporter: that's the overall goal. this is a band-aid to a bigger

the u.s. forest service says a firefighter has died while battling the august complex. it happened yesterday in the mendocino national forest. a second firefighter is receiving medical attention. the august complex has burned 236,000 acres. it is at this moment 20% contained. calling it a punch in the gut. governor gavin newsom saw firsthand some of the damage in santa cruz county caused by the czu fire. >> these trees, some of them up for 13, 14, 1500 years, been alive for 14, 1500 fires. they have scars that make this fire look modest in comparison. yet they're still standing. it's a testament to mother nature's resiliency and our resiliency. >> newsom today met with emergency responders and redwood state park, california's old estate park. state officials say the fire thad an unprecedented impact

science and management through expertise and research in biology, mechanical engineering, meteorology and environmental studies as well. right now the team is working on a wildfire prediction system. that could help them forecast how wildfires create their own weather and impact wildfire spread. the national park service released this video showing how it is using drones to help fight the woodward fire. not only are the drones being used to help locate fire, especially in rugged terrain obviously, but also used to drop small spheres containing chemicals to start small ground fires to reduce fuels ahead of the larger blaze. as the north bay continues to deal with smoke in smoldering wildfires, experts are begin to wonder about this winter. as bs w nereport ccerned aut salmon. >> reporter: a modern question we never should have needed to

research association of california, a statewide federation of police unions is happy the bill didn't pass. in a statement they told abc 7 news while they support the spirit and intent of the bill, it reached far beyond the police licensing process and includes policies that would potentially penalize the most respected officers. one bill that passed would ban police officers from using chokeholds and another that would require the state attorney general to investigate every time police kill an unarmed civilian. for burch, he wants to know why the bill wasn't put up for a vote. >> if you're in the going to vote for a bill like this at a time like this, we need to know your names. you need to stand up and say i'm not voting for this bill for this ortekr,bc 7 buffy wicks was at the capital

we have krigs alvarez joining us today. an amazing rescue as firefighters save a woman hanging from a 16th floor window in new york city. this happened in afternoon. see the smoke. the firefighter came down from above with a roof rope rescue. he got her back inside the window into safety. the woman was treated for smoke inhalation. the fire department says roof rope rescues are fairly rare. the last time it happened in new york city was 2016 >> boy. >> the acrobatics. >> i was afraid you would call on me because i couldn't see the video. based on what you told me, it's have aee monitor. >> if you're afraid of heights, chris, it's a good thing. it was pretty scary. >> it was scary.
