paralyzed but is starting to improve. protesters in south los angeles are demanding sheriff's deputies be prosecuted for the fatal shooting of a black man. while the protest took place last night, sheriffs provided new details about the shooting of 29-year-old dijon kizzy. they say he was stopped for a violation while riding a bike but then fled and dropped a jacket when a gun fell out. police say kizzy made a motion toward the firearm and that's when deputies opened fire. a new move by the trump administration to protect millions struggling to pay bills. the administration announcing a nationwide moratorium on evictions through the end of the year. it covers people making less than $99,000 a year. meanwhile, dr. anthony fauci is urging governors not to let their guard down this labor day weekend as we see a spike in covid cases in several states. abc's ines de la cuetara has more. >> reporter: this morning, the nation's top doctors bracing for the holiday weekend.

breaking overnight, a loss for an american political dynasty. for the first time ever a kennedy has lost a congressional election in massachusetts. 39-year-old congressman joe kennedy has conceded the democratic primary race to senator ed markey who has spent four decades on. the army is making changes at ft. hood, texas, after a number of disappearances and deaths including the murder of vanessa guillen. the top general at the base is being replaced and a new investigation is being launched into how the cases were handled. army specialist guillen had previously complained about sexual harassment. the search for two north carolina children swept away by floodwaters will resume today. rescue crews were able to save their mother and one of her children, but the recovery boat capsized. also in north carolina, good samaritans helped save two people trapped in an overturned suv during a thunderstorm. time now for a look at your wednesday morning forecast.

back now with this jogger greeted by a bear on a trail in british columbia, canada. the bear coming out of the bushes taking a swipe at the jogger's leg but she stayed calm, able to run away and people nearby eventually scared off the inquisitive bear. now to the high drama caught on camera here in new york. rescuers pulling a woman to safety as she dangled from a 16th floor window during a fire. megan tevrizian has that story. >> this is really a heroic rescue and shows the talent and bravery of the members of the new york city fire department. >> reporter: this morning two new york city firefighters being hailed heroes after saving a woman dangling from the 16th floor of this high-rise. >> it was crazy. i thought i was going to see someone die today. >> reporter: the rescue described as rare and risky but ultimately successful. >> what was going through my mind?

i just -- i didn't want to see anybody fall. that was all i cared about. i just wanted to get her inside. >> reporter: tuesday afternoon firefighters arriving to this apartment in harlem seeing a woman hanging outside her windowsill frantically trying to avoid the heat and flames inside. within an instant firefighters deciding to execute a rarely used maneuveraloof rope rescue. >> something that's rarely done and yet they exercised their skills quickly. >> oh, my god. there is a woman on the ledge. >> reporter: images showing one firefighter breaking the windows of the floor above and then lowering a firefighter to the woman to secure her. you can see her clenching to the window. the sill only a few inches wide. >> i was right behind her, so if she did decide to jump or let go, i was holding her to the glass. i had one arm inside the window and i was holding on to the wall there and i had my other around her waist. >> reporter: minutes later crews hoisting the woman to safety. the rescue met with cheers from onlookers. >> it was awesome.

ribeiro about these headlines. it's been just over a week since the fda granted emergency use authorization for convalescent plasma to treat covid-19, but now in a new statement, the national institutes of health says there's insufficient data regarding its effectiveness, so once again we have confusing messages coming from the government. what do you make of this? >> emergency use authorization from the fda doesn't mean that something definitely works. it just means that we need to get it into the hands of more people to try it out and i think in the case of convalescent plasma here, the principle is very sound but the studies around convalescent plasma for covid specifically have had some significant limitations. >> a new video shows just how ineffective a face shield can be at protecting against the coronavirus. a study at florida atlantic university simulated a cough or a sneeze from a mannequin's mouth and nose and compared how well the face shield did versus a typical facemask. what are your takeaways from that study? >> face shields are unsecured

neighborhood throughout the morning. so far the victim has not been identified. protecting our health, it is crucial to helping to build a better bay area. a big part of that is keeping accurate track of the number of new coronavirus cases. the state is good to get a system to do that, a new one we should say. and julian glover is live with the details on >> reporter: good morning. yeah, kngovernor newsom has oft said that the state's response has been guided by science and data and now this new reporting system will hopefully make sure that the data is accurate. in a release by the state, newsom's administration announcing a new reporting station. they signed a six month $15 million contract with optum insight inc. that will now handle the crunching of the numbers. this will replace the existing
