lawless protesting. >> the biden campaign saying the former vice president will hold a community meeting to discuss the challenges we face, but we begin with that new threat from president trump. this morning, president trump taking steps to revoke federal funding from what he calls anarchist cities. the president is asking all federal agencies to send reports to the white house within 14 days laying out funds that can be redirected. trump's memo signaling out washington, d.c., seattle, portland and new york city. the president writing in a tweet that his administration, quote, will do everything in its power to prevent weak mayors and lawless cities from taking federal dollars. overnight new york city mayor bill de blasio calling the move a cpaign stunt and new york governor andrew cuomo claiming the president's order is illegal noting that new york city alone receives $7 billion a year in federal aid for housing, medical and homeland security. cuomo slamming trump.

back now with new video of a massive flood inside this hospital south of boston. they got four inches of rain in 90 minutes. that was back in june. water came in so quickly, it broke down doors, pushed through walls and flooded hallways. everyone safely evacuated but the hospital still closed for repairs. there's growing opposition to a proposal in washington, d.c. to rename schools and government buildings that bear the names of people tied to slavery. those names include washington, jefferson and franklin. a city committee made the recommendation to d.c.'s mayor

good news there. but out there right now, it is foggy over the city. a live look, it will be a mix of fog and smoke this morning as it has been for many previous mornings. the day planner breaks down like this, sun up at 6:41, there is that 17th day of consecutive spare the air. so we'll call it hazy sunshine this afternoon, but temperatures are slightly below average for early september. you can see 70s and 80s in our warmest spots. so a closer look at the air quality, today it looks like the worst air quality will linger in the north bay and also in the santa clara valley. and then it does improve slightly. by friday, we're out of that poor or orange category back into more mod terate air qualit. but the heat will increase greatly. we'll have those numbers for the holiday weekend coming up. in the south bay, it is a winning hand for a sand jose card rooms. they have the green light to start operating again.

but customers will find some big differences beyond just masks and plexiglass. julian glover is live to explain. good morning. >> reporter: good morning. yeah, like most other businesses here after they get the go ahead, we know casino matrix and also bay 101 are scrambling to get things ready so they can reopen, not inside, but they will be doing it outside. a little bit of a twist here as they try to get some business back going again. and it will take them a while to get everything in place because of how regulated casinos are. city council voted to allow casinos operate outside earlier this week. casino matrix plan to move about 28 of their 49 tables outside under an 8,000 square foot tent by the end of the week, they will bring about 3 o300 of thei 700 employees back as well. >> and make sure that our safety
