public health is critical to building a better bay area and the latest numbers on coronavirus infections in california are encouraging. there are nearly 145 new reports of people dying, which unfortunately is above average. but the number of new cases is down, below average. the number of coronavirus patients in the hospital continues to drop, it has been decreasing steadily for weeks now. the testing positivity rate is down to 5.1% over a 14 day average and it hasn't been that low in quite a while. developing news, in san leandro, a police officer there has been charged with felony manslaughter in the deadly shooting of a black man inside a walmart. family and friends of the victims say this is the first , the officer's attorney is criticizing the d.a.'s decision. >> drop the bat. drop the bat. >> reporter: this is video from back in april showing the

moments before officer jason fletcher shot and killed steven taylor inside a san leandro walmart. the district attorney nancy o'malley says that officer fletcher's use of force was not warranted. >> at the time of the shooting, it was not reasonable to conclude mr. steven taylor posed an imminent threat of death or great bodily injury to either officer fletcher or to anyone else in the store. >> reporter: at the time of the shooting, taylor had a baseball bat, officer fletcher's attorney says his client feared for his life and defended himself. >> the law doesn't require even in today's age the officer to have their brains bashed with a lethal treatmeinstrument. >> reporter: and officersased taylor but it didn't work. officer fletcher fired a shot that proved to be deadly. o'malley charged fletcher with voluntary manslaughter.

see how it is pretty empty and then all of a sudden you are seeing headlights come south. that is because the traffic is stop and go on the southbound side. it looks like we have a crash between a big rig and two other vehicles, this is south bound 880 just before the 16th the avenue off ramp there. it does not look like injuries have been reported, and there have been some tow trucks called out to the scene. one lane is blocked and i will keep watching this for you to see when the chp gets it cleared up. but this is the only hot spot. ev

. we're talking about some dangerous holiday heat coming our way for saturday, sunday and monday. you can see millions under the excessive heat watches or warnings all through the southwest. a closer look at what we'll be dealing with here in the bay area is excessive heat watch will go into effect saturday morning and it will last for several days until monday night. we're talking about a large area of the bay area shaded in red, we're talking temperatures well in to the 90s if not triple digit heat. we'll take a closer look at these numberings in the seven day forecast in a few minutes. and in the north bay, questions about the conditions at a hospital where 17 staffers have contracted covid-19 while working without a labor contract. these infections started at least two weeks ago in the

medical/surgical unit. santa rosa memorial is insisting that it is safe for both patients and workers. >> what we know now, it is isolated and under control and we're on the right path here. >> we love our job. we come to work. we come to help people. but yes, we are worried, we are scared that, you know, we can get sick and we can take this home to our family, our parents, our children. >> employees say the hospital could have done more sooner to keep them safe, compounding the stress, a union negotiation that has left support staff without contracts for more than a year now. a major development in the fight against covid-19 is sparking both anticipation and some concern. the cdc issued guidelines asking all 50arge u.s. cities to be ready to distribute a vaccine possibly by late october or early november.

liz kreutz has the details. >> reporter: the directive telling states to prepare 30 a possible release of a covid-19 vaccine seems to confirm hints dropped by administration officials for weeks. most recently, dr. anthony fauci tried to calm concerns over a vaccine being released early before it has completed clinical trials saying early release would need to be backed up by overwhelming data. >> you don't want to be available unless it has been shown to be safe and effective. >> reporter: an early release could be ordered through an emergency use authorization, the same emergency power the administration has used for drugs like hydroxychloroquine and blood plasma. but many raise red flags about potential problems with that strategy. >> i think that we're all worried about that. >> reporter: an infectious disease expert at stanford says effectiveness is key to winning the public's trust and ensuring

signed into law will prevent many renters from facing eviction for now. it does require people to pay at least 25% of their rent. >> we're not only supporting renters, be want to we want to e to the needs of particularly small property owners, people with just a few units. >> the governor also announced california's new $300 supplemental unemployment benefit that will begin september 10th. there has been some confusion whether a san francisco dining institution is permanently closing. tommy's joints was vandalized last weekend and the buzz on social media suggests that this restaurant will be shutting down for good. but the owner says not giving up just yet. neither are the restaurant's many fans. >> i mean there is not much on this street that is kind of old san francisco style. so it would be a shame if they were shut down. but i think that is kind of the new trend. >> that's tough.

a northern california fisherman has a story of a catch he probably hopes to never reel in again. fishing guy john says he and his father-in-law pulled a live pipe bomb from thean't get through i. this is near the mouth of battle creek last weekend. oh, my goodness. he says they moved to the shoreline, they waited for deputies to get there. tlisten, while they were waiting, another fisherman pulled another pipe bomb from the river. he thinks that it could be from other fishermen trying to cut corners. >> i think that they are probably trying to blow up salmon and knocking them out and having them float up and taking them, that's what i think. >> i just cannot -- so the bomb squad later confirmed both devices to be live pipe bombs.
