rescue people failed. emergency personnel were loading up at a california national guard base. and ambulances were seen leaving. >> two people are trying to be reached. 14 at china peak and 50 at lake edison. the locations are east of the fire. crews are trying to get to the trapped people by helicopter. they are going to try using night vision goggles. the bay area is dealing with dangerous air quality, smoke and fire damage and power outages. >> pg&e is warning it may declare a psps, public safety power shutoff. that's possible in these 22 counties, including lake, and

sonoma counties. we begin our team coverage with j.r. stone in a santa rosa neighborhood that's about to go dark. >> reporter: yes, larry. while all of this is going on here, the walbridge fire in sonoma county is causing issues. it jumped a containment area east of gernville. evacuations have been ordered. while that's happening, there's fears of the wind picking up in this neighborhood. >> this address is going on for sure. no question. >> reporter: jill is describing the emergency message that she received monday, where her new home is being built in santa rosa. the last one burned to the ground in the 2017 tubbs fire. pg&e says this is a public safety power shutoff.

about 23,000 customers in sonoma, napa and lake counties could lose electricity. if it goes, it will likely be out for 48 hours. >> here with go again for me. >> reporter: pauline and her husband, zach, were one of the fortunate families in 2017. their homemade it but others in the neighborhood burned. fas fast-forward to this week. zach and others are cleared their brush. >> after '17, everybody learned. don't take it lightly. >> reporter: the conditions aren't going to be as bad as during the tubbs fire. >> this event is not what is upper level support. we don't anticipate it being that strong. >> reporter: she says it's frustrating. >> this is burns down again, i would never come back. i wouldn't even drive up the hill. i mean, it's just been, you know, one thing after another.

shutoff. the reason for the planned power outages, the weather. you can see the camera bouncing a bit, that's from the wind. drew tuma has a look at the k t current conditions. >> a red flag warnings is in effect. we are tracking the strong offshore winds that are developing in the overnight hours. right now, winds are gusting over 20 miles per hour per hour in spots in the north bay. they will increase in the next 8 to 12 hours. future fathweather, by 6:00 in morning, the gusty offshore winds are gusting over 40 miles per hour in spots, dragging in some warm air, very low humidity, increasing our fire danger greatly. we have a wind advisory in effect in the north bay, as well. this begins early tomorrow morning for the very strong winds.

nature's version of it. >> reporter: we want to make sure we try to prevent if there were to be a fire, going from one section of the grass to the brush to the trees. >> reporter: on a 110-degree day, they are doing their best to prepare during a hectic fire season. >> we had two strike teams coming back, that were close to 17 days nonstop. >> we have full colors. the redwood tree that was on fire. >> reporter: then, a nearby call for help. our ride along ended when fire crews had to respond to novado boulevard, where a resident was setting fires in the area. >> we observed a third fire being lit at that time. if someone is suspensiintention adding fires, it's adding insult to injury right now. >> reporter: police arrested a homeless man for the fires.

marin county is closing parks and open spaces. in marin county, kate larsen, abc 7 news. back to the developing news out of fresno county. the creek fire has been out of control, trapping hundreds of people. we have the latest from the front lines. >> reporter: work continues through the night to get a hand on the creek fire burning in the sierra national forest. the last update was that the fire had burned 135,000 acres and is currently at soo0% containment. there's been massive losses when it comes to homes and buildings. there's no exact count and that's a reason for that. the fire is unpredictable, erratic and dangerous, making it difficult for the crews to get into the impacted areas and take in inventory of what's been damaged and what's been destroyed. the crews are facing challenges, as well. one of the most is the thick

smoke up in the air. it's preventing crews from making their way to the area. and rescuing some people left behind that are stranded or stuck. people are being held at four different refugee areas. about 1,000 firefighters are battling the creek fire. that number is expected to increase as the week progresses. new details on a rescue effort to save campers at the mammoth pool reservoir last night. the air national guard deployed a blackhawk and a chinook helicopter that pulled 200 people to safety. the pilots are calling this mission, the most dangerous of their careers. >> we knew that it was a dire situation. we knew that this was not going to be anything like we had in the past. >> the pilots at the controls,

nearly 87,000 acres and 80% contained. new at 11:00, some chased from their homes by the czu fire is returning to find that resettles is coming with problems. people living in the san lorenzo valley say it's best to stay away. >> it is very frustrating. i want to go home. >> reporter: the czu complex fire forced robert and his family from the boulder creek home weeks ago. they got the all-clear to go home. but living conditions leave a lot to be desired. >> there was no internet, no power, no water, we were out. >> reporter: the san lorenzo valley water district, lifted its do not drink or boil water notice, for 2,600 homes. 500 remain under the order. of those homes, 354 are outwater

completely. the fire torched seven miles of pipeline in the district. water distribution stations were set up to serve those that have returned. >> we don't have water service at our house. our house is half-burned and we lost two other homes completely to the ground. this is the water we have. >> reporter: resident brian garahan saw that devastation up close. here he is on the night that boulder creek was evacuated to live homes. now, he's laying pipe and helping to restore water. >> i can't move back in until i have water. by helping the water company, i can get the water system going sooner. we can all go back in and enjoy life again. >> reporter: it will be some time until boulder creek is back to a familiar normal. for robert, he doesn't plan to return until power is restored. according to a text he received from pg&e, the time away could total one month. >> september 19th, at 8:01 p.m.

dozens of bay area schools could reopen this week. some of the first could be tomorrow in marin county that's given permission to 15 schools. those out of work will get a boost from the state, receiving an additional $300 from the checks in the employment development department. and the state's positivity rate is inching downwards. it's at 4% over the last seven days. the heat had people flocking to bay area beaches again today. police had to do traffic enforcement at ocean beach in san francisco because drivers were double-parking. there were a lot of people on the sand again. another place people tried to beat the heat was half moon bay. we saw lots of people lounging on the beach and getting into the water. the city chose to keep its beaches open for the entire holiday weekend. everybody wanted to cool off.

tell us there is cooler weather coming our way. >> we're going to find a gradual cooling to the heat. the cooling trend will take a couple of days. record-setting temps and poor air quality. that will continue over the short-term. tomorrow and wednesday, spare the air days do continue. we'll likely see poor air quality as smoke continues to linger in our atmosphere. looking at the temperature change, it is cooler compared to last night. 17 degrees cooler in san francisco. 11 degrees cooler in oakland. away from the coast, it's a warm night. 92 in brent wood. 85 in concord. 75 in san jose. it is a warm night in cloverdale. atemperature of 87 degrees. the marine layer is absent. it's a mild night, cooler than last night, but on the warm side. 60s to 70s over the next 12 hours. the big story will be the winds that we're watching very closely

in the north bay mountains and the east bay hills. a red flag warning is in effect there. it will go into effect at 10:00 a.m. tomorrow morning for the santa cruz mountains. areas in red on your screen is affected by the red flag warning or the offshore winds to develop overnight tonight. future weather, first thing tomorrow morning at 7:00 a.m., you can see the offshore winds, really gusting over 40 miles per hour. and it looks like the stronger winds will occur in the mountains of the north bay. and that continues through the 10:00 a.m. hour tuesday morning. we'll look at the fire danger ind index, that takes into account how strong the winds are, how low the humidiy is and warm the temperatures are. into tuesday morning, by 7:00 a.m. in the north bay, we are in the very high, extreme fire danger. that continues into the air on tuesday. the critical period is 3:00 a.m. tomorrow morning to 3:00 p.m. in the afternoon.
