in 2001 vowing to never forget. in san francisco, amy hollyfield, abc 7 news. the annual commemoration will be held at ground zero in new york city with some additional safety members behalf because of the covid-19 pandemic. this year there will be no live reading of the victims names. organizers will instead play recordings of family members reading the names. the ceremony will honor the 2983 men, women and children killed in the attacks at the world trade center, flight 93. president trump will participate in the remembrance ceremony in shanksville, pennsylvania at 6:45 this morning. democratic challenger joe biden will be in new york city at 5:30 for the 9/11 memorial ceremony.

and then he will travel to thanksville to pay his respects in the afternoon. mike pence plans to participate in new york city at 5:40. and senator kamala harris will deliver remarks at a remembrance ceremony in fairfax, virginia. abc news will have a special report to observe a moment of silence marking the moment the first plane crashed into the north tower. we'll bring that to you live at 5:45. back here at home, here is a look at just how dramatic the air quality has changed in san francisco. so the picture that you see on the left, that is from the end of august. the middle is wednesday and the one from the right is what it looked like yesterday afternoon. and it is not just unhealthy air. these wildfires are making it rain ash around the bay. in the east bay, drivers were racing to get their cars cleaned up in oakland. >> you put your windshield

wipers on, it was just brown yucky stuff, gunk. >> according to driving.com, ash mixed with fog, rain, can create substances that are really harsh on your vehicle's paint and trim. the bay area has been dealing with some of the worst air quality we've seen in years. so you can track it, use our air quality tracker at abts oig. the north complex is now the tenth largest fire ever in california and the deadliest fire in our state so far this year. seven more people have been found dead. the complex is burning north of sacramento. more than 247,000 acres have burned and it is only 23% contained. the last reported deaths bring the total to ten. 16 people right now are

unaccounted for. at least 2,000 structures have been damaged or destroyed, one reporter went to a burned home in oroville and spoke with the homeowner's daughter. she has reported her parents missing. >> is this your parents' home? >> yeah. is there an a frame house to the left? >> oh, no. that is so difficult. chico state anthropologists will be helping to search for remains this week. a white house spokesperson says that president trump called governor newsom yesterday to give his condolences and his support. and a beloved camp has burned in the north complex. its facility sustained significant damage.

and now it needs our help. here is kate larsen with one of the top five stories on abc7news.com right now. >> reporter: nestled on a little lake, this camp was a refuge for children affected by cancer. >> it feels so sad that something with so many precious memories has been so scarred. >> reporter: this week the north complex burned through the camp which sxwram any's five children have all attended. his youngest was diagnosed with a rare lung tumor when she was six months old. >> so many children there have scars and now the camp is scarred. >> the people are not gone. >> reporter: for anna and nina, those people are other kids whose siblings also have cancer. >> it helped me understand that there is other people going through this and that we need to

go through it together. >> reporter: and she is now eight, cancer free and a three year veteran camper. >> i love swimming there, i also love the camp fires, those are really fun. >> reporter: but because her cancer is genetic, he have three months she has scans, blood draws and treatments z. >> you kind of pretend that we are normal. >> it was such an important place for such a long time. >> reporter: a pediatric oncologist helped found the camp almost 40 years ago where 800 kids now camp every summer, many of them his patients. >> it completely changed the relationship we have the next time that they came back to the clinic, they were much less nervous and frightened. >> reporter: the camp is free for all families and the doctor says that they will find a way to rebuild, but they need help. you can donate any amount on their website.

kate larsen, abc 7 news. >> and all the donations are being matched in honor of child cancer awareness month. there is a link on our website to donate. and the pandemic's impact on the economy is just one of the key areas we're focused on. and there is new details this morning about san francisco and its plan for reopening and it includes some outdoor businesses. we're talking about hair salons, barber shops, massage services, nail salons, gyms and fitness centers. the city will require all employees and customers to wear masks. the city has set some goals for further reopening on september 2 1, indoor museums, zoos and aquariums can reopen with limited capacity. by the end of the month, low risk indoor activities like places of worship could be back open too.

the city hopes that middle schools can reopen next month with high schools after that in november. california health and human services dr. mark gamly says that he will continue to stay focused to getting covid-19 rates down now as big holidays including halloween are approaching really quickly. he says halloween will need to be much different this year. >> certainly the way we've trick or treated in the past is not the way that it is done this year, it may in fact the safest thing to not do at all. >> and the same applies to thanksgiving, hanukkah, christmas, new year's. all of those bring families together and it is those gatherings that eventually create spikes in the number of cases. coming up, fed up with excuses and inaction. the growing frustration over growing mounds of trash. and a high tech product designed to keep us safe from

pretty impressive. so let's look at what happens to our temperatures this afternoon, they have been well below average. most of us stuck in the 60s. a sprinkling of communities in the 70s. and no sunshine to be seen. this is day three without sunshine. but as we look at the forecast, you will see a little more sunshine through the weekend. and you see as we head throughout today and into tonight, the fog will be pretty thick. and tomorrow, a wind shift, and some clearing tomorrow late. some improving air after we wake up to nastiness once again. and this trend continues into next week, even a chance drizzle possible. we'll talk about that coming up in the accuweather 7 day forecast. first good morning to jobina. hi, mike. looking very dapper this morning. good morning, everyone. so those visibility issues that

mike was talking about i'm also seeing this morning. and it will make for some pretty dangerous driving conditions. this is a live look showing the golden gate bridge. there is a fog advisory issued. and as we bring in the maps, you will see that smog, fog and smoke, blanketing so much of our area. and we actually did a report, i know people have been curious about the traffic levels on our bridges. and traffic on the bay bridge right now is about 85% of normal traffic. and this is talking pre-pandemic here. when you move over to the antioch bridge, we're seeing that it is 82% of normal traffic levels. over to the benicia bridge, 88%. and we move to the richmond/san rafael bridge and it is 78% of normal traffic running there. and in the south bay, we have

the san mateo64% of normal. and then the lowest, dumbarton bridge with 56%. and all the way up to the golden gate bridge, that is coming in at 60% of normal traffic. so that is now in this pandemic. and there is a head's up in san francisco, residential parking enforcement resumes on monday. if your permit has expired, you can

welcome back. let's show you what is going on from south beach. not quite as smoggy here which is unusual. and we do have low visibilities this morning. so looking at san jose, how cloudy and nasty air this morning. temperatures cooler in the 50s this morning and it will be well below average, barely in the 60s and 70s by 4:00. make sure that you wear a mask if you can when you are outside, that will keep you safe from the particulate matter that is in the air.

people living near a massive illegal dump site say they are tired of the city's excuses and inaction. finding solutions to these kind of efforts is part of our effort to build a better bay area. and as amanda del castillo found, that will be a monumental task. all right along busy month ter ra month ter ray road, an illegal dump site. >> i think just 15 cars out there completely disassembled and mounds of trash. >> reporter: david created online petition demanding city leaders find a time line for trash removal. he says the mounds have grown even more massive and noticeable within the last four months. sunnyvale recent curtis swayne pulled over to take a look. >> i don't know what to think about it because this is insane. and it goes down the whole way. >> reporter: neighbors are pleading for people to stop
