the killing of george floyd sparked many to ask what can be done so this can never happen again? >> reporter: since the police killing of george floyd, several states have passed or introduced bills that relate to police reform and regulating use of forbsz. in california more than a dozen were introduced this summer and only a handful passed, including one that bans the choke hold and another says the department of california of justice will investigate police killings. one bill that failed to come up for a vote was the bill that would have made it possible to ads of oicnown as decertifica o states that doesn't have a law of this kind.
