cleanest days moving forward. here's a look at the north bay. look at this. we have napa and ukiah and sensitive groups and everybody else, okay. until you get to san rafael, oakland and then look at livermore and go down to redwood city, fremont, san jose. just keeps getting worse as you head south. all the way down to the monterey bay. here's a look at sfo this morning. fog in the north bay and smog for the rest of us. temperatures going to be a little bit warmer as the upper levels like they did yesterday continue to get brighter as less smoke is up there. i'll let you know where less smoke is down where we breathe, coming up. this is day 29 of our spare the air and a doctor told one of our reporters it's like smoking eight cigarettes, even if you're a nonsmoker. that is the kind of stuff you're putting your lungs through every day. amy hollyfield with how people are continuing to cope with this

bad air. amy? >> reggie, another day to keep your mask wardrobe you have your pandemic mask and you also need your smoke mask because it is another spare the air day. here's a look at what we saw yesterday and what we can expect for today. smoke covering the area. terrible for us to breathe. in fact, medical centers across the bay area are saying they are seeing more and more patients in this last week. many of them with smoke-related issues and complaining of chest pain, of coughing. we did see a lot of people or some people out and about yesterday. some of them just saying they had to get out and they had cabin fever. >> you try to keep moving the best you can. try to get as much fresh air, you know, as you can. >> it has been heartbreaking. i hope that it clears up really soon and we get blue skies and we can start breathing again. >> health officials advise that you don't exercise outdoors

during these conditions. stay in as much as you can. you know, i heard a lot of y pod to be oong g arhis day and it's still supposed to be unhealthy air today. so, stay inside, if you can. reporting live in walnut creek, amy hollyfield, abc7 news. >> i believe nothing any more, amy. thank you. of course, all the smoke is having an effect on our health. doctors say people who have pre-existing conditions are urged to stay inside. smoke can cause decreased lung function and doctors say it can even cause strokes in older people. scientists at stanford are researching the long-term effects. they say early findings show polluted air creates changes in our immune system. >> paced on the air quality today that's like smoking eight cigarettes a day, if you're just outdoors without a mask just breathing normally. >> see, there's that stat i was

masks in sight. >> right now the penalties is a misdemeanor. we don't want people to be criminalized. but we want compliance. this is a last resort. this is not, we're not just going to go around and start finding people. our goal is to try to encourage our community to really be good neighbors. >> other bay area counties have all passed similar mandates. marin county issued 14 fines for not wearing a mask and contra costa county issued one fine. a pittsburg bar owner is facing charges for serving alcohol indoors. the skorz sports bar on railroad avenue. charged the owner with two counts including violating a health order. currently bars are not allowed to be open to the public because of the pandemic. president trump is back on the campaign trail today following his visit to california. yesterday he met with the governor and got into a climate

change clash with the state oficial. >> it will start getting cooler. you just watch. >> i wish science agreed you. >> i don't think science knows, actually. >> the president was in sacramento for a wildfire briefing yesterday. he blamed our wildfires on the lack of forest management. the president also disagreed with california's secretary for natural resources about climate change. >> this doesn't have to be a partisan issue. science, again, tells us that this climate change is driving this catastrophic fire experience that we're having this summer. >> and the governor said the meeting was an opportunity to remind the president that more than half of our forest land in this state is under federal jurisdiction. governor newsom got a chance to tour an animal rescue in butte county. this was yesterday afternoon. he said the state has to focus on prevention, forest management and climate change in its effort

category 2 storm and expected to make landfall tonight near the mississippi/alabama border. here's a live look right now. checking out pensacola. you can see the beach there in florida. doesn't look too bad yet. hopefully we're really pulling for the best here. the -moving storme gulfng win of100 miles per hour. officials fear that the hurricane will stall once it makes landfall dropping more than 20 inches of rain with life-threatening storm surge. >> that is concerning. the longer it stays out in the gulf of mexico, the more and higher the likelihood is that it continues to grow. >> there are currently five tropical cyclones churning in the atlantic. the national hurricane center has just one storm name left, wilfred. this is something really incredible yesterday. after that storm forms, we'll have to use the greek alphabet to name the storms here because we've essentially run out.

the national hurricane center does not use x, y and z names because there aren't enough names starting with those letters. mike, when you told us this yesterday, i was reall r r r away. people are worried down there about what sally might bring. >> they also don't use q and u. we have 21 names every year that are a blend of french, spanish and english names and they alternate male or e-mafemale. an amazing amount of rain. yesterday we were talking about how slow it was moving. now down to 2 miles per hour. it hasn't made landfall yet but it is going to eventually and you can see the warnings and watches out there. gusts to 110 miles per hour. 10-foot coastal surge and then the risk, high risk of damage and loss of life. look at some of these rain totals the next 48 hours. pensacola nearly 12 inches and 11 1/2 in mobile. new orleans. we were so worried about new

orleans and it is going to receive a lot lesser amounts as the westward push of this storm looks like to be lessening. atlanta seven inches. quite a bit more. let's talk about what is going on back home. a whole lot of smoke and fog. livermore at 58 and low 60s to our inland east bay neighborhoods and you can see the fog thicker across the north bay and 64 in oakland and hayward. 61 in san jose and 60 in los gatos and pacifica some of our warmer spots.rnat inland eastay toy. poisibility on the roads this morning because of the smoke and fog. here's a look at your smoke forecast and you can see the north bay that is the cleanest as we head throughout today and into to and then most of us will be pretty clean wednesday. thursday is looking a little iffy as is friday right now. at times, but they could be some of our cleaner days as you see saturday is not looking quite as

for thursday and friday. but this weekend is looking a little dicy and i'll show you that coming up in the accuweather seven-day forecast. liz? >> thank you, mike. tonight the walnut creek city council will address the steps of training and improved police response after the deadly involved shooting of a mentally ill man. police body camera recorded this june 2019 shooting of 23-year-old miles hall. his mother and grandmother called for help after they claimed he threatened him. officers shot hall who was armed with a metal bar. walnut creek has since made it a goal to expand training so that officers are better equipped to handle mental health emergencies. this week as we work to build a better bay area, we're focusing on race and social justice. a huge part of that is policing and police reform. the police killing of george floyd sparked many people to ask what can be done so this doesn't happen again. now, california lawmakers are discussing some policies that could lead to change. >> since the police killing of

george floyd, several states across the country have passed or introduced bills that relate to police reform and regulating use of force. in california, more than a dozen bills related to policing were introduced this summer. only a handful passed the legislature, including one that bans the chokehold. the california department of justice will investigate police killings and enshrines reporters' rights in covering protests. one bill that failed to come up for a vote was sb 731. a bill that would have made it possible to strip officers of badges conducted of certain crimes or misconduct. it's known as desertification and california is only one of t in order to see real change. >> we can ban chokeholds and define the grounds of what police can and cannot do at protests but what needs to happen in the state of california and we're behind the times is we need to get all of these dirty officers off of the streets. >> james birch with the

anti-police terror project supported the bill. brian marvel, president of the peace officers research association of california was against it. but not entirely. he says it is in favor of a decertification but who gets to monitor the licensing. >> one of the things that we're really looking for in the police licensing piece is something that is fair and provides due process rights, which i think anybody who has a professional license would want the exact same thing. >> reporter: the hope is to find common ground and there is another policy that could do that. ab 2054. >> a bill that provides a crisis response without the use of law enforcement. >> reporter: both birch and marvel agree finding alternatives to police is one good solution. >> when somebody calls 911 there is that expectation that a police officer will come and fix the problem and that may not necessarily be the case in all circumstances. we have been advocating that there needs to be changes for many years.

still sitting right where we breathe and then we have drizzle possible and cooler temperatures thursday and friday. and that should translate into some of our cleaner afternoons. here's the area of low pressure bringing much needed and unfortunate very light showers to just select cities along the pacific northwest and not really doing much of a dent for their fires and is bringing hopefully slightly cleaner air because they had worst air qualthy than we had the last couple days. the low to the south is one i'm watching for us the next couple days. until then mid 70s to 80 down in the south bay and los gatos and gilroy. and we head up the peninsula 77 in redwood city and mid 60s along the coast today. look at that 70 in downtown and 72 in south san francisco and 74 in sausalito. low to mid 80s through most of the north bay valleys with mid 60s along your coast and low to mid 70s along the east bay shore. mid 80s to a 90 out in brentwood. tonight is milder and not quite

lethragy or irritabilitrritabil. breaks down the readings around the bay area. san jose city council will meet today to discuss police reforms and also expected to reduce additional body cam video from the george floyd protest earlier this year. this week as we work to build a better bay area, we're focusing on race and social justice. julian glover is live with what we can expect at the meeting this morning. good morning, julian. >> hi, good morning, liz. yes, it will be pretty packed san jose city council agenda today. the focus, as you mentioned, the san jose police department's response to the protest following the police killing of george floyd and what the department can do differently going forward. the council will review hours upon hours of police department video and the may and june incidents including a collision between police, motorcycle and a running pedestrian and the incident involving officer jared

yuen. also reviewing the 230-page report outlining the department's count of what happened during that period of civil unrest. another big development expected to come out of this meeting, though, the council will vote on six changes including the minimum age that minors can be handcu handcuffed. they're going to try and pass something about stop hiring recruits with tattoos linked to potential hate groups and also prohibiting sj officers from covering their badges among other changes being proposed there. facing a federal civil rights lawsuit over the use of rubber bullets during those protests in may and june and those large crowds banning those rubber bullets and other projectiles is another item the council will take up today. we expect to get a lot of new information out of the council meeting start at 1:30. reporting live, julian glover, abc7 news. >> julian, thank you.
