there yet on this tuesday, september 15th. we'll check in now with meteorologist mike nicco to watch our progress. hi, mike. >> hey, reggie. hi, liz, jobina. hi, everybody. thanks for joining us this tuesday. it was brighter yesterday as the wind shift did clear out the middle and upper parts of the atmosphere and still locked into the marine layer. you can see right here across the monterey bay and the south bay heading up through the bay and into the east bay. not until we get to san francisco, concord, san rafael, napa and ukiah. unhealthy for those most sensitive and not, it's fine for all of us around fairfield, santa rosa right now. that's some good news. let's look at what is going on. fog across the north bay. visibility a half a mile and smoke for the rest of us and warmer temperatures this afternoon. 60s, 70s and 80s. >> mike, thank you. 29 days and this kind of air is a long time for anyone and we are seeing people who are starting to see those effects in

measurable ways when they go to the doctor. amy hollyfield is live for us in walnut creek without people there coping with more bad air. amy? >> hi, reggie. i just checked the air quality here in walnut creek and it's hovering the aqi is hovering around that 150 point and that's right where it is unsafe for everybody not just for people in the vulnerable category. we will see another day like this one. here's video of the air yesterday where that smoke and inhaling it is bad and this air is just terrible for us. and medical centers around the bay area say they are seeing an uptick in patients, many with smoke-related issues. >> we're definitely seeing over the last week the chest pains, the shortness of breath, asthma. we would call it bronco spasm and palpitations and certainly the headaches. >> we do see some people out and

bout, of course. many of them saying they just health officials say you should not exercise, though, outthese . do that indoors. it's just too dangerous to be breathing that heavily outside. so many people over the weekend had their hopes set on today, tuesday. so many people saying tuesday is going to get better. we're going to see better air on tuesday and it's still considered unhealthy outside today and don't rush out for that golf game or tennis game today. that big run you are hoping to do it still isn't considered safe. reporting in walnut creek, amy hollyfield, abc7 news. >> it is really more than that because it is having an effect on our health. doctors say people who have pre-existing conditions should really stay inside. smoke could cause decrease in function and cause strokes in older people. scientists at stanford is now researching the long-term

immediately if people don't wear a mask or properly social distance. mayor jesse has heard of instances where people are willingly breaking the law. that includes just off the uc berkeley campus where fraternities and sororities had large gatherings with few masks in sight. >> right now the penalty is a misdemeanor. we don't want people to be criminalized. this is a last resort. this is not, we're not going to just go around and start finding people. our goal is to try to encourage our community to really be good neighbors. >> other bay area counties have all passed similar mandates. marine cou marin county issued 14 fines for not wearing a mask. president trump back on the campaign trail. of course, he was in sacramento area yesterday and that's when he met with governor newsom and got into this interesting exchange with a state official. >> it will start getting cooler. you just watch. >> i wish science agreed with

you. >> yeah, well, i don't think science knows actually. >> the president was in sacramento for a wildfire briefing yesterday and he blames our wildfires forest management. the president also disagreed with california secretary of resources. >> science, again, tells us that this climate change is driving this catastrophic fire experience that we're having this summer. >> now, newsom said the meeting was an opportunity to remind the president that more than half of forest land in the state is under federal jurisdiction. governor newsom also got a chance to tour an animal rescue in the north complex fire in butte county. this was yesterday afternoon. and he agrees at least partially with the president by saying the state does have to focus on prevention, forest management, but also climate change. in its effort to prevent massive

a substantial settlement with the family of breonna taylor later today. according to "currier journal" it is expected to include a cash payment to taylor's family that may include the largest amount the city has paid to date to settle allegations of police misconduct. the deal is also projected to feature police reforms including police commanders would need to have approval from a judge for all search warrants and officers involved in shootings could be subjected to drug and alcohol testing. taylor was shot and killed by police back in march when officers conducted a raid at her home using a no knock warrant. her death along with the deaths of george floyd, as well as ahmaud arbery sparked protest throughout the summer and into the fall, reggie. >> inest ther interesting, than. to talk more about this bill which recently passed the state

this giant robot which they've named model t is helping convenience store workers keep their social distance and get the job done. it can grasp objects and stock shelves. as you see there workers are kro controlling the robot remotely. it's hard to tell, but that robot is very tall. seven feet. it has three fingers on each hand along with cameras, microphones and sensors. a japanese start up developed model t and you can't buy one. instead the start up rents out the robot for a fee. you know, i have to say, the robot is kind of growing on me but that is probably part of the programming, right? that's what they want. >> it's working. >> it's working. yeah, it's working. >> taking me longer to come around. i just feel like you walk into the grocery store and that's next to you. don't bring anyalong.t -- >> itis. it's very stylized.

survive, some could be saved thanks to liquor licenses. today the san francisco board of supervisors is going to consider allowing certain limited restaurants in north beach to convert to regular restaurants. that means they would be able to apply for a temporary liquor license with the hopes that that would bring them more business. supervisor aaron pesken who represents the neighborhood says this would be a lifeline for at least ten businesses. we will have a lot to say about this one. taco bell is rolling out their own custom wine. it is called jalapeno noir. the wine doesn't actually taste like jalapenos, but it is supposedly a perfect pairing with a cheesy chalupa. right now only selling this wine in canada for $19 a bottle. reggie, yeah, i'm not so sure how well this is going to do in our baypalates. >> i think the bottle looks really nice.

around redwood city, fremont and livermore. but it does get a little bit better and only for those sensitive around napa, san rafael, san francisco, oakland, concord. that means the young, elderly and those with asthma and places go out and take a deep breath this morning and post it. we'd like to see how nice it is. we have some fog across the north bay. that's why your visibilities are dangerously low in places like petaluma and santa rosa. the rest of us are dealing with smoke and the winds are very light it's not going anywhere. it will take the sunlight to burn it off. when it does it will leave a slightly mild air mass behind. you can see the 70s around the bay and even more 80s inland this afternoon. we'll talk more about brighter skies and cleaner air at least for a few days coming up. >> all right. thanks, mike. san jose city counscil will meet to discuss police reforms and release additional body camera video from earlier this r

year. focused on race and social justice. julian glover is live with what we can expect at the meeting this morning. good morning, julian. >> hi, good morning, liz. a pretty packed san jose city council agenda when they meet at 1:30 thoday. the response to the protests following the police killing of george floyd and what the department will do differently euncil will b reviewing hours and hours of police department video of the may and june incidents, including this incident showing this officer's vantage point as they use force against a man during a scuffle and others like a collision between a police motorcycle and a running pedestrian. now, the council will also be reviewing the san jose police department nearly 230-page report outlining the department's account of what actually happened took place during that civil unrest. the council will have lots of questions there. and another big development from

the meeting. the council will vote on six potential changes to the police department's conduct manual, including things like setting up a minimum age and minors can be handcuffed and putting a stop to hiring of recruits with tattooed linked to hate groups and prevent officers from covering their badges. the police department is currently facing a civil rights lawsuit over the use of rubber bullets fired into large crowds during those protests in late may. banning rubber bullets among other projectiles is also up for a vote at that city council meeting, again, that starts at 1:30 this afternoon. reporting live, julian glover, abc7 news. >> julian, thank you. senator kamala harris is visiting california today. the democratic vice presidential nominee will be in fresno to get an update on the wildfires. later she will travel to las vegas. now an abc7 news live desk update. >> at the live desk, tonight the

president and the people. abc news will be holding a town hall in philadelphia alongside the president there where he will be answering questions regarding the election, the pandemic and everything else in between to undecided voters. this comes as the trump administration faces new questions about its handling of the pandemic. a top official in the department of health and human services is accusing scientists at the cdc of, quote, sedition and trying to undermine the president. this follows a politico report that the cdc was pressured to change the weekly reports on covid-19 to fit the president's claims. they are launching a probe into the cdc memos. abc news is hosting a town hall with president trump tonight. chief anchor george stephanopoulos will host the event giving undecided voters a chance to ask the president their important questions before november. watch the president and the people tonight at 6:00 right hre on abc7. reggie? >> jobina, thank you.

contra costa county's updated health order starts tomorrow. personal care services that involve close contact with your face like facials and waxing can operate outdoors. tattooing and piercings are still not allowed. race tracks and card rooms may operate outdoors, film and tv production can resume. the county said it updated the health order to align with the state's new tiered system. c contra costa county is in the purple tier. an update on the city's response to the pandemic. after six months, salons and gyms are among the businesses back open for indoor operations, again. there are new safety rules and restrictions on capacity. >> it's been stressful, but we're all happy. it's a relief for our clients, too. >> i don't know that i'll be able to recover from six months of closure, but i'll fight like hell and i sure am going to try. >> hotels previously limited to

anything and i will listen. okay. >> nice. yeah. watch it. may get off to a slow start and then gets pretty funny, i hear. let's start with our current conditions and along the east bay shoreline where it's dry today but drizzle is possible the next couple of mornings. 59 to about 64 degrees right there in hayward. definitely warmer than everybody else. you can see the thicker fog across the north bay and the cooler temperatures. low 50s there. we even had a 59 at one point in napa and then 63 at san carlos and 62 at san jose and little milder there. in fact your commute today, yep. the farther south you are, the worst the air quality is going to be, but still going to be unhealthy for all of us and the worst visibility during the morning commute. so, watch out for that. spare the air consecutive unprecedented, record setting. however you want to say it. 29 today, 30 tomorrow. a break thursday and friday. however, it could come back this weekend. let me show you what is going on today. you can see the north bay

bring you for traffic. no major issues on our roads this morning. the only backup you're really going to see is at the bay bridge toll plaza. we'll take a live look right there as we can see the metering lights came on at 5:56 this morning. once you make it through those lights pretty much smooth sailing into san francisco. you're just going to experience that backup as you approach it. but if you take the bridge, you know the drill. this is what happens there. also moving over to the south bay now. we want to look at san jose seeing 101 and very smooth ride in the south bay this morning. all over. 880, 280, 101. the situation overall. and that's what i have traffic. as far as the road conditions. i want to let you know about a mass transit update we have. a big update for b.a.r.t. the transit agency is getting a $1.2 billion grant from the federal government to improve the transbay tube. b.a.r.t. says it will use the money to add more trains so it can run up to 30 trains per hour in each direction during peak commute hours before the

shelter-in-place order. b.a.r.t. was we've learned a lot more about the covid-19 virus. it's real. and it's dangerous. so, on behalf of all of us working on the front lines, please take it seriously. and while we don't yet have a cure or a vaccine, we do know how to keep you and your loved ones safe. wear a mask. wash your hands. stay six feet apart. do your best to stay out of crowded spaces. and get a flu shot, it's even more important this year. we can do this. if we do it together. ♪

now your accuweather forecast with mike nicco. >> a quick check of what sally is doing. she's raining a lot. 85 miles per hour with gusts up to 105 and moving at two miles per hour. you can see 60 miles from dolphin island and 80 from biloxi and it looks like it will get spared the rath of this storm as it is turning more north before it get to new orleans. ten-foot storm surge get up to 20, 30 inches of rain. that is the threat the next 38 hours. tornadoes along the gulf coast and look at all that water. flooding a big-time issue down along the gulf coast the next 48 hours. >> mike, thank you. as he's been saying, it is a record 29 days of bad air. and tomorrow is going to make 30. we already know that.
