that redfield misspoke when he said wearing a mask is the most effective way to fight the virus. >> it is not more effective by any means than a vaccine. if you ask him, he would probably say that he can't understa didn't understand the question. >> and the cdc sent a statement to abc news saying wearing a mask is currently the best defense against coronavirus and also reiterated that whenever a safe vaccine is available, a limited supply will go to high risk groups first and then most americans will have to wait on this. governor newsom says california is seeing a significant decline in covid-19 transmission. california saw under 3,000 new cases on tuesday and that is substantially lower number than we saw two months ago. hospitalizations are also down. and in his news conference yesterday, the governor said that there is nothing preventing pac-12 teams from playing and that the state is willing to

work with the league to restart games. and next week restrictions are arur ted to loosen on even more suppressing this latest increase in the case world rate of covid-19. >> the governor himself said he expects to make the announcement soon about when and how a amusement parks can reopen. in the south bay, providers like kaiser and palo alto medical foundation to test aess workers who made a question and those who don't comply face $5,000 fine for every violation. >> and they being a could you daily. so our expectation is that there would be a full complete commitment. >> the new health order also requires that results be reported within three days.

let's take a look at the temperatures, we'll start in the neighborhoods in the south bay where most of us are around 61 to 64. intern just showed up. elsewhere, 59 half moon bay. everybody else low to mid-60s. here is a look at the drizzle hanging in the air. all day good to be outside

containment on the burning in the north bay, it is 98% contained this morning. this is the fourth largest in california history burning more than 353,000 acres. cal fire is also allowing people back into most areas affected by the czu complex. that fire at its peak had displaced nearly 77,000 homeowners in san mateo and santa cruz counties. this morning 921 people are still out of their homes. the czu fire is 95% contained. abc 7 has partnered with the red cross and more than a dozen abc stations in california, oregon and washington to raise money for wildfire evacuees. so we want to welcome jennifer to the show, she is head of the red cross northern california coastal region. thanks for being with us. >> good morning, thanks for

having me. >> so we want to help obviously as many people as we can through you and i don't want my money to be lazy, so i understand that you have an announcement about a bay area company that may be matching some of our funds? >> yeah, i think that i'm not aware of that, maybe you know more than i do. >> oh, okay. live tv! why don't you tell us about what the red cross is doing right now to help people who are in need. >> so believe it or not, this is like day 30 of this response that based on the lightning strikes we had on august 17th and what started those three large complex fires, and we had over 250,000 people evacuated from their homes. and we've been sheltering and feeding people, we've had over

stang in hotels or one of our shelters in santa cruz. as you can imagine during covid, we've changed our policies and practices and try to avoid having shelters like we would normally have, although we have opened some with the state of california's assistance, we've been able to put people in hotels and put them up that way. and we are responding to those hotels and those families providing wrap around services, mental health as well. and then helping them on the road to recovery. of course we've been feeding them. we've served almost 90,000 meals and snacks since then. and we're actually helping people get back to their homes if they have a home that is left and helping them clean up and helping with that effort as

well. >> and and there are such different circumstances and people want to help out as much as they can. so talk about the day of giving and how people can help you in those efforts and what makes this day kind of unique. >> we're very appreciative of abc and what you are doing to help the support of the red cross. when you give to the red cross, majority of your dollars go directly to services. we keep our overhead very low and we're able to do that because of the number of volunteers that we use and that are committed to the mission. when you see red cross people out, about 94% are and here in northern california, we still have about 300 people still on the job. so we'll support people on the road to recovery and we're doing that all over the west coast because you can imagine it is

reasoning and the time line. >> reporter: good morning. yeah, quite the surprise for those parents. imagine if you have a child in those schools, we now know both are pledging improvements to online learning as they have decided to stick with it through the remainder of the calendar year, not the academic year. so they will be doing it through december of 2020. the news again probably a surprise for many parents out there. we want to zero in on san jose unified in particular. why santa clara county, they have improved to the red tier. if santa clara county holds in the red tier for two weeks, all k through 12 schools would be allowed to open, but san j that count are road blocks to in-person learning for its 30,000 students. in santa rosa city schools, they have about half as many

students, 15,000. the superintendent of schools there citing similar concerns over contact tracing and say any plans to reopen would require a significant boost in funding by the federal government according to the press democrat. sonoma county still in the purple tier, the most restrictive tier, meaning only elementary schools would be howed to reophow allowed to reopen if a waiver is approved. so they say plan for more online learning through december. in santa clara county, we know a number of private and charter schools have applied for those waivers, many have been approved. where the large public school system there is essentially saying they don't have the resources to be able to do so at this time. but again, san jose unified, santa rosa city schools doing virtual learning through december of 2020. julian glover, abc 7 news. the good news is we're seeing a decline in coronavirus cases across the state.

the bad news is sonoma county is still a problem spot. it has a transmission rate of about 11% per 100,000 people. and that is roughly 3%ig th anywhery.no cou is still in plan. that means gyms can't reopen. so we talked to a gym owner, he has various gyms including one in marin county, and he says he is getting very impatient and he may reopen his sonoma county gym in spite of the rules. >> i will # 100% risk it becaus it is all politics. >> sonoma county hopes to reach the red tier by the end of the month. it has been sick months since most of the bay area started to shelter in place, so we're taking a look at the sights and sounds of what life was like in the second month of sheltering brought to you by abc 7 news reporters between april

this morning. windshield wipers will be needed from time to time. also out on the water as the fog is reducing visibilities there and it will tbe breezy this afternoon. but no air quality issues. the streak is over. 30 consecutive spare the air days, we are good to moderate all the way through at least saturday and sunday. here is the caveat, that is from the bay area air quality management district. and here is another forecast, and you see friday evening smoke gathering in the north bay. it will be cleared out in northern california, so it will become hazy saturday as the smoke reinjects into the atmosphere and we'll see increasing smoke sunday. so if it is only the lows that are at risk. so get out and enjoy. so mix, drizzle, fog. now over to jobina and see how it is affecting the commute.

we have a number of advisories from the chp. fog advisories for the golden gate bridge and bay bridge and san rafael bridge. in oakland, sn the northun side of 880. we had an earlier crash on northbound 880 right at the 5th avenue off-ramp. it looks like all of that has cleared so these are residual delays. bay bridge toll plaza, you can certainly see the fert is really impacting our commuters this morning. so complete be aware of the low visibility. metering lights came on at5:48 this morning. and so everyone please take your time so we didn't see any crashes out there. so far everything has been pretty minor this morning.
