former member of the trump administration turning against the president. olivia troy who served on the coronavirus task force as vice president pence's adviser tells "the washington post" trump has a flat out disregard for human life. >> the president said maybe this covid thing is a good thing. i don't like shaking hands with people. i don't have to shake hands with these disgusting people. >> reporter: before leaving for wisconsin the president reacting to troy's comments. >> i have no idea who she is. i don't met her -- i never met her to the best of my knowledge. maybe she was in a room. i have no idea who she is. she doesn't know me. >> reporter: in responding to her claims, the white house released troy's departure letter in which she said, it was an honor working with members of the task force. the white house says she's now a disgrunted employee. pennsylvania has extended the deadline for accepting mail ballots making it less likely for the outcome to be known on election night. all ballots postmarked by november 3rd and received by the following friday will be counted. the court is also allowing voters to submit their ballots through drop boxes. the postal service has been

blocked from moving forward with changes that slowed mail delivery ahead of the election. a federal judge sided with 14 states that sued after the postmaster general refused to reverse some of the changes such as reinstalling mail sorting machines. the judge called it a politically motivated move that could disenfranchise voters. we're learning more this morning about a proposal from the post office to send face coverings to every american household last spring. it comes as the white house and cdc remain at odds over two major issues related to the pandemic and now "the new york times" reports some important guidance was released without being reviewed by scientists. abc's andrew dymburt has more. >> reporter: this morning, new fallout for the cdc after the agency allegedly released coronavirus testing guidance without any scientific review. the guidance widely criticized after it was released last month said patients without symptoms should not get tested for covid even if they were exposed to someone who's infected. >> let me tell you right up

front that the new guidelines are a cdc action. >> reporter: according to an email obtained by "the new york times," trump administration officials at the health and human services department rewrote that guidance despite warnings from doctors to actually ramp up testing. it comes as cdc director robert redfield is embroiled in a back and forth with president trump over the effectiveness of masks as well as a time line for a vaccine. >> late second quarter, third quarter, 2021. >> no, we want to go immediately. >> reporter: on thursday dr. anthony fauci defended redfield's estimate. >> you're not going to be able to vaccinate the entire population all at once. >> reporter: the trump administration is also facing new criticism after newly uncovered memos revealed the white house allegedly blocked a proposal from the postal service to send 650 million disposable masks to american households back in april, five for each residence. meanwhile, parts of the country are seeing new setbacks in the push to re-open. in new york city schools have once again postponed in-person

classes. in wisconsin, an outbreak is forcing nearly 120 students into quarantine and the country as a whole is still seeing up to 1,000 deaths each day. overseas widespread protests in israel. the country is said to begin a new lockdown today, and the world health organization is now warning that europe could already be seeing the start of a second wave. and back to that plan to send face coverings to american households back in april, an administration official tells "the washington post" that plan was scrapped out of concern it might cause panic across the country. kenneth, mona. >> all right, andrew dymburt there in washington. thank you. an arizona teenager is in custody accused of firing an assault rifle at state troopers. surveillance video shows a car pulling up next to the troopers in their parked car shooting at them then speeding away. a second suspect was still on the loose overnight. meanwhile, a manhunt is under way in camden, new jersey,

for two gunmen who opened fire on the home of two police officers. investigators have recovered a van they believe was involved. in los angeles, the reward offered for the gunman who shot two deputies has grown to nearly $700,000. now to the devastation caused by hurricane sally. nearly 500,000 power outages are reported across alabama and florida. kayakers were seen in the flooded streets of gulf shores, alabama. hundreds of people near pensacola had to be rescued from flooded homes. one couple wrote, quote, help in attic on their door. they were up there with their dogs watching rescue crews pass by. >> seriously, when they kept on going by not seeing us, i told jack, i said, jack, are the four of us going to die in this house because, you know, we could just see -- see, that's how high the water got. >> reporter: they were brought to safety when they got the attention of a firefighter on a jet ski. sally's rain also left behind flooding in georgia and

>> get it. let's go get it, y'all. >> reporter: harris, a fan favorite from the netflix series, was arrested thursday accused of contacting a 13-year-old boy on social media allegedly enticing him to send explicit videos. the arrest coming days after twin teenage boys filed a lawsuit alleging harris sent them inappropriate photos of himself and asked for sexual favors. the complaint claims that after the fbi raided harris' home thursday morning, harris admitted to sending and asking for important graphic photos and videos from one of the teens. if convicted, harris could face up to 30 years in prison. this morning, netflix saying, like everyone, we are shocked by this news. any abuse of minors is a terrible crime and we respect the legal process. >> y'all get in your formation and let me see it. >> reporter: harris' cheer coach, monica aldama, who is currently competing on "dancing with the stars" has not yet commented. harris is scheduled to appear in court on monday. his attorney will argue for

miami for $100 and seattle to chicago for $90. we have new details about a time line for a potential coronavirus vaccine. this as the cdc warns the u.s. death toll from the virus could reach 218,000 by october 10th. earlier i spoke with dr. alok patel about infection rates, but we started by discussing a proposal from the postal service to address the pandemic. >> let's start with that news that the postal service was planning to send 650 million face masks to every american household back in april, but the white house allegedly nixed that plan. what is your reaction, because i know at the time many people thought wearing a mask could be worse saying that we would touch our face more. but could this have made a difference? >> i think it's twofold. first and foremost getting masks to everyone early obviously could have been a good thing. back in april there were mask shortages, so if every family had five reusable masks could have made a big difference

and for someone who could not afford one. but also you have to think about the fact that around early april is when the cdc started to recommend people start wearing masks. the president didn't start wearing a mask until about july so if we had a mandate, if the government was saying, hey, we should wear a mask and they'll be delivered to you, that could have made a huge difference when we were seeing spikes all over the country. >> dr. anthony fauci says the rate of infection right now is unacceptable as we head into flu season. at the same time the world health organization said the rising number of cases is, quote, very serious. what are we doing wrong? what other factors are at play here? >> one factor a lot of people are saying is, hey, we're testing a lot, but that only accounts for part of it because you have to understand that case positivity is also rising in several states. i echo dr. fauci's concern because we're heading into an unknown right now. we're heading into winter. we don't know what the virus will do in the cold, dry air when people are cuddling up indoors. >> everyone wants some clarity on when a vaccine might be available. moderna came out thursday and said it may not know the effectiveness of its vaccine until spring. dr. patel, what do people need to know right now about the

timing of a potential vaccine? >> i think everyone needs to pay attention to the fact that we th tr talking about when one wi distributed to all americans. those are potentially two different time lines. pfizer or moderna could come out with a vaccine ready for data approval in october or november, maybe a little bit later, but we may not be getting the millions of doses available to all americans until the middle of next year. that's a discrepancy. >> our thanks to dr. patel. in sports the power surge from the yankees. they became just the seventh team to ever hit five home runs in one inning, and they're now the first team to hit at least six homers in three straight games. in hockey the tampa bay lightning are headed to the stanley cup final. they beat the islanders in overtime last night, 2-1. coming up, news from the fast food industry. cinnabon expanding its horizonsf the "september" song.
