decline in hospitalizations and icu admissions and in test positivity. the two-week test positivity average is down to 3.1%. and that is the lowest number since the state started keeping track of this back in april. and while testing declined amid wildfires and poor air quality, it is now ramping back up. >> we're making real progress on building out this very large lab where we will substantially increase our testing well above the 124,000 average daily tests you see reflected in the last seven days. >> now during a news conference yesterday the governor announced $236 million in a second round of funding for project home key. that is a project to purchase permanent housing for people who are experiencing homelessness. the cdc has taken down information on its website that coronavirus is airborne. the centers for disease control and prevention said it made a mistake and posted the

information in error. how long the virus lingers in the air and how far it travels after someone sneezes or coughs has been a debate. the new, the evidence was posted friday before being taken down. it suggested that the virus can travel beyond six feet and linger in the air. dr. richard bessler weighed in this morning on "gma." for more details, you could check "good morning america" right here on abc7 starting at 7:00 a.m. senate republicans will meet for the first time since the death of justice ruth bader ginsburg. the fight over filling ginsburg's seat letes up less than two months before the election. here's alex presha. >> now with just 4 it dares left before the election, this morning president trump is pushing forward with plans to nomate a replacement for justice

ginsburg by the end of the week. democrats and republicans are now dchding their positions. both complete reversals from the recent past. republican senator lindsey graham said this two years ago. >> if an opening comes in the last year of president trump's term and the primary process has started, we'll wait until the next election. >> reporter: now as chairman of the judiciary committee he says he'll help usher a nominee to a vote on the senate floor. senate majority leader mitch mcconnell refused to consider president obama's pick to fill justice scalia seat in 2016. saying things are different because the senate and white house are both controlled by republicans. joe biden is also facing questions for comments back in 2016. when he said the president has a constitutional duty to nominate a justice. >> i would go forward with the confirmation process as chairman. even a few months before

presidential election. >> reporter: but the democratic nominee says this year is different because voting has already started. >> how is it any different, though, fr 20 was -- monthseft year. >> it was election year not the midst of an election. there's a big difference. >> reporter: meanwhile the white house says the president met with one of his top contenders monday amy coney barrett. taken interest in barbara lagoa and toy would the idea that picking her may be beneficial to his chances in florida, a key swing state. the president says he plans to possibly meet with lagoa when he visits miami on friday. happening right now along the gulf coast, tropical storm beta is dousing texas and louisiana with winds and heavy rain. so, we're taking a live look right now at galveston, texas. you can see look at the waves showing you intense the storm is right there.

nearly 11 million people are across flash flood watches and some of these areas are the same one that hurricane laura hit just three weeks ago. but texas could actually get the worst of it this time around. the u.s. hurricane center says the slow moving storm is the ninth to make landfall in the continental u.s. this year. that ties a record that was set in 1916. the storm could end up lingering along the coast for two days and dumping up to six inches of rain. >> that's the most flooding we've seen here in about ten years. it's right after ike. >> this is also the first time since the '50s that u.s. forecasters ran out of traditional storm names and had to start using the greek alphabet instead. lisa, that is just a lot to think about. >> yeah, you know, that's right, kumasi. there was, i think it was 2004 or 2007 we did run through the

alphabet, but, yes, the greek letters are new and this storm system is really taking its time. as it does, we're looking at that very heavy rainfall lingering from louisiana to texas and now it eventually takes a right-hand turn and begins to pull up some of this moisture into the mid atlantic states. but you can see from today through tomorrow still has tropical characteristics and then eventually becomes an area of low pressure bringing more rain throughout the gulf states. they had a lot of rain, as well. certainly not a good scenario for the gulf coast and as we come back home, we're going to look at some pretty poor weather headed our way by the end of the week. we're just getting back into a cool weather regime with more fall-like temperatures and the fog is at the coast and a breezy afternoon winds. numbers in the upper 50s to near 60 in fremont right now and that's all going to change. current air quality has been pretty good and moderate to good up in the north bay. as you notice over to the east bay and south bay, you've got greens right now. that is good news. it will continue to be pretty

good as that sea breeze arrives later on this afternoon. but as we look at the look ahead for livermore today, forecasting high of 84. 87 tomorrow. it's pretty nice throughout the weekend and then look what happens as we get into saturday, sunday and even monday. temperatures, once again, well above 100 degrees. 68 today in san francisco and looking at 79 in san jose and mid 80s inland and a little hazy up in the north bay. hey, francis, what is going on this morning? >> a few things going on in the livermore area and a high wind advisory for the altamontn pass. if you're coming out tracy, traffic is slow this morning moving at 13 miles per hour. both hands on the wheel through the altamont pass and eastbound 580 near airway there is a solo car crash partially in the left lane. you could see that as you make your way past the scene, but not causing much of a delay in the eastbound direction. westbound 580 drive time from

tracy to dublin is 42 minutes and continuing on to southbound 680 from dublin to mission boulevard and that's green. 15 minutes and also green in the south bay, northbound 85 and 101 to cupertino, 15 minutes. check out the 680 ride right now in walnut creek, the southbound traffic is on the right-hand side. looking good towards highway 24 and another live shot in the east bay. this seems to be the most crowded one of all of our live cameras and headlights are moving on westbound 80 through emeryville heading through the bay bridge toll plaza where no delays right now. kumasi. >> thank you, francis. fire crews will remain on the scene of a grass fire for most of the day. forced people to evacuate yesterday. that fire scorched a retaining wall, some fencing and two acres of land. more than 90 firefighters were able to keep that fire, though, from reaching homes. the number one trend on google overnight the raiders home opener in las vegas.

raid at her home in louisvillet louisvilletlouisville. they used a no-walk warrant and shot taylor eight times. no drugs were found. >> this is not a woman who would sacrifice her life and her family morales and values to sell drugs on the street. >> last week, the city reached a $12 million settlement with taylor's family in a wrongful death lawsuit and that settlement includes a list of police reforms. san francisco police are treating three targeting the c crimes. fire gutted part of a community center at st. gregory church owns on commonwealth avenue. this happened thursday. in july, someone vandalized the armenian school that is associated with the church. patrols have been increased and early saturday morning officers heard gunshots.

they say a bullet hit a sign in front of the school. so far police have not arrested anyone. a san jose couple is pleading with the community to help them locate a stolen food truck. surveillance video was released to san jose police in the video you can see two men towing the truck away. it's hard to identify the suspects, but the white truck is their lead. the devastated family says their truck named adelita was their only source of income and their american dream. >> my food truck because this is for my kids. because going to college university and right now no pay my rent. no pay my bill. >> a go fund me account was started for the family and as of this morning more than $40,000 has been raised. we had our share of mountain lion sightings and some right here by the station, but nothing quite like this. check this out. this video was taken in pacifica

on saturday. timothy was looking for his cat and he looked outside and sa this. he wthought it was a large dog lying in front of his yard but turns out it was a big cat and stalking a group of kids nearby. >> and so i started yelling for the kids to go back inside. and that's when the mountain lion turned around and saw me coming, saw it coming at me and then jumped over the fence. >> this cat is bold. look. turns out the kids apparently weren't the only thing on the menu. a few minutes before this, the mountain lion was seen chasing after the cat he was actually looking for. his real cat. to escape and the kids were too and the mountain lion just went about his business. >> you said the kids were on the menu. >> i mean look how it was looking. p for those kids.gic and under

services secretary is holding a news conference today to give us an update on california's tiered color status. governor newsom says many counties are anticipating moving into orange and red. and there are some that are right on the cusp. the meeting will be streamed live on the department of public health at noon. a focus now on your health and our effort to build a better bay area. we can see a new standard to see counties reopen and involves the difference between wealthy neighborhoods and low income. right now counties are placed in one of four color coded risk tiers based on two factors. the average cases per day and the positive test results. california's department of health is working on a third equity metric to compare neighborhoods. so, for example, san francisco's overall positivity rate is 2%. but the mission district has a positivity rate of 9%. so this measure would require

the mission's rate to come down before the city can reopen. >> this is not just me making a morally compelling argument, this the state and this is local cities telling you, hey, if you don't care, then things will remain where they are. >> the doctor says that we must all work together to overcome the pandemic. santa clara county looking to extend benefits for people in quarantine because of covid-19. county leaders will petition the board of supervisors today to continue the program offering food, shelter and money. the goal is to encourage people to get tested and give them a safety net if they do test positive and need to stay home. saratoga was the first city to he step up and join the county's partnership. >> important in a city like saratoga to make sure that those people have the opportunity to do the right thing. this is a moral issue. this is a public health issue. >> more than three quarters of cities in santa clara county

have joined including gilroy and los altos and the program funded $13 million from the cares act and will last through the end of the year. san francisco is launching a pilot program to help merchants who are dealing with windows that have been smashed by vandals. small businesses in district five that have had their windows smashed could apply for a grant that could pay them up to $1,000. rich table restaurant in hayes valley had three windows broken in recent weeks. across the street at 20th century cafe, they dealt with the same thing. >> work that hard and then to get the call in the middle of the night or to come in first thing in the morning and see that. it's really like, it's disheartening in this way that i can't describe. it feels like a personal attack. >> one contractor we talked to said he had seen vandals target restaurants where people sit outside. a local school hit by a devastating theft just got a major boost.

good morning to you. live doppler 7 right now with a little bit of compressed fog around the bay as we widen the view. you can see a system there up in the pacific northwest. it's going to ride to the north and also going to allow for some breezy afternoon winds keeping us pretty comfortable around the bay and that fog very limited. 63 in hayward and oakland this morning. 56 in napa and 53 in gilroy. so, moderate air quality continues today and tomorrow in the north bay. otherwise just pretty nice. good air quality and we'll be looking at that to continue.
