>> thank you, amy. later today more counties expected to move up to the next level in california's reopening plan. health and human services secretary dr. mark ghaly to reveal the changes at noon. this comes as the state sees another decline in hospitalizations, icu admissions and test positivity. the two-week test positivity average is down to 3.1%. that is the lowest number since the state started keeping track in april. and while testing declined amid wildfires and poor air quality, it's now ramping back up. >> we're making role progress on building out this very large lab where we will substantially increase our testing well above the 124,000 average daily test you see reflected in the last seven days. >> during that news conference yesterday, the governor also announced $236 million in a second round of funding for project home key. that's to purchase permanent housing for people experiencing

homelessness. the cdc has taken down information on its website that showed there is evidence that the coronavirus is airborne. the centers for disease control and prevention said it made a mistake and posted that information in error. how long the virus lingers in the air and how far it travels after someone sneezes or coughs has been under debate for months. now, that new evidence was posted friday before being taken down yesterday. it sumged that the virus can travel beyond six feet and linger in the air. dr. richard besser weighed in this morning on "gma." >> so many instances where there's been political fingerprints on cdc documents and cdc hasn't been out front to explain what is going on. it leads to an undermining of trust and when you lose trust, you lose lives. >> and for more details on this, check out "good morning america" starts at 7:00 a.m. right here on .

new this morning, a retired alameda county deputy being mourned after he was hit and killed by a speeding car. 45-year-old mark mondava was on a bike ride with his 9-year-old daughter in tracy. he saved his daughter's life moments before he was hit and he told her to bike faster and when she turned around she saw a red car smash into a sign. >> i didn't know what to do so i just ran across the street looking for my dad. he is very nice. he is a very goofy dad. >> pay attention because one second you could ruin someone's whole life. >> oh, that poor family. the driver stayed on the scene and family and friends have been donating to a go fund me to help pay for his funeral. this morning, a state of emergency in louisville, kentucky, as police bracedor decision in the breonna taylor

death investigation and that decision could come any time as we learn that six officers are now under disciplinary investigation. federal buildings in downtown businesses, they are already boarded up. the announcement which will come from kentucky's attorney general will decide whether criminal charges will be filed against the officers involved in taylor's death. the 26-year-old died in march when police conducted a drug raid at her home in louisville. they used a no knock warrant to barge in announced and shot taylor eight times. no drugs were found. >> this is not a woman who would sacrifice her life and her family morales and sell drugs on the street. >> last week, the city reached a $12 million settlement with taylor's family in a wrongful death lawsuit and the settlement also includes a list of police reforms. all right. so, the number one trend on google overnight is the raiders

election day. have ay national voter registration day and there is a push to get anyone registered who wants to do so. this includes our neighbors who are homeless in san francisco. the register on the block event will sign up homeless people in the tenderloin who are interested in voting. that event from 9:30 to 1:00 p.m. and next to st. anthony's dining room complete registration on site and learn more on the importance of exercising the right to vote. the event between st. anthy's which supports homeless in the city with rehabilitation and social services and san francisco rising. now, in 2016, the last presidential election year in san francisco county had 80% voter turnout of those who were registered to vote compare that to 75% across the state of california. so, there is still work to be done there. reporting live this morning, julian glover, abc7 news. >> thank you, julian. menlo park-based facebook

helping to register more people. in honor of national voter registration day today they planned a week of action including a registration drive on facebook, instagram and messenger apps to make it easily accessible for people and the goal is to register 4 million voters. happening today, counties will learn whether they have to scale back or push forward in reopening based on covid-19 transmission. california's health and human services secretary is holding a news conference today to give us an update on california's tiered color status. governor newsom says many counties are anticipating moving into orange and even red and there are some that are kind of on the cusp. the meeting will be streamed live on youtube for department of public health and, again, that is happening at noon. a focus now on your health and our effort to build a better bay area. we could see a new standard to help determine when counties can reopen. and it involves measuring the difference between wealthy neighborhoods and lower income

areas. so, right now counties are placed in one of four color coded risk tiers onwo factors. the average cases per day and the positive test results. california's department to other neighborhood. here's how it would work. san francisco's overall positivity rate is at 2%. but in the mission, the positivity rate is 9%. so, this equity measure would require the mission's rate to come down before the city can reopen. >> this is not just me making a morally compelling argument. this is the state and this is local cities telling you, hey, if you don't care, then things will remain where they are. >> the doctor says that we must all work together to overcome the pandemic. santa clara county looking to extend benefits for people in quarantine because they have covid-19. county leaders will petition the
