progress when it comes to covid restrictions. why won't we see a difference? if the state says nail salons can open but the county doesn't, who has the final say? >> reporter: people are upset about the plan by the county to quarantine people for covid-19 at a church in the middle of the city. that story is coming up. >> the 200,000 number is sickening, heart breaking, sobering. >> it really is. that's the doctor's diagnosis of today's milestone in the pandemic. the official loss of 200,000 lives in the united states and conditions could be about to get worse. good evening. thank you for joining us. >> as you heard dr. patel say there, this is sobering. 200,000 deaths from coronavirus in the united states. and nearly a third of the states are in the red zone because their case counts are rising so

rapidly. yet here in california, we're seeing the number of new cases decline. >> today three bay area counties improved their standing on the state's restriction list. alameda, san mateo and solano counties moved. that means restaurants can open. only two bay area counties remain in the purple tier. the most restrictive in the state's system. contra costa and sonoma. there is hope for parents who want to get their children back in school. two san francisco private schools have been given the green light for holding in-person trucks. they applied for and were granted permission to open classrooms. health officials are reviewing the applications for 40 other san francisco private charter and parochial schools. >> abc7 news report he kate larsen looks at what a difference the changes make or don't make. >> reporter: with most bay area county in the red, it meansle

businesses can reopen indoors with limited capacity including restaurants, retail, museums, places of worship, movie theaters and gyms. out of the purple, into the red. today they moved into lower risk transmission category. >> the doctor said there are no early signs of increased transmission because of reopenings but the numbers could always change. >> i will reserve final judgment for a couple more weeks until we really see how labor day date impacts those numbers across the state. >> despite graduating to the red category, alameda put out a note that said there will be no changes to prohibited activities and the county will use the next two weeks to make sure the numbers remain stable. san mateo county is taking a different approach. >> hallelujah! >> reporter: the supervisors --

>> very good move -- >> reporter: were celebrating the new red tier status which means many businesses can reopen immediately. >> this is a big deal. people, unemployment in my district is extraordinarily high. so this is going to bring a lot of relief to a lot of people. >> schools will be able to reopen within two weeks. i think that is really important to parents. and it is really important to kids. >> reporter: solano county can further reopen but the health officer explains that businesses must still operate within sector guidelines. >> the big changes are increased capacity for retail and the resumption of indoor from most other sectors that have been forced to be closed or to operate. so for example, our mall can increase the number of people that are let go into the mall to 50% of capacity from 25. >> reporter: so san francisco is an interesting story. this morning i spoke to the city's department of public health who are hoping and

anticipating a potential move from red into orange. but that didn't happen and here's why. there was some sort of data discrepancy identified between august 30th and september 5th, and it is unclear whether san francisco was in the orange or the red at that time. so right now, while the state works out that discrepancy, san francisco just has to wait in the red until we figure out what the real numbers are. in the newsroom. abc7 news. >> now, abc7 news has a new inactive tool to help make sense of the state's four tier reopening system. it can be confusing. the weekly tier tracker lets you pick your county and see how the numbers are trending. if your county is below its color coded tier for three weeks, it could be moving into a new tier soon. check it out on the home page of our website. today california gave nail salons permission to open indoors regardless of the county's tier. however, county health

departments to have give final approval. when we checked, just about every county in the bay area is allowing them to take customers inside if they aren't already. alameda county is the only one who said no and we are still waiting to hear back from sonoma county. >> california is seeing a steady decline of covid-19 cases with more than 2,600 reported today. that's well below the seven day average of 3,400. the 14-day positivity rate has dimmed all the way down to 3%. the state reported 53 deaths, which is below the two-week average of 94. but the united states has the highest reported death toll in the world. former acting cdc director dr. richard pitchler was highly critical of how our government has responded. >> there has never been a public health crisis in my lifetime like this. when you have political leaders with one message there is nothing to worry about and every public health leader saying this crisis is severe and our actions can save lives, it leads to the

situation we have in america where so many people who are dying needlessly. >> a new study finds most infants are well, even when mothers are infected by covid-19. it's the first report in the country of infant outcomes through eight weeks of age. there was a higher rate of neonatal intensive care unit if the mother was ill two weeks before delivery. the study looked at 263 births. while they said the initial findings are reassuring but the majority were from third trimester infections and they'll get a full picture of risk throughout pregnancy. halloween will be a bit different this year because of coronavir coronavirus. the cdc is recommending people skip the door toer due activities. instead they recommend pum kim carving at home. even a virtual scavenger

inside are homeless. >> this end of town has gotten hit pretty hard. our business is down two-thirds from what it was. >> reporter: the napa board of supervisors. even the city of animalia has expressed frustration. the vice mayor -- >> they're feeling hijacked a little bit and left in the dark. >> reporter: the city manager steve potter. >> i don't think this is the worst option but there are better options. >> reporter: the county has isolated possible covid-19 victims in hotels like the one since march. supervisors worried about a spike in cases this fall. so they're identifying more places to put people. >> the safety of our community is paramount. isola this pandemic. >> reporter: as the county describes it, this is mostly a financial decision. it will cost $16,000 a month to rental this church. ten times amount for hotel rooms. and the county is giving a say about who stays here. no sex offenders no, arsonists,

no one conviktd of a violent crime. >> much of covid has been about leadership and communication and it is one more example that we're not getting the communication we need. >> reporter: put simply, the best of intentions the worst interpretations. abc 7 news. bay area doctors are bracing for another big threat to public health in the coming months. the flu. ucsf doctors say they treated their first 92 flu patient of the season. flu typically peaks around november and december. public health officials throughout the bay area are urging people to get for influenza. they're hoping to lessen the severity of the season. >> we're really hoping the masking and hand washing people are being truktd to do are going to help not only prevent covid but also flu. >> doctors say it's possible to

be sick with both covid-19 and the flu at the same time. and studies conducted overseas have found co-infection significantly increases the risk of death. just a scary thought. earlier today, we asked our special correspondent how soon is too soon to get a flu shot. here's his answer. >> i would recommend everyone get a in shot as soon as you can. not only kit prevent you from catching the flu. if you do skill get it, it can prevent from you having severe illness. the last thing you want to do is catch both sars covid-19. nothing good can come of getting both. >> you got that right. some are calling the combination of flu season and coronavirus a twin demmic. a lot more to come. some things are a little different when it comes to the election like perhaps where you'll go to vote. some of the bay area's biggest sports teams are offering up

bleeding from five stab wounds in the neck and abdomen. another man was found face down on the platform. the b.a.r.t. police officer said the man told him he tried to kill the victim because he was an alien. the 44-year-old was arrested and facing charges for attempted murder, assault with a deadly weapon and battery. theville was in critical but stable condition. the university of california system is once again in the spotlight for a college admissions scandal. this time they've found 60 or well connected students who were admitted as favors to donors, family and friends. of those, 22 applicants were falsely identified as sports recruits. >> reporter: four colleges, uc berkeley, uc l.a., uc san diego and you were c santa barbara are said to have admitted 64 applicants are fewer application who's were not offered

admission. according to the state auditor, there are emails showing a student was denied admission but then second after a coach or the development office suggested the students' entry could bring in money to the university. >> a high level, or or related to someone who was a donor. >> uc berkeley says it has yet to investigate these allegations. today chancellor carol christ said we are committed to getting to the bottom of this. at this appointment, however, we are waiting to receive the underlying documents that led to the state auditor's findings. meanwhile, the uc president michael drake warned that individuals involved in ill propriately.ities will be the state auditor investigated cases over a six-year period, ending in 2019. earlier this year, assembly

member the college reform bill went into effect precisely to stop any preferential treatment at these colleges. >> what we need to do is ensure the university of california tightens their fire wall between all the people who do the fundraising and athletics, and the ones doing the admissions. >> the audit was double in spobls to the national college admissions scandal involving coaches and wealthy parents across the country who paid large sums of money to get their children into several prestigious universities, including uc berkeley and you were cla. the state auditor found hundreds of other cases described as questionable. but there was not enough evidence to single them out. abc7 news. one of the largest wildfires in los angeles county history is still threatening mt. wilson tonight. the names from the bobcat fire are dangerously close to the observatory. this fire has scorched more than tebl 9,000 acres and destroyed dozens of buildings.

containment edged up today to 17%. firefighters are using back of the lge activeildfire in the state is up up up up up county. the august complex fire is 43% contained. the north complex fire has burned 300,000 acres. the creek fire is now 30% contained. and today we learned the name of a firefighter who died last week because of southern california's el dorado fire. this is fire being blamed on a pyrotechnic used during a gender reveal party. rob mcmillan from our sister station in los angeles was at today's procession honoring a fallen hero. >> reporter: with a large american flag draymond high

overhead, the funeral procession for a fallen firefighter arrived in orange county late this morning. the fellow firefighters stood at attention and saluted as many residents looked on in silence, quietly acknowledging the sacrifice made by thine-year-old charles morton, a squad boss for the big bear hot shots. >> we were together final years ago. i've known him for a while. just, the forest will be hurting. to lose such a good man. >> reporter: the u.s. firefighter spoke briefly outside the coroner's office where the funeral procession started early this morning. >> not just a firefighter. he was a good person. and i'm going to miss him terribly. i don't know what else to say. i miss you, charlie. >> reporter: hot shots typically work in some of the most intense firefighting zones, often

cutting fire line with hand tools. not much is known about how morton was killed. only that it happened late thursday night while he was fighting the el dorado fire. crime tape now protects the scene not far from highway 38. >> to lose one of their own ownn >> reporter: she lives if angeles oaks, one of communities charles morton was protecting. she was there this morning to watch as the funeral procession began. >> i didn't know him, no, i didn't. but i had tremendous respect for all of them. to do something like this, i don't know how they do it. abc7 news. >> charles morton, charlie, he will be missed. last week we took part in a day of giving partnering with the red cross and more than a dozen abc stations to raise

around the bay area, indicating clean or good air quality from the south bay, the east, breathing freely right now. here's a look at our wind gusts. you can see that it is quite breezy across the region with gusts at 24 miles an hour in san francisco, 26 in san jose. it is pretty breezy just about everywhere. here's a nice view from sutro tower. it is currently 64 degrees. 74 in mountain view and san jose. half moon bay checks in at 63. and the view looking westward from emeryville showing the marine layer that's about to push out over the bair. 83 up north in santa rosa, 81 in fairfield and concord, livermore, 74 degrees. here's the view from the roof top camera. you can see it is a bit breezy there. these are our forecast features. fine fall weather the next few days. hot, dry and gusty. and you know what that means.

high fire danger saturday through monday. here's a look at our weather watch which will be in effect until 8:00 monday morning. this is for the north bay hills. actually, for all the hills, over 1,000 feet. from the inland east bay. everyone should pay attention on this. it will be dry and gusty and hot and that elevates the fire risk just about everywhere. overnight, look for mostly clear skies inland. we'll see a little marine layer that's developing, pushing up against the coastline and across the bay. then it will burn back giving us a mainly sunny day. overnight, low temperatures in the mid to upper 50s. relatively pleasantly cool, i think. then tomorrow we'll see highs from 67 at half moon bay,bay,ba, san rafael, inland east bay, upper yea's, just about everywhere in the south bay, 81 in san jose.

seven weeks from today is election day. today is national voter registration day to make sure those who want to vote are able to vote. >> because of the pandemic, changes have been made to voting. now across the country, even sports arenas are being converted into sports super centers. liz has some great inside access at the santa clara voter's office. >> reporter: inside the registrar of voter office, registrations are well underway for the election. >> you've bebl here since 2000. that's a lot of elections. is this by far the most complicated one? >> yes. it is. >> reporter: the pandemic has added a whole new set of challenges and a whole new look. for one, larger spaces have become necessary in order to allow for social distancing.

>> with all the sports arenas, hey, we have a space. you can use it. >> reporter: now in several major u.s. cities across 14 states, well known convention centers and arenas are being converted into super centers in the homes of providing a safer and more fish voting experience. in california that includes levi central in santa clara. others like sam central and the coliseum will be used as ballot drop-off spots. voters will be greeted by a p.pe station. there will be masks, sanitizer, pens will be discarded and resunrised after every useful >> reporter: in santa clara valley, they've lined up several locations. >> the wings of history museum, which is an airplane museum. we have the san jose institute of contemporary art. >> reporter: the condition to use sports arenas is part of a bigger message. last month after the three-day

strike, the nba released this statement vowing to fight for much needed change chug a commitment to converting their facilities into 2020 election voting locations. abc7 news. >> because of the pandemic, all registered voters in california will be mailed a ballot. three bay area counties are already doing this. napa, san mateo and santa clara. ballots will go out in the first week of october. you can return your ballot at any time up to and including election day. november 3rd. the envelope must be sealed, signed and dated. it can be turned into your county elections office. a ballot drop box or any polling central. if you're mailing it back, there is more time for to it arrive because of the concerns of the u.s. postal service. a ballot can be received as late as november 20th and it will still count. you can track it job line

>> the feeling you have today is one of what? >> it is one of gratefulness. >> when you're 99, it is easy to look back. but betty reed is looking >> there are so many pieces that are important to me that i've lived through and i can only now recognize. >> she worked as a file clerk for a boilermaker's union and founded reid's records in berkeley. it was open 75 years. she was a songwriter in the civil rights movement of the 60s and has continued to be vocal as the oldest park ranger in richmond. she's been recognized nationally and locally as one of the unsung heroes of the civil rights movement. >> we are attention to a civil rights legend so we can honor her on her birthday of 99 years.

problems that we're dealing with right now are about covid-19 delays. but not this one. this one is a bit more complex. the u.s. marines buried joseph cleary with full military honors. his wife irene collects the flag. >> it was a very beautiful, beautiful ceremony. i am so grateful to the marine corps for the lovely ceremony. >> reporter: joseph died in february right before the pandemic. his service didn't happen until last month due to safety protocols. >> it does give you closure to do that. and they're so wonderful. >> reporter: she said her husband joseph loved his grand kids. he would even travel the world following his bronze medal olympic grandson. she filed her axns electronically shortly after her

husband's death. five months later, she was still waiting for her tax refunds. her. at a accountant called the irs. >> they needed to have proof that my husband had passed away. instead of asking me for a death certificate, they're still waiting for social security to verify that he had died in february. >> that's when she reached out to 7 on your side. we reached out to the social security administration and tirs. >> 7 on your side carries some power with it. the social security office called me immediately. > reportey it th sgeheirs. the irs declined to comment but said it works the social security database. so yes, hope any soon, it told us, and that's what happened. >> four days after you spoke

look for mainly clear skies inland. it will push across the bay. overnight low temperatures will be in the mid to upper 50s west might see some passing high clouds overnight as well. it will be a pleasant evening. tomorrow looker found mostly sunny skies. high temperatures will range from mid to upper 60s at the coast to mid to upper 70s at the bay to upper 80s inland. and then we get to the weekend which will bring us hot, dry weather. so a weather watch will be in effect from sunday morning to monday morning to the inland east bay but all of us should be cautious. pleasant, mild weather. then it heats up to summer-like temperatures. that will not be my favorite string of days even though they
