a red flag warning is now in effect and our heat wave begins tomorrow. we'll have all the details then accuweather forecast. the north bay gearing up for extreme heat this weekend and possible planned power outages. this gate is at the center of a controversy. some neighbors believe car break ins have moved from up the hill to their doorstep. >> we're getting reaction to president trump's supreme court nominee and what this could mean for decades to come. abc 7 news starts right now. a red flag warning is now in effect for parts of the bay area. firefighters are on high alert after an already brutal summer, and some north bay residents are

preparing for the possibility pg&e could cut their power. good evening and thanks for joining usmism i'm . i'm dion lim. >> that red flag warning will last for two days. now in effect and it will continue to remain in effect until 9:00 p.m. monday evening. as you see offshore winds begin to develop. we're tracking those winds out of the north and northeast will gust anywhere from 35 to as high as 50 miles per hour in our hills. and these winds this time of year we know this pattern, they drop humidity levels very low, and they drag in some very warm air, which does increase our fire danger. so it's in effect in the north bay, the inland east bay and the east bay hills. look at the winds right now in our hills. already gusting to 40 atop mt. diablo. we do expect these winds to strengthen in the early morning hours tomorrow. future weather show you these wind gusts early tomorrow morning at 5:00 a.m. we do

expect winds to strengthen especially in the north bay with frequent gusts over 30 miles per hour. and we do expect these winds to continue even into monday as well. as these winds blow they're going to drag in some hot air. we're tracking record heat. and we'll have those numbers in a few minutes. >> all right, drew, thank you. pg&e plans to begin public safety power shutoffs around midnight mainly in the sierra foothills and some north bay residents could lose their electricity tomorrow. the shutoffs will begin tomorrow around 4:00 in the utility will have ground crews and helicopters waiting for the all clear to be issued. >> once we get that all clear we immediately begin to patrol and to restore our electric system. >> pg&e will open 28 community resource centers near the outage areas. that will allow people to power medical devices and recharge their electronic gadgets like

cellphones. well, ready or not the red flag fire danger is here. here's abc 7 news reporter cornell bernard who found many people have been preparing. >> reporter: temperatures will sizzle sunday and monday. bringing red flag fire danger, high winds, low humidity. fire crews getting ready. >> anytime you see a red flag in conditions like this it raises our awareness, raises our concerns. >> reporter: the red flag fire warning comes weeks after mass evacuations in sonoma county as the walbridge fire forced thousands from their homes. firefighters are urging everyone to be careful. >> limit those outdoor activities that could potentially spark a wildfire here locally. >> reporter: officials say a landscaping crew may have accidently sparked this 12 acre grass fire in north santa rosa thursday. cal fire stopped it in less than an hour.

fall. >> we're ready to go just in case we have to be. >> reporter: in sonoma county, cornell bernard, abc 7 news. >> we have a preparation guide for how to handle a public safety power shutoff from making sure you have the right supplies to little things that can protect your home. we also have a list of cooling centers open tomorrow. you can find it all at our website, abc7news.com. berkeley police have spent the last several hours trying to learn about the shooting death of a man inside a home. officers discovered the man inside a house on glenn avenue already 4:00 this afternoon. so far detectives have not shared any information or a suspect or a motive for the shooting. this is berkeley's fourth homicide of the year. investigators are working to find out what sparked a fire that killed two people. that fire broke out inside a home on sarah place at about 1:45 this morning. four people were inside. two died while two others were rescued and are in the hospital

with life threatening injuries. the alameda county sheriff's office corners bureau has not released the names of the people who died, but the national council on severe autism and advocacy group identified the victims as the vice president and her son. president trump made it official today nominating amy coney barrett to replace the late ruth bader ginsburg. the senate will start holding confirmation hearings starting the week october 12th. >> i stand before you today to fulfill one of my highest and most important duties under the united states constitution, the nomination of a supreme court justice. >> reporter: in a move hailed by republicans and shunned by democrats so close to a presidential election.

>> she is of a woman of un-paralleled achievement, toweri towering intellect, sterling credentials and unyielding loyalty to the constitution. president trump on saturday in the white house rose garden nominating 48-year-old federal judge amy coney barrett to fill the seat of the late supreme court justice ruth bader ginsburg. >> if confirmed i will not assume that role for the sake of those in my own circle and certainly not for my own sake. i would assume this role to serve you. >> reporter: judge barrett is president trump's third pick to the nation's highest court. her nomination sets the course for bitter political battle in washington ahead of the november election. democrats already united in opposing her candidacy. senate minority leader chuck schumer calling it a disgraceful process. >> a vote for amy coney barrett is a dagger aimed at the heart of the health care protections americans so desperately need and want. >> reporter: barrett is already well-known in conservative circles as a devout catholic,

anti-abortion and pro-second amendment. she was one of president trump's finalists for the bench in 2018, and once served as a clerk for the late supreme court justice antonin scalia. >> his judicial philosophy is mine too. >> reporter: senator kamala harris a member of the judicial committee and a vice president presidential nominee urging the senate to not act on barrett's nomination until after the election saying the president's pick is intended to destroy the affordable care act, overturn roe v. wade and harm millions of americans. linda graham on the other hand praising the nomination on fox news. >> she's worked hard. she's deserving of this honor. everybody who knows her understands she's just a complete superstar when it comes to the law. >> reporter: and sources tell abc news republicans plan to start a three-day confirmation hearing for judge barrett on october 12th. a time line that could put barrett on the bench by-election

says barrett is highly qualified for judge even if you don't agree with her politically. >> justice kagen was nominated and confirmed. conservatives came to her defense and said she really is a very highly qualified person even if you don't agree with her politically. so that would be the appropriate thing to do in this case is look at her credentials in this case. >> reporter: even though barrett's track record is very conservative brad junedepth says it's difficult to know how someone's going to behave once they become a justice. chief justice roberts has voted in a more liberal way than many people thought. >> justice stevens, justice sudor voted in ways that were much more liberal than their republican appointed pre-s thought they would. you never know for sure until someone puts on that robe and sits in that chair how their they're going to behave when they're deciding they're the final decider on these huge issues for the country.

for months now san francisco's twin peaks has been closed to traffic in an effort to promote social distancing during the pandemic. now neighbors are blaming this closure of the popular look out as the reason for an increase in car break-ins and parties. abc 7 news reporter luz pena has this story. >> reporter: at least for a moment having this as your view could take any worry away. but once many residents step outside reality hits hard. >> car break-ins have been like a plague right now. >> reporter: twin peaks resident gary russ says the closure of the look out is to blame. shattered glass can be seen all down the hill. brazen thieves can't drive out to the parking area anymore so now they're casing cars parked along the hill side and jumping right in. >> we've never had this much theft. >> reporter: an march 28th the city closed the street for cars to drive out to the lookout hoping to promote social distancing and reduce crowds.

fast forward six months later over 200 residents signed this petition asking the city to reopen the gates. >> if they open that gate up then everything that is happening in our neighborhood will go back to where it came from. >> but it doesn't necessarily get solved. >> well, they can solve it up there. they shouldn't be solving it in the neighborhood. >> reporter: but some neighbors don't want the gates to reopen. >> while we're in the pandemic to have a place i can walk to is really appreciated. >> reporter: the supervisor represents this district. for now he says they're trying to please both sides by reopening the side from 6:00 p.m. to midnight and also -- >> stepped up police presence. the police are going by more frequently. the police captain is very aware of this. >> reporter: the president of the board of supervisors gave us a candid response. >> in hindsight it probably wasn't the best thing to do. >> reporter: their plan now is to reassess the closure of these gates in the next two weeks.

but in the meantime -- >> one of the things police need to do in response to that is go there and start ticketing and maybe even towing those cars away. >> reporter: luz pena, abc 7 news. >> here's now a quick look at the coronavirus headlines in california. there were nearly 4,200 new diagnosed cases above the daily average of the 3,400. the state reported 134 deaths. tat number about also the daily average. the 14-day has dropped to 2.9%. that's the first time we've seen it dip under 3% during the pandemic. ucsf is offering free coronavirus testing in one of oakland's hardest hit communities this weekend. city officials say the neighborhood, testing is being done in the parking lot and will

continue until 5:00 p.m. tomorrow. one of the first san francisco restaurants that opened to outdoor service is now closed with a staff member testing positive for covid-19. balboa cafe in cal hollow posted an update on instagram yesterday. they'll be closed all next week to clean. balboa cafe says they have always followed all cdc and health guidelines when operating. they hope to be reopened by next friday, octobe 2nd. our effort to build a better bay area includes the changing economy during the pandemic. today two african-american sisters made history in the south bay. nirvana soul inside the weston is san jose's first black owned coffee shop. the co-owners, san jose natives, and they're already drawing in customers. >> it's kind of showing solidarity, community support, two hardworking african-american women just really setting a great example in the community.

tomorrow. you can see we're going to fluctuate between moderate and poor air quality to mark the worst air quality forecasted for the inland east bay and santa clara valley. a bit of smoke in our atmosphere with that moderate air quality continuing as we start the new week next week. right now, though 70 in oakland right now, 67 in san jose, 75 in concord, san francisco right now at 65 degrees. so overnight tonight we remain fog-free. so mainly clear skies and numbers overnight settling in the mid-50s to mid-60s first thing tomorrow morning. but overnight we have that red flag warning in effect. it doesn't encompass the entire north bay. it now includes the valleys as well. so novato, bodaga bay, napa, you're included in this now. the hills of the east bay and inland east bay as well. this lasting until 9:00 p.m. monday evening for those north-northeasterly winds

gusting over 35 miles per hour heightening our fire danger. future tracker wind gust. we'll stop the clock. this is at 5:00 a.m. there you can see those offshore winds in the north bay especially gusting over 30 miles per hour at times. we do expect the winds to kind of ebb and flow. sunday afternoon we may see them weaken a bit, but we do expect another burst of those offshore winds, and again you see those offshore winds really focused in the north bay. the winds will finally calm down early in the afternoon on monday as that red flag warning begins to expire. however, it's going to drag in some very hot temperatures, those offshore winds. a heat advisory will go into effect at 11:00 a.m. tomorrow and pretty much encompasses the entire bay area. the only exception, the immediate coastline of san mateo and santa cruz county. nonetheless we are expecting hot temperatures even along the coastline. highs tomorrow, it is going to be a very warm day compared to

today. we'll hit 90 in oakland, about 93 in san jose. 100 the forecasted high in santa rosa, 99 concord and antioch and fairfield up to 100 degrees. it gets even warmer around here on monday. in fact, dangerously hot. watch future tracker temperatures. look at the forecasted highs on monday. i think san francisco has a really good shot at flirting with triple digit heat by monday afternoon. 98 the forecastted high in oakland, over 100 in santa rosa, concord, redwood city and the coast little in the way of relief. so take it easy. this is our next heat wave. here's the accuweather seven day forecast. spare the air day in effect. there's that dangerous heat on monday no matter where you live, and despite some cooling around the bay and along the coast tuesday into wednesday, eric and dion, you see inland we're likely staying at 100 degrees at least through thursday before

weather conditions are safe enough to restore transmission lines. two people were hurt. >> and i'm meteorologist drew tuma. we're tracking that red flag warning now in effect for you lasting until 9:00 p.m. monday. we're tracking those gusty offshore winds developing north and northeast. and it's not only the wind we're worried about hot temperatures as well. the next heat wave arrives tomorrow. we'll have the numbers in a few minutes. two people were hurt today when a driver plowed a car through a crowd of protesters in southern california. the incident was captured on video, but we want to warn you it's disturbing. our sister station near orange county reports a black lives matter protest was underway when counterprotesters showed up. deputies were on scene and received reports of physical incidents of people carrying weapons. they estimate 250 people in the crowd. deputies declared an unlawful assembly but not everyone obey immediatech the crowd then drived through the crowd. the driver believed to be part of the original protest group

was arrested. two people hit by the car are hospitalized with major injuries but are expected to survive. hundreds of asian-americans and their supporters took to the streets of san francisco today for a rally and march against racism. they made their way from city hall to waverly place and washington street inchina town. it's all part of a movement called they can't burn us all. co-founder rapper china mac called on the crowd to stand up and fight against racism. >> nobody is going to pay attention to us if we do not start making the noise ourselves, so we took it upon ourselves to start our own movement. we started in new york. we went to l.a. and today here we are in san francisco. >> they plan to make it all around the country. the movement was setup in response to an attack on an 89-year-old chinese grandma who was set on fire and left for dead in brooklyn.

it is just one of thousands of attacks on asian-americans reported during the covid-19 pandemic. transgender inmates in california prisons are to be housed based on their gender identity. governor gavin newsom signed a law today requiring the department of corrections and rehabilitation to ask inmates during the intake process if they identify as transgender, nonbinary or intersect. those inmates can be asked to be put in a facility that houses either men or women. the new law says the state can deny the request if it has management or security concerns. an honor to the fallen. california firefighters went virtual today. california fire foundation streamed a ceremony honoring 32 men and women whose names were added to the state firefighters memorial at the state capitol. the mumemorial now includes the

names of more than 1,400 firefighters. hundreds of people usually attend the tribute each year. but this year the pandemic prevented firefighters and others from honoring the fallen in person. cream of wheat is removing the black chef from its packaging. the foods made the change. cream of wheat joins a number of brands including aunt jemima and uncle ben that are responding to calls for racial equality. the new cream of wheat packaging is expected to hit the shelves early next year. well, detecting cancer early often results in better outcomes for patients. but the pandemic has delayed routine screenings interest many people. ucsf canceled most breast cancer screenings like mammograms to comply with covid-19 restrictions early in the pandemic. it is offering those services once again. but one doctor explains how those delays could hurt patients for years to come. >> the national cancer institute
