vice president pence and senator kamala harris getting ready to face off tonight, with the spotlight on the covid crisis in washington. >> the number linked to the president continues to climb including 24 and stephen miller. all but one of the military chiefs have gone into quarantine. covid is still spreading in congress. it's a chaotic situation in our nation's capital right now. senior white house correspondent cecilia vega starts us off. good morning, cecilia. >> reporter: george, good morning to you. the white house has become a hotbed of infection. as for president trump, his doctor says that he is showing no new symptoms and continues to improve. we haven't seen him since he left walter reed but he has been as active as ever on twitter. this morning, the covid outbreak spreading through the white house has reached the pentagon and now almost the entire joint chiefs of staff, including the military's most senior general mark milley and other top officers are in quarantine after being exposed to the coast guard's number two officer, admiral charles ray. it's unclear exactly how ray contracted the virus, but he did attend a white house event for

gold star families a week and a half ago. the pentagon insists there is no change to the operational readiness or mission capability of the u.s. armed forces. former director of national intelligence james clapper says it puts the country at risk. >> this is an ideal time for adversaries, particularly and adversary intelligence services, to look for ways to further confuse us, to distract us. >> reporter: this, as the number of people testing positive who have been near the president or at the white house in recent days spiked to 24. the latest name, senior adviser stephen miller who was part of a debate prep session with the president last week. six out of nine people present now testing positive. >> don't be afraid of it. >> reporter: as president trump continues to downplay the severity of the virus, the white house has become a hotbed of infection. his military aide who calls the

so-called "nuclear football," a presidential valet who serves his meals, plus two more staffers in the press office testing positive. aides insist resident staff wear full ppe and those who have direct contact with the first family are tested daily. there inside the white house and in isolation the president also sending shock waves through the economy using twitter to announce he abruptly ended talks with democrats on an economic stimulus bill meant to deliver much needed aid to americans struggling in the pandemic. the market immediately tanking. president trump accused house speaker nancy pelosi of not negotiating in good faith. pelosi fired right back saying, clearly the white house is in complete disarray. now, president trump said that he wants his party to focus on approving judge amy coney barrett to the supreme court rather than this economic stimulus, but this abrupt move angered even some in his own party. susan collins of maine called this a huge mistake.

his position became more confusing overnight as he suggested that he might willing to sign a bill for another round of checks for americans, but democrats have said they don't want to do this in a piecemeal way. george, they're looking to do this as a broad economic recovery package. >> all over the map and part of the tweet storm. about 40 tweets he sent out over a two-hour period last night on all kinds of subjects. >> all over the map and by our count over the course of the day, 65 some odd tweets, everything from hillary clinton to russia, blasting his own fda, now, you know, we've covered this president for a long time, he's someone who craves the spotlight. he just is in isolation. that could be at play here, but, george, joe biden responded by telling the president, get off twitter. >> get off twitter. that was late last night. okay, cecilia, thanks very much. this all comes as the virus is surging in the u.s. 32 states reporting increases in case, more than 210,000 americans have died. 31,000 people are currently hospitalized and we have just heard from dr. anthony fauci who said the number of deaths could

climb to up to 400,000 if people in this country do not do what we need to do. we'll have much more on this in our next half hour, robin. >> we will, george. but now to tonight's vice presidential debate taking place at the university of utah under those extraordinary circumstances. with 27 days to go until the final votes, an estimated nearly 5 million americans already taking advantage of early voting options to cast their ballots. our mary bruce has the very latest. she's there in salt lake city for us. good morning, mary. >> reporter: robin, good morning. well, this is it. the only match-up between senator kamala harris and vice president mike pence and there's new urgency to this debate tonight. with the president's diagnosis and with joe biden possibly set to become the nation's oldest president americans are looking to have some confidence, some reassurance that the vice president can step in if needed, and already the coronavirus is front and center on tonight's debate stage. kamala harris and mike pence now just hours away from their first face-off. >> we're looking very much forward to the vice presidential

debate. >> reporter: but this morning, new questions about the vice president's safety after white house adviser stephen miller tested positive. his wife, katie miller, is pence's communications director. she was traveling with him in utah, but after her husband's diagnosis, she was abruptly sent home. she's tested negative the past two days. the white house insists the vice president is safe to debate. his doctors saying pence has not been in close contact with anyone who has tested positive and is encouraged to go about his normal activities and does not need to quarantine, but pence was seen here at what is now being called a superspreader event. that rose garden ceremony sitting right in front of senator mike lee who shortly after tested positive. the harris team is not satisfied demanding more safety precautions at tonight's debate. the candidates will now be at a greater distance, more than 12 feet apart, but the harris team also wants these plexiglas barriers to remain in place. initially, the pence team mocked the request saying, if senator harris wants to use a fortress

around herself, have at it, but overnight changing their tone saying, if such a barrier is critical for the harris team, then we're not going to let it stand in the way. and the hurdles for this debate pale in comparison to the charges for next week's presidential debate. the president still covid positive, is promising his supporters at that debate in miami, but overnight, joe biden drawing a line saying that there will be no debate until after the president tests negative, and is rid of this virus. the debate host telling us, this is all up in the air. everything depends on the president's health. robin? >> it certainly does, and mary, you know less than a month to go until the election, and now top intelligence officials are now trying to boost americans' confidence when it comes to election day? >> reporter: leaders in the intelligence community are joining forces releasing a video trying to assure americans that they can be confident that the 2020 election will be conducted safely and securely, and also urging americans to be patient

a cabal of satan worshiping child sex trafficking politicians and a-list celebrities are trying to selectry overthrow president trump. it's grown in its popularity on social media during the pandemic. you have a number of republican people running for public office, who have expressed support, the president has said that while he doesn't know much about the group, he appreciates the fact that they appear to support him and now the fbi has recently deemed qanon as a potential terrorist threat. facebook earlier this summer tried to introduce measures that would stop some of the spread that deemed some of the most violent measures coming out of qanon of videos expressing violence. now they're taking this new step hoping to squash it.

a very long morning ahead for everyone in the eastern tip of mexico as hurricane delta bears down. michael. >> thank you so much. that storm is far from over. it's now taking aim at the u.s. and we go to ginger who has more for us this morning. good morning, ginger. good morning, michael. it was a 106-mile-per-hour gust already recorded as it made landfall as a cat 2 on the yucatan peninsula there. it will move across the yucatan and that land is going to shred it a bit so you will see it weaken more and then re-intensify when it goes into the super warm waters of the gulf of mexico. it has plenty of time to reinvigorate itself and head straight toward the gulf coast. i think anyone from galveston and lake charles, cameron, port arthur needs to be on alert for impacts. however, right here, morgan city, lafayette, all of you need to be on alert for this to come very close to you, especially that bad side. landfall friday, robin, and i want to show you that high pressure is what's driving it. i want to show you this map. it's kind of unbelievable to think. we have had nine landfalling storms already this season.

country, could be a new tool in the fight against the pandemic. janai norman with the latest. >> reporter: "gma" with an exclusive look at a new device said to be able to track coughs, sneezes and fever in the classroom. teaming up with engineers and epidemiologists, clorox, the company famous for bleach and wipes, taking us along for its first test run in a classroom. how can it pinpoint coughs and sneezes? >> there is a microphone in the device, and it is trained to look at the unique frequencies that are coughs and sneezes. the temperature is monitored with a thermal sensor. >> reporter: at this empty elementary school in new jersey, researchers showed us how they say this illness symptom tracker works. to replicate real coughs and sneezes, researchers played audio files and staff used heated blankets and hand warmers to imitate fevers, all tracked on this dashboard accessible by computer. >> so it says 109 coughs and sneezes detected. three high temperature readings. >> this device time and time again is able to detect coughs

and sneezes in the classroom. >> all along this is a race between us and the virus and any tool that we can use to give us a head start can really help. >> reporter: with the help of epidemiologists clorox says they determined the point at which teachers should take notice of possible illness in the classroom depending on size and other factors. for example, if a class of 24 students reaches 66 total coughs and sneezes in a seven-hour period, an alert email is sent to administrators, but experts caution that just tracking symptoms won't catch all cases of covid-19. >> one of the great challenges and mysteries of covid is that people can be asymptomatic and still have covid. that means no cough, no sneeze, no runny nose, no fever. >> reporter: and while clorox is looking for 100 schools across the country to participate in a trial run of this device, other schools are turning to different technology. one houston-area school district dispatching specialized cameras

it's spreading through our capitol. what do you think the world makes of this? i know some intelligence officials are warning that our adversaries could try to take advantage of this chaos. >> well, absolutely could because what the president seems to forget is we are in the midst of a raging global pandemic. the worst in a century. he says don't let covid dominate your lives, well, how do you make that not dominate your life when it's the largest event in several decades? this is the most consequence shall event bigger than 9/11 and bigger than the financial crisis and not done yet. we may have covid fatigue but the virus does not. >> but you also say it's an opportunity. explain that. >> well, look, you always learn as a human being, as a country, as a company, you learn from failure and the first thing we need to understand is we have failed. we have failed at tackling covid and we can learn how to do it

better and the best way to do that is look at people who got it right. first acknowledges we screwed this up. it's not just trump, this has been a large systemic failure but from that lesson you can then start to ask yourself what can you do better? we are not still in the learning mode because we're still in the denial phase. >> i know you write it's not all president trump's fault but you're pretty tough on president trump in the book as well. can you imagine this country doing the things we need to do if he's re-elected? >> no. i think that president trump is in denial. i think that part of it is also, george, and i talk about this in the book, you have had a movement for the last 30 years that says government is bad, the federal government is the problem. the federal government is a source of all evils. you have people like grover norquist saying we want to get the federal government so small we can take it into a bathtub and drown it. well, if you're trying to drown and starve and destroy the federal government, guess what, when you have a pandemic it's not going to work very well.

>> your final lesson is something of a paradox. sometimes the greatest realists are idealists. >> well, i think if you look at the people who changed the world in the 1940s and '50s, franklin roosevelt, harry truman, dwight eisenhower they were idealistic about what they wanted to do, build a united nations and create nato and the world health organization, unicef and in doing all that, in imbuing the world with in idealism they really did change it. you haven't had a major war between the great powers in 75 years. you've had a world of peace and prosperity and i think what donald trump represents in some ways is a rejection of that grand, broad, big-hearted american tradition of engagement with the world of generosity and of openness and i think it's also unrealistic because we did change the world. we can do it again. we just have to learn the right lessons. >> fareed zakaria, thanks very

beef is a very flavorful dish that could stand on its own alone but, you know, carbs is usually paired with proteins and the favorite carbs in xi'an are the noodles so we'll serve beef with our hand ripped noodles and so the noodles actually come from the dough which when it's mixed to the right consistency and has rested enough it's not sticky at all really to the touch and furthermore, when we cut the dough up into smaller pieces for pulling into noodles they're lathered with vegetable oil to keep them from sticking to one another and at the same time keep them from drying and cracking. >> all right. so jason, you'll show us how to pull the noodle. how do we do it? >> absolutely. so here we g you're going to take one of these rollers and so you got the piece flat down on the counter like this and just
