the debate covered a range of topics as you mentioned, starting with the issue of coronavirus. this debate is happening amid an outbreak at the white house. the two opponents sparred over the approach to handling this pandemic. >> president donald trump did what no other american president had ever done. that was he suspended all travel from china. >> whatever the vice president's claiming the administration has done, clearly, it hasn't worked. when you're looking at over 210,000 dead fwhoids our country. >> susan page brought up climate change which led to a spirited debate. they were asked do they believe manmade climate change contributes to the fires. vice president pence called for forest management as we've heard president trump do it. he called out climate alarmists. >> the climate is changing. the issue is what's the cause

and what do we do about it? there are no more hurricanes today than there were hundreds of years ago. >> thank you. that's your time. >> wildfires to try and sell -- >> thank you vice president pence. >> we have seen a pat western this administration which is that they don't believe in science and joe's plan is about saying that we're going to deal with this but we're going to create jobs. donald trump, and the question was the science is telling us this, you know what donald trump says? science doesn't know. >> those expressions with senator harris making the rounds on social media tonight. this was a policy-focused debate. the candidates discussed taxes, the brionna taylor case, health care, both candidates were certainly evasive at times but we saw much more civility. we're hearing from both campaigns that the campaigns are happy with their candidate's performance. >> all right. thank you. you talked about social media. you know we're going to see this

on social media for a while. a bit of distraction. fly landed on vice president mike pence's head. the fly stayed there for a few minutes before taking off. neither candidate acknowledged it. >> right now let's bring in chronicle insider phil matyr. take part in our live poll happening right now. our first question, no flies involved, we hoerngs on any of us. phil, who do you think won tonight's debate? >> it's interesting, dan. this debate is the job of a vice president that's to sell the product and the product is the presidential candidate. kamala harris's job it was sell joe biden to any undecided voters and reinforce the base he already had. mike pence's job was to reinforce the base. at times it appeared he got the

upper hand because he appeared to get under her squin especially when he attacked her record. on the other hand i would say that kamala harris was able to stand her way and stand her own against pence and she won because pence's job was to somehow move the needle and get the trump campaign, which is having rough waters right now, to sort of reset and reenergy jazz. i'm not sure he was able to accomplish that. i would say that they're holding their own. she didn't make a big mistake. that's the most you can hope for out of a vice presidential candidate. >> she did mention joe biden's name a lot. she referred back to him, isaiah probably more than pence referred back to president trump. that is interesting. if you are looking at the results at the bottom of the screen for who you think won, 88% are saying senator kamala harris. 12 percent, mike pence.

the question about mike pence, did the debate change people's opinion of him? liz, what do think of that? >> i think of course we're seeing a majorities of our viewers saying they support our senator here in california. that's maybe no surprise. i think as phil was saying, there were good moments for each candidate. i think it's hard tord say that one dwoid candidate won over the other. do i think that this is going to change people's opinions to have haven't? i don't know. i'm shocked to hear there are still undecided voters in this debate. it sooemd seems like most have decided who they're going to vote for. pence, his strategy is to really frame senator harris as being radical and i think we saw dhiem that when he talked about taxes. in some ways he was use that fwramg the green new deal. i think senator harris held her own. she talked about her record as a prosecutor here in california kchlt there was that interesting moment where she seemed to sort of tell the vice president, mr.

vice president i'm speaking and she sort of shut him down, which i think will be interesting to see how that plays out. she probably practiced her strategy. i think there was a contrast between mike penguins what happened we saw from the president. i think people looking for a contrast to the president will be happy to see that the civil twi saw toinlt. >> yeah. although it looked like the respondents are saying it did not change their opinion of him. go ahead, phil. >> part of that is -- like i said, the product is the presidential koichltd the vice presidential candidate in this case, kamala harris, she was strong. it was interesting. mike tirico used to be a talk show host. he has that unflappable -- he was -- had a lower demeanor. he was much more sort of relaxed in his role tonight and he had an advantage because he's in lock step with the president.

kamala harris, we saw more emotion coming through. we saw her flustered at times, irritated at times. also, she was at a bit of a disadvantage because it was a couple of months ago she was running against joe biden, the joe biden she talked about so admirably tonight. there were differences she's expressed and she's had different views and pence said you say this about biden, what about you? there's an undertone of the biden, something happens to him, you're the president, while she was trying sell joe biden. >> uh-huh, for sure. that brings us to the next question. 87% of you say no it didn't change your opinion of mike pence. we'll flip this now. did the debate change voters' opinion of kamala harris. we all know very well here in california. what do you think? >> i think -- we'll see what happens but it won't be much of a surprise. we know that people from this

kplunt fwam c state are familiar with kamala harris. both candidates ignored questions outright probably mike pence ig noerld a few more than kamala harris did. did it change your opinion of senator harris, no, 85%. we're in a largely democratic area. if we put these questions to people in other parts of the country, it would probably be flipped. it probably changed very few minds. there may be a few undecided voters but i doubt there are many, i suspect, in terms of percentage around the country. these debates seldom change minds especially in such a contentious debate. they reinforce your particular opinion. >> let me ask a question there. >> ok. >> dan, liz, if it didn't change anybody's opinion and we're going to say that, do you think that tonight's debate or sales job, whatever we want to call

it, would ignite voters to go out, would get them to go out and say, yes, i'm going to vote. if this is about turn did the vice president ignite voters to go out and vote. >> i think they both ignited their core supporters to turn out. i think they both did a credible job in this debate. that's a great question. i would say sure, if you're a mike pence-donald trump person you heard some things that remind you to get out and volt. if you want change and you're a kamala harris-joe biden voter probably fired you up a little bit more to go out and vote. the lines were drawn even more clearly tonight, i thought, which probably helps voter turnout. >> i agree. i think those are already going to vote for one or the other are definitely going to go out and vote for them. >> great discussion. >> thank you all. thanks, phil. >> thanks. >> you can read phil's column

every wednesday and sunday. >> and in the 2018 general election, ballots were rejected across the u.s. stephanie dug into the totals reported around the bay area and found one county that stands out. >> nearly 23,000 mail-in ballots were rejected across the bay area in the 2018 general election. according to an abc 7 analysis of federal election data, almeida county stands out. more than 8,000 mail in blarts rejected in 2018, or 1.9%. san francisco county ranked swekd more than 37 loo ballots rejected or 1.6%. >> ballots, we can't count them because they didn't meet the decline with the postmark. >> ma run and santa clara counties reportsed the lowest with .5 and .7% with mail-in ballots rejected. >> we take a lot of time to cure

that and so we'll reach out to the voter and say hey, yes, that is my ballot. >> i asked ef len mendez for the santa clara superstar's office. >> they forget to sign it and it doesn't count. if they forget to write their address or any of the information on the envelope and turning it in late. >> no signature on the ballot or envelope. the signature doesn't match the voter's registration card or the ballot isn't returned in time. in order to prevent that, get your ballot in early. we all have the ability to track the progress of our ballot using a new tool set up by the second of state's office. go to where's my ballot.sos.ca.gov or find the link on our website. once you sign up, you will get text laerlts, e-mails or calls to notify when your ballot was received and if there are any

running lone wolf people get hurt. firefighters get killed. i've been to enough firefighter funerals in my lifetime. i don't want to go to more. >> cal-fire says the investigation should wrap up in the next day or two. i'll keep on top of what happens. for the i-team, abc nuis, abc 7 news. >> cal-fire said there was minimal fire activity overnight. cooler weather has helped. the fire is 62% contained after growing to more than 67,000 acres. more than 630 homes have been destroyed. this is one of 22 major wildfires burning right now in california. evacuation orders are still in effect in the state's first giga fire. the august complex in mendocino county has burned more than a million acres if you can imagine. it's 60% contained. tomorrow a group of u.s. marines from camp pendleton is set to

since we're on that roll we'll keep it going, as least for inland areas. i think people are enjoying the change in the air. as i show you here, we're still dealing with mid and high-level clouds coming in. just leftovers of former hurricane marie. we're also watching this system here. now, this system here is going to transport the moisture into the pacific northwest but what it's going to do is keep that cooling going for us so we're not expecting any heat wave anytime soon. it hopes the firefighters especially with the cooler, moisture pattern. air quality still not so great. it is poor for sensitive groups in santa rosa right now. conquered moderate. hooergs some good news. while it is still going to be smokey and hazy tomorrow, the good news comes in with the sea

one of san francisco's finest died today of a tragic training accidents. jason cortez, who had been with the san francisco fire department for 13 years, was also a husband and father of two. >> and what went wrong with the training is under investigation. but today the priority was for the department to pay their respects. abc7news reporter j. r. stone is live in the newsroom with nor. j. r. >> this has been a tough day for so many out there. the fire department won't say exactly what happened, but cal osha confirms that jason cortez fell three stories at the training facility in the mission. hundreds of san francisco firefighters lined up outside of san francisco general hospital as the body of 42-year-old firefighter jason cortez was carried out. >> for the past two years he has worked at station three, engine

three which is the busiest fire engine in the country. so that should tell you something about him. >> crews tell us an accident happened around 10:00 a.m. tuesday northern morning. cortez fell three stories, causing severe head injuries, resulting in his death. he leaves behind a wife and two kids, all of whom could be seen at the hospital shortly after the accident. fire chief janine nicholson says cortez was a 13-year veteran who she personally knew, a man whose father was a firefighter and had followed in his footsteps. >> he was just a really wonderful human being. always a straight-up guy. hard working, kind. just, you know, if i could clone him, you know, i would. just a wonderful human being. >> jason's wife was at the hospital. you saw on that video there surrounded by family members. such a sad and heartbreaking

sight to see her walking out of that hospital side by side with their two small children. certainly, we wish them the best tonight. j. r. stone, abc7news. >> we do. our thoughts are with their family and the entire firefighting community to share your support for the family, look for the story on abc7news.com. >> we turn now back to the election. with less than a month until it happens. santa clara officials say they've registered more than a million voters, which is the highest number they've ever recorded. chris nguyen has the story. >> a major milestone as county officials mark one million voters ahead of election day. anna is voting in her first presidential election and is encouraging more of her peers to do the same. >> take that first step and they'll see it in the future as like, you know i was a part of this process. i was part of shaping our

future. >> voter registration is at an all-time high in this county where 83% of those have signed up which is 16% more than four years ago. between now and november 3rd, voters can vote by mail or submit their ballot at a county drop box. those who want to vote in person can do so start halloween at one of the county's 100 vote centers. >> levi stadium, s.a.p. you can get on line at the superstar voters. they've got a list of every vote center. there really is no excuse. this is all about opportunity. >> the registrar say they've prepared for the 2020 election. >> we have implemented brand-new voting equipment and electronic poll books, a polling system, it allows a vote center to print a ballot on demand when you walk in. >> in other parts of the state, ballot integrity is on the minds of many.

the gop said it will investigate complaints filed on its website. >> people are concerned because of coronavirus, wlnlts they're going to be able to get out. so it's important that we sort these things out in the last few days before the election. >> an opportunity to restore some confidence in our democracy. >> seeing these high registration flubs is a good sign that the electorate, the folks who actually cast their votes this november is going to be much more representative than we've seen in the past. i think that's a good thing. >> in san jose, chris nguyen, abc7news. >> building a better bay area means protecting our health from coronavirus. the state announced more than 2700 new cases. that's slightly below the daily average of about 3,000. another 51 people died. the state's daily average has been around 80. the 14-day positivity rate is continuing to drop and now stands at 2.6%.

a staffer in the governor's office and someone close biare isolating and the department of public health is doing extensive contact tracing. he says neither of the individuals work with him directly in his office. the governor has tested negative numerous times. >> the governor is taking new action on climate change. he's under an executive order that would preserve 30% of the land's water. try limit uses. >> it's about conservation. it's not about a scarcity mind set. it's not about taking something away. it's about inclusive, abundant mind set. it's about incorporating those that want to recreate and those that want to do the good work we need to do in terms of actively managing our forest. >> the governor said california will be the first in the nation

that. his home sthaend significant damage during the lexington fire way back in 1985. but he said the rate increases after that fire were minor compared to now. the reason for all the rate hikes shouldn't be a surprise. insurance companies saw a record $25 million in losses in 2017 and 18 from the california wildfires. michael soar is with the department of insurance. >> the department has received many increases, many requests from insurance companies to increase rates, and homeowners are feeling that impact right now. >> premiums drops 149 million dollars. but rates had risen sharply over the last three years. this year's increase of 414 million has already surpassesed last year's total with three plos to go in the year. elaine says there's no way to fight it. she feels trapped.

>> up against a wall, because the only way out of it really is to move. >> among those increases approved this year is a 15% rate hyka for those on the fair plan. the fire insurance of last resort when no one else will insure you. some could pay as much as 40% more, depending on their fire risk score. the score could greatly impact the rates anyone pace, yet most homeowners know little about it. >> these scores need to be open to the public. they need to be transparents. often you don't as a business or homeowner even know what your score is. >> there's little consumers can do to lower their score. but he h thinks that could change. he wants homeowners to be rewarded with lower premiums by doing things like clearing brush or installing a shake roof.
