he's really -- she excited to be there. drooling. less ta let's talk about what's going on weather-wise. we have poor air quality in napa. everyone else green to moderate as we head down to the monterey bay. it's cloudy outside. just a couple degrees milder than yesterday. you will still need a jacket. temperatures are in the 50s just about everywhere. here's a look from the south beach. with the marine layer expanding overnight, expect less fog during the morning commute. a little drizzle falling along the coast. that could be the case through the morning commute until midmorning. mostly cloudy to partly sunny heading through the day. look at temperatures in the 50s and 60s at noon. 60s to barely a few 70s at 4:00. weren't we just in the 90s? back at 7:00 we're in the 50s and 60s. reggie? >> we'll start with big news. we've just learned that president trump and joe biden will not share a stage in the

second presidential debate next week. the commission on presidential debates just released those details this morning. the commission says in order to protect everyone involved, they are going to do a town hall style debate. this means that trump and biden will participate from separate remote locations. the moderator is going to be at a venue in miami. the debate is happening on october 15th. it is your voice and your vote. vice president mike pence and senator kamala harris faced off if a historic vice presidential debate. the two touched on a range of issues including california's wildfires. julian glover is live with the key takeaways. good morning. >> good morning. we certainly got more substance last night in the debate between senator harris and vice president mike pence compared to the biden/trump debate a week ago. both candidates ignored questions from the moderator, pretty much like a call from the telemarketer. the debate opened with the trump

administration's response to the coronavirus pandemic. it covered topics from the future of the supreme court, the economy and health care. harris evaded questions on whether president biden would increase seats on the supreme court and pence on abortion laws. the back and forth on climate change was hot last night. >> the climate is changing. the issue is what's the cause and what do we do about it? there are no more hurricanes today than there were 100 years ago. >> thank you. >> but many of the client -- >> vice president pence, i'm sorry, your time is up. >> to try to sell the goods of a green new deal. >> we have seen a pattern with this administration they don't believe science. joe's plan says we will deal with it and also create jobs. donald trump when asked about the wildfires in california and the question was the science is telling us this. you know what donald trump said? science doesn't know.

taken a crisis and turned it into a tragedy. it comes as 32 states and territories are now seeing a rise in cases. >> we could have from 300,000 to 400,000 deaths. that would be just so tragic if that happen. >> another top military official tested positive after attending a meeting with the joint chiefs. general gary thomas is second in command of the marine corps. all but one of the joint chiefs are now in isolation. reggie? >> that is something. thank you. as far as coronavirus and california, we have an interactive map that shows you where each county stands. to find out how your county is doing, head to abc7news.com. flags are flying at half staff today at the san francisco fire department as they mourn the death of a firefighter who died in a training accident. cal osha confirms that 42-year-old firefighter jason cortez fell three stories causing severe head injuries that resulted in his death.

this happened around 10:00 a.m. yesterday at the san francisco training facility in the mission. later hundreds of san francisco firefighters lined up outside of san francisco general as cort ' cortez's body was carried out in a casket draped by an american flag. cortez leaves behind a wife and two kids. >> he's a father of two children, a husband to an amazing wife. >> the training accident is being investigated jointly by the san francisco fire department, police department and cal osha. other san francisco fire stations are paying tribute. this sign is outside of cortez's station, number 3 in the tenderloin. the men and women of station 44 made that. abc7 was there as they passed the sign around and signed the back while waiting on the procession route. they say cortez was well loved. north bay leaders will meet with fema today to talk about federal assistance to recover

from the glass fire. the state has requested a disaster declaration, if that's approved grants will be available to home owners and business owners who had to rebuild. >> everyone save every receipt because you may qualify for the individual and business assistance if, in fact, that declaration does occur and especially in the near future. >> the glass fire has burned more than 67,000 acres in the sonoma and napa counties and it's just over 60% contained. more than 1,500 structures have been destroyed, officials say damage assessment is still under way. that is just one of the things that is holding up this disaster declaration. i have some good news, the cooler weather has finally made it up to the north bay and up in the higher elevations as that expanding marine layer is making it feel like 58 degrees. look at that humidity. it was like 6% yesterday. it's up to 72%. ideal firefighter conditions

with those light breezes. let's see how long it lasts. through at least saturday and then the offshore breezes develop and you can see the dry air and heat coming back as we head to the middle part of next week. good luck to those firefighters, they need a break and they're getting it. if you're just joining us from the tri valley or the east bay valley, look at those 50s out there. another sign that the marine layer has taken over all neighborhoods as it has expanded tall enough to climb over a lot of our higher elevations. 62 in oakland and hayward. everyone else in the 50s. no 40s this morning. in fact, look at this. the golden gate bridge, much easier to see all the way across to the marin headlands. that west-northwest wind at 13, that means it will be comfortable this afternoon if you have to take a break from working at home or remote learning. if you're exercising, use our

they don't need this. >> mike, thank you. developing news, protesters in wisconsin breaking curfew after no criminal charges were filed against an officer involved in the shooting death of a black teenager. jobina fortson is following that. >> new video shows police using tear gas on protesters trying to prevent them moving forward while police declared it an unlawful assembly saying they dispersed gas at demonstrator after they began following rocks at businesses. the district attorney announced there would not be charges filed against joseph mensa in the shooting death of 17-year-old alvin cole in february. it was the third shooting by the same officer in five years. it was recommended he be fired. the unrest was anticipated. it shut down city hall for three days and implemented a nightly

curf curfew. well, this is a reminder to double check your ballot before you mail it in. the reason is that nearly 23,000 of them were rejected across the bay area in the last general election. voters made three big mistakes. first, not signing the ballot or the envelope. second, the signature did not match the voter registration card. third, the ballot did not get returned in time. california law says as law as ballots are postmarked on or before election day they can arrive three days later and still be counted but that rule is changing for this election. >> we're extending the deadline to 17 days after the election for this november, anticipating any unexpected delays in the postal service but it must be postmarked on or before election day. >> we have to be careful and make sure we're doing everything right. if you want a more detailed look at how many ballots were

rejected in your county, we have an interactive map posted on our website, abc7news.com. a black bear is back home in the wild in butte county after suffering burns in the north complex fire. let's look at this video. i want to see this drool. it shows this 370-pound bear being released back into the wilderness after being treated for burns. i see it. the wildlife disaster network treated this injured bear and it left. released him into the wild about 25 miles away from where they found him. experts say the new area was not touched by the fire, it will still be very familiar to the bear and it will be able to find food, water and shelter. look at his little burns. >> i'm glad to see him back. >> yes. he's back home. he can find his people and they can get back together. this is good. >> how many of us when we've

organizerers announced this morning that president trump and joe biden will debate remotely but the entire thing is in question because the president just said he will not do a virtual debate. number four, cal investigating the death of a firefighter yesterday morning. jason cortez is a four-year veteran and is survived by his wife and two children. number five. yesterday was the transition from above average to below average temperatures. today we deepen that. anywhere from 6 to 12 degrees cooler. number six, we are following a sigalert in san jose, i do have a graphic if we're able to get it for you. speeds down to 5 miles per hour and this is going to be on northbound 101 at the hellyer avenue off-ramp. an overturned truck there, lots of debris and issues.

the fallen firefighter and thank him for his service. they're also flying the flag at half staff here at fire station number 7. the accident happened at the training facility here. jason cortez died yesterday morning. crews tell us he fell from three stories high during a training exercise and suffered a head injury. hundreds of firefighters lined up outside of san francisco general hospital as the body of the 42-year-old was carried a c american flag. the married father of two has been with the department for 13 years. >> he was just a really wonderful human being, always a straight up guy, hardworking, kind, just, you know, if i could clone him, you know, i would. just a wonderful human being. >> the fire chief says she can't give details about what happened

here, only that it was tragic and they are all heart broken. his death is now under investigation. again, fire station number 7 here showing its grief. the whole fire department is in mourning. the flag here at half staff. reporting live in san francisco, amy hollyfield, abc7 news. >> our condolences to his fellow firefighters and his family. breaking news. president trump is now saying he will not participate in the next presidential debate which is set for october 15th. he made that announcement this morning on fox news a short time after the commission on presidential debates announced that this debate will be virtual. trump and biden were supposed to participate from separate, remote locations while the moderator is at a venue in miami. but certainly it looks like at least at 5:33 in the morning on this day that those plans are now in question. your voice your vote. with 26 days now until election day vice president mike pence and senator kamala harris and

34 people have tested positive. that's up from 24 yesterday afternoon. the white house says president trump was back in the oval office yesterday six days after announcing he tested positive. officials said the white house was taking precautions to stop the spread, but several white house aides were seen yesterday interacting once again without masks. the assistant of the marine corps, general gary thomas, has tested positive. this comes days after they were in a pentagon with a coast guard leader who was infected. in california a staffer in the governor's office and another state worker who works nearby have tested positive. the governor says both are self-isolating and the department of public health is doing extensive contact tracing. he said neither of these individuals worked with him directly in his office. rejen ron askgeneron asked r

the rest of us around 55 to 59 degrees. as we head deeper into the forecast or more neighborhoods, 52 in napa. 59 in alameda. newark, san carlos, redwood city and the south bay. let's look at your commute planner, it's cloudy outthere. some patchy drizzle possible especially higher elevations and near the coast. temperatures milder with those 50s. no 40s this morning. watch out for that drizzle this morning and air quality issues throughout the day. let's give you an update on what's going to happen the next two days. we've been watching the chances of rain fade away. you can see midnight tonight through tomorrow morning, there's a chance of spotty drizzle, maybe a random shower. heading through the day, you can see more chances of random showers are over the ocean and then across the south bay. that kind of fades away as we head into friday evening. if you're out late friday evening drizzle will develop. that will continue through saturday morning. then a random shower is possible heading into saturday afternoon

and ending during the evening hours. look at the rainfall totals. less than a tenth of a percent of an inch. look how the smoke clears out later today and stays that way through at least saturday, sunday it could come back. we'll talk about that coming up. let's turn it over to jobina. i saw she was following an accident. what else is going on? >> exactly. we have a sigalert i've been following throughout the morning in san jose. we do have our photojournalist on the scene there now to take a live look at what's happening. this is northbound 101 at the he hellier avenue off-ramp. a box truck overturned and was laying across the lanes. one lane of travel is able to move right now on the left-hand side. all other lanes are blocked. according to the chp, they were trying to get this out of the way in the next 30 minutes or so. there is a backup extending

because of all of this. i was tracking this on our censors, it's around 5 miles per hour as people approach because this is in the commute direction. aside from this issue, everything else is looking clear across the bay area which is the positive here. there were some injuries here, but it does look like this person was rushed off to the hospital. we'll be right back after
