drizzle out there. it's something that jobina and i will be tracking throughout the morning commute. the marine layer is thicker this morning. it's touching all neighborhoods and infused with more moisture. no areas of organized rain you can see on live doppler 7. there's some drizzle. it's been measurable. in the east bay hills, up to 0.06 inches so far. here's a look at the exploratorium. we have another spare the air day, right now everybody is good, which is green or yellow, that is moderate. so we'll go from drizzle this morning to just a random light shower possible under a mostly cloudy sky this afternoon. if you liked yesterday's temperatures you should like today's. it will be a up more humid. 60s around the coast and bay with 70s inland. kumasi? >> thank you. so this is the top story on abc7news.com right now. this man caught on camera robbing a woman as she pushed a baby stroller in the middle of the day in sunnyvale.

abc7 news reporter julian glover is live with what neighbors are saying about this. juli julian? >> good morning. a disturbing crime of opportunity caught on camera in sunnyvale. this morning the person behind it is still out there. want to get to the video. two women walking midday on wednesday, one of the women you see there has a stroller. then you see a man in a hoodie walk up to the woman, pretends to trip. that's when he lunges to the woman in the pink jock ket, rips a necklace from her neck. the necklace snatcher runs off. residents are stunned by what happened in this city. >> she got attacked. literally, she got attacked. you're not prepared for something like that. this street is so busy with people walking all day every day, night and day. the little stroller was out in

the street. now the department of public safety is warning people to do their best to protect themselves from this terrifying crime. really common stuff, telling people to cover up bracelets with long sleeves and hide necklaces perhaps with a scarf if you're out and about, especially if you're on a walk by yourself. pricey possessions are not as visible then and don't attract robbers and make it easy for people to target people like this in an awful attack. julian glover, abc7 news. >> thank you. san francisco leaders are condemning attacks that have targeted asian americans. city officials calling for eart to prevent future violence. >> there is nothing that should be protected any stronger than the right of a person to walk safely down the street in their community. >> a man accused of the two assaults in the tenderloin

remains in jail pending trial. 34-year-old michael turner is charged with attacks on two women, a 71-year-old and a 78-year-old last month. it is still not clear whether president trump and joe biden will have another debate ahead of the election. with just a few weeks left to go, the president says he doesn't want to have a virtual event so he may be heading back on the campaign trail as soon as tomorrow. here's andrew dymburt. >> reporter: the fate of presidential faceoffs is not only up in the air but looking doubtful by the minute, this stems from president trump's positive coronavirus test from a week ago. the debate commission saying it's moving the next contest to an all-virtual platform setting off a domino effect that could end the debates altogether. one week after testing positive for covid-19, the president declaring himself cured last night telling fox news -- >> just saw the doctors today, they say i'm in great shape. >> reporter: he has not been seen in public other than white

house produced videos and said he is continuing with a powerful steroid to treat the virus. >> i think i'll try to do a rally saturday night. i feel so good. >> reporter: joe biden and kamala harris are back on the campaign trail in arizona. >> joe had a plan for covid since march. >> reporter: trump blasted harris calling her a monster. >> i couldn't be prouder. >> reporter: the surprise decision from the presidential debate commission next thursday's scheduled contest in miami would go all virtual. the commission saying the move was to protect the health and safety of all involved. after the announcement trump immediately shot it down. >> i'm not going to sit behind a computer and have somebody feed him answers. >> reporter: now trump's campaign manager says the president will be fully cleared by saturday and would be ready to debate in person. the trump team said they would be open to changing the date,

the biden campaign said they're opposed to rearranging the dates. it's possible these two candidates will not take the stage again before the november election. andrew dymburt, abc news, washington. and also in washington, nancy pelosi will introduce a bill to create a panel to make sure the president is fit for office. pelosi questioned if the treatment including the use of a steroid impaired his judgment. the legislation would establish a process to give congress the say to remove a president from office under the 25th amendment. new developments in a vacaville barbershop's ability to stay open during the pandemic. the man reopened his shop in may in defiance of local health orders. on monday the state sent him a cease and desist order with photos documenting his defiance.

orders again. faced with the poetential of hurricane-force winds and flooding, one couple decided to move up their wedding date. >> we were supposed to get married saturday with over 300 people. we knew about the storm we were like, eh, it wasn't supposed to come to us. then it was coming right to us. of course i got hysterical and my little superman here came in and swooped the day. >> when hurricane delta makes landfall it will break the record for most storms to make landfall in one season in the continental u.s. it will be the tenth hurricane or tropical storm to make landfall this season. the president approved emergency declarations in louisiana and mississippi and now i want to bring in our friend, mike. you are telling us just over and over and over the hurricanes keep coming. >> it's nonstop. drip, drip, drip, for the last several months. these poor folks in louisiana, you saw the blue tarps if you have been watching our news or

the news with david muir. most of these areas are damaged from laura and have not been fixed and they're fragile because of that and more susceptible to damage even more so with this storm which is t e taking almost a similar path. it did increase in strength overnight. it's up to a major category 3. 120 miles per hour to 150 miles per hour winds. it is moving rapidly which will help -- i won't minimize the damage, there will still be plenty of damage but it could be worse. gusts to 140 miles per hour, 11-foot coastal surge and the loss of life and property, there's an extreme risk. up to tennessee now we have the flooding potential. the cone of probability keeps shrinking. lake charles to lafayette is where the fastest winds and the most dangerous threat of tornadoes and storm surge will push through. back here we have drizzle at home. temperatures 54 to 57 across san francisco. pretty much mid 50s to near 60. a little milder and more humid

cloudy, drizzle and about 59 degrees. we'll use this as the back drop for our day planner. temperatures about 56 to 60 through 7:00. only low to mid60s at noon with barely sunshine. higher humidity is what you will notice this afternoon compared to yesterday afternoon as temperatures will be relatively the same. air quality, we are yellow to green just about everywhere. so we're starting off with much healthier air than yesterday where napa and santa rosa were poor or for the sensitive groups unhealthy. it looks like it will be the north bay through saturday that has a possibility of some of that unhealthy air. the smoke forecast, you can see it pushing away as we head throughout the day as that new air mass comes in. saturday looks quiet. again sunday behind that cold front those northerly winds develop we could see an increase in smoke sunday. reggie? >> thanks. in today's "gma" first look police arrested more than a dozen people accused of picking part in a plot to kidnap

michigan's governor. >> reporter: in this morning's "gma" first look, new details on the failed plot to kidnap a michigan governor, gretchen whitm whitmer. >> two militia groups who were preparing to kidnap and possibly kill me. >> reporter: the fbi and state police seen here raiding the home of one of the suspects took action after they say the men met this week to exchange tactical gear and to pool their money to allegedly buy explosives. the alleged mission, attack the governor before election day. tensions have been high in michigan with militia members some of them armed at one point descending on the state house this spring. coming up this morning, george stephanopoulos goes one-on-one with gretchen whitmer. i'm alex peres, abc news,

lansing, michigan. facebook removed hundreds of fake profiles tied to a pro trump group. the site says 276 accounts were posing as right-wing americans. accounts would flood news articles with comments in favor of the president. facebook permanently banned an arizona digital communications firm behind the accounts. the firm was making the accountses on behalf of a group called turning point action. the leading infectious disease expert is helping uc berkeley officials navigate the coronavirus. dr. anthony fauci was part of a fire side chat about the pandemic. katethe sobering prediction of when we might see a return to normal. >> well, we're involved with today is a divisiveness, the likes of which i've never seen.

>> reporter: that coming from dr. anthony fauci who has advised six presidents on serious u.s. and global health threats. >> the enemy is the virus. science knows no political party. >> reporter: director of the national institute of allergy and infectious diseases and member of the coronavirus task force, dr. fauci answered questions at a virtual u.c. berkeley event. how have conspiracy theories affected public health efforts? >> the examples of people not wanting to wear masks or if you do get infected it's going to be meaningless because it's a trivial outbreak. well, how can it be a trivial outbreak if it's already killed 210,000 people in the united states and a million people worldwide? >> reporter: how can governments decrease racial disparities when it comes to the pandemic? >> make sure there's testing there. make sure they get their testers back very quickly. but then the big problem is what morbidities?th that relates to the social determinants of health that minorities have had to deal with since the day they were born. >> reporter: what can colleges do to keep students safe? >> test all the students before they come onto the campus, then do surveillance testing every few days.

he could resume campaigning as soon as tomorrow. but it's not clear if he's still covid-19 positive. the president says he will probably take a test today. number two, a san francisco task force has proposed a 41-point plan for reviving the city's economy during and after this pandemic. it includes aid for small businesses, more affordable housing and economic support for minority communities. number three, video shows a brazen snatch and grab robbery of a woman pushing a baby stroller in sunnyvale. this morning police say the person behind this attack is still out there. >> number four, southwest louisiana once again bracing for a hurricane. this time it's delta which is expected to make landfall as a category 3 storm later today. delta is taking aim at the same communities still recovering from hurricane laura that hit six weeks ago. can you imagine the stress and pressure those folks are under? feel for them. back at home, scattered drizzle this morning but a better chance of drizzle tonight and random showers as we head through

of the 50s into the low to mid 60s by noon. staying in the 60s at the coast. we'll try to reach 70 at 4:00. you may notice extra humidity in the air. dropping down into the 60s if you're heading out this evening grab a jacket. we'll talk more about tomorrow's wet weather and fire conditions coming up. here's reggie. >> thank you. san francisco is in trouble and the city is providing the receipts. we already knew things like hotel occupancy and office space occupancy were total disasters, now we're hearing during this pandemic that grocery and drugstore sales are down 8%. in our effort to building a better bay area we're looking at the economy and the things the city is promising to do to try to fix it. amy hollyfield is live at city hall. >> reggie, city hall put together a task force to study this. that task force put out 41 recommendations, some of them are immediate like freeing up

cash for artists to help them out. others are more long-term. so for instance, how do you like those parklets, those little areas of sidewalks and parking spaces that have been converted into restaurant seating? this report calls for keeping those and expanding them to more marking spaces and having the city issue permits for these through at least 2023. the report also focuses on the construction industry and new businesses, calling for an easier permit process and flexibility in retail spaces. and all those empty office spaces and hotels, the task force calls for studying the possibility of turning those buildings into housing. this task force is made up of 100 people. it was created back in april. it doesn't paint a pretty picture saying the road to recovery is going to be a long one. reporting live in san francisco, amy hollyfield, abc7 news. >> thank you. in the south bay, a mayor is threatening to sue over governor

newsom's project home key, a program that is helping the homeless find housing during this pandemic. santa clara county decided to use its fund to convert an extended stay hotel in milpitas, but residents say they didn't get the input they wanted. county officials told the newspaper city staff was involved. milpitas city council will discuss their next steps later this month. president trump says he hopes to hold a rally this weekend in florida, and this as it appear there's may not be more presidential debates before election day. here's jobina fortson with the latest developments. tomorrow marks ten days since president trump says he tested positive for covid-19. last night he declared himself cured telling fox news the doctors think he's in great shape. the trump has refused to say if he has been tested again, only that he'll probably be tested

today. he said he's thinking of doing a rally tomorrow night. meanwhile joe biden and senator kamala harris are on the campaign trail in arizona. the next presidential debate is in doubt. yesterday the presidential debate commission announced next thursday's debate in miami would go all virtual. trump immediately said he would not take part. trump's campaign manager says the president would be ready to debate in person despite cdc guidelines recommending he still be in isolation. now abc news has announced it will hold a town hall with joe biden next thursday allowing voters to ask him questions directly. kumasi? >> thank you. oakland mayor libby schaaf is optimistic about reopening schools as the number of covid-19 cases drops in alameda county. oakland public schools could open as early as october 13th, but as of yet there's no memorandum of understanding with the teachers union.

teachers want to see two safety components met. >> one is that we have the data for the city of oakland and all zip codes and that we have near zero rates. the second piece is the appropriate ppe. >> oakland unified has been working on a reopening plan since last spring. the district says they will follow the science but worries that outcomes are constantly changing. a santa rosa man lived to tell the tale of a shark attack. this happened while he was vacations with his girlfriend in miami beach. >> luckily it didn't hurt at all. i heard shark teeth are like surgeon's scrapal blades, so sharp. >> that didn't hurt? whoa. 31-year-old mark bonnen was bitten in the leg while body surfing in south beach on wednesday. he said there were so many fish in the water he felt he was one

with nature before the attack. after the bite his girlfriend held his leg up as paramedics worked to stop the bleeding. bodde what says he has not ruled outgoing back into the water. >> i think at some point i'll be going back in. i'm thinking what are the chances of getting -- having two shark attacks? it's got to be zero. >> don't try it. >> oh. he did have to have surgery and stayed overnight at the hospital, he's now out and expected to make a full recovery. >> i told you about my family and sharks, right? >> what happened? >> oh. my dad says that sharks are like a part of our hawaiian spiritual family, so they won't touch us. but they still won't say shark, they'll say man in the gray suit. they feel like if they say shark that's bad luck. >> whatever keeps them away. it has worked thus far. >> i need to put some of that energy on this man. >> you do.

officers in certain cases involving dangerous hazards. it's unclear if one was required or present. abc7 news i-team reporter stephanie sierra talked to the founder of an organization that studies safety protocols for first responders. >> what hazards would have to be present to require having a safety officer be in a reasonable proximity to the scene of the accident? >> we're producing an atmosphere due to smoke and fire that meets that requirement then we are at that time having a safety officer on scene. >> we asked cal osha if a safety officer was required but the agency would only confirm that a comprehensive investigation is underway. from bad luck to blessings in less than 24 hours. an east bay youth and community group focused on building a better bay area has become the victim of thieves, but the community stepped up to help. this box truck used to help gather and give out donations

a new study far pharmaceutical company gilead sciences says remdesivir speeds up recovery time from covid-19. >> that's right. major development there. what we're learning is the study which had 1,062 patients was published in the new england journal of medicine. the drug did better for those on oxygen, it reduced recovery time by seven days compared to a placebo. it can also reduce the risk of death. for those on oxygen it reduced the risk of death by 72% at day 15, and 70% at day 29.
