fight the coronavirus this comes as abc news confirms that two more members of the white house residence tested positive. we will have more on today's event coming up in our next half hour. new this morning, we do want to tell you that former new jersey governor chris christie says he is out of the hospital following treatment for the coronavirus. he made the announcement on twitter writing i want to thank the extraordinary doctors and nurses who cared for me for the last week. christie who is overweight and asthmatic checked himself into the hospital as a precautionary measure. he was treated with the antiviral drug remdesivir. christie was part of a string of cases connected to president trump. and now to covid-19 and the number of daily coronavirus infections, it is headed in the wrong direction. there were more than 350,000 new cases reported worldwide yesterday. that is a new daily record. california had a little more

than 3,800 diagnosed cases. that's about 800 higher than the daily average. the 14-day positivity rate is at 2.6%. it's a pretty good number and that number is a good indicator of the transmission rate. >> even though we are lucky to have sort of a late summer, once we hit winter we're going to have issues once that weather comes in. >> and during outdoors dining this time of year, it can be very unpredictable as we all know. in an effort to build a better bay area, san jose and the silicon valley organization are teaming up with doordash to help restaurants prepare. abc7 reporter amanda del castillo explains how the money will be a critical lifeline as the weather turns. >> we're still months away from the official start to the winter subpoena seas season but small business owners know it's never too early to begin preparing, especially during the pandemic. >> even though we are lucky to have sort of a late mm, once oingo have somenchat weatr comes many. >> reporter: bad weather behind

rachel kaiser's push for $5,000 in grant money meant to help businesses cover the cost of heating equipment, tents and more. >> for the quote we got for a tent, it doesn't quite cover it. i would say it's about 60% of what we would need, but that would help us, of course, with any costs that we can get, any fwra grant we can get. >> reporter: on october 16th, restaurants can apply to receive part of the $150,000 being dedicated to san jose. doordash, the mayor's office and the silicon valley organization partnering to provide a little relie relief. >> in the end of the day what we really need is a significant amount of federal investment if we're going to be able to keep people afloat during this pandemic. >> reporter: doordash is making these available in select cities, in the bay area that includes san francisco and san jose. the company said this initiative will provide critical financial support to keep restaurants going through the cold weather, adding our city's restaurants are finally starting to move forward, and we have to help them maintain the momentum. the silicon valley organization

adding the move means economic growth for san jose and a small step forward for small business. >> i'm very grateful for doordash's contribution, but the truth is that we're going to need many, many hands to lift this village up and to be able to help other small businesses survive this winter season. >> recipients are expected to be notified by the end of december. in san jose, i'm amanda del castillo, abc7 news. on the peninsula, stanford's football team began its preseason practices at woodside high school. the cardinals are working out in woodside because right now santa clara county is not allowing on campus practices at stanford because of covid-19 restrictions. fitness clubs now have the okay to reopen in alameda county, 24 hour fitness welcomed back its members at all 11 of its locations in the county including this club in pleasanton. officials say they're closely following official health guidelines and have their own protocols in place for additional cleaning.

club managers will also be keeping a head count limiting occupancy. in san francisco needs to rethink its permitting process as part of its economic recovery according to a new report. the city's economic recovery task force says it needs to be simplified so that small businesses can launch quicker. an example could be a new cannabis dispensary that just opened on o'farrell street. the owner said she started the process to open in 2017. another recommendation is for the city to keep these parklets that have popped up for outdoor dining. it encourages more parking spaces to be turned into restaurant space. >> i really like all the outdoor dining. i i of the better things that happened with covid. >> that will also make it challenging for parking,s to it so it is a tricky situation. it suggests turning some of those hotels into housing. we've made it easy for you to keep tabs on what's open where you live. this interactive reopening tracker is on our website right

now, abc7news.com. we urge you to go check it out. san francisco firefighters are paying tribute to one of their own. a memorial for jason cortez now sits in front of fire station 3 on post street. 13-year veteran most recently worked as a firefighter paramedic at station 3 and his fellow firefighters also placed a black wreath on one of the station's fire trucks. taking a look now at sfo, san francisco international airport, heads-up, they have closed two of their four runways for repaving through friday. the airport says about a third of its arrivals and departures can expect delays because of this from 9:00 a.m. to noon, and then 5:00 to 8:00 p.m. the work was actually originally scheduled for 2022, but airport officials decided to get it done now because of reduced flight schedules, which are down about 60% from this time last year.

protesters will gather to call for justice for a man shot and killed by sheriff's deputies this week.ng shot during a traffic stop late monday night. the sheriff's office says garcia got out of the car and approached the deputy while keeping a hand behind his back. when asked to show that hand, he didn't. the deputy faringe fearing a gu first. the sheriff's office says they will release body camera footage next week and the protests will be held at veteran's park today at 1:00. a new report finds that drug overdose deaths in san francisco mber already surpassed las the medical examiner's office says around 470 people have died from accidental drug overdoses in just the first eight months of the year. that averages to about two deaths every day. fentanyl is to blame for most of these fatalities. last year there were 441 overdose deaths. the report says san francisco

could see 700 overdose deaths by the end of this year. and turning now to education, san francisco unified has dropped a bomb shell proposal. the board announced that they may switch an elite high school's admissions process to a lottery system. abc7 news reporter kate larsen spoke to emotional parents and a school board member about what the future may hold for lowell high school. >> lowell high school in san francisco's sunset district is a nationally recognized school. currently students are admitted based on grades and test scores. because of the pandemic grades and scores have mostly been eliminated, so the proposal is that all entering freshmen would have an equal opportunity to attend through the public school lottery system. >> this is to me an exciting opportunity. >> reporter: gabriella lopez is a former sfusd teacher and now vice president of the san francisco board of education. she says on october 20th, the board will vote on an admission policy change for one year. >> would you like to see lowell be a part of san francisco's

lottery system on this school year into the future? >> yes, and in any future vote if that comes up, i will vote yes. >> reporter: right now most of lowell's students are asian american. >> one thing that i've been hearing from the actual student body at lowell is more representation in the african-american community, of course, and the latino community. >> it's been our family's dream for him to attend this school. he lives within walking distance to the school. he attended lake shore elementary, which is directly next door. >> reporter: row wee na's son is in 8th grade and has always wanted to attend lowell, his father's alma mater. >> i'm feeling right now that the hard work that my son has really strooiived to achieve wa for nothing. >> reporter: she has little faith in the lottery system after her son didn't get into any of his middle school choices. >> i'm getting choked up. we're just trying to do the best for our children, and lowell was

doing whatever necessary to house their children, housing is a human right. >> architects are now working with moms for housing to design a place for mothers to live while they search for work and permanent homes. fire investigators have seized equipment bngntzog fire county. the fire started at the end of cement and has killed four people burning more than 56,000 acres. pg&e recently emerged from bankruptcy caused by financial fallout from several devastated wildfires caused by its utility equipment. the utility released a statement saying, quote, we recognize the tragic losses sustained as a result of this year's fire season and are thankful, as always for the efforts of the first responders who have worked tirelessly to contain the fires and protect the lives and property of california residents. in the north bay, firefighters are making heing i on the glass fire. new numbers reth sw containment. the wildfire has burned more

than 67,000 acres or 105 square miles. this has been a destructive wildfire. it's destroyed nearly 700 homes in napa and sonoma counties. cal fire says it expects to have the fire fully contained in a couple of weeks. and today fema will be closing its aid center in santa rosa for survivors of the august wildfires. the deadline to register for disaster assistant grants has been extended to november 22nd, but after today, services must be accessed online, and you can do that at disasterassistant.gov with the fema app, or by calling the fema help line at 800-621 3362. all right, in other news here in san francisco, a newly reopened san francisco cafe has been hit by a vandal and a thief in the course of a week. sort of a bizarre story. a man stole several toys from toy boat by jane. the dessert and sandwich shop was sold to a new owner and

reopened three weeks ago. owner amanda michaels says the thief came in thursday pretending to be a worker who was there to look at replacing a vandalized window. he got on a ladder to take some measurements, boxed up some robot and godzilla toys and took them with him while employees were helping customers. >> the neighborhood, the community, everybody's been so supportive. we've had people dropping off toys to donate. it's definitely been like a pretty rotten experience, you know, like it's a bummer to have that happen, but it's also kind of inspirational to see how people like rally behind you. >> michaels says she would love for the thief to just return the toys. all right, italian heritage weekend festivities are happening this weeken san francisco. that's a singer serenading people in washington square with italy's national anthem last night. many of this year's activities

later today, that system is out of here. this is your sunday, and looking at the poor air quality today, that's due to a wind shift. we start out with a southwest wind, and then getting into a northwest wind, and in fact, it looks like we're going to see more smoke as we get into your sunday, particularly in the north bay. so that system to the north of us as it pushes through, there is the winds, and that wind profile allowing for the strong northerly winds to allow a good ten-degree jump tomorrow. this is monday, more 80s to near 90, tuesday even warmer. wednesday mid-90s inland, 70s in the city today. 68 oakland. 70 palo alto, 72 in san jose, and the accuweather seven-day forecast, maybe a few sprinkles. milder tomorrow. in the 80s inland, but look at the trend, liz, for drier, warmer gusty offshore winds at times, and we're talking well above average, so high fire danger returns. tomorrow should be okay.

this is abc7 news. just one week after he was hospitalized with covid-19, president trump is planning to resume in-person events today. this comes as the white house refuses to say when the president last tested negative leaving americans asking questions about where he is in the course of the virus. good morning, everyone. much more on president trump's planned speech later today, but if you are just joining us this half hour, let's get another quick look at the weather with lisa argen. hey, lisa. >> hey, liz, good morning to you. we have a lot of cloud cover out there. wish we had some rain, but today is our cooler day with numbers below average. a look at the shark tank, a little filtered sunshine. 63 in oakland, it is 59 in san jose, 52 in gilroy, and upper 50s with a little bitsu high of 70 there with 60 in livermore and 61 in novato. good air quality, all in the green, but we do have a spare the air alert today for the

north bay as the winds will be shifting, we'll get a little smoke and haze coming your way. by noontime still a lot of clouds mainly in the 60s, a few breaks later on in the day. notice we are fairly uniform with low to mid-60s in the city to low 70s inland and by tonight looking at some fog at the coast. but we will be looking at a much warmer and brighter day for your sunday. we'll track that for you as it really sets the stage for a dry and warm week ahead. liz. >> all right, lisa, thank you. developing news this morning, delta is now a tropical storm and continues to weaken. but it's still a major rain threat to louisiana. it made landfall near where laura hit just over a month ago. >> delta slamming into the gulf coast as a category 2 storm making landfall late friday near creo creole, louisiana, only about 12 miles from where laura came ashore just six weeks ago. this storm that blasted parts of

the pelican state with 100 miles per hour winds, roofs ripped off buildings, trees and power lines toppled. in lake charles, people still trying to recover from laura. homes covered in blue tarps that storm barely clinging on after delta. heavy rain pummelling areas saturated by back to back storms. we're along the vermilion river in lafayette, louisiana, where we're already seeing the banks growing here as delta rolls in. the fast moving storm expected to do some damage before it moves northeast. but before it strikes the mid-atlantic, we could see up to 11 feet of life-threatening storm surge along the gulf coast. >> it is very clear that southwest louisiana is going to get more of a punch from this than we would like to see. >> elwin lopez, abc , > in just a few ho prident trump will hso e at the

monday. there's some confusion, though, surrounding his illness with no word from his doctor on his condition. abc's rachel scott is in washington, d.c. with the latest. >> this morning president trump gearing up to address hundreds of supporters from the white house balcony for the first time since testing positive for covid-19. >> i feel really good. i feel very strong. right now i'm medication free. i'm not taking any medications. >> reporter: in a fox news interview airing overnight promising he's in good shape. >> i have been retested and i haven't even found out numbers or anything yet, but i've been retested, and i know i'm at either the bottom of the scale or free. >> reporter: but with the white house still refusing to reveal when the president last tested negative. >> we don't have that. i don't personally know. >> for medical reasons, we're not revealing specifics. >> reporter: there are lingering questions about his health, and the nation's top infectious disease expert says the last large gathering hosted at the white house turned into a

superspreader event. >> we had a superspreader event in the white house, and it was in a situation where people were crowded together and were not wearing masks, so the data speaks for themselves. >> reporter: 34 people connected to the white house have now tested positive for covid-19. some seen close together even hugging at that rose garden ceremony without masks. still, the president has been itching t normal. while infected with the virus, returning to the oval office to work, and over the last 48 hours doing a round of interviews with conservative outlets claiming he's cured. >> i can tell you it's a cure, and i'm talking to you today because of it. and you know, because i think i could have been a bad -- i could have been a bad victim. >> reporter: but that experimental antibody treatment the president is touting has only been given to about ten people outside of clinical trials according to the company, and his assessment is at odds with his own health expert. >> you can't make the determination tt that's a cure. >> with a green light from his

>> i was heartbroken, confused and i couldn't believe i had heard that come out of a teacher's mouth. other students were still logged in. other parents were logged in as well commenting like do you know that you guys are being still recorded? >> the vallejo city unified school district sent a statement reading vcusd takes all student and parent complaints very seriously. we will evaluate our policies and procedures for online instruction and will address any specific complaints regarding the appropriate conduct of our faculty and staff. we regret that any students were offended by this incident and we will work carefully to resolve this matter. warriors fans have a chance to show some team pride when voting this year. the team is setting up a ballot dropoff location outside the new chase center starting october 31st until election tday. it will be located on the corner of third street and warrior's way and fans will be able to drop off their ballots or vote at the training facility in the open convention cent the warrior's arena.

happening today, the annual walnut creek community service day has been expanded to a city wide community food drive this year due to the covid-19 pandemic. today pop-up food dropoff stations will be held at grocery stores throughout the city starting at 9:00 a.m., so in about 20 minutes. that include the safeways on ygnacio valley road, tice valley boulevard and bancroft road and whole foods on ygnacio valley road and newell avenue. the san francisco lgbt center will hold its annual soiree virtually. the event raises money to the community like ing,mallb

winds, from 1:00 to 8:00 tonight, and then as the winds shift around the bay area here locally, we'll get into some offshore winds as soon as tomorrow night. golden gate bridge here, cloudy skies, 60 downtown, 62 in mountain view. it is 59 half moon bay and the gray sky over the city, air quality is good. 56 in santa rosa, 61 novato with mid-60s in concord. and today temperatures will be fairly uniform. 60s and 70s, a lot of cloud cover still throughout the afternoon, although we will get into a few sunny breaks. maybe a sprinkle, maybe a light shower, but more likely you'll see just a lot of cloud cover for a mostly cloudy day. then a warmer pattern starting tomorrow. it should be pretty nice. the winds will hold off until later on in the day. they certainly are of concern as we're looking at dry, gusty offshore winds late tomorrow into monday, and that's not the only opportunity. by the end of the week, temperatures soar. the atmosphere dries out, and we'll look for more offshore winds. here's a look at the light winds

abc7 east bay journalist has the story. >> 2016 i started training for my first marathon swim, and then that kind of started my journey. the idea of doing something that would challenge me mentally and physically that's close to home. i started at sea bright beach in santa cruz, and i finished at san carlos beach monterey. getting into open water, it's cold. there's animals in there, and i just remember jumping in and feeling a sense of freedom. i felt very nervous for the first three hours. >> the little blue lights you see in front are katherine swimming. >> the fog was so thick. i couldn't tell the difference between the water and the sky, and i was getting stung in the face by jelly fish because i couldn't see them, so those ones i got all over my arms and legs, but 55 stings is pretty good. you know, when i felt myself slowing down, i would just dig in deeper. i wanted to see if it was possible.

what really pushed me to keep going was knowing that i had the chance to get as well i knew i could use it to aquatics which is something that myself and others are really working on right now. i didn't see shore until i had about 500 yards to go. it was really exciting to be done. i worked so hard. getting the record was the cherry on top. the highlight is the journey. i broke the overall record by about 18 minutes in 12 hours, 42 minutes and 14 seconds. in doing this swim, i just hope that it inspires other people to get in the water and just try it out. >> awesome to see that. and while struggling to overcome depression, a teen became intrigued by slime videosment yes, slime. she loved slime so much that she started creating her own recipes and she is now growing her veryh
