restrict travel during the pandemic. this morning the administration is in talks with airlines to fast track international travel. >> it will be a great way to open the borders and begin to open the economy. >> reporter: officials revealing possible plans for an air bridge between new york and london, a program that would tes land allowing them to skip the mandatory two-week quarantine. the talks coming even as new infections in the uk have doubled in the last week. pubs and restaurants in some areas facing tighter restrictions. as for how the air bridge would work, reports say the airlines want to test passengers on departure and arrival and test them again five days later. if they're negative, they can skip quarantine. a frightening scene as the pandemic forces more people to eat outdoors. an out of control suv plowing into a crowd of diners in san jose, california injuring eight people, two critically. police say the driver may have suffered a medical emergency.

confirmation hearings begin this morning for supreme court nominee amy coney barrett. she'll be questioned by vice presidential candidate kamala harris. in these divisive times our new poll shows a slight majority believe the senate should wait to confirm a new justice until after the election. there appears to be nothing standing in the way of barrett's confirm. abc elizabeth shul si joins us with a preview of today's hearing. good morning, elizabeth. >> reporter: good morning, mona. the supreme court confirmation of judge amy coney barrett taking center stage with 22 days until the presidential election and with the coronavirus pandemic forcing a mix of in person and virtual attendance. both the election and coronavirus pandemic looming large over the supreme court hearing of judge amy coney barrett. the 22 senators on the judiciary committee are expected to appear in person and virtually with two republicans mike lee of utah and

abc news, saying policy should be left to the elected branches of government and the courts should not do so or try. if confirmed the 48-year-old devout catholic and mother of seven would solidify a 6-3 conservative majority on the court. on the campaign trail, joe biden refusing to answer questions about whether he would support packing the court, adding justices to shift the balance back towards democrats if he wins. >> you'll know my opinion on court packing when the election is over. >> don't the voters deserve to know? >> no, they don't. >> reporter: democrats are expected to mount additional challenges to the safety of the hearing citing the pandemic. without a majority, democrats say they lack meaningful tools to prevent judge barrett from getting confirmed. mona? >> elizabeth, thank you. a security guard hired by a tv news station is accused of murder after a protest in denver. police say matthew dolloff got into a confrontation with another man who fired pepper spray at him. the 49-year-old victim was shot once and died at the hospital.

this happened as left and right wing groups were holding a rally and counter protest. officials say dolloff was not licensed to be a security guard. it is unclear what started that confrontation. hurricane delta blamed for two deaths in louisiana. the storm toppled trees and power lines leaving 700,000 power outages. about half of the power outages have been restored. many homes and businesses where the storm came ashore flooded, damaged or destroyed about six weeks after hurricane laura went through the same area. >> i feel very hopeless. i'm thinking i don't know if i'm going to be able to live through the put back together only to have it destroyed again. it seems like we're in a pattern. >> the remnants of delta are blamed for a train derailment in georgia where heavy rain flooded highways. let's look at your monday forecast. what's left of hurricane delta is bringing heavy rain to the

from indiana. a train slamming into a tractor-trailer. it was stuck on the tracks. the cab of the truck was ripped off and dragged douwn the track. the driver was able to escape. in florida, this boat slammed into two docks on the st. lucy river. the men inside had fallen overboard. they had to dive under water to stay safe. an 11-year-old is charged with taking a bus on a joyride in louisiana.

police say the boy stole the bus and took them on a 13-mile chase, hitting a gas line. they say he even tried to hit another driver. the chase ended when the bus hit a tree. miraculously no one was seriously injured. now to an alleged murder for hire plot. a man is speaking out after being shot nine times. police have arrested his exwife and two teenagers. here's abc's megan tevrizian. >> reporter: this morning police near seattle releasing disturbing details about an alleged murder for hire scheme. police say a woman hired a teenage boy to kill her ex-husband in exchange for 13 thousand dollars. >> another one was on the back of my leg that went right through. i had another one on my left leg, one in my hip, my left arm and the chest obviously. >> reporter: police say the victim barron lee was shot nine times while walking to his car in july. in an exclusive interview with

"good morning america" lee spoke about the moment he was shot. >> i'm just thinking this is the last time i'm going to breathe. you were shot nine times, i'm thinking this is it. >> reporter: according to court records lee and his exwife sharon kelly were in the midst of a bitter custody battle and divorce. lee saying he suspected kelly immediately. police arrested his exwife and two teenage boys. court documents saying there was a tracking device purchased by kelly on lee's car and the alleged gunman forwarded himself an email containing a link to a gps monitor company web page the night before the shooting. >> she purchased the gps tracker and that was connected to the second suspect. there is evidence she conspired to commit the murder. >> reporter: later on "good morning america" barron lee will describe how the shooting played out and his recovery despite
