francisco and then emid 80s to 90 inland. kumasi? >> thank you, mike. today health and human services secretary will provide an update on the state's response to the pandemic. last week dr. mark ghaly indicated that recently opened schools have not contributed to an increase in covid cases so far. dr. ghaly will speak at noon today and we'll bring that to you live on abc7news.com and the abc7 news app. indoor businesses could get the green light to reopen in santa clara county today. the county is expected to move from the state's red tier into the less restrictive orange tier. abc7 news reporter julian glover is live with the mixed reaction from business owners. julian. >> hi, good morning, kumasi. certainly welcome news for many of those business owners. they move to the less restrictive orange tier here in santa clara county means many of

the restaurants behind me have a chance of surviving when the rain returns to the bay area. several changes that could happen to the move to the less restrictive orange tier. i want to walk you through them. first up, restaurants can operate indoors for the first time since march at 25% capacity or 100 people, whichever is fewer. indoor gatherings like worship services also will be allowed inside. 25% capacity or 100 whichever is fewer. the same guidelines there. outdoor gatherings can be increased up to 200 people and shopping malls operating at 50% capaci capacity. for restaurant owners, this is really a lifeline for them. if you're curious what indoor dining will look like, tables will be spaced six feet apart and face masks will be worn when you're not actively eating or drinking and they'll keep track of who is dining in. >> a lot of new rules we have to comply with. we have to collect people's names and phone numbers when they're sitting inside at a

let's take a look at the winds at 5:00 tomorrow morning when that fire weather watch begins. you can see we're already up to 20 miles per hour. look at how we accelerate especially into the evening hours. 11:00 wednesday and we start to push 30 miles per hour and we can get gusts up to 50 but notice it continues all night through 8:00 to 9:00 thursday morning and then most of thursday afternoon into the evening hours those winds stay sustained around 25 to 40 miles per hour. we're looking at a very prolonged period of winds, even 11:00 friday when the fire weather watch ends. winds are still up around 11 miles per hour. so, we'll have a couple days of dangerous conditions, especially across the north bay. really reflected in our fire danger index which for tomorrow is up in the north bay. as we head into the overnight hours, look at the extreme. our highest level and slide into the diablo hills and even the santa cruz mountains. tomorrow night into thursday. one of our most dangerous periods.

the state senate's website. in the north bay, the glass fire is pretty close to being contained. at last check, it's 96% contained. more than 67,000 acres have burned and most evacuation orders have been lifted. well these massive fires are taking a toll on animals across the state. they're finding bears and mountain lions and burned and orphaned on the front lines. the california department of fish and wildlife is now leading a new project called the wildlife disaster network. along with the uc davis school of veterinary medicine they created this program to help injured animals from search and rescue to rehab and release. currently under the network, a mountain lion kitten that was found by firefighters along with two others now being treated at the oakland zoo. this story. >> new at 6:00. a north carolina woman went above and beyond to help this unexpected r eed reptile guest

will appear in front of a judge later this week. all this week abc7 news is focusing our effort to build a better bay area and talking about education. san francisco board of education will hear a proposal to put lowell high school into a lottery system. lowell is a nationally recognized school and currently students are admitted on grades and test scores. because of the pandemic, grades and scores have been mostly eliminat eliminated. so the school district is proposing that all freshman have an equal opportunity through a lottery. it would approve to freshman for the 2021/2022 school year. bay area school districts are seeing kindergarten classes smaller than usual this year. some parents opted out of sending their 4 and 5 year olds to distance learning. so now educators are worried that these students will not be ready for first grade. santa clara unified kindergarten enrollment is down 17% compared

to last while oakland unified's is down nearly 11% and contra costa county says it is down at least 25%. >> it's significant for us. it's significant for all of our districts and our county and throughout the country. where you have a large number of students who are not enrolled in school and we know it is going to leave an impact behind for them and it's also going to require us to think differently on how we're going to catch those students up. >> some districts are already thinking to next summer and a boot camp. that's where kids would learn intensive skill development, including reading and writing. all this week our building a bay area education team is looking at virtual learning and for those who have returned, what in-person classes look like. we'll also hear from teachers and parents about their biggest frustrations and what's working. that's all this week right here on abc7. to yourni
