but you're going to have to hand over more than your credit card if you want to get a meal. good morning, everybody. it is tuesday, october 13th. before we get to all those stories, we want to check in with mike for a look at our forecast. good morning, mike. >> good morning, jobina, kumasiu reggie. let's give you an update. 23 hours to get ready for that and if that means building defensible space around your house or packing bags and figuring out an evacuation plan in case a fire erupts. if it does, it will spread rapidly with northeast winds gusting up to 50 miles per hour above 1,000 feet which is all those areas you see in orange. it starts at 5:00 tomorrow morning and goes through 11:00 friday morning. we're looking at, what, more than 50 hours of heightened fire conditions. right now pretty clear on live doppler 7. you can see from sutro tower just how clean it is. no marine layer and no fog and nothing to stop the warming today from 70 at half moon bay and low to mid 80s at san

francisco and then emid 80s to 90 inland. kumasi? >> thank you, mike. today health and human services secretary will provide an update on the state's response to the pandemic. last week dr. mark ghaly indicated that recently opened schools have not contributed to an increase in covid cases so far. dr. ghaly will speak at noon today and we'll bring that to you live on abc7news.com and the abc7 news app. indoor businesses could get the green light to reopen in santa clara county today. the county is expected to move from the state's red tier into the less restrictive orange tier. abc7 news reporter julian glover is live with the mixed reaction from business owners. julian. >> hi, good morning, kumasi. certainly welcome news for many of those business owners. they move to the less restrictive orange tier here in santa clara county means many of

the restaurants behind me have a chance of surviving when the rain returns to the bay area. several changes that could happen to the move to the less restrictive orange tier. i want to walk you through them. first up, restaurants can operate indoors for the first time since march at 25% capacity or 100 people, whichever is fewer. indoor gatherings like worship services also will be allowed inside. 25% capacity or 100 whichever is fewer. the same guidelines there. outdoor gatherings can be increased up to 200 people and shopping malls operating at 50% capaci capacity. for restaurant owners, this is really a lifeline for them. if you're curious what indoor dining will look like, tables will be spaced six feet apart and face masks will be worn when you're not actively eating or drinking and they'll keep track of who is dining in. >> a lot of new rules we have to comply with. we have to collect people's names and phone numbers when they're sitting inside at a

table. so, we just need to put a plan in place before we open up indoors. >> many businesses have been waiting for this day. the changes are depending on case count and positivity rates remaining stable. again, the county expected to move from the state's red tier to the less restrictive orange tier at the state's tier status update that should happen this morning and then those changes officially take effect tomorrow. so, if you're wondering when is the first time you'll be able to sit down inside at a restaurant, order a meal with that face mask, of course, that would be tomorrow. most likely here in santa clara county. reporting live here in san jose just outside of santana row, julian glover. >> julian, thank you. right now questioning begins for judge amy coney barrett and two bay area lawmakers are taking center stage. jobina fortson watching it from the live desk. thank you, jobina. >> diane feinstein and kamala

harris will begin their questioning today. we'll take a live look at the capitol hill and i will see what is going on. senator lindsey graham is still speaking and those hearings taking place today. senator harris will appear virtually as she called it, quote, reckless to hold a committee hearing in person for a vacant supreme court seat in the middle of this pandemic. the confirmation hearings should have been postponed. senator feinstein said the senate should not move forward and the next president has taken office. a san jose state professor says so far democrats and republicans are talking to americans, not each other. >> what i think they're trying to do is trying to influence the public debate. and persuade people one way or the other in the elections. >> during her opening statement, coney barrett said her philosophy has been shaped by her mentor, the late justice scalia. today's hearings are expected to last nine hours, believe it or not. very long time there.

let's take a look at the winds at 5:00 tomorrow morning when that fire weather watch begins. you can see we're already up to 20 miles per hour. look at how we accelerate especially into the evening hours. 11:00 wednesday and we start to push 30 miles per hour and we can get gusts up to 50 but notice it continues all night through 8:00 to 9:00 thursday morning and then most of thursday afternoon into the evening hours those winds stay sustained around 25 to 40 miles per hour. we're looking at a very prolonged period of winds, even 11:00 friday when the fire weather watch ends. winds are still up around 11 miles per hour. so, we'll have a couple days of dangerous conditions, especially across the north bay. really reflected in our fire danger index which for tomorrow is up in the north bay. as we head into the overnight hours, look at the extreme. our highest level and slide into the diablo hills and even the santa cruz mountains. tomorrow night into thursday. one of our most dangerous periods.

welcome back, everyone. a new study finds more people are engaging with fake news on fa compared with 2016. jobina is at the live desk with what changes social media companies need to make. jobina? >> kumasi, a really striking figure came out of the study. the number of interactions with false content spiked 242% since 2016. researchers say the content comes from sites that act as news organizations but repeatedly publish false material. here's what they say to do to spot the difference between real and fake stories. check out the outlet it's coming from and what evidence they're using to make the claim. researchers say social media companies need to implement policy changes to better protect users from misinformation. a spokesperson for facebo tellstell s over the past four years we've built the largest fact checking network of any platform, made

through the weekend. let's take a look at some neighborhood. santa rosa and fairfield and novatoa and san rafael and the rest of us 50s in the north bay. 50s and 60s outside of the north bay. so, pretty nice morning out there. let's see what happens in the afternoon. 83 in milpitas and 86 at san jose and gilroy 92 to about 90 degree spread across the south bay. 83 to 86 on the peninsula today. 68 in pacifica. that's the cool spot along the coast. look at daly city 76 degrees and low 80s for downtown and south san francisco. and sausalito sunsational 78 degrees today. 84 to 90 through the north bay valleys and 82 in richmond and san leandro and castro valley to 85 in oakland. east bay valleys, air conditioning close. 88 to 93 degrees. here are tonight's numbers. mid 50s to mid 60s. all right, starting tomorrow, the winds increase. the temperature increases.

the state senate's website. in the north bay, the glass fire is pretty close to being contained. at last check, it's 96% contained. more than 67,000 acres have burned and most evacuation orders have been lifted. well these massive fires are taking a toll on animals across the state. they're finding bears and mountain lions and burned and orphaned on the front lines. the california department of fish and wildlife is now leading a new project called the wildlife disaster network. along with the uc davis school of veterinary medicine they created this program to help injured animals from search and rescue to rehab and release. currently under the network, a mountain lion kitten that was found by firefighters along with two others now being treated at the oakland zoo. this story. >> new at 6:00. a north carolina woman went above and beyond to help this unexpected r eed reptile guest

restrictions. the economy and reopenings are part of our effort to build a better bay area and julian glover is live with more. >> hey, reggie. good morning. if you have been one of the people just waiting to go back inside of a restaurant, order something off the menu and have it delivered to the table, today is the day you could finally be hearing some good news. same deal if you've been waiting to worship inside for the last six to seven months. we could be getting some really good news here in santa clara county today moving to that less restrictive orange tier. with everything with covid-19 reopenings, there is a fine print. we'll walk you through some of it right here. restaurants will be able to operate at 25% capacity or 100 people, whichever is fewer. same thing applies with indoor gatherings and worship services. 25% capacity or 100 people, whichever is fewer. outdoor gatherings bump up to 200 people and shopping malls allowed to operate at 50%

capacity. churches here in the south bay will be able to operate inside for the first time since march. i spoke to the bishop of san jose last week and he told me face masks will be required inside of all catholic parishes. you'll only be allowed to sit with members of your family, if you live in the same household. things like communion will even be different. worshippers will be given the body of christ, the bread, not the blood of christ, the wine. that could require a sip from a communal cup. >> we feel that we have a responsible protocol where we would be able to go indoors responsibly. >> the changes are dependent on case count and positivity rates remaining stable, which they have for the last week or so. again, the county is expected to move from the state's red tier into the less restrictive orange tier at te's tier status update this morning.

then the changes would go into effect as early as tomorrow per santa clara county guidelines taking effect at 12:01 a.m., the day following the big announcement, which we expect today. reporting live here in san jose just outside of santana row, julian glover. hospitalizations and deaths from covid-19 in california have dropped to the lowest level in months. the decrease in numbers we've been seeing appear to have plateaued. with halloween just around the corner, though, california officials are getting ready to reveal health guidelines. they say you can gather with up to two other households, but say that the smaller the number of people, the safer. >> we tried to put together a set of guidance that allows people to have what we in public health talk about a framework really reducing risk and minimizing the chance of the spread of the disease. >> the governor says that the state isgi25

blackhawk at 61 and up at 2,800 feet warmer at 72. you could see 50s and 60s just about everywhere. barely 61 in hayward and 60 in san francisco and a few 40s up in the north bay. 46 in novato and san jose 57 under clear conditions and your commute planner and everything is good today. good air quality, light breezes and it's going to be a little warm. hopefully you have air conditioning at your disposal for the afternoon and evening commute. we talked about the winds last time and talk about the relative humidity. watch it tank. teens, 20s and 30s. overnight it is supposed to recover wabaic into the 70s and 80s and stays in the teens and 20s and 30s and tomorrow night is one of our first and most likely our hardest night of dealing with these fire conditions. look at the single digits thursday afternoon and even thursday night into friday we're still looking at teens, 20s and 30s. in fact, watch the critical fire conditions from 5:00 tomorrow through the afternoon and

evening hours become extreme by wednesday night into thursday while we're sleeping. we're going to turn our attention over to jobina and talk about the morning commute. hi, jobina. >> hi, mike, thank you. goodern moin morning, everyone. a live look at the bay bridge toll plaza where it is very jammed up there right now. we are seeing the metering lights came on at 5:48. look at all those cars. this backup extends all the way to the maze and as we bring in our live camera showing you emeryville you can see the backup still extends as you're traveling along westbound 80. all those headlights making their westbound and towards the toll plaza you'll run into the slow down. once you make it through the metering lights, everything is clear. also looking at this map i am bringing in because i have a crash on westbound 84 and actually a new update from the chp. it has cleared but you can certainly still see a backup in

i'm voting 'yes' on prop 19. nineteen limits taxes on seniors. it limits property tax on people like me. nineteen limits taxes on wildfire victims. it says so right here. if 19 passes, seniors can move closer to family or medical care. i looked at moving but i can't afford the taxes. will you help california's most vulnerable? vote 'yes' on prop 19.

will appear in front of a judge later this week. all this week abc7 news is focusing our effort to build a better bay area and talking about education. san francisco board of education will hear a proposal to put lowell high school into a lottery system. lowell is a nationally recognized school and currently students are admitted on grades and test scores. because of the pandemic, grades and scores have been mostly eliminat eliminated. so the school district is proposing that all freshman have an equal opportunity through a lottery. it would approve to freshman for the 2021/2022 school year. bay area school districts are seeing kindergarten classes smaller than usual this year. some parents opted out of sending their 4 and 5 year olds to distance learning. so now educators are worried that these students will not be ready for first grade. santa clara unified kindergarten enrollment is down 17% compared

to last while oakland unified's is down nearly 11% and contra costa county says it is down at least 25%. >> it's significant for us. it's significant for all of our districts and our county and throughout the country. where you have a large number of students who are not enrolled in school and we know it is going to leave an impact behind for them and it's also going to require us to think differently on how we're going to catch those students up. >> some districts are already thinking to next summer and a boot camp. that's where kids would learn intensive skill development, including reading and writing. all this week our building a bay area education team is looking at virtual learning and for those who have returned, what in-person classes look like. we'll also hear from teachers and parents about their biggest frustrations and what's working. that's all this week right here on abc7. to yourni
