building a better bay area, this is abc 7 news. several wildfires ignited in the bay area as dangerous fire conditions and crippling heat hang on but with signs of relief on the horizon, pg&e wraps up its preventative power shutoff, restoring electricity to thousands. good news there. it's saturday, october 17th. thank you for joining us. i'm julian glover, we are joining you instead of "good morning america" right now because we're bringing college football at 9:00 a.m. let's get the weekend started off the right way. we have a look at the forecast right now with lisa argen. no fog to speak of. it is going to come back overnight tonight in the view from mt. tam. looks beautiful. it is mild in san francisco.

66, 55, though, in gilroy. and a look from east bay hills camera, the camera is shaking, upper elevation winds are above 25 miles an hour. 55 in a napa. 48 in santa rosa. we are colder, look at this, 23 degrees cooler along the coast, due to the lightning of the offshore flow. once the offshore flow backs off temperatures can cool, the nights are longer. but in the upper elevations, yes, it is still breezy. we will get a sea breeze later on today. from our exploratorium camera, looks nice out there, pretty much to the 60s as we go through the next hour or so and then we'll be well into the 80s, that dry air mass warms quickly in our inland valleys. low 90s today. so very little change inland. just by a few degrees, temperatures coming down but around the bay and along the coast. we are cooler, that light sea breeze returns, then the fog returns tonight. so how far are we going to that i can this cooling? stay tuned, i'll let you know in a couple minutes. julian? >> lisa, laung. to developing news out of

san jose this morning, police are investigating a double shooting that left two men dead at a restaurant. new video here, it happened around 11:40 last night on south capital avenue. three other people were shot but are expected to be okay. it's unclear right now what led up to this shooting. and police in san jose also busy investigating a deadly stabbing this morning. this one happening just before 4:00 a.m. near dell ridge drive and coyote road. officers found a person suffering from a stab wound and that person died at the hospital. police say there is a large crime scene at this time and several surrounding streets are closed while investigators process this crime scene. in san francisco, two people are dead, and several others injured after two shootings. police say the first one happened just before -- on hunters point boulevard. the man was found suffering from a busht wound. he died at the hospital. then around 8:30, a short time

later, police say another shooting happened on sherwin street, a 33-year-old in this case died at the scene. three other people were taken to the hospital with non-life threatening injuries. and some new developments this morning, a pair of teens admitting to starting this fast moving brush fire in south san francisco. they are so close to homes. the fire started just before noon yesterday on the south side of the historic sign hill. abc 7 news reporter luce pena reports it forced numerous residents out of their homes. >> reporter: five minutes to evacuate, that's all this man and his wife got to say good-bye to 34 years of memories. >> the police said, this is time to get out. you only got less than five minutes before everything could catch fire here. >> reporter: when they looked outside they noticed sign hill park in flames. his neighbors running to their cars. over 121 homes evacuated. their home was the only one directly impacted by the flames.

>> came through the grass there and the trees. >> reporter: nec next to the hillside, flames five feet away from his house. >> i saw this really big fire, a lot of smoke. i was like, oh, man, this is it. >> reporter: many neighbors alerted police of seeing two teenagers by the hillside minutes prior to fire. >> whether it was accidental or purposeful, the weather encouraged the fire behavior to get this big. >> reporter: south san francisco police confirmed a 14 and 16-year-old started this fire. quote, south san francisco detectives ultimately obtained statement from the juveniles who admitted to being responsible for starting the fire. the south san francisco fire marshal is now conducting an investigation. as hotter days are ahead many residents are asking city officials to respond to a request of made for years. >> we have all these eucalyptus trees which they don't want to take down. this is a fire hazard throughout our area. >> reporter: in south san

francisco, luce pena, abc 7 news. also in south san francisco, flames burn through a bakery on starlight street right after firefighters contained the filed wooir on sign hill. workers at nearby businesses raced to -- officials tell us no one was hurt, thankfully. crews remain on the scene to make sure no hot spots reignited. in the north bay, this grass fire delayed drivers on interstate 80 in vacaville, at one point the highway patrol closed all westbound lanes on 80 at midway road. all lanes reopened, 45 minutes later. investigators looking into what park sparked this one. developing news now, pg&e restored power to pretty much everyone, all of the 41,000 customers who had their electricity shut off on we say. pg&e inspection crews report finding 30 instances of weather damage, which the yuletity claims could have caused wildfires if they had not turned

off the power. a spokesperson says the company was able to restore power 50% faster this time around, thanks to a larger fleet of helicopters helping with those inspections. last year we had about 35 helicopters available. this year we have approximately 65 helicopters available. so far we've used about 40 of those. we're using them as needed. >> the utility says it recorded wind gusts as high as 73 miles per hour in sonoma county and 61 miles per hour in contra costa county. that is exactly what we mean by those elevated fire dangers. in a surprising turn of events fema reversed a decision about disaster relief funds to help california wildfire victims. the administration said it initially refused the request because it did not meet the criteria for federal relief so governor newsom decided to call the president to make a direct appeal. afterwards he tweeted that president trump had approved the state's disaster declaration

request. >> we need to be mindful that these fires are not red fires, they're not blue fires. they don't know boundaries. they don't know political parties. the victims that are left behind have to be taken care of. >> cal fire says the fires this year have already burned through 4 million acres. a fema center for wildfire survivors of the scu lightning complex will open today in santa clara county. the mobile registration intake center is set up at the cal fire smith creek fire station on 22805 mount hamilton road. hours are 10:00 a.m. until 5:00 p.m. daily through october the 21st. it will be closed tomorrow, sunday, october the 18th, tough, the scu lightning complex burned nearly 400,000 acres in august and september, before finally being contained on october the 1st. santa cruz county is hosting a thank you fundraiser today for the volunteer firefighter and

the department that battled the czu lightning complex fire. the public is invited to participate in a drive-through event from 1:00 till 5:00 this afternoon in the parking lot of the ksco radio. volunteer firefighters will be there to say hello, exchange elbow bumps and accept donations too. from 2:00 to 3:00, the treasure hunt show will off a vintage smoky the bear toy. all proceeds going to the local fire departments. focus on reopening, not renaming. san francisco mayor london breed slamming plans to change the names of dozens of schools. abc 7 news reporter amanda dell castillo has a response from the state and school leaders. >> reporter: dianne feinstein elementary, balboa high school and more than 40 others within the san francisco junefied school district up for renaming discussion, an effort that started back in 2018. but friday, in audio shared by mayor london breed's office, a a

stern message, faocus should be on reopening. >> suffer the most if we can't get our act together. so i put out a statement because i am livid. i am livid. that now we're going to talk about renaming schools. and we haven't even opened them. how offensive? >> those words coming one day after she and a dozen other california mayors wrote state leaders urging them to safely reinstate in-person classes. state senator scott wiener throwing his support behind breed about timing but he has no objection to considering whether certain schools should be renamed. >> going to consume a lot of school district time and bandwidth, and i just don't think it's the right thing to do that now. >> reporter: in a release sf board of education president mark sanchez responded. i want to assure you that reopening schools is in no way being held up by the community process. the school renaming panel is engaged in. >> nothing should be on their agenda. other than what is our plan and our timeline to reopen schools?

we shouldn't even be having a conversation about anything else. >> reporter: i'm amanda dell castillo, abc 7 news. the high school in oakland all clear to reopen once classroom instruction is allowed again. back in february the school was shut down just before the pandemic after the toxic chemical tce was found in the groundwater beneath campus. exposure can affect the immune and reproductive systems. long-term exposure can cause cancer. both the water and air was tested. the chemical likely came from a nearby metal shop or dry cleaning facility. a group is planning a rally in protest against twitter in san francisco today. the rally is being called team save america free speech. the rec and parks department confirmed -- for u.n. plaza from noon until 3:00. according to san francisco health requirements, no more than 200 people are allowed, and masks must be born. rec and parks say police will implement safety measures for

there as that high fire danger has wrapped up this morning as we ease into some cooler temperatures this weekend. we'll hear more about the forecast coming up from lisa in just a bit. good news to report here, mocky the lemur back safe at the san francisco zoo this morning thanks to some observant kindergartners. kate larson has been on top of the story from the very beginning and she reports there's now been an arrest. >> reporter: just like any other day 5-year-old james trin was leaving school with his mom when everything changed, right here. james spotted a wild animal in the parking lot. and called over his friends who were astonished to see a -- >> lemur. >> reporter: james, brandon, adrian, samuel and sophie, all kindergarten schools at hope lutheran day school and daly city explained what happened next. >> then the lemur jumped over the gate and he just come inside -- he was there. and then they called -- >> animal control. >> reporter: cell phone video taken thursday evening shows

mocky wandering around the ward, eventually the endangered primate found comfort in this play house. what was he doing in there, james? >> hiding. >> reporter: animal control and daly city police showed up and fortunately they had snacked for mocky who at 21 is very old in li lemur years and requires constant feedings. it started at the san francisco zoo where mocky was born and raised. he was found missing from here and police later opened a burglary investigation when they found the enclosure had been tampered with. 36 hours later san rafael police arrested 30-year-old cory mcgilloway in ma rin county. on suspicion of stealing a getaway truck. >> the cover officer had tried to take his kids the zoo the bay before on his days off and heard the story about the lemur being stolen. they put two and two together.

>> it's kind of unbelievable. i can't understand it myself. >> reporter: zoo director tanya peterson announced they have giving hope lutheran the $2,100 reward. we also hope that he gets better soon. cory mcgilloway has been booked on four felony charges, including burglary, grand theft of an animal and vandalism. at the san francisco zoo i'm kate larson, abc 7 news. >> we're all thankful for a happy ending to that story there. shifting gears, while many bay area school districts have worked hard to close the digital divide the abc 7 i-team found that there is still a gap that exists in distance learning when it comes to who is and who is not attending classes. abc 7 news i-team reporting melanie woodrow digs into the data.

>> it's almost like we transformed under covid. what does it mean to make sure a child has basic access to education? >> reporter: it used to be making sure you got to school and hat the right supplies, now it's having the right device, connectivity, bandwidth and a safe quiet space to learn you been sbruped. >> and not everyone is living in those kinds of housing conditions. >> hedy chang is founder of an organization whose mission includes reducing chronic absences. >> for one group of kids t kids who have access to technology, showing up to school is much easier than before. for another group of kids, it's much harder because they don't have the technology, the internet and so absences are going to be much more concentrated. in those populations. >> reporter: data shows greater increases in absences in distance learning for some ethnic groups more than others,

in san mateo, absences for pacific islander students increased nearly 60% this year. absences for hispanic students increased nearly 7%. these groups have been disproportionately impacted by co ved 19. high school students in these groups are more likely to be taking care of younger siblings or working to help support their families. >> something has to give and one of the things that gives is being online, during the school day. >> superintendent kevin scelly says outreach workers are focused on increasing student engagement. >> visiting homes, talking to students, figuring out what we can do to help. >> reporter: a similar picture emerges in oakland where absences by pacific islander students are up 7% as compared to last school year, ousd tells the i-team it's been more difficult to reach this group of students during distance learning for the same reasons as in san mateo. students taking care of smaller siblings or working to help support their families. ousd says it has contracted additional services this year to conduct outreach to all pacific

the park toned down its halloween events, not as scary to draw in a younger crowd. >> we wanted to create a new event that's more accessible to families. so that everyone can come and enjoy the park. so this is more of a family-friendly event, less scary event. it's a daytime event. >> you know the drill by now. social distancing and masks are required. six flags telling us the attraction meets or exceeds cdc guidelines on safety. passing around a lot of chocolate there, lisa, will it be melting as the kids are outside looking at the different attractions? >> i think so. that sun is still pretty warm even though we have these longer nights and we had a chance to cool off it felt pretty good this morning in most of the bay area, but still, some mid-60s out there as you woke up. it was actually 69 in san francisco when i got in. and looking at a lot of sunshine, no fog to speak of, but the northerly winds are backing off. and so that is good news. our red flag warning for the bay

area has been allowed to expire, but not so for the sacramento valley, still looking at those offshore winds. big ridge of high pressure over the golden state, just kind of locking us in here. but just to the east of us, cold air is filling in to the dakotas and some snow north of minneapolis, it's rain in chicago. but the seasons certainly are changing and feeling like kind of groundhog day here, right, with a lot of sunshine. this is san jose, 280. 65 downtown. 62 in oakland, our warmest time of year with upper 70s average for parts of santa rosa. we'll be well above that today, about 20 degrees above average but cooling elsewhere. closer to the bay. and the coast. beautiful view here, exploratorium camera, 48 santa rosa, 59 in concord, and 24 hours ago we were a lot warmer. so with backing off of that northerly wind gradient that has allowed temperatures to cool off over that longer nighttime period. 23 degrees cooler, half moon

bay, 18 degrees cooler in napa. we like to see that but still some breezy winds, 20 to 30 miles an hour from mount deaub low to mount saint helena. straight out of the north, relative humidity not much better than about 20%. as we look at our air quality, it's moderate in the north and east bay. good elsewhere. we'll continue that trend as we get into the next several days. here's a look at emery vile where you can see a little bit hazy out there. no spare the air alert. some of the fire from the south central part of the state, moving into parts of the south bay. otherwise, we'll have sunny and dry conditions continuing throughout the day today with a little bit of cooling, coast and bayside, more cooling into your sunday. and that fog returning overnight tonight. interest it is. it's going to be about 1:00 in the morning. it spreads throughout the north bay, the marine county coast, waking up tomorrow and that will provide a better day tomorrow for your sunday.

numbers will be in the 90s, above average. but not quite as hot as it's been and you can see the flow here. is out of the south. and that's a cooler direction, so 60s and 70s from the coast, around the bay. this is monday, where we drop the temperatures a few more degrees. into tuesday. looks like we're going in the other direction, still, though, the surface flow will bring us a little bit of fog, and we are looking at temperatures to stay warmer, but not as warm for the next seven days. highs in the upper 80s in oakland. down around five to six degrees, 89 in fremont, look for 92 in san jose. another warm day in the south bay. and in the north bay, can't really catch a break yet with 95, santa rosa. 94 in concord. ten degrees cooler the closer you are to the coast. the accuweather seven-day forecast, hot day today inland, very warm around the bay. but the fog is back. bringing further cooling for the second half of your weekend. and by monday temperatures

for a safe and secure future, this is abc 7 news. good morning, finally made it today weekend, it's a saturday. gusty winds and sweltering temperatures have gripped the bay area for several days but relief is finally on the way here. let's check in with meteorologist lisa argen for an accurate forecast in the bay area. you've got a friend here. >> yeah, the creepy bug. i decided to keep that, it's halloween and then with my orange on, i definitely have the theme going. i don't like that. i'll step out of the frame here. 65 in san francisco. 62 in oakland. a lot of sunshine here, this is our east bay hills camera, 53 in gilroy. but look at the horizon here. you can see that the air quality is a little less than ideal from the north bay, the east bay and the south bay this morning due to those northerly winds and that stagnant air mass that we still have overhead. 55 in napa. it is 48 in santa rosa. some cooling around the bay. from the north bay to the coast. we are much cooler, and those

northerly winds will continue to dial back. but the yellows indicate the air quality that is moderate. that's in san francisco. that's in oakland right now. elsewhere it's good but we are still looking at the south bay. you saw that picture where it is although bit hazy out there. there are the winds. relative humidity is low so the atmosphere is dry. that means a quick warm-up more than 8 million americans have been infected with covid-19 and nearly 219,000 have died from it. as we head into cooler temperatures with cases increasing across much of the nation, health experts are concerned. abc news reporter karina mitchell has more. >> reporter: cases in the u.s. have increased by double digits this week according to an internal memo from the department of health and human services obtained by abc news. deaths also on the rise. more than 218,000 americans dead from the virus. including 51-year-old veteran

and ems first responder jerry jones. one day earlier his 41-year-old sister also lost her life to covid-19. >> i had to call jerry's mom and tell her that her child didn't make it after the day before she had gotten the phone call about her daughter not making it. two blows, two devastating blows. those were their only children. >> but new hope in the race for a vaccine this week, pfizer saying they could have one ready for emergency authorization after the third week of november. in the meantime health experts are warning we need to think twice about family gatherings. dr. anthony fauci speaking at the johns hopkins university health policy forum yesterday. >> we're going to start doing a lot of things more indoors, rather than outdoors. >> reporter: at least 38 states battling a rise in cases, 39 with an increase in hospitalizations.

yesterday former new jersey governor chris christie urged others to wear a mask after he didn't while on the president's debate prep team. and at that white house rose garden event, later testing positive and spending seven days in the icu. >> i let my guard down. leaders all across politics, sports, the media, should be saying to people, put your masks on and be safe until we get a vaccine that can help to protect us, completely. >> reporter: six days out of the hospital. christie says he's still not feeling 100%. karina mitchell, abc news, new york. the stakes are high to protect nearly 40 million californians from getting infected, and spreading covid-19. both apple and google have been working on tools to do mobile app contact tracing, utah was the first in the nation to roll out an app to do contact tracing. six months later the healthy together app is used by 94,000 people. ucsf is currently conducting a pilot test of a contact tracing

app, but a survey indicates roughly half, 52%, are willing to share tracking data in an app while 28% are unwilling. 20% are willing only with privacy protection. >> to get the level of benefit that would be needed to bring the pandemic fully under control you would need high levels of participation in 60% to 80%. >> healthy together does not allow users to see if their insurance covers testing but there is information about cares act funding for test results. anchts bus driver with the valley transportation authority for 13 years became the agency's first employee to pass away from covid-19 complications. but now there's some questions as to how she became infected. since the start of the pandemic the vta reports that 27 of its nearly 2,100 employees have tested positive for the virus. bart reporting 34 cases among it's nearly 4,200 employees.

sfmta says 74 of it's approximately 6,000 workers have the virus. chris nguyen has more from san jose. >> reporter: after a length think battle audrey lopez was the first employee to die from covid-19 earlier this week. >> she was still above and beyond her grand babies were her world. >> reporter: lopez's daughter ashley lozano believes her mother contracted the virus while on the job. >> she never took off her mask. she never wanted to go anywhere. she would go to work and home. like she would have groceries or whatever she needed. we would have it delivered. >> reporter: but the vta says a workers' comp investigation found no connection between lopez's infection in august and her role with the agency. since the start of the pandemic 27 vta employees have tested positive for covid-19. a number which also includes workers who don't interact with the public. three of them are still

recovering from the virus. >> we are providing grief counselors for our employees and have reached out to the lopez family with our deepest condolences. >> reporter: infectious disease experts believe public transit is relatively safe as long as precautions are taken, such as mask wearing and social distancing. >> intermediate risk compared to being totally outdoors, to a crowded indoor event or a crowded bar or restaurant. >> reporter: union president john courtney of atu local 262 agrees with that assessment, and says the vta has been receptive to some of the feedback from his members in regards to keeping operators and customers safe. however, he, too, believes that lopez was infected while at work. >> we have to do what we have to do. to honor our sister, audrey. and we are not going to stop fighting for audrey. and audrey's family. >> reporter: a gofundme account has been set up on lopez's behalf to raise money for her

where people in santa cruz are waking up a lot cooler. lisa, it's about 30 degrees cooler this morning than they woke up yesterday. lisa will be back in the unfair money bail system. he, accused of rape. while he, accused of stealing $5. the stanford rapist could afford bail; got out the same day. the senior citizen could not; forced to wait in jail nearly a year. voting yes on prop 25 ends this failed system, replacing it with one based on public safety.

shaking a bit. the winds are beginning to dial back but they're still breezy, above a thousand feet. 65 downtown. mild night in san francisco. already 67 on the peninsula with 53 in gilroy. beautiful view from the golden gate bridge where air quality is pretty good but it's hazy in spots. 48 santa rosa. 59 in novato. and 50s in concord. 24-hour temperature check, it's a lot cooler out there, 20 degrees cooler along the coast from half moon bay to pacifica. that all has to do with that offshore wind. when it's blowing from the land to the sea it's always warm. in fact, with the dry air now we're still going to warm up rather quickly today but we won't reach the readings we did yesterday. as we look at the north, upper elevations of the north bay, you can see mount saint helena up to 35 miles an hour, 24 miles an hour and continue to see the winds, won't be as fast today but they're still in the upper

elevations going to be offshore at the surface so weak onshore flow continues. beautiful view there. so the heat eases today at our beaches, around the bay. more of an onshore push tomorrow with a return to low clouds and fog. that's better cooling fur your sunday, and looking at that fog to stay at the coast. and keep us once again a little bit cooler into monday. first column is where we should be for this time of year, about 70 in oakland, san francisco, mid-70s. in san jose, should see the upper 70s in livermore, but look where we'll be today. 15 degrees above average with 93 in livermore. 92 in napa. not getting into the cooling yet. but oakland, upper 80s. better than yesterday's mid-90s. san francisco, 92 yesterday, 82 today and redwood city in the upper 80s. that weak onshore flow, throughout the afternoon. 90 in santa clara. 87, hot day in the south bay. mid to upper 80s to redwood
