it is october 19th. before we get to those stories, we want to check in with mike for a look at our forecast. good morning, mike. >> good morning. thaf thanks for joining us this monday morning. i have some issues for the north bay, but it's above 1,000 feet, so not a lot of us but still critical fire conditions will develop from 11:00 tonight to 8:00 wednesday morning. winds are calm right now, less than 10 miles per hour, pretty clear looking from sutro tower. there's some patchy fog along the coast and east bay shoreline. that will move back to the coast where we will have sunshine, 60s there. 70s around the bay and 80s inland. julian? >> happening today, family and friends will be holding a vigil for the san francisco firefighter who died earlier this month. jason cortez passed away after a training accident. the 13-year veteran firefighter and paramedic is survived by his wife and two young kids. his loved ones will hold a

private vigil at 4:00 this afternoon at st. ignatius church. a private memorial will be held tomorrow at oracle park. today governor newsom will provide another update to the response to the wildfires and covid-19. last week the governor talked to president trump to approve the state's disaster declaration request for funds to help wildfire victims. you can watch that update on abc7 and abc7news.com. san mateo county is launching a new covid-19 compliance unit today. this is a push to make sure business are following coronavirus guidelines and keeping employees and customers safe. health is something we are committed to in our effort to building a better bay area especially during the pandemic. amy hollyfield is live in san mateo county with more on this. >> good morning. before you go out shopping, bring your mask. that could be an expensive mistake while shopping.

they could fine you up to $3,000 in san mateo county. this is the new covid-19 compliance team. they will be heading out today looking out for businesses and people not following the county health department's rules. one business owner says he supports the idea. he appreciates anything that will help us all get back to normal. >> we have to. if not, we're going to get shut down again, then we'll be right where we started in the early months of this covid thing. nobody wants that. >> if you have seen a business that is not enforcing the rules or a person who is in violation, you can be a part of this team. you can call 211 to report them. the compliance unit will work with businesses to make sure they understand what is required of them. if it keeps happening, they will hand out a warning at first, then that could graduate. they could issue that $3,000 fine or they could even face

criminal charges. reporting live in daly city, amy hollyfield, abc7 news. >> thank you. many bay area counties including san mateo county have threatened to fine people without masks, few have followed through on that. the chronicle is reporting no fines have been issued at the county level in napa, solano, san francisco, san mateo, contra costa and marin counties. sonoma and santa clara county says people can be fined but they did not say whether they issued any. time is running out for congress to agree on a new coronavirus relief package. house speaker nancy pelosi says if a deal is not reached by tomorrow it's not going to happen before the election. the deadline comes as the u.s. is seeing a surge in cases. pfizer says it is making hundreds of thousands of doses of its experimental vaccine, but it says it won't know if it even works until the end of this

month. new york governor andrew cuomo says he doesn't believe americans are confident in the effectiveness of a quickly produced vaccine. >> you're going to say to the american people now here's a vaccine, it was new, it was done quickly, but trust this federal administration and their health administration that it's safe? and we're not 100% sure of the consequences. i think it's going to be a skeptical american public about taking the vaccine. and they should be. >> pfizer must monitor volunteers for another two weeks for safety precautions after this vaccine is developed. if there is one thing you take away from today's newscast, let it be this, today is the last day to register online or by mail to vote in california. election day is 15 days away. statewide nearly 3 million ballots have been turned in. throughout the bay area we're seeing a higher early voter count compared to 2016. >> we have about a 23% turnout in san francisco, which is good for this point in time.

but that's tough to do on a fixed income. i'd be hit with a tax penalty for moving to another county, so i'm voting 'yes' on prop 19. it limits property taxes and lets seniors transfer their home's current tax base to another home that's closer to family or medical care. being closer to family is important to me. how about you? voting 'yes' on prop 19.

all right. welcome back. let's look at some neighborhood temperatures and what to expect when you step out. we have some fog along the coast, 45 at half moon bay. everybody else in the mid to upper 50s until you head south and go down to redwood city where it's 49. menlo park in the 50s. 47 right now in santa rosa. as far as your activity planner, everything is good today whether you're working from home or exercising. the cooler temperatures will make it easier to do those. critical fire conditions across the north bay mountains up at about 1,000 feet. the winds will be fastest for tuesday morning. they'll taper tuesday afternoon and then another burst but not quite as quick tuesday night into wednesday morning. let's check the morning commute.

hi, jobina. >> hi, mike. thank you. good morning. we have no major crashes to report this morning which is good news. i will take you to a live look now showing off the bay bridge toll plaza, metering lights came on at 5:56 this morning. i would say this is -- excuse me, 5:36 this morning. that was -- i would say this is the busiest spot across the bay area now. starting today, fare collection and front door boarding resumes on all ac transit buses. both were suspended back in march because of the pandemic. ac transit said it lost about $1 million a week when it didn't collect fares. now buses are retro fitted with shields for drivers to protect the spread of covid-19. we all had that struggle trying to think of a song name that's stuck on the tip of your tongue. now there's a new solution out to that won't happen again. >> this will save us a lot of headaches. also this, two bulldogs now back with their owner, but the puppies had quite a scary

welcome back. now the most clicked on story at abc7news.com this morning, the owner of a historic san francisco business caught on camera flashing his gun. the incident happened saturday afternoon outside the iconic golden gate fortune cookie factory. a man in a black sweatshirt singled out a tourist and shoved him. we blurred this man's face because he has not been arrested. kevin chan is the owner of the fortune cookie factory he stepped in. as you can see here, he lifts up his shirt to reveal his concealed carry weapon. >> the guy asked why did you push me? oh, you're staring at me. i'm not a hero, i'm just doing my job to protect my family, my business, my people, my guests. >> so kevin decided not to file a police report afraid that it

wouldn't go anywhere. instead he is choosing to tell his story and send a message to local leaders about reforming the police. a san francisco man is back with his two puppies this morning. this is doug with indigo and lincoln rilylila after they wer reunited yesterday. he reported the dogs missing on saturday. he told police he left them in his backyard for about five hours. when he got home, these adorable dogs were gone. two families ended up buying the dogs from a man on the street. they eventually came forward after learning the puppies were stolen. >> through the miracles of people doing the right thing, getting the word out, my friends, my community are so amazing. off to the vet to check them, but they're here. >> police arrested 39-year-old francisco zaragoza. he's been booked on charges of receiving stolen property, drug possession and giving police a fake i.d. people in san mateo are on

edge after three mountain lion sightings over the weekend, and now police are warning you to be cautious. a home surveillance camera caught this mountain lion walking through somebody's backyard. this was in alameda on saturday night. this comes after two other sightings, one on friday night at 10:00, and another saturday morning at 6:45. police officers conducted a thorough search of the area but didn't find the animal. google has a new handy feature that can help you identify those songs even if you don't know the lyrics. you hear it on the radio, you're trying to figure it out but you don't know the words. this is for you. all you have do is hum or whistle it. the feature is available for android and iphones through the google app or google search widget. you can ask the google assistant "what's this song" and do your best hum to see if it figures it out. kumasi has dowubts how effectiv

danger. not as likely this weekend. here's a look at the cloud cover. you can see it pushing over against the east bay shore, quickly by 10:00, 11:00, back at the coast we'll see sunshine during the afternoon hours. we can't completely ireradicate the low clouds. more cooling for the south bay, 79 for milpitas. 81 in san jose. on the peninsula, 74 and 80. you are thinking these temperatures are still warm, and they are. still above average. 64 to 68 along the peninsula coast. the only average temperature is san francisco, downtown at 70 degrees. 80 in vallejo, near 90 in lake port and ukiah. 74 at berkeley to about 82 in castro valley. that's the exception. most of us in the 70s. when we head into the valleys we get the widespread 80s. tonight, temperatures fall back to the 50s. in the north bay valleys we're in the 40s. you can see that yellow in the north bay, those are the winds

all right. want to talk to you about temperatures. we talked about how they'll be cooler and definitely they did that over the weekend. even though we cooled off we're still from about 6 to 11 degrees warmer than average away from san francisco. new at 6:00, a "usa today" investigation found that asian americans in san francisco are dying from covid-19 at a higher rate than other ethnicities. 38% of covid-19 deaths in the city are asian american residents. health experts tell "usa today" they're concerned that the

positivity rate among asian americans could be far higher than the 12% reported. they worry asian americans receive little information about covid-19 safety and resources in their native languages. the asian american community is also struggling with inadequate access to health care and hate crimes. happening today in sonoma county, a new covid-19 testing site is opening in windsor. the site can test 300 people a day. all california residents are get tested there regardless of immigration status or insurance. you do have to make an appoint. it's available on weekdays. you can find the number right there to do that on our screen. a couple that has been married for 60 years have reunited after being seven months apart. >> look who's here. who's here? >> oh, my gosh. oh. >> look at him.

with voters in north carolina. both candidates talked about the panned. >> things are getting worse. he continues to lie to us about the circumstances. experts say we're likely to lose as many as 200,000 additional lives nationwide between now and the end of the year. >> he'll listen to the scientists. if i listened totally to the scientists we would right now have a country that would be in a massive depression instead of we're like a rocket ship. >> the latest abc news poll and "washington post" poll shows biden leading president trump by 12 points. it's the same lead hillary clinton had this time four years ago, but she ultimately lost the election. biden and the president are expected to debate this thursday. this will be the same for mast as the first debate they had last month. this morning the white house says it is welcoming a tuesday deadline for negotiations on a new stimulus bill. house speaker nancy pelosi announced the deadline

yesterday. pelosi says she's working with treasury secretary steven mnuchin to reconcile the remaining disputes in the bill. the two are planning to meet again today and pelosi says she's optimistic. >> bottom line, madam speaker, will americans get relief before election day? >> that depends on the administration. the fact is that we cannot -- the heart of the matter is to stop the spread of the virus. >> i want to do it at a bigger number than she wants. that doesn't mean all the republicans agree with me, but i think they will in the end. if she would go along, i think they would, too. >> the democrats want about $1.8 trillion in stimulus money, but republican snate leader mitch mcconnell all but ruled that out saying senators in his party would never support a package that big. coming up, covid-19's thanksgiving threat. we have some smart ways to stop the virus's spread for the holidays. and we're looking live at the big board at the new york stock exchange. we'll get an update on how the

markets are doing next. and the trouble of tracing coronavirus cases in our schools. the new tracking tool in one bay area county this week that's giving parents a little bit more detail. first we want to check in with mike nicco for a look at our forecast. hey, mike. >> good morning, kumasi, juliannjeweulian. 51 in santa teresa. 62 in alum rock. los gatos about 70. 40s along 101 in the north bay, the rest of us in the 50s until you get around brentwood where it's 60. san jose, we're in the upper 50s now looking northbound on 87 towards mineta san jose international. the otherwise the commute for about 95% of us is quiet and good. a lot of green there whether it's mass transit or on the bay. here is that fire threat. it's localized, up in the north

bay, 11:00 tonight through 8:00 wednesday morning. it's not going to be nearly as potent as the last -- any of them we had so far this fall season. so here's a look. we start off with low to actually none at 11:00. then you ramp up as you can see during the overnight hours. quickly into northern napa, we have it very high. you can see some yellows out there in lake county and solano county. those continue as we head throughout the morning hours. there will be a lull tuesday afternoon. we head into the evening and overnight hours, you can see high conditions develop once again up into the north bay mountains. once that passes we'll finally have some autumn-like weather coming up in the forecast. it doesn't mean rain but definitely cooler temperatures. let's get over to jobina and talk about the morning commute. what are you seeing today? >> hi, mike. i'm seeing really great conditions across all of the bay area this morning.

but i can't say i expected this. because it was easy. to fight these fires, we need funding - plain and simple. for this crisis, and for the next one. prop 15 closes tax loopholes so rich corporations pay their fair share of taxes. so firefighters like me, have what we need to do the job, and to do it right.

limiting the number of people, working on ventilation inside, it's not going to be an easy holiday season. >> to increase ventilation indoors consider opening windows, changing filters in your heating system and use an air purifier. you can watch that full interview on "good morning america" after abc7 news. >> really important advice. thank you. b.a.r.t. is partnering with the bay area community health to offer free covid-19 testing starting today. there's a new pop-up testing site at the union city b.a.r.t. station. it will be open today, tomorrow and thursday between the hours of 9:00 a.m. to 4:00 p.m. anyone can get a free test. appointments can be made through the bay area community health website. walk-ins are also welcome. you must wear a mask at the testing site. more resources for parents in marin county. the county office of education will launch a school virus tracker on its website this week. there's a map and a dashboard and it shows if, when and where

people may have been exposed to coronavirus at local schools. nearly half of elementary and middle schools in marin county opened or have plans to open next month for in-person learning. a sacramento county teacher is being called a hero this morning for calling for help for two distanced learning students. jennifer peterson heard the students screaming for help after an online zoom class. someone broke into the home through the window. the intruder ran through the house escaping through the backyard after realizing someone was home. >> the teacher said call 911, she stood online with them. >> i was panicking inside. i was watching their faces. i could see their faces go from concern to actual panic. >> peterson said her instincts as a teacher and mother kicked in. police surrounded the neighborhood. you will want to get your holiday shopping done early this year because the pandemic is

causing a big problem for shipping companies. the "wall street journal" reports that carriers are struggling to keep up with the expected increase in orders. smaller carriers have already booked up their shipping capacity. you're asked to be prepared for deliveries to take extra days during the holidays. china's economy has grown since the country recovered from a wave of covid-19. its gdp rose nearly 5% in july to september compared to the same time period last year. the u.s. and other countries are also expected to report a third quarter surge but many are still trying to recover from the pandemic. now let's look live at the new york stock exchange. trading is getting under way this morning. we're up about 60 points. new here at 6:00 a.m., the newest store to pop up in times square is opening with an interesting message in maybe the most flashy ad dominated corner of the world. so, while you're seeing what looks like a typical grocery store everything is made out of

plastic. there is sushi, a installation is meant to raise awareness about the effects of plastic and what's happening on the environment. today a full ban on plastic carry-out bags goes into effect for new york state. pop eeye's is bringing back fan favorite. the fast food chain is once again offering cajun style turkeys for the holiday. the company confirmed the announcement to "usa today." each turkey will cost $40. it's precooked, comes with louisiana style seasonings, but you can only get them at participating locations, so you either have to go there or call your local popeye's if you want to order. i have never been in charge of making the thanksgiving turkey. i don't know if it's easier to do yourself or call popeye's.
