a red flag warning is going into effect right now because of some of these dry conditions.

i'll explain how this could affect you. multiple rounds of offshore winds and critical fire conditions this week. just because the fda may approve a vaccine doesn't mean the state of california will. what the committee will control when it comes to a vaccine. severely understaffed. san jose fire is looking to fill positions and a hero behind the headset. abc 7 news starts right now. here warning just went into effect for parts of the bay area as gusty winds are whipping back up. that means thousands of pg&e customers could see power shut off due to the critical power weather. wou we begin with sandhya patel on what we can expect over the next

few hours. >> yeah, those winds will be increasing. right now they're running low, you will notice gusts to 12 miles per hour in mt. helena. wind gusts could reach as high as 40 miles per hour. you combine that with low humidity and dry fuels and fires that develop will spread rapidly. notice winds picking up around 20-29 miles an hour in the hills tomorrow morning and tomorrow afternoon. they remain gusty. this isn't the only round of gusty offshore winds. we have a second round coming. as you will notice, that has already prompted a fire weather watch and will cover the north and east bay hills and santa cruz mountains until 8:00 a.m. friday. that means increasing risk of wildfires. and the second round could be

stronger than the first round, and there's a third round coming. pg&e is warning of another possible round of power shutoffs. 50,000 customers could lose electricity as early as wednesday night. here in the bay area, nearly 7,000 homes and businesses could see outages. the mountains in the north bay and areas near mt. diablo are most at risk. new at 11:00, all evacuation orders for the glass fire in the north bay have now been lifted. the fire burned more than 67,000 acres and is 97% contained. as fire crews near full containment on the north bay fires they're faced with more dangerous weather. fairfax road has been closed due to fire childrens. j.r. stone is near fairfax where people he spoke with said the power shutoffs and road closures are worth the inconvenience.

yeah, held a knife to her throat. >> each caller went into great detail about what they had just witnessed. a man attacking a woman as she sat inside her toyota prius. >> i saw a car smashed in the sunroof, kicked the lady out of the car, threw her in the street. >> they stay on the phone with police and watch what sounds like noanother carjacking. >> body camera video shows the encounter. vargas is seen running and officers yell for him to stop and drop the knife. >> he sprinted toward one of the officers with the knife in his right hand. >> two officers shot vargas, killing him. they are on administrative leave with several investigations under way. >> we do not draw any conclusions as to whether the officers acted consistent with our policies and the law.

extra layer of protection to its covid-19 vaccine approval process. kate larsen has the latest on governor newsom's new commit he and why an epidemiologist thinks it could make for higher vaccination rates. >> reporter: when it comes to potential covid-19 vaccines governor newsom says just because the federal government might approve it doesn't mean california will. >> of course we don't take anyone's word for it. we will do our own independently reviewed process. >> reporter: he announced the scientific safety review work group, a committee of 11 california doctors, including from san francisco's department of public health, uc berkley and stanford. >> and to guarantee the transparency of the disbritribun of our vaccines. >> do you think will improve coverage? >> i think it will.

>> reporter: epidemiologist george rutherford is not on the committee but knows some who are. >> there's enough distrust of the vaccine going around as it is that if this, if a committee like this takes an extra week, and that encourages a greater proportion of people to get vaccinated it's hugely important. >> do you have any concern that this new committee could delay people getting a vaccine as soon as possible? >> i think this is a one-meeting, let's make sure we get a look at the data and give a thumbs up. >> reporter: even if vaccines do get emergency approval this year, governor newsom said people should not expect widespread distribution until 2021. kate larsen. struggling small businesses may be able to apply for a cash infusion. two santa clara supervisors want to launch a $100 million loan program to provide low-interest loans to small businesses impacted by covid-19. one supervisor says it's really

tonight. low humidity is why we are facing critical fire conditions all week long, especially over the higher terrain. here's a look at the fire danger index. in the north bay we start to see yellows and oranges which is high to very high fire danger going into tomorrow morning and into tomorrow afternoon. so tomorrow morning the humidity levels start out high and begin to drop in some of our inland valleys. 19% humidity in fairfield, 16% lake port, 17% in livermore. when you combine that with record to near-record dry fuels the fire danger is elevated. hour by hour we're going to take you into the second hour of offshore winds. thursday's event looks stronger. thursday morning wind gusts 25-27 miles an hour and even higher up to 40 miles an hour. live look, winds are not an issue right now.

critical fire conditions, we are looking at a cooler pattern, and it's going to be noticeable thursday through saturday. you see snow in the rockies and the plains. if we could just get enough rain here in the bay area, it would end our fire season, but obviously, we don't have that in the forecast just yet. live doppler 7 shows a few patches of fog and temperatures are falling in places like half moon bay, down to 48 degrees. 50s, 60s elsewhere. as we head into tomorrow morning, patches of fog, 5:00 to 8:00 a.m. then in the morning hours 40s to the upper 50s. it is starting to feel like fall at least in the overnight hours with the cooler conditions. you need to layer up. tomorrow afternoon is a warm day in the south bay. 85 san jose. on the peninsula, mid-80s around los altos. 68 pacifica. warmer than today. we had a nice cool down thanks to the marine influence. in the north bay, 86 in san
