killed osama bin laden and describes himself as a pro-life pro-second amendment conservative has announced he voted for joe biden. >> but we begin with that big rule change for the next debate. this morning the trump campaign says the president will attend thursday night's debate despite a rule change that aims to avoiding all those interruptions we saw in the first debate. >> the question is -- >> you put a lot -- >> the question is -- >> the left -- >> will you shut up, man? >> listen who, is on your list, joe? >> reporter: this time a candidate's microphone will be turned off whenever his opponent is providing the initial two-minute answer to the debate questions, but both mics will be turned on during the open discussions that follow each answer. in a statement, the trump campaign said, the president is committed to debating joe biden regardless of last-minute rule changes, but the campaign slammed the debate commission calling the changes their latest attempt to provide advantage to their favored candidate. biden's team says the former vice president will spend today and tomorrow in delaware

preparing for the debate while president trump embarks on a battleground blitz. [ crowd chanting ] >> reporter: at a campaign stop in tucson, arizona, last night, trump supporters chanted "superman" as the president recalled his recovery from the coronavirus. >> people are pandemic'd out. you know that. they're pandemic'd out. that's why it's so great what your governor has done. he's opened up your state. you're doing great. >> reporter: a record 31 million americans have already cast their ballot in the election. people lined up for hours in the florida rain monday on the state's first day of early voting. the biggest counties reporting strong turnout including pinellas county where officials say more than 8,000 people cast their vote yesterday. that's nearly double the number on the first day of early voting in 2016. meanwhile, in a significant blow to republicans, the u.s. supreme court late monday denied the party's request to block an extended deadline for mail-in ballots in the crucial state of pennsylvania with a split 4-4

decision. the court upheld a previous ruling that will require election officials in pennsylvania to count ballots received up to three days after election day as long as they're postmarked by november 3rd. republicans had argued the extension is an open invitation to cast ballots after election day and will create chaos and fraud. but chief justice john roberts appears to have joined the three liberal justices rejecting the republicans' request. in the meantime, dr. anthony fauci is brushing off president trump's latest attacks after the president called fauci a disaster during a campaign call. >> people are tired of hearing fauci and all these idiots. these, these people, these people that have gotten it wrong. fauci's a disaster. i mean, this guy, if i listened to him, we'd have 500,000 deaths. >> reporter: this morning fauci responding using a quote from "the godfather." >> i focus totally on the health and the welfare of the people of this country. that's the only thing i really care about. that other stuff, you know, it's

like in "the godfather," nothing personal, strictly business. as far as i'm concerned, you know, i just want to do my job and take care of the people of this country. >> reporter: back to thursday night's debate in nashville, president trump last night said he thinks the changes made to the debate and the topics are, quote, very unfair. he also lashed out at the moderator from nbc claiming she's biased. house speaker nancy pelosi's deadline to strike a deal on a coronavirus stimulus plan is now just hours away. hope is fading for a compromise before election day, but pelosi said democrats and the white house are making progress. stock futures rose slightly overnight. coronavirus testing rates are falling in some states even as infections rise, and there's some encouraging news in the race for a vaccine. "the wall street journal" reports moderna expects interim results from its vaccine trial next month, which means the government could authorize emergency use of the vaccine in december if all goes well. and now abc's faith abubey joins us with some new guidance from the cdc.

good morning, faith. >> reporter: hey, good morning, mona. coronavirus cases are surging across the country in what some are calling a new wave. many hospitals feeling the strain as the cdc releases new guidance on wearing masks. this morning, a new recommendation from the cdc saying anyone traveling in public transportation should wear a mask. a practice already required in several states, but the guidance coming just days after white house adviser dr. scott atlas claimed masks don't work. his message removed by twitter. it all comes as dangerous signs emerge. nearly 400,000 new virus cases nationwide in the past week. hospitalizations up in 41 states and 21% of hospitals across the country running low on icu beds. >> this is by far the highest number of patients that we've had since the pandemic began. >> reporter: in el paso, texas, a 500% increase in cases this month. the virus taking the life of el paso bishop harrison johnson who

gained worldwide attention last year presiding over the funeral for a mass shooting victim. >> something like the august 3rd shooting would never be here in el paso, but it was, so, you know, we can never say it can't happen here or cannot happen to us. >> reporter: on the front lines in salt lake city, health care workers say resources are stretched thin. >> they cannot continue to do this at this pace for as long as we are looking at the trajectory of covid-19 for our country. >> reporter: other experts called worrying. massachusetts just reported its highest number of cases in one day since may. florida is seeing infection rates rise also. arkansas reported its largest daily increase in hospitalizations and as cases rise across illinois, some areas could face new restrictions. chicago's mayor with this warning. >> make no mistake, we are in the second surge. >> reporter: and in kansas one nursing home saying ten of its

residents have died after all 62 tested positive for the virus. kansas now seeing an average of more than 700 new cases every single day, mona. >> faith, thank you. the justice department has charged six russian intelligence officers in connection with a global hacking campaign. they say the defendants are part of the same kremlin unit that interfered in the 2016 presidential election. in this latest case they're accused of using malware against american businesses including a health care system in pennsylvania as well as the winter olympics in south korea and the election in france. the weather is making news again this morning. yet another hurricane is expected to form. epsilon is the 26th named storm of the atlantic hurricane season. it's gaining strength about 700 miles southeast of bermuda and is expected to become a hurricane by tomorrow. it could create rough surf along the east coast but is not considered a serious threat to the u.s. all right, time now for a look at your tuesday forecast.

some office workers could soon be put out to sea. a company reportedly wants to turn a vacant carnival cruise ship into a floating office building. the ship could hold more than 2,000 tech workers. it's not being used for cruises right now because of the pandemic. the pandemic is causing a new problem for turkey farmers. people want smaller birds. that's because public health officials are urging americans to keep their thanksgiving gatherings small this year. farmers are now worried that their turkeys will be too big. one report claims farmers are putting turkeys on a diet, others say it's too late to grow smaller birds, and they can't harvest them at a younger age. we turn now to good samaritans who ran to the rescue after a car crash landed two people in the chilly waters of a canal here in new york. here's abc's megan tevrizian. >> reporter: this morning, what's being called a miraculous rescue in new york caught on camera. >> i saw the car is going --

slowly, slowly going down. my god, they're going to die. then i have to do something. i have to. then i jumped the wall. >> reporter: a car crash forcing joseph and delores abitabile's vehicle to slide off a long island highway into a canal. surveillance video showing several people immediately jumping into the water to help. they were able to rescue 78-year-old joseph before the car sank. >> he had his window open. i was able to grab his wrist. >> reporter: but 76-year-old delores was still inside the subaru as it submerged. >> i said to my wife, i have to stop my car. i stop when i see the lady is there and the husband, and she say, help me, so i jump in the water. >> reporter: pictures showing rescuers in the water. they first attempted to break the glass of the car with a brick and cinder block. >> eventually the police officer with the use of a spring loaded center punch was able to break out the back windshield. >> reporter: initially when

delores was pulled out, she wasn't breathing. an off-duty officer performed cpr. >> a pulse was restored. breathing was restored. >> reporter: the car later pulled from the canal as the couple were rushed to the hospital. two police officers and a good samaritan suffered minor injuries including cuts from broken glass. police say there is no way this couple could have survived if it weren't for those strangers who immediately rushed in to help. andrew, mona. >> incredible rescue. megan, thank you. and now to another rescue. we're learning more about how a missing mom from california stayed alive for 12 days in zion national park. her daughter says holly courtier stayed near a riverbed after hitting her head on a tree while exploring the park. courtier became so dehydrated she couldn't open her mouth and she also suffered bruises all over her body. she was rescued sunday and is recovering. okay, coming up, the hollywood stunt that required $70,000 worth of soda. but first the discovery of

"the big lebowski" star says his progression is good and has a great team of doctors. the 70-year-old has promised to keep his fans posted. returning to the coronavirus, there's new research on children and school safety. also this morning, new details on the link between the virus and diabetes. earlier i spoke with dr. alok patel for the latest on these and other headlines. we have new figures showing another big increase in covid cases nationwide. with deaths on the rise, what are you seeing right now, and what is your biggest concern? >> what i'm seeing is over 50,000 cases per day 7 months into this pandemic, and i'm seeing a lot of people right now who are not only frustrated but some people who don't trust what's happening, and people still wondering why there's no national guidance.

my biggest concern is that we're not getting our acts together heading into winter. >> there's some new research on the safety of schools and how kids spread the virus. what do parents need to know? >> what parents need to know is first off the news is great. like it showed a very small rate, tiny rate of positive cases from random testing in new york city, but what parents need to understand is that this headline is also underscoring all the mitigation factors that the new york public schools took into place including physical distancing, staggered classes, smaller classes and children wearing masks. >> i also want to ask you about a new study that looked into how the virus is spreading into nursing homes and heard about one deaths in a facility in kansas. what are the takeaways when it comes to nursing home safety and this new study? >> 40% of people who tested positive from this specific study were asymptomatic. and one out of five were presymptomatic meaning that they tested positive, had no symptoms then developed symptoms later. now when, it comes to nursing home, we know it's a high-risk
