night. let's our attention to why it is going to be warmer because of the winds blowing through the north bay. the red flag warning that continues until 8:00 wednesday morning and it is very dry and going to get breezy and that means anything that does ignite could spread rather rapidly. the winds are up to 32 miles per hour st. helena. as far as our temperatures we have this off shore breeze and more sunshine and feel more warmth. near 70 at the coast and a bunch of mid to upper 70s around san francisco, oakland and then richmond. everybody else in the 80s around the bay and even some 90s showing up in the east bay. this is the first of two fire threats this week. we'll talk more about that coming up. here's kumasi. >> thank you, mike. here we go, again. pg&e is warning of another round of fire prevention shutoffs this week. 50,000 customers could lose electricity as early as tomorrow

night. here in the bay area 7,000 homes and businesses in six counties could see outages. the areas near mt. diablo could be most impacted potentially. people all over the bay area are preparing for this right now. amy hollyfield is live in danville with more on this. >> good morning, kumasi. 7,000 people, customers could lose power including this section where we are at danville. stone valley and green valley road. this is the section of the east bay that could get hit and also sections of marin county that are included in this warning. officials have even closed fairfax through the mt. tam water shed at least until wednesday because of the threat of fire. we talked to one resident in marin county who welcomed the power shutoffs if it will make the area safer. >> we do get the warning quite a bit these days it seems like. but as i said before, it is for

oakland are getting creative with covid-19 safety measures. abc7 news saw a steady stream of people driving up to drop off their ballots. you see that man using tongs to place them into the designated ballot box there. all in the name of safety. we love to see it. >> that's creative. but i like it, it works. let's take a look at what's going on. let's look at some neighborhood temperatures. if you had the windows open last night and maybe grab that extra blanket. you needed it in the south bay. 57 in san jose and let's see what's lurking up in the hills at 1,800 feet. definitely some warmth out just waiting for us. the 40s in the usual spot up along 101 and everyone else in the 50s. close to where we were yesterday. cloud cover is a little bit more widespread and a little thicker in some areas. i saw visibility as low as one in napa.

all right. how about we take a look at our planner today and first open the weather window from tam. pretty windy conditions out there, once again. a haze and temperatures running in the 50s. grab a coat. top out near 70 at the coast and 89 inland and warmer than yesterday with that off-shore breeze and the dry air that warms significantly under the sunshine. red flag warning spreads into the central valley and into the foothills today and tomorrow. and just like us, the areas are under a fire weather watch for thursday night through friday. temperatures above average all across the state from near 90 across the central valley and little milder along the coast and mid to upper 70s from l.a.

and down towards san diego. some 70s for highs and that's coming up. >> thank you, mike. all evacuation orders for the glass fire in the north bay have now been lifted. the fire has burned more than 67,000 acres and destroyed more than 1,500 structures. at this point it's 97% contained. new details on a deadly police shooting in san francisco. body camera of the incident that happened ten days ago as well as pictures of a knife that belonged to that suspect. we're hearing 911 calls from witnesses. >> you're an officer right now. i just attempted a car jacking. >> reporter: not just one witness called police about the suspect, this is another 911 call that was made at the same time. >> he just assaulted a woman. he held a knife to her throat. >> reporter: each caller went into great detail about what they just witnessed.

october 20th. two weeks to go until election day. >> before we get to all of those stories, though, we want to check on mike with a look at our forecast today and this high fire danger. mike? >> thankfully the high fire danger is in a very limited area today, but it could broaden to more areas. we'll touch upon that. the key to the forecast the next couple days. little fog along the coast and the golden gate bridge and i saw earlier napa husband a visibility of one mile and some fog floating around the san pablo bay. watch out for that. as we head into the afternoon hours with the off-shore breeze expect more sunshine around the coast as temperatures are nearing 70s there. mid to upper 70s and oakland and richmond your immediate neighbors and then you get to morgan hill at 89 and head through the north bay 89 in santa rosa and touch 90 in the east bay valley. minor warming today. more on the fire threat and a nice break this weekend.

out. coronavirus cases are surging across the u.s. and this morning there's a strong new recommendation from the cdc. faith has the latest. >> reporter: this morning a new recommendation from the cdc saying anyone traveling on public transportation should wear a mask. a practice already required in several states. it all comes as dangerous signs emerge. nearly 400,000 new virus cases nationwide in the past week hospitalizations up in 41 states and 21% of hospitals across the country running low on icu beds. >> this is by far the highest number of patients we've had since the pandemic began. >> reporter: in el paso, texas, a 500% increase in cases this month. the virus taking the life of el paso bishop harrison johnson. >> something like the august 3rd would never be here in el paso, but it was.

so, you know, we can never say it can't happen here or not happen to us. >> reporter: on the front lines in salt lake city, health care workers say resources are stretched thin. >> they cannot continue to do this at this pace for as long as we are looking at the trajectory of covid-19 forfor our country. >> reporter: other experts call worrying. massachusetts just reported its highest number of cases in one day since may. florida is seeing infection rates rise for the first time since july. arkansas the largest daily increase in hospitalizations and as cases rise across illinois, some areas could face new restrictions. chicago's mayor with this warning. >> make no mistake we are in the second surge. most of the u.s. is dealing with a third spike of coronavirus cases and california and most of the bay area are managing the outbreak well. the state's rate of spread in the last ten days has declined slightly from 0.99 to 0.96.

in other words, the spread is considered to be stable. here in the bay area, sonoma county is the only county to report an increase but health experts say we're not in the clear yet. >> we have been here before. we are doing great at the end of the may and it got away from us. we don't want that to happen again. >> in his update yesterday governor newsom pointed out hospitalizations and icu admissions have been going up for the past week. there could be a sign that there is another wave around the corner, especially with the upcoming holiday season. health officials are encouraging all of us to hunker down especially once a vaccine is approved. an update on the development of one. jobina? >> yes, kumasi. modorna has an updated timeline. they told "wall street journal" they expect to get interim results for its vaccine by next month. if all goes well here, they

could get immediately use authorization from the federal government in december. on track with pfizer which announced just last week that it may apply for authorization by late november. even if a vaccine is approved by the federal government, it may not be immediately cleared in california. yesterday governor newsom announced the creation of a quote covid-19 safety review work group. 11 california doctors are on the committee, including a physicians from san francisco's department of public health and they will review the vaccine trials and all to guarantee the safety here. julian. >> all right. thank you, jobina. election day is two weeks from today and president trump is headed to pennsylvania for his campaign. he will deliver a speech at a rally in erie this afternoon. senator kamala harris will take part in a virtual rally to kick off the first day of in-person voting in wisconsin. this comes as a new poll finds

joe biden with a very slight lead in north carolina. a state that has backed presidential democratic candidates twice in the last 50 years. this abc news "washington post" poll find biden has 49% in a state with president trump at 48%. that means a statistical tie. a new rule for the upcoming presidential debate to avoid frequent interruptions. >> the question is, the question is, the question is. >> president trump and former vice president joe biden will have their microphones cut off while the other delivers their opening answer to each topic. the open discussion portion will not feature that mute button. abc7 news will air the second and final presidential debate this thursday night. coverage begins at 6:00. voting throughout the bay area is in full swing. the contra costa county headquarters has received 2,000 ballots at this point. the county expects turnouts to

the foggy spots, especially as you get closer to the coast. if you're taking mass transit, coat this morning, not this afternoon. glaring sun. polarized, preferred. humidity levels are decent. not as bad as they could be. 38% in atlas peak and you can see the winds, though, they are starting to get up there and dangerous levels. 34 at mt. saint helena. winds increasing as we head through the afternoon hours even down into the diablo range. but we don't have the fire threat there quite yet and overnight another burst. so, it's burst of winds. not going to be a full on long duration event. just going to be winds that will burst from time to time and push you up into critical fire conditions. so maybe if that helps alleviate your worries. you don't have to worry about the fire danger all the time in that respect. but we have more of us that could be in the fire danger wednesday, thursday, friday anding up.

here's amanda del castillo. >> reporter: public safety dispatchers with san jose fire answering more than 89,000 calls a year and 2020 not cutting those calls a break. >> this is the busiest fire season we've seen in terms of how early it started and how long it lasted and how busy it has been in the center. >> reporter: jessica is on the crew of 20 serving 1.1 million residents around the clock. taking calls on covid-19, protests, wildfires and more. >> we have been severely understaffed for quite some time ask it does put a burden on the dispatchers who are already managing, you know, a very stressful job. >> reporter: recruitment begins online with a minimum requirement of high school diploma. she was a wedding coordinator before coming into public safety. >> when people talk about what they want to be when they grow up, you don't hear people say, i want to be a 911 dispatchers.

providing these masks. they set up bins with masks and covid-19 information inside of envelopes. the canal district has a 30% coronavirus positivity rate at its peak. 30%. wow. over the past few months, that number has decreased to 6%. an attraction built to celebrate the 150th anniversary of the san francisco's golden gate park is finally open to the public this week. look at it. the giant observation wheel that opens tomorrow and the entire park has been transformed during the pandemic. the rec and parks department says in the last seven months they worked on 150 improvement projects and that includes a new multimillion tennis center and a clubhouse as well as upgrades to the japanese tea garden and conservatory of flowers. >> we're seeing things bloom that wouldn't have before and we're seeing our banana tree produce tons of fruit. >> workers have accomplished all of these projects even with a
