be vigilant overnight. the winds, you can see, they're around 15 to 25. a bit faster on diablo, look how gorgeous it is from the golden gate bridge. we have a lack of fog this morning. pretty clear conditioning out there. with total sunshine that will be our last day of the heat wave with upper 60s along the coast, mid to upper 70s around the bay and the 80s will stay inland. even a few 90s possible out near fairfield, brentwood and pittsburg for the warmest spots. we'll talk about two more threats for increasing fire conditions coming up. >> thank you. happening right now, a search and rescue effort under way in the presidio in san francisco. the fire department says one person has been found trapped off the side of a cliff. this is near battery crosby. we are still waiting for more details as to what the person was doing there in the first place, how they got off the side

amy hollyfield is live with more on this. >> the napa valley register says one of the supervisors wore an orange tie to the county supervisor meeting yesterday. so they're very happy up here. this means that more businesses with welcome more people inside, that includes restaurants. happy for them. restaurants can now double their capacity. they can now have 50% capacity inside. gyms can go from 10% to 25% capacity. great news for napa wineries, they can also serve people inside. bowling alleys, those will now reopen. the team at napa bowl is very excited. >> thank god. it wouldn't be much longer and we wouldn't be able to open any way. thank goodness our colors have changed and we are able to open, even though it's at 25%. 25% is better than no percent. >> to get back out here and do

what i love doing, i'll be happy for that. >> so much fun. movie theaters are also on the list that can allow more people inside. plenty of options for you for entertainment this weekend. county officials are praising residents for working hard to stop the spread of the virus and getting the county to the orange tier. they're also encouraging everyone to keep it up. as you look at this live picture, you have to think about this great timing as we move into daylight savings time and cooler weather. restaurants are relieved they'll be able to welcome more people indoors. reporting live in napa, amy hollyfield, abc7 news. many other bay area counties are also making progress. here's a look at the map and it shows where all of the counties stand. as you can see, only sonoma county is still in the most restrictive purple tier. san francisco is the first bay area county to move into the yellow tier, which is the least restrictive tier. that means more reopenings.

santa clara county is making it clear professional sports venues and theme parks will not reopen now. the state's newly released guidelines mean the 49ers could open up levi stadium at 20% capacity and restrict ticket sales to people who live within 120 miles but the county is not ready. >> no question this is dangerous. this is the worst thing in the world to be doing at a time period when california's beginning to see some light. this amounts to another step backwards. >> the county's decision came shortly after the 49ers issued a statement praising the guidance by the state adding that they were ready to work with health officials to create a plan forward to bring fans back but that will not be happening now. we made it easy for you to keep tabs on the rules and what's open where you live. this interactive reopening tracker is on our website, abc7news.com. got some developing news on

what's happening on the campaign trail today. good morning. >> good morning. yes. no time off on the campaign trail for president trump on the eve of the final election. he will be holding a rally in north carolina tonight. he visited the swing state of pennsylvania yesterday at a town hall event. the president was asked what he would have done differently in his response to the pandemic. mr. trump replied "no much." democratic presidential candidate joe biden will not hold campaign events today to prepare for the debate. but he's getting some backup from former president barack obama. today obama will stump for votes on biden's behalf in philadelphia. tomorrow's debate is the last chance for voters to watch these two men go off face-to-face in public, final time there. there were only two presidential debates this season. we know that president trump backed out and then so did joe biden. that's what happened there. we'll see what happens tomorrow. >> everyone will be watching. thank you. you can watch the final

presidential debate between president trump and joe biden tomorrow night. it all starts at 6:00 here on abc7. all right. let's look at what's going on with some temperatures. we'll go up to the north bay. you have been getting rather cool as we expect this time of the year with 40s out there. look at all those 40s. you have them around santa rosa, rohnert park, petaluma, sebastopol. everybody else pretty much in the 50 look at lake berryessa, the higher you go the warmer it is. temperatures mainly in the 50s. a few 60s around el sobrante, alameda. 64 in daly city. a beautiful shot from sutro tower showing the fog not around. if you're working from home, i like to turn the bright lights off and let the sunshine in. warm breaks for the kids if they're remote learning. yesterday swam outside for about an hour, it was really

refreshing. i enjoyed it. here's the fire danger. this is our next one. each one will get progressively more dangerous. the one we're under in the north bay is a low grade. this is medium grade, this weekend it will be higher grade because the winds will pick up and the air will get progressively drier than the last one. we have a series of dry cold fronts coming through. you can see from 5:00 this morning right now to 9:00, we're still high across the north bay. as we head into the evening and overnight hours, we get some very highs starting to show up and in the east bay hills and the diablo range and eventually the santa cruz mountains tomorrow. we'll look at the fire threat this weekend. much cooler temperatures coming up in the accuweather 7-day forecast. let's turn back to jobina and find out about the morning commute. how is it going? >> hi, mike. thank you. our road construction picked up for people traveling westbound on the bay bridge. that's not a problem anymore. things are moving on 880 in

all right. welcome back. let's look at what's going on outside. gorgeous shot of the golden gate bridge from sutro tower. let's look at our temperatures for today. this is going to be our last hot day with temperatures in the mid to upper 60s at the coast, some 80s around the bay, upper 80s to 90s inland. gorgeous evening on tap falling into the 60s, 70s by 7:00. look at that, pretty much the northern half of the state outside of the sierra in fire danger. it will also be hot in those areas. upper 80s through the central valley, 98 in palm springs. 70s around san diego and los angeles. 68 in monterey. i want to show you next week, the driest air of the season. we have a series of cold fronts coming through. look at these relative humidity levels next monday afternoon. 2% to 5%, 6%, 7%, 8%, 9%. if the dry air bothers you, you

able to say thank you to everybody. how much you will change my son's life. i could never thank all of you enough. >> we first introduced you to shelby hughes last week. she lost both her jobs when the pandemic hit. when the edd cut her benefits without explanation, she and her son had to live out of their car. her story touched moms across the state. one woman started a gofundme that has raised more than $58,000. >> it's one of those things that you just -- you have to do what you have to do to help another mom. >> my husband and i just looked at our budget and we could afford to give her about $1,000. >> i have work available if it's a case of child care. i would not be above wanting to sit with her son while she's working. >> hughes saw her overdue benefits come in after our report. the edd issuing a statement saying we're so very glad to hear this case was cleared up for shelby hughes. we hate to see any claimant caught up in any kind of delay.

winds will increase tonight behind a cold front, a dry cold front. that will return the fire danger. another dry cold front this weekend will increase the fire danger as the winds could be faster and the air even drier than what we're dealing with right now. looks benign on the satellite as you can see, but there is a cold front there. when it passes, the humidity will plummet and the winds will pick up. that's why we'll have the increase in fire danger tonight. for today, 80 in sunnyvale and cupertino. san jose, 84. gilroy, 88. on the peninsula, 76 in millbrae. as you head into the south bay, mountain view at 81. upper 60s along the coast today with mid 70s in downtown south san francisco and sausalito. near 70 along the north bay coast. we'll have mainly mid to upper 80s in the north bay valleys san rafael the exception at 81. 76 at richmond. oakland at 78. 80 in hayward, castro valley and fremont. 91 in fairfield.

and rescue crewed rescued a person stuck on the side of a cliff at the presidio. now they're taking the person to a hospital nearby so they can be checked on. critical fire conditions continue across the north bay until 8:00 this morning. you would call this a low-grade event. what will start tonight is a moderate event. 10:00 through at least 8:00 friday morning. critical fire conditions spreading into the east bay and the peninsula and the south bay. 53,000 californians could lose power tomorrow because of the high fire danger, that includes people in six bay area counties, including this business mark. napa county is easing covid-19 restrictions as they move into the orange tier. that means wineries can serve customers inside of tasting rooms. restaurants, fitness centers, worship services and movie theeters can move people inside starting today. number five, san francisco moved into the yellow tier,

nonessential offices and climbing gyms can open tuesday. more openings are scheduled for november 3rd. number six, we do have positive news in traffic. no major blocking issues to report or crashes as we take a live look outside. you can see things are moving smoothly in oakland. this is 880 at the coliseum camera. number seven, movies have returned to san francisco. filming is happening this week on a new marvel flick. okay. have you started your holiday shopping yet? it seems like a lot of people have and they're taking advantage of early deals. a new survey finds that 1 in 4 americans are completely done with holiday shopping. the online lending service lending tree surveyed more than 1,000 people and it found that 25% of consumers have finished their holiday shopping. about one-third of people believe they might go into debt this holiday season. about half of parents and people who lost their jobs during the

soon. the two key dates that you need to keep in mind. good morning. it's wednesday, october 21st. thank you very much for being here. >> before we get to those stories we want to check in with mike to see what's going on with the forecast today. good morning, mike. >> hi, everybody. let's look at the red flag arning that's in effect for a couple more hours across the north bay. it's been a quiet night for most of us, even across the north bay it's been quiet. the winds are around 10 to 25 miles per hour, except for diab diablo, which is at 52. relative humidity has not been too bad. 30% to 40%. all right. so let's look at what's going to happen today. we have a dry, cold front. before that rolls through later on this afternoon and evening, we'll hit warm temperatures from 91 in fairfield to 84 in san jose, oakland at 78. san francisco 73. napa 85. now, our red flag warning that's coming this weekend, critical

fire conditions even faster then. can imagine we'll have a psps then. thousands in the bay area are facing possible power shutoffs because of the prime wildfire weather. the utility is expected to shut off electricity for 54,000 customers across 19 counties and this map that you're seeing shows the impact in the bay area. the possible outages tomorrow include a business park near the altamont pass. at least one business says it will take a financial hit. >> they'll miss a day of employment. that's money being taken out of the economy. when you talk about this whole area, this is all a business complex. >> pg&e says it's opened up its emergency operations center if the power does need to shut off. the utility says the goal is to give customers four hours notice. right now on our website, you can find resources and how you can prepare for an outage. we have more than a dozen tips on this article that will help you in the event of a forced

october 27th nonessential offices and climbing gyms can reopen at 25% capacity. on november 3rd more reopenings including indoor pools and bowling alleys. locker rooms and showers at gyms would reopen and indoor restaurants, museums and places of worship can increase capacity to 50%. >> san francisco county, a large california county, very visible, won lots of, you know, different types of communities and neighborhoods, did today reach the yellow tier. they were benefited by the health equity metric. >> that metric requires counties to lower virus transmission levels in the most vulnerable populations before moving into the next tier. the city says another goal is to allow outdoor bars to reopen without the requirement to serve food. that could happen in mid-november. don't count on a disneyland trip any time soon. large theme parks cannot reopen

his recollection about what happened that night. >> car chases and a muni bus ripped in half. whoa. the major movie filming in san francisco right now. lets look at what's going on as far as your weather goes. we'll look at some temperatures out there. you can see we have a little bit in the way of microclimates. some 40s in the deepest inland valleys, especially the north bay. we have 50s around the bay until you get to el sobrante and alameda at 60. daly city, 61. san jose, 57. brentwood and tracy in the low to mid 60s. as far as your commute planner goes, it's going to be another quiet day. the foggy spots even more minimal than they were yesterday. in fact, they're very hard to find right now. most of us will be clear out there. just remember, if you grab a jacket this morning, which you probably will need, you won't be wearing it this afternoon. so try to remember it and take it home with you. let's talk about our next critical fire condition.

the timeframe and a stronger one at that as the sustained winds will be faster and the air will be even drier. this one encompasses more neighborhoods, not only the hills and mountains, which we know are sparsely populated but look at the east bay valleys, you are also added to the mix in this particular one. now, looking at the surface winds, it's interesting that they're going to be slower than mountain winds, but still getting up around 20 miles per hour to 30 miles per hour tonight and then calm down tomorrow morning as the central valley really ramps up. you can see as we head into the noon hours, the winds will pick up again, 30 miles per hour to 40 miles per hour. so this is not only going to be a night event, it's going to be a day event also for more of us. a little more stress on us with this next red flag warning that starts at 10:00 tonight and goes through 8:00 friday morning. we'll talk more about the weekend chances and the same thing coming up. here's jobina. >> thank you. good morning, everyone. so far so good on our roads.

jonathan mattingly, he was one of the officers there the night breonna taylor was killed. this morning he's speaking publicly for the first time about the night of the shooting. he disputes the notion that officers entered taylor's apartment without warning which was legal at the time with a no-knock warn. >> so we get up. i remember banging on the door. it's open hand, hard smack, bam, bam, bam, bam. first time didn't announce. just hoping she would come to the door so everything was quiet, neighbors wouldn't come out. >> can you hear anything from inside the apartment? >> not at that point. not at that point. >> okay. >> so after the first bang, nothing happened. banged again. i yelled, police, search warrant, polce, search warrant. you're yelling this. >> there were seven officers on the scene, one said he heard movement from inside the apartment. >> he said, stop. i can hear somebody coming up to the door, so we stopped. we listened. nobody says anything. we yell again, police, search warrant, open the door if you're

there, police, search warrant, and finally look back at my lieutenant, who is in the stack back here, he says, go ahead and hit it. >> even as you're hitting the door, you're yelling. >> yes, everybody at this point. >> everybody. >> because that's what we do. >> an update on the legal battle over what went down in the grand jury's discussion, a judge allowed the grand jury to speak publicly about the case. one of them commented about the failure to bring charges related to breonna taylor's death. you will hear more about that and what mattingly says about george floyd's killing coming up at 7:00. new developments with the scott peterson case. a hearing is scheduled for monday morning to determine whether he has a lawyer or will need a public defender. peterson was sentenced to death for murdering his wycife laci a their unborn son in 2002. the state supreme court overturned his death sentence and ordered his murder conviction to be reviewed. it's not clear if peterson will make an appearance in person or by video from san quentin.

san quentin now has to cut half of its population after a lawsuit over the coronavirus outbreak. a california appeals court judge ruled that inmates have to be released or transferred to other facilities that can provide protective measures against the virus. also prisoners over the age of 60 and have served at least 25 years of their sentence have to be included in any release program. >> all of the strategies in the state excluded this population for release when they're the obvious people to let out because they aged out of crime. they're already old and they face the highest risk of covid because they're old and suffer from various health problems. >> there are about 3,400 inmates currently at the prison in marin county. it's estimated 75% of the population has been infected. the california department of corrections and rehabilitation released this response saying cdc-r received the ruling and will determine next steps however we respectfully disagree
