from sozero to nine in napa. the fog is on the move a bit. you can see it from sutro tower, now that's getting fogged over once again. clouds at the coast today. look how much cooler it will be. 62 at half moon bay. 64 at san francisco. 67 in richmond. everybody else in the 70s until you get to places like yucaipa and antioch in the 80s. while we were sleeping, most of us taken out of the red flag warning today except for solano county, lake and mendocino counties. almost all of us under a fire weather watch. pg&e says new power shutoffs are possible from sunday to tuesday when even more dangerous winds pick up. here's a look at the current outage map. right now there's just scattered power shutoffs in northern california. pg&e is expected to turn the power back on from this week's event later today. the utility says more information about possible shutoffs this sunday will be

just being able to actually hear each individual talking. >> we talked to a san jose state professor who says knowing the mics could be turned off helped both candidates. what about the facts? who said what and what did it actually hold up to? abc news was fact checking both candidates during the debate to find out which claims hold up, you can go to abc7news.com. alameda county is easing restrictions on indoor businesses starting today. the economy is something we're focused on in our effort to building a better bay area. abc7 news reporter amy hollyfield is live with what we can expect. good morning. >> good morning. well, if you're in alameda county and eating outside this weekend and you get cold, you can now move inside if you would like to a limited capacity. starting today restaurants can offer indoor service at 25% capacity or fewer than 100 people.

that formula applies to movie theaters, indoor worship services, gyms and fitness centers. all of them can have a few more people inside. the mayor of oakland gives the credit to residents for being diligent. >> all these indoor activities like climbing walls, bowling alleys, these are going to start to be allowed to reopen at 25% capacity and all that because you have done such a great job keeping that social distance, wearing the mask. >> indoor stores and malls can even allow more people. they can increase capacity to 50%. the state cleared the county to make this move more than a week ago when it moved alameda county into the orange tier, but the state's color coded system allows for a county to move at its own pace and make the final decisions. alameda county has chosen to be more careful and take it slow, but today they are clearing the

all right. let's look at some neighborhood temperatures. grab a jacket down in the south bay. it's not quite as cold as the east bay valleys in the 40s, we're in the low to mid 50s here under cloudy conditions. you can see temperatures mainly in the 50s throughout the bay and as you head into the dosnor bay, upper 40s.

there shortly. i have a traffic alert i want to get to. this is fairfax-bolinas road. it's closed due to high fire danger. closed between highway 1 and the meadow club until monday. now a live picture showing you the bay bridge toll plaza. the metering lights are still not on this morning. it's light there as well. we will bring in the san mateo bridge, we'll see how things are moving there. this morning building as people make their way westbound, outside of that just really clear. i'm glad to see there are no crashes this morning. reggie? >> jobina, thank you. knew at 6:00, this is in your category, traffic. so downtown san francisco of course not so many people down there right now because of the pandemic, but the city's push for congestion pricing is still moving along. the city wants to charge people driving through downtown and most of soma. they think the tolls will cut congestion by 15%.

they want a plan in place by the time more workers come back into the office. the county transportation authority will hold a meeting next month to discuss three options. two of those would charge inbound traffic only with discounts for certain people. the third option would charge traffic going both ways. still ahead, the fast food chain giving away masks that smell like chicken. plus keeping the cap on food delivery fees in san francisco. how long people can expect to pay lower prices if one measure is passed. and let's take a live look outside and see what it looks like at 6:11 this morning. we'll be

new details in oakland, a six-hour stand offwioff with a suspect came to an end

peacefully. yesterday at around 11:00 in the morning, the gunman barricaded himself in this shoe store, took a hostage and opened fire. after several hours, police were able to negotiate the employee. the suspect remained agitated firing more rounds. a few hours later they coaxed him out bringing him into custody. police say the suspect was wanted in connection to a double homicide. a california appeals court ruled uber and lyft violated a state labor law, but the ruling won't have an immediate effect. the ruling says that the ride hailing companies misclassified their drivers as contractors instead of employees and that goes against assembly bill 5 which grants fair wages and benefits to workers classified as employees. this issue is on the ballot. if prop 22 passes next month, the companies would be allowed to classify drivers as independent contractors. new at 6:00, the cap on food delivery app fees may remain in place for two months after the city's restaurants are allowed to operate at 100% of indoor

capacity. aaron peskin is introdeucing a measure to cap fees at 15%. that's set to expire on november 3rd when san francisco restaurants will be allowed to see the 50% at indoor capacity. > a spokesperson for doordash says they have reservations about supervisor peskin's proposal. jack in the box has something free for you today if you really like chicken. they will send you a free fried chicken mask. it's available on their website while supplies last. it's a promotion for a new chicken sandwich which is not actually chicken, it's plant-based. they call it the un-chicken sandwich. you can try that yourself but only at certain jack in the boxes in monterey, salinas and

east bay hills and along the coast. initially calm as we start the weekend, that dangerous ending. here's the fog forecast, you can see most of us are sunny away from the coast as we head to the lunch hour. a few lingering clouds around the bay and some of the coastal valleys of the north bay. the clouds at the coast this afternoon and making a return trip late this afternoon into the evening hours for that bigger widespread event tonight. 74 to 79 in the south bay. 68 to 74 on the peninsula. lack of clouds, 60 to 63 along the peninsula coast. mid 60s, going to be cooler than average in downtown south san francisco and sausalito. we have 73 to 78 through most of the north bay valleys. some upper 60s in richmond and berkeley. 70 to 73 elsewhere. 76 to 82 in the east bay valleys after being in the 40s this morning. here's tonight. more 40s in the valleys, 50s around the bay. a little bit of green along the coast for that drizzle. here we are at 11:00 sunday. that's when the fire weather

hi, mike. >> hi. yes. let's talk about what's going on weather-wise today. even more cooling getting us closer to average. at least avenue ram in redwood city, 74. 5 degrees cooler in san francisco, 64. the rest of us about 2 to 5 degrees warmer than average. temperatures will be cooler tomorrow with lingering cloud cover, 60s and 70s. a few more 70s sunday as the sunshine and the breezes pick up. monday looking at 70s across the board. a little bit of a warming trend, but not much. just those winds spreading that warmth. here's the issue, not only with the fire threat but this is next friday through early november, we're not going to have any rain the next two weeks. another late start to the rain season. >> all right. thank you. it is a big day for kids of all ages in san jose because the city is reopening nearly 300 playgrounds.

they've been closed for seven months because of covid-19. so amenities like basketball courts, picnic areas will reopen in the coming weeks. you have to wear masks. the city is also asking everyone to sanitize equipment before and after use. to make sure everybody gets a chance to play, officials ask that you limit your visits to 30 minutes. this deer stuck around for a lot longer than 30 minutes. he destroyed at least part of a new business in pennsylvania. watch this. ouch. that hurts. especially when i'm sure they just made this look so nice for the grand opening. it wasn't done yet. this buck started to trash a lot of the work stations. now, the owner says the buck was still there when she got to work four hours later. you can see her at the front door. the buck sees her and says i'm out. i will take the way i came in. boom.

side of the peninsula. 57 in san carlos for a little warmer temperatures there. 44 right now in san ramon. 49 in livermore. also in napa. 47 in san rafael. some of our cooler neighborhoods. speaking of napa, look at the fog. visibility down to less than a quarter of a mile on 37, 29, 12 and possibly interstate 80. you can see from emeryville, it looks pretty clear. about 55 degrees. that's my biggest concern for your commute. the little bit of fog to deal with this morning. otherwise, jacket weather this morning. not this afternoon. sunglasses needed. our most damaging winds from 4:00 sunday to 10:00 monday morning. lower elevations where most of us live. gusts could reach 50. higher elevations 70 to 75 miles per hour winds. those are damaging winds. if a fire starts, you know what it can do to that. our red flag warning will eventually be issued.

let's take a look at what's going on outside from the exploratorium camera where you can see that we've got a little issue with cloud cover there. not a total issue. it's not a very socked-in fog or air mass this morning. it's chilly. 40s and 50s. the rest of us in the 70s this afternoon. grab a coat this evening. look at the explosion of wind from 4:00 through 10:00 monday morning. that's when our high wind watch is. we could have 35 to 40 mile per hour winds in lower elevations. 70 in higher. coinciding with that, look at explosion of high to extreme fire conditions during that same time frame. while most of us are sleeping, that's when it's going to be dangerous. >> my thank you. progress for a covid-19 vaccine. the fda commission discussed whether potential vaccine could be ready for release. the first large scale trial has

hit its target enrollment of 30,000 participants. that's a vaccine developed by moderna. if all goes well, the president of the company says a vaccine could be available on the market by december. pfizer has lowered the age of participants in its trial to 16 years old. the company wants at least 3,000 older teens enrolled. also, remdesivir is now the first and only drug the fda has approved as a covid-19 treatment. that approval came yesterday. gilead sciences in foster city makes the anti-viral drug. remdesivir is shorten a patient's recovery time by five to seven days. now to your morning money report. walmart filed a lawsuit against the federal government over the opioid crisis. they're saying that the suit is in response to threats of legal action from the department of justice and from the dea. the retailer argues that their pharmacists should not be expected to override doctors' orders for prescribing opioids. according to the legal filing,
